Reason for refusal (if applicable): The proposed development does not provide any external private or usable garden space to serve the future occupiers of this 3 bed roomed dwelling resulting in poor living conditions and an unsatisfactory environment for the future occupiers of this property. This development is therefore contrary to the objectives of Local Plan policies G1 and H3 and the NPPF (2012). The existing offices form part of the eastern boundary shared with 38 Hospital Lane and the proposed development includes the use of the ground floor windows on the eastern elevation of the existing offices to serve a bathroom and bedroom. These windows currently face the rear garden area of 38 Hospital Lane. Having regard to the close physical relationship between the site and the neighbouring properties, it is considered that this development would therefore result in substantial loss of privacy, would cause unacceptable overlooking and would create a poor quality living environment both for the future occupiers of the proposed dwelling and the occupiers of 38 Hospital Lane. This development is therefore contrary to the objectives of Local Plan policies G1 and H3 and the NPPF (2012) Insufficient information has been submitted which clearly demonstrates that the development and its future users will be safe over the lifetime of the development. The proposed finished internal floor levels of 400mm above the existing ground levels fails to elevate the development above predicted current day and future flood depths. The application is therefore contrary to the objectives of the NPPF (2012) which seeks to ensure that inappropriate development in areas of risk of flooding should be avoided by directing development away from areas at highest risk, but where development is necessary, making it safe without increasing flood risk elsewhere. The application therefore fails to meet the exception test as identified within the NPPF(2012)
