1. Executive Summary
The transport sector is presently a rapidly developing and changing sector
in its different modes and various main market segments (i.e. high speed, regional, suburban rail, light rail, metro, freight, etc.). The various
transport areas and their personnel are facing crucial changes that will determine the future of this important sector. These changes occur in
technological, demographic, structural, legal and regulatory domains. Europe needs efficient transport modes, requiring skilled and motivated
personnel at all levels as agents of change in an increasingly complex, multidisciplinary environment. With the development of automation,
electrification and greening of transport, among others, the transport sector faces problems in staffing its several domains with appropriate and
qualified personnel. This fact makes the need for changes in training and education content, curricula, tools and methodologies absolutely
imperative, incorporating lifelong learning aspects for the professionals in all transport areas. SKILLFUL’s vision is to identify the skills and
competences needed by the transport workforce of the future and define
the training methods and tools to meet them. The interaction with the appropriate stakeholders is a crucial aspect in the
process of making this vision a reality. This report presents the list of target stakeholders that will be affected by
the results of the project, the various dissemination tools that will be used to reach them as well as interactions with policy makers that will shape
future policies in this field.

2. Introduction The Transportation sector employs over 10 million people in the EU today.
At the same time, transport is a social sector that is rapidly developing,
changing and being influenced to the maximum extent by the development of automation, electrification and greening of various
sectors, among others, thus facing problems in staffing its several domains with appropriate and qualified personnel. This fact makes the
need for changes in training and education content, curricula, tools and methodologies absolutely imperative, incorporating lifelong learning
aspects for the professionals in all transport areas. The SKILLFUL vision is to identify the skills and competences needed by the transport workforce
of the future (in the time horizons 2020, 2030 and 2050 respectively) and define the training methods and tools to meet them. For all the above
trends, employability will be strongly connected by SKILLFUL to future transport job requirements for all transportation modes and multimodal
chains (which constitute a key transport of the future trend) and for all levels/types of workers, while all training modes will be included and
integrated in a balanced way. To achieve this, SKILLFUL aims to review
the existing, emerging and future knowledge and skills requirements of workers at all levels in the transportation sector, to structure the key
specifications and components of the curricula and training courses that will be needed to meet these competence requirements optimally and to
identify and propose new business roles in the education and training chain, such as those of “knowledge aggregator”, “training certifier” and
“training promoter”, in order to achieve European wide competence development. Project results will be verified through a wide number of
Pilots with low to high skilled workers from all transportation modes Europe-wide.
SKILLFUL WP6 (Dissemination and Exploitation) is devoted to
dissemination (communication) and exploitation of the projects activities and outcomes and contains details on the dissemination and
standardisation plans and the tools to be used. This deliverable D6.1
(Dissemination and standardisation plan) has been produced to outline the overall project approach to dissemination and standardisation. It builds on
D6.3 (Project logo, leaflets and posters) that was produced in the first three months of the project and D6.2 (website) that was concluded at the
end of the fourth month (January 2017). Considering the duration of the project (3 years), this plan will be updated
in Month 13 of the project (October 2017) with the final version produced in Month 25 (October 2018).
More details about the overall approach planned to be followed are found
in section 3 below entitled “Strategic overview “, which also sets out the details of the rest of this Deliverable.

3. Strategic overview The dissemination activities require both financial resources and time
expenditure from the partners of the project. It is therefore essential to
establish a clear and concise plan of such activities with a predetermined scope and budget and carefully defined goals.
Therefore, the methodology for the dissemination and standardisation
tasks consists of a carefully designed plan, developed at the early stages of the project, followed as closely as possible during its duration and
regularly updated so as to take advantage of newer opportunities for dissemination of the projects achievements and results and promotion of
project information to multiple audiences.
The first step for this dissemination and standardisation plan is the definition of the strategy to be followed. This strategy proposes cost-
efficient ways for each stage of the project to reach the specified target groups, through the defined channels with the scope of achieving the
dissemination’s and standardisation’s goals.
Therefore, the following five elements are carefully described during the
scheduling of the plan: • The dissemination and standardisation objectives (outlined in section
4), • The target groups and key messages (section 5)
• The dissemination tools (section 6 and 7), • Standardisation (section 8),
• Evaluation and monitoring of dissemination and standardisation activities (section 9).
4. Objectives The objectives of the dissemination and standardisation plan are as
follows: • To widely disseminate the project’s activities and outcomes to a
wide range of stakeholders in Europe and beyond.
• To call on a broad range of stakeholders‘ involvement in project pilots and activities.
• To make project Pilot Sites renowned reference cases Europe-wide. • To reach target groups (scientific community, industry end users,
policy makers, general public) at regional, National, European and global level.
• To investigate pertinent existing standards and standardisation activities in order to identify gaps, where support for on-going
standardisation activities would be useful or the initiation of a new standardisation activity is necessary.

• To develop, apply and evaluate appropriate training curricula,
material and programmes for all types of SKILLFUL services (i.e. trainers and trainees to use project tools, various stakeholders for
formulation and uptake of proposed business models).
• To issue best practices and recommendations for delivery of ICT-based services to various groups of workers and tutors, related to
usefulness, usability, efficiency and business reliability factors.
This strategy will include clear commitment to be undertaken by all partners towards contributing to its dissemination actions. The project will
be able to capitalise on the networking potential of each partner involved and multiply the outreach of the project’s dissemination and awareness-
raising activities. The dissemination plan will be updated annually and the dissemination actions will be included in annual reporting.

From these categories of stakeholders, SKILLFUL has established a pool of
user representatives, policymakers and other relevant experts at national, regional and European level, who are interested or have an expertise in
this field. This pool forms the so-called „Stakeholders Reference Group (SRG)“. This list has been elaborated at the early stage of the project
benefiting from contributions from all the Partners; it will be updated
whenever new suggestions are made. These targeted participants are not expected to formally meet but will be
regularly informed on the project and will be asked to take part in the relevant events. A high effort will be put to build a strong project profile to
the scientific community, the industry, policy makers, and users. In particular, the emphasis will be put on attracting several Members from
the European Technology Platforms (ETPs).

So far about 200 experts from these three categories of stakeholders have
been identified.
6. Dissemination tools Two types of dissemination tools will be used in the project.
General dissemination tools: these tools are those that will be used to raise awareness of the project and disseminate the results.
Specific dissemination tools: will be used to receive feedbacks from stakeholders and as pilot tools for training schemes for specific skill levels
(low, middle and high skilled workers). Detailed overview of the tools are mentioned below.
6.1 General dissemination tools
6.1.1 PowerPoint template and presentation
A dedicated PowerPoint presentation following a specific template was developed and made available to all Partners at the beginning of the
project so to allow each Partner to present and advertise the project on any occasions.
A ppt template is also available to the Partners in view to present projects results and developments.

6.1.2 Flyer
A leaflet covering the projects’ concept and objectives was produced to
announce the project in December 2016, which is aimed to be distributed

at all relevant key events to all the key target audiences (see Figure 2).
More details can be found in D6.3 Project logo leaflets and posters.

6.1.3 Poster
A poster covering the projects' concept and objectives was produced in
December 2016 to introduce SKILLFUL to relevant stakeholders. It is also aimed for distribution at all relevant key events.

6.1.4 Newsletter
The project consortium plans to publish an e-newsletter every six months to promote the project progress and results, as well as announce
upcoming events. The newsletter will report the news of the project (and all related projects) to key stakeholders, stimulating the afore-mentioned
stakeholder list (which will grow continuously during the project).
The newsletter will be accessible through the public part of the website and will be sent by email to the above-mentioned target groups as defined
in the stakeholder list. News from the newsletter will also appear on the website, LinkedIn group and other key sources such as the partners’
websites. Some of the items in the newsletters will include: • Key milestones reached, key actions taken and outcomes achieved;
• Key workshops/events/conferences/exhibitions where the project
has been presented; • News about participation of the project at a conference or workshop;
• News about the project at relevant transport-related happenings/events;
• Key magazines where the project was covered; • News about relevant related projects;
• Features about a partner in the project; • Possible national or regional applications as a result of the project;

• News about major related events (issue of legislation, publication of
communications from the European Commission, publication of major studies commissioned from European Commission’s DGs)

6.1.5 Website
The SKILLFUL website at http://www.skillfulproject.eu/ was designed and launched in January 2017 (Month 4) of the project to inform users about
the objectives, concept and progress of the project, as well as provide information about its planned activities. As for all the project’s
dissemination tools, the website is also using the specially designed logo for the project.
The website’s structure provides easily accessible information for the visitors, as well as more detailed private document information for the
Partners of the project. More precisely it includes the following sections:
- A “home page” with project objectives, partners’ logos and reference to the EU funding (see figure 3)
- A section on “Methodology” describing in details all seven Work-packages
- A section on “News” where events, publications and relevant information will be shared
- A section “Events” providing a calendar of activities - A section “Library” where main files will be available

- A section “contacts” where all Partners details are provided
This website will contain all the information, figures, pictures and videos
related to the project’s activities. Emphasis will be also given to include
explanatory diagrams and images, in addition to text, for better understanding. A part of the website will be devoted to include demos of
the developed training schemes.
The project’s website will be maintained for at least 10 years under the FEHRL Knowledge Centre (http://www.fehrl.org/), ensuring its availability
after the end of the project and showing the link with other projects supported through the FORx4 (Forever Open Road, Rail, Runway and
River) activities. It will serve as the most versatile information and communication tool, because on the one hand it gives the opportunity to
provide information to a worldwide audience and on the other hand enables a comprehensive provision of information and a platform for the
project team.
In addition, relevant social media (see section 6.1.5) will be used to give
the project wider coverage. Each project partner (and all stakeholder associations) will also be asked to give adequate emphasis of the project
on their own websites, thus ensuring a wide dissemination between relevant stakeholders.

6.1.6 Social media
The project will set up and run social media campaigns to create
awareness and communicate progress and results, which will focus on integrating the content from the newsletter and website with social media.
These will include both the use of social media platforms (Linked In,
Twitter and Facebook) dedicated to the project and those already used by the consortium partners and stakeholders. As a first step and to

complement the website and draw key stakeholders to the published
information, a dedicated LinkedIn group will be set up in April 2017 for SKILLFUL. The Twitter and Facebook accounts will follow by the summer
of 2017.
Other key LinkedIn groups from Partners and others will also be used where relevant to multiply the information.
All announcements that are made on LinkedIn will be also included on
partners’ social media sites.
Dedicated hashtags will also be created in view for being used on Twitter. The
following will be systematically used: #SKILLFULproject. Others like
#transportworkforce, or #transportskills or #skills #workforce will be
recommended to be used. Partners of the consortium having Twitter accounts
will be asked to refer to those hashtags.
6.1.7 Press releases and media coverage
The project consortium will produce at least four press releases for the European, National and local press (depending on the topic), which will be
used to publish articles in electronic media and specialised magazines
(e.g. World Highways).

The SKILLFUL press releases will be also used as input for the production of articles in magazines published by the project participants and/or other
related stakeholders (e.g. the FEHRL Infrastructure Research Magazine (FIRM)). Partners will be asked to make them available through their
individual websites. All partners will advise on proposed publications using Table 4 below, which shows examples of some identified so far. For
example, UIC e-news (with many readers all over the world) and other

sectorial business magazines will be used to disseminate project material
and reach its wide target of VETs, as well as low to middle skills workers and their unions across Europe for all transportation modes.

6.1.8 Peer-reviewed publications
The SKILLFUL Consortium aims to realize at least 15 publications in
conferences and scientific journals by the project end, as shown in tables 4 and 5 below. This represents a major effort towards publishing peer
reviewed scientific and technical papers conference proceedings to well respected and highly rated journals and respective conference
proceedings.
SKILLFUL will take part in the Pilot on Open Access to Scientific Publications. Accordingly, refereed publications in journals or
conference/workshop proceedings will be limited to those journals, conferences and workshops that provide open access ('green' or 'gold') as
for. instance, the European Transport Research Review (ETRR), open Access Journal. Several of the conferences of interest in this work provide
open access. See section below for more details on conferences and
workshops.
6.1.9 Conferences/workshops
Two events will be organised during the project life (the first one at Month 13, the second at Month 35), targeting users and policymakers, aiming at
providing input for the project’s view and activities. These events, which will serve as a concrete platform to test ideas, technologies and services
and discuss future steps, will be an integral part of the project. These events will be either planned in one of the project’s pilots’ sites to get the
presence of local communities’ members or in central cities (in order to attract experts and stakeholders) and may coincide with other project
activities or relevant events (i.e. key conferences, EC- organized
meetings, etc.).
The objective of these events will be to gather the views of users and stakeholders, so that they are able to influence the project outcomes.
Among others, they will discuss technical aspects, usability, barriers and drivers to acceptance, user profiles and scenarios of use, ethics,
exploitation opportunities, links with policies, etc., focusing on the issue of critical importance for the project at the period of each event. Feedback
will be provided to the various working teams of the project.
The final event that will be held in the last year of the project, will aim to spread the achievements of SKILLFUL to all potential interested parties,
thus demonstrations of the proposed training schemes will be provided. In the first event of the project, at least 30 (external to the project)
participants are targeted, with the final event being attended by at least
50 external participants. Feedback gathered during these events will be included in a dedicated Internal Deliverable that captures the main issues
raised and will serve as a basis for action to be taken by the project

partners. The Consortium will be therefore asked to reply in a structured
way to the comments raised by the participants in the events.
Partners of the project are expected to take part in scientific conferences
and also submit articles to research journals. Furthermore, participation of Consortium members in exhibitions and technical workshops is expected,
in order to reach key stakeholders.
Individual presentations/discussions will also take place with major public and private stakeholders, and round tables, and participation in
Concertation Events organized by the Commission or the Consortium. A liaison with CEDR (Conference of European Director of Roads) will be
established in order to disseminate the results of the project to the different national road authorities. Table 5 below gives a preliminary
overview of the planned conferences and workshops. This is expected to be completed by the Partners.

6.2 Specific dissemination tools
6.2.1 Experts‘ interviews
A number of experts‘ interviews will take place to get feedbacks from
stakeholders on the following topics: • Identification of the key paradigms shifters and game changes in the
future transportation ecosystem. • Identification of the key enabling and supporting technologies that
drive the changes. • Identification of the emerging novel services and service bundles
that will shape the future transportation sector.
• Identification of the emerging business scenarios and opportunities, expected to change the working ecosystem of transport.
• Identification and analysis of new training/educational methodologies and schemes.
• Analysis of training needs, with emphasis on lifelong training of low to middle-skilled workers
Input from the stakeholders will help in the preparation of project reports.
6.2.2 Thematic workshops
A total of 6 thematic workshops are planned.
Workshop 1 The aim of this workshop titled “Future trends in transport systems and
their job impact assessment“ is to present the initial selection of future scenarios on skills and competences required by the transport sector at
the short, mid and long-term. The workshop will take place on 6 April 2017, in Brussels, Belgium, during the FIRM ’17 Conference. The
participation of at least 30 external experts, representing in good balance all transport modes and stakeholder groups (Industry, SMEs, Academia,
Research and VET organizations and Authorities), is expected. Input received from the stakeholders will be used in preparing the updated
version of D1.1 (Future scenarios on skills and competences required by the transport sector in the short, mid and long-term), wich will be
submitted on Month 9 of the Project (June 2017).
Workshops 2 - 6
The aim of these workshops is to identify current training needs and gaps. Five different workshops (i.e. one for each mode and one on
intermodal/crossmodal issues) will be performed in the 1st year of the project. Each workshop will be attended by at least 10 stakeholders from
the relevant transport sectors. Emphasis will be given to the unfulfilled skills and competences by low to middle-skills workers. Feedback from
these workshops will serve as input in preparing deliverable report D2.1

(Best practice on current and emerging training schemes, methodologies
and tools in the transport sector and mapping to future training requirements and scenarios), which will be submitted on Month 12 of the
project (September 2017).
6.2.3 Pilots’ tools
6.2.3.1 Webinars
Webinars will be used as dissemination tools for the testing of the
“Transport infrastructure operators’ training schemes”. These will be followed by physical meetings (e.g. summer schools). Relevant application
sites will be selected among relevant Association Members and/or the organizations that provided already Letters of Support or will be Members
of the SKILLFUL Stakeholders Reference Group.
6.2.3.2 Seminars
As pilots for young researchers, specific seminars will be performed that
among others will address the following issues:
• Emerging key technologies and themes (automation, electrification, security, multimodality, etc.);
• Open science, open access and open data; • Intermodal issues and crossmodal transfer of knowledge.
Those Seminars will be conducted by ECTRI and FEHRL.
6.2.3.3 Training courses
Training courses (classroom and on the job training) will be used for
middle and low skilled workers (e.g. truck and bus drivers, master marines) and high skilled workers (e.g. road designers, traffic engineers
etc.). These training courses will be conducted by selected SKILLFUL partners and used for workers of several modes:
• VTT will supervise the truck drivers and road traffic management center operators training,
• UNIFI, the road infrastructure personnel training, • TUB, the train drivers and dispatchers (to use signalling boxes)
training – utilizing also the UIC e-learning platform of the TALENT project,
• WEGEMT and ValenciaPort will supervise the maritime personnel training,
• DBL, the air sector personnel training.

6 Standardisation The development of the employment sector and its alignment with the
current and mainly future requirements is an issue of great importance for
the EU. Equipping people with the right skills for employment and matching skills supply with labour market needs remains a challenge [1].
In 2008, the Commission Communication "New Skills for New Jobs", followed by two Council Conclusions and an independent experts Report,
established the anticipation and matching of labour market and skills needs as a top priority for the EU. In May 2009, Member States agreed
the "Strategic Framework for European cooperation in education and training" to address lifelong learning and skills development of citizens of
all ages. The crisis has further stressed the importance of the challenge: it has accelerated the pace of economic restructuring, displacing many
workers from declining sectors to unemployment due to a lack of the skills required [1].
Long-term prospects also emphasize the importance of skills. According to data provided by EU, jobs occupied by highly qualified people are
expected to rise by 16 million between now and 2020 in the EU, while
those held by low-skilled workers will decline by around 12 million. Too many people do not have the competences required to succeed in the
labour market; adults with low educational attainment are seven times less likely to be involved in continuing education and training than those
with high attainment levels, and as a result face increasing difficulty in adapting to newly-emerging and evolving skills needs. Serious deficits in
qualified professionals, in management and technical, job-specific skills are hampering Europe’s sustainable growth objectives [1].
The vitality and importance of human resources in the transport sector is also clearly defined in the “White Paper - Roadmap to a Single European
Transport Area – Towards a competitive and resource efficient transport system”, where is defined that labour and skill shortages will become a
serious concern for transport in the future and focuses on quality of work in all transport modes, with respect to, notably, training, certification,
working conditions and career development, with a view to creating
quality jobs, developing the necessary skills and strengthening the competitiveness of EU transport operators [2].
An autonomous EU body, the European Foundation for the Improvement of Living and Working Conditions (Eurofound) supports policy formulation
on social and work-related matters, and research on knowledge and skills requirements in all sectors, including transport and logistics. The
European Agency for Safety and Health (EU-OSHA) prepares research priorities and research surveys, and supports research on working
conditions in all transport modes. The transport sector participates in the Knowledge and Innovation Communities (KICs) initiated by the European
Institute of Innovation and Technology (EIT). The KICs are partnerships of higher education institutions, research organizations, companies and other
stakeholders. Collaboration is directed to setting up innovation projects,

marketing new ideas and products, and creating training opportunities to
strengthen the workforce to meet future demands [3]. The need for more comprehensive and integrated personnel training in Transport is also
reflected in the Directive 2007/59/EC on the certification of train drivers
operating locomotives and trains on the railway system in the Community (amended by Directive 2014/82/EU), which sets the conditions and
procedures for the certification of train drivers operating locomotives and trains on the railway system in the Community, in order to make it easier
for rail services between EU countries to operate, to increase public confidence in railway systems but also to create a more flexible labour
market for the drivers themselves [4]. In these needs, which are defined, determined and described by EU bodies
and Directives, SKILLFUL aims to help achieve this EU target through specific policies recommendations following concrete research results and
a wide consensus among the key stakeholders. The indicative policy recommendations that will be issued by SKILLFUL
are: - Training schemes pan-European certification;
- Establishment of new training actors profiles and roles;
- Establishment of pan-European accredited masters in Transport.
In order to show how SKILLFUL complies with existing guidelines and policies as well as to disseminate its results, most especially, the policy
recommendations mentioned above, several efforts will be undertaken to convene meetings with policy makers i.e. education and training
authorities and key stakeholders, both at national level – in the countries in which SKILLFUL has partners – as well as at European level (EC DG
EAC, Cedefop, EP Education Committee, Erasmus networks in Transport, …). Presentations will be made at national and international Transport
related conferences. Contacts will be also sought with national and international sectoral federations. These interventions will aim at:
• Presenting SKILLFUL results, conclusions and recommendations;
• Fostering exploitation and implementation of SKILLFUL results;
• Discussing context specific issues in the considered regions/countries and ways to address them and overcome
potential obstacles; • Helping to define policies, proposals for regional, national and
European measures uptake; • Ensuring coherence and achieve harmonization of measures
uptake between EU countries and through each considered level (EU, National/regional, sectorial).

7 Evaluation and monitoring of dissemination
activities The dissemination plan will be regularly assessed during the project
runtime. The project consortium has agreed on minimum thresholds for
each dissemination activity. Evaluation will take place on an annual basis where real figures will be compared with the minimum thresholds. Table 6
below describes the quantitative targets for each of the dissemination tools described above.

8 Conclusions This Deliverable 6.1 Dissemination and standardisation plan has been
produced by FEHRL, the dissemination manager, within Work Package 6: Dissemination and Exploitation to outline the overall project approach to
dissemination and standardisation. The plan will be regularly updated with the final version issued in Month 25 of the project.
