Choise of cooperation countries
• Direction of Swedish bilateral assistance is set out by the Government and the Parliament, including choice of cooperation countries
• Cooperation is defined through Country Strategies, prepared by Sida and MFA, decided by Government
• Trend towards focus on fewer countries
Country Strategies
• Normally 3-5 years• Define the scope of work, sector
distribution and indicative yearly amount
• Trend towards concentration in the number of sectors
Perspectives on Poverty
• Defines Sida’s understanding on the poverty issue.

• A Guide to Principle, Procedures and Working Methods
• Two manuals:- Contribution Management- Preparation, implementation and
follow-up of cooperation strategies
Sida’s roles
• The role of an analyst (Sida’s understanding of a complex, interdependent and dynamic environment)
• The role of a dialogue partner (Sida’s interaction with its partners)
• The role of financier/decision-maker (Sida’s performance in transforming resources into effective support)
Aid modalities and cooperation forms
• Move from project support to budget support and sector support
• Shift towards programme based support
- National planning and implementation

Planning process
• Strategies narrow down the scope of the cooperation
• Specific contributions are determined in an ongoing process based on the priorities in the Strategy
• Country Plans form the bridge between Strategies and concrete contributions

• Sida is the owner and decision maker relating to Swedish contributions
