He feels honoured beingcalled an inspiration.

Only 26, TsawwassenFirst Nation Chief BryceWilliams will soon bewrapping up his firstterm, one that began witha surprise election vic-tory almost four years agowhen he was just 23.

A carver and painterwho believes it’s importantfor young people to stayconnected to their herit-age, Williams spent oneterm in the TFN legisla-ture as an elected officialbefore deciding to run forchief in 2012. He bestedwell-known incumbentKim Baird, only to haveto go through it all againthe following spring aftera technicality voided theoriginal results.

Running for re-electionnext month against apair of challengers, theyoung chief has been atthe helm of a First Nationthat’s poised to becomean economic powerhousewith its many develop-ment projects planned oralready underway.

The most gratifying

aspect of his first term,Williams said in a recentinterview, has been beingtold by First Nations’youth, as well as youngpeople who aren’t part of aFirst Nation, that he’s beenan inspiration for them toget involved in their owngovernments.

“It’s been very upliftingto hear from people out-side the community thatI’ve been an inspiration for

some young people gettinginvolved in government.There was one fellow fromnorthern B.C. who men-tioned that I was part ofhis inspiration to run forhis local municipal gov-ernment,” said Williams.

“I also had a meetingwith the B.C. regionalchief, Shane Gottfriedson,and he mentioned that I’vebeen an inspiration acrossCanada for some young

people to get involved intheir bands and coun-cils. It’s very uplifting tohear young people wantto get involved and wereinspired by what I’ve doneat such a young age.”

Saying he’s improvedhis public speaking skillsin the last couple of years,the soft-spoken Williams’late grandfather, RussellWilliams, was also chiefof the TFN, while his dad,

RemoWilliams, served inthe legislature.

After graduating in 2007,he moved for a while toHaida Gwaii to live withhis grandmother andlearn more about carving,but always tried to stayinvolved in his own FirstNation, including being ayouth rep during the treatyprocess.

He said his style of lead-ership is heavy on consul-tation when it comes tomembers, including thosewho live elsewhere. He’seven travelled to the U.S.to meet them.

“Consultation is key. Ithink people are generallysatisfied,” he said.

Williams said languageclasses have been impor-tant as far as helping toingrain culture and a senseof identity among theTFN’s young people, butother initiatives that havethe youthful chief excitedinclude a recently estab-lished drum group, some-thing close to his heartsince he’s also a nativedrummer. Cedar and woolweaving classes will alsobe starting and a newcarving shed for artisanshas opened.

ing the homes to develop-ment companies and byearly March had sold six ofnine contiguous proper-ties, totaling 60,000 squarefeet of land. Chancey saidthe remaining three prop-erties are still up in the air.

Homes sold in a blockfor land assembly typically

fetch a higher price thanthose sold individually.The homes, which accord-ing to the B.C. Assessmentwebsite were all assessedat between $600,000 and$650,000 last year, werelisted at close to $1.5 mil-lion each.

According to the RealEstate Board of GreaterVancouver, the “bench-

mark” price for a singlefamily home in Ladnerwas $887,700 as of lastmonth.

Land assembly is com-monly seen in Vancouverwhere large blocks ofhomes have been sold anddemolished to make wayfor townhouses and con-dominiums.

“This has never been

done before in SouthDelta,” Chancey said.

The realtors said theycannot speculate on thedeveloper’s plan for theland.

Jeff Day, Delta’s direc-tor of planning, said themunicipality has receivedsome inquiries about con-structing townhouses onthe land, adding the prop-

erties are all zoned for sin-gle family residential andthe area is also designatedsingle family under theOfficial Community Plan.

However, Day said thatdoes not mean a develop-er couldn’t apply to buildsomething higher density.There are other higherdensity developments inthe area.

A user-pay system that’snot overly complicatedcan be worked out forMetro Vancouver’s majorcrossings, according to aUBC professor who hasstudied road pricing andtolling models for years.

Robin Lindsey, a pro-fessor in transportationand international logisticsat the Sauder School ofBusiness, has examinedtolling models aroundthe world, believing asimple solution can beimplemented here to helppay for transit and bridgeprojects. It could also easecongestion by spreadingout traffic not only overdifferent crossings but alsoover the course of the day.

“What arises wheneveryou talk about this topicis concern about inequity,but if a system is designedproperly, you can in prin-ciple address that issue.One reason is that you canmake traffic flow moreefficient and you can alsotake the toll revenues anduse them in ways to allevi-ate the perceived inequi-ties. One way to do thatis cross-subsidize publictransit,” he said.

Lindsey noted differentroad pricing systems in theU.S., Europe and Asia havevarious benefits, includ-ing encouraging peopleto take shorter trips, tripsat different times or takepublic transit to savemoney as well as save ontravel time.

“People recognize thatto get a high quality ser-vice of almost any sort inthe economy, you haveto pay for it. Why shouldroads be different? Whyshould it be only publiclyfunded?”

While only a couple ofnewly built crossings here

have tolls, the issue hasbeen making news againas Delta South MLA VickiHuntington last weekreiterated her call for theprovincial government toreview the issue to ensurefairness for people livingsouth of the Fraser River.

Noting the govern-ment had promised sucha review a couple of yearsago, Huntington said anincreasing number ofprominent groups andindividuals have voicedtheir support for a tollingreview for Lower Mainlandbridges.

Delta Mayor LoisJackson, meantime, putforward the idea of a nom-inal $1 toll for all majorcrossings in the region tohelp ease congestion.

Lindsey said Jackson’sidea needs further refine-ment but seems to bea good starting pointfor what could be a fairregion-wide system.

“You can’t get toosophisticated in the Metroarea because people can’tadjust the time of theirtrip, their route and theirdestination on the basis ofreal-time information, butthe technology does existto compute accuratelywhat a toll should be,” he

said.“I think the Delta

mayor’s idea should berefined in two ways: First,congested bridges shouldhave a higher toll and,second, it should be timedifferentiated. So unlikethe Port Mann, unlike theGolden Ears, it should behigher in the peak timesand lower, possibly zero, atother times.”

As far as having themost favourable system,he said the optimal tollingmethod depends on thecity and its layout.

“In the case ofVancouver, because thedowntown is not particu-larly congested, it does notmake sense to have anarea charge for the down-town,” he said.

“In my opinion and oth-ers, the best thing you cando in Metro Vancouver ischarge the existing infra-structure, which is a bot-tleneck except for the newPort Mann now becauseit is tolled and has big-ger capacity. So you havearound 22 pinch points totoll themmaybe for per-ceived equity reasons youtoll them the same charge,but if you can also timedifferentiate it and make ita little more complex.”

The Massey TunnelReplacement Project ismoving ahead despite thelack of a funding promisefrom the federal govern-ment.

Finance Minister BillMorneau tabled the newLiberal government’s firstbudget Tuesday, one thatpromised $11.9 billionover five years in infra-structure spending acrossthe country, but didn’tinclude the B.C. govern-ment’s big ticket item, thenew bridge.

B.C. will receive $460million over three years fortransportation and light-rapid transit expansionin Metro Vancouver wasmentioned for the longerterm, including projectslike the Surrey LRT andthe Broadway subway line.

The federal govern-ment is also increasing itsshare of funding for majorprojects to 50 per cent, upfrom one-third.

But when it comes tothe $3.5 billion bridgebetween South Delta andRichmond, there was nomention money had beenearmarked for that project.It’s a provincial initia-tive where Delta or othermunicipalities haven’t

been told they’d have topick up a portion of thetab, but the province isexpecting money fromthe feds and Port MetroVancouver.

Following the budgetannouncement thisweek, Community andTransLink Minister PeterFassbender, the seniorB.C. cabinet ministerspeaking on behalf of theprovince, said the bridge isgoing ahead.

“We are moving ahead,as you know, on theGeorge Massey (Tunnel)replacement because itis important, not just astransportation for peoplebut goods movement. It isalso an environmentallypositive project for theregion, so we’re going tocontinue to press for that,”he told reporters.

“I think there’s a lot ofdetail in the budget. Ourofficials are in Ottawaand will be working withour counterparts andthe federal government,and we’re going to seewhat evolves out of that.I am sure there are manyother projects that aren’tdetailed in the budget, butI can assure you we will behaving those discussions,”Fassbender said.

He said B.C. is commit-ted to investing $12 billion

in infrastructure over thenext three years, includ-ing the tunnel replace-ment, and it’s not going tobe contingent on federalfunding.

As far a rapid transit,including light rail, beingpart of the new bridge,that capacity will be builtinto the crossing but theprovince hasn’t commit-ted to adding such servicewhen the bridge opens in2022.

Light rail into Deltawould not likely be highon the regional mayors’list of priorities and wouldhave to be another provin-cial initiative, since Surreyand Vancouver have thecombined power withinMetro Vancouver to puttheir projects on the top ofany wish list.

Gordon Price, direc-tor of the City Program atSimon Fraser University,said it’s surprising somuch would be spent on abridge without the inclu-sion of rapid transit.

“That raises the ques-tion why isn’t it. If thisregion is committed to itsregional vision, then yes,there should be somethingwhen you put in three tofour billion dollars wherethere should also be a seri-ous commitment to tran-sit,” said Price.

The provincial government is expecting Ottawa to pick up some of the cost ofthe $3.5-billion bridge over the Fraser River, but Tuesday’s federal budget didn’tinclude any funding specifically for the project.

The boost for theAgricultural LandCommission is long over-due, says Coun. Ian Paton.

Earlier this month, theprovince announced a33 per cent ($1.1 million)budget increase for theALC to fulfil its mandate ofprotecting farmland andto delivering services in atimely manner.

The improved fund-ing is aimed at helpingcompliance and enforce-ment activities as well asimproved levels of service.Changes announced forthe commission’s servicedelivery includes a refundto applicants if their appli-cation is not processedwithin a defined time.“Honestly, I think it was

Last summer Deltareiterated its concernsabout the length of timeit took applications to beprocessed, requestingto meet with the ALC todiscuss opportunities forlocal governments to makedecisions on matters of a“more local scale.”

Paton said at the timewhat was particularly frus-trating was that severalapplications by Delta farmowners submitted to theALC were sitting on some-one’s desk for up to a yearwith no resolution in sight.He noted the ALC alreadyallows local governmentto make decisions inde-pendently regarding theAgricultural Land Reservein a limited number ofcases, such as additionalfarm house applications,so additional authoritycould be handed to localgovernments to process

other applications in atimely manner.

Instead, the provincelast month announcedchanges to the ALCthat included keepingapplicants informed byacknowledging receipt ofa complete application, oridentifying the requiredadditional information,within five business days,as well as making deci-sions within 60 businessdays of receiving completeapplications and notify-ing applicants within fivebusiness days of the deci-sion being made.

Paton said the applica-tions don’t involve sub-dividing land within theAgricultural Land Reserveor removing land from thereserve, but instead are forsimple matters, such aslot line adjustments, thatshouldn’t have been tak-ing as long to process.

Paton, whose father IanPaton Sr. was a chair ofthe ALC in the late 1980s,noted new ALC chairFrank Leonard spoke ata recent Delta Farmers’Institute meeting, assuringimprovements to serviceand enforcement.

News that municipalhall is looking at assum-ing day-to-day controlof a relocated Delta

Museum is hardly surprising giventhe Corporation of Delta’s track recordin dealing with some local non-profitorganizations. Delta took over con-trol of animal services from the DeltaHumane Society, assumed responsi-bility for curbside recycling from theDelta Recycling Society and took overthe operation of the Tsawwassen ArtsCentre from the Delta Arts Council.

Adding the Delta Museum to thatgrowing list would appear to be moreempire building on behalf of local gov-ernment, but before jumping to thatconclusion, it’s worth looking at bothhistory and the current situation.

Although there’s been some acrimo-ny in previous takeovers, it’s pretty safeto say that Delta has improved eachand every situation. That’s primarilybecause the financial capability of anon-profit is no match for the might ofan entity funded by our tax dollars. It’shard to think we’d have a new animalshelter today if the well-intentionedhumane society was still at the helm.

Enter the Delta Museum, or moreprecisely the Delta Museum andArchives Society, a volunteer organiza-tion that has been operating the muse-um out of the former municipal hall inLadner Village for almost 50 years. Thecentury-old building on Delta Streethas long been considered inadequate,but due to the society’s financial limita-tions, the institution remained thereuntil it closed its doors at the end of lastmonth to make way for renovations tore-purpose the venue.

Those involved with the societydesire a more modern facility, but theydon’t have the money to make that areality, so Delta has stepped in to offerspace in the old courthouse in the civicprecinct. The only catch is it wants toassume day-to-day operations of themuseum.

Delta doesn’t necessarily have to takecontrol, but it’s not a stretch to thinkthat even with a new space the societywill be challenged financially to createthe facility it desires. Delta has the abil-ity to make that happen, however, andquite understandably, it wants to do soon its own terms.

Turning over control isn’t ideal forthe society, but it will ultimately lead toa better museum.

Anothertakeover

Debate continuesover the bridge toreplace the GeorgeMassey Tunnel. Ourmayor has been

in favour from the start, but notso Richmond and many othermayors. Why? They want moneyspent on mass transit and rapidtransit.

They want to see the analysisthat convinces them a 10-lanebridge is the answer. They saythe traffic jams will simplymove down the road. In 2014, astudy done for TransLink saidthe bridge, as proposed, wouldincrease the journey to Vancouverby 13 minutes.

No one argues that an increasein capacity is needed to cross theriver. The question is and hasbeen: in what forms, and where?A mix of cars, trucks and rapidtransit seems favoured by many.

Recently the project teamreleased a survey showing muchof the traffic moves between Deltaand Richmond, and not beyond.It was based on Bluetooth tech-nology found in many newercars. Folks tell me the sampling isflawed— the technique doesn’tcount older cars or trucks, orheavy vehicles.

Even if the data were correct, itis simply a sample of today. Thebridge — if built — needs to befocused on our needs over many

decades into the future, not theshopping habits of 2015.

We are told a major reasonfor replacing the tunnel is thatit may move about in an earth-quake. Doug Massey, a formerDelta councillor and son of theperson for whom the tunnel isnamed, communicated with tun-nel experts in Europe who hadadvised on this tunnel’s designalong with many sites in Europe.They said B.C. had a single con-versation with them.

Recently I tried to learn aboutthe soil found under the pro-posed massive “H” towers. TheGeological Survey of B.C. has datafor Richmond, but no data for theDelta side. The Richmond sidehas very “difficult” soils beneathwhere the tower would be built.So how and why did the provin-cial experts decide to build here?

Now they are sampling the soils.Is this a bit late?

Somemonths after the bridgewas announced by our premierin 2014, I asked her office wherethe analysis was that took us fromfive scenarios to a decision. Theresponse to a freedom of informa-tion request was: “no informationfound in the premier’s office.”

So how did she know what thechoice should be? Am I to believeshe decided without analysis tospend over $3 billion on this? Ihave asked the senior experts inthe bridge project office. Theytold me a financial analysis wasdone— “high level,” they said. Iasked to see their notes. They said“no notes were taken.” So was iton a single Post-it note?

Do we have a bridgeannounced in a major earthquakezone, with no serious technicalanalysis of options, nor of costs ofalternatives, with no data avail-able on how to protect the bridgefrom “wobbling” in an earth-quake, where no serious efforthas been done to explore existingtechnology that could be used toupgrade the tunnel? The signs sayconstruction starts next year.

Editor:I live in Delta and am

very familiar with the tun-nel traffic volumes duringthe morning and eveningrush hours.

The same problemexisted when I was thepremier and in 1989 Irequested the Ministryof Transportation andHighways to get me anapproximate cost for drop-ping another tube, com-plete with three lanes, asidewalk and white ceram-ic tiles on the walls.

It took a while, but notlong before I left officean estimate came back. Itwas so low I questioned itsaccuracy. I was told it didnot include a proposed“cloverleaf exit” and thatthis would be an addedcost.

I asked why and wasthen told this wouldrequire a piece of FantasyGardens and they thoughtthey could have a problemwith that. My response:

“No problem, you simplyexpropriate.”

The small research pro-ject that was done was leftwith the NDP. They didnothing as did the succes-sive Liberal governments.For me, that doesn’t nec-essarily mean the NDP orLiberals didn’t care but itdoes confirmmy suspicionthe bureaucracy and thebig corporate influenceslike big and expensiveprojects.

I also believe the B.C.Liberals want every LowerMainland crossing tolledand understandably, itwould be politically dif-ficult, if not impossible, totoll an improved tunnelthat was long paid for.

The government nowproposes to build a$3.5-billion toll bridge, 50times more costly thandropping another tunneltube, specifically for rushhour traffic. The bureau-cracy and big business willlove it but the everyday

travelling to work personwill pay through the noseand now have no optionbut to pay.

So what happens afterI and thousands of oth-ers cross the five lanesgoing to Richmond andVancouver, having beenphotographed for the tollon the new bridge, and weall arrive at the same timeby the two very narrowlanes on the Oak StreetBridge? An even biggerdisaster, with thousands ofcars burning costly, heav-ily taxed fuel, including acarbon tax, and spewingpollution.

The Social Credit gov-ernment, historically,would have no part oftolls. They were seen asanother tax on the work-ing person, the peoplethat travel the bridge morethan the business personand who, unlike the busi-ness person, cannot use itas a tax write off.

How can she say witha straight face that thetraffic bottleneck won’tmove to Oak Street and nofarmland is threatened?You just have to look at the

plans to know that farm-land is at risk.

The only way to accom-modate a 10-lane bridgeis to widen the highway,which is lined with farm-land.

As for the bottleneck,that is a no-brainer.

There is only one reasonwhy this bridge has been

proposed and it has noth-ing to do with commuters.It is all about shippingaccess. If they really caredabout commuters, theywould spend the moneyextending the CanadaLine to White Rock, whichwould be a far better fix forthe commuting problem.

from Boundary Bay upto Tsawwassen has twolarge patches of volunteerdaffodils off to the rightin the park lands. Similardrifts of daffodils are seenalong ditches as one drives

the farm roads betweenTsawwassen and Ladner.

The rest of the yearthese ditches and the parkland are rather drab withgrasses and weeds, butspring provides a nice,bright promise of the bestof life.

We should all thank thefarmers and land ownersof years ago who had theforesight to plant daffodilsfor all of us to enjoy.

In your recent columnabout the final destinationof commuters through thetunnel, you comment onthe fact that 59 per cent ofnorthbound traffic ends in

Richmond.This information has

value, and one has toassume that if it comesfrom the provincial gov-ernment, the numbers arecorrect within a certaindegree. Sadly, what thisemphasizes is the “blackswan” effect of planning.

It emphasizes historyand planning, accordingto what is known. Theunknown factor, the “blackswan,” is what desperatelyneeds to be planned for.Interestingly, we do haveprecedent that we canlearn from and adjust ourplanning.

The unknown factor ishow this bridge will affectDelta. The precedent thatwe have is the tunnel itself.Adding a 10-lane bridgewill affect Delta in a simi-lar fashion to opening thearea with the tunnel. Thiswill drawmore people

from the Vancouver areato Delta, making the 59 percent figure irrelevant.

The ability to reachDelta with a “saving incommuting time of 30minutes” will put morecars on the road. A great(and unknown) numberof these vehicles and com-mercial traffic will comefrom Vancouver. Only thenwill the need to addressthe Oak Street and KnightStreet corridors becomepainfully obvious.

The only obvious alter-native would be to add athird corridor for yet more

expense and more loss offarmland. This alternativewas offered by previousplans.

The bridge continuesto be questioned becauseit only solves the issue ofcrossing the Fraser — atgreat cost. As a strategicplanning exercise it doesnothing to solve the great-er traffic and transit issuesof the Metro region.

In terms of value formoney, this plan fails toaddress any issues outsidethose presented by thetunnel. It asks B.C. to sub-sidize a very small portion

of the population. It willwill put great pressure onDelta as the Metro areatries to expand.

There are valid concernsabout the bridge. Thebridge replaces a tunnelknown to have many moreyears of functional life.This has been validated byprevious plans to “twin”the tunnel at a fraction ofthe $3.5 billion cost of thebridge. ago, our municipal tax

dollars paid for a seriesof signs throughout Deltathat were all of a uni-

versal nature. There was“Welcome to Ladner”on Ladner Trunk Road,“Welcome to Tsawwassen”on 56th Street across fromthe South Delta BaptistChurch and the same con-cept in North Delta.

Sometime in the lastcouple of months, ourvery expensive “Welcometo Tsawwassen” sign on56th Street, along withits concrete base, electri-cal lighting and windmillpalm trees, was removed.At about the same time, anew back lit sign appearedon 56th Street closer toHighway 17.

I did an informal survey,all within a 10-day periodfollowing the installationand thought I would sharethe results. I spoke to 30people and asked themif they had seen the newsign.

Of the 30 I spoke to, 29had seen the sign. Of the29 that saw the new sign,I asked them what theythought. Not one of the 29liked it. Their commentsranged from it’s ugly towhy would the municipal-ity or Tsawwassen BIAwaste their money to weliked the earlier sign.

Despite asking a cou-ple of sources, I was notable to find out who paidfor this new sign. Was itthe Tsawwassen BusinessImprovement Associationor was it the Corporationof Delta?

With these kind ofresults, I have to ask whatwas going through thedecision makers’ mindswhen they approved theexpenditure. I appreciatethat Tsawwassen busi-nesses are going to faceincreased competitionwith the newmalls andthey need to react but real-ly, does anyone think thisugly sign is going to drivemore business down 56thStreet? I think not.

If memory servesme correctly, when theCorporation of Delta spentall the money it did a fewyears ago on these univer-sal signs, it had the mes-sage of a consistent image,and now we have brokenaway from this rational.

I can only hope themoney for this ugly andineffective sign did notcome frommymunicipaltax dollars as that wouldupset me.

5100-block of 12th Avenue:Complainant drove toTsawwassen CommunityPolice Station after a per-son began following andphotographing him andhis vehicle. The suspectfollowed the complain-ant right to the CoPS sta-tion and advised she wastaking pictures becausethe suspect had allegedlyrun a stop sign and spedthrough a school zone.Both parties advised andcautioned: the complain-ant for his driving, the sus-pect for how she handledthe issue. Parties sent ontheir way, separately.

March 15, 1:30 p.m.,12th Avenue: Complainantreported the neighbourhad been throwing Ziplocbags of water over theback fence into her yard ather dog. Subject advisedhe was doing this becausehe was annoyed with thedog barking incessantly.Subject advised his actionswere not at all appropriateand that he should gathernecessary evidence forDelta’s bylaws departmentso it could handle theissue.

March 17, 16:45 p.m.,1500-block of 56th Street:Complainant received aphone call from anotherpolice agency advisinghim his licence plateshad been recovered.Complainant was una-ware his plates had beenstolen and was unsurewhere the theft occurred.Complainant to obtainnew plates through ICBC.

March 21, 10:01 a.m.,1500-block of BeachGrove Road: Complainantreported that his vehiclehad been keyed by anunknown suspect some-time during the last week.The complainant wasunsure if the damage hadoccurred while parked inDelta or while he was outelsewhere.

LADNERMarch 16, 2:06 p.m.,

5300-block of 44th Avenue:Complainant’s headlightbulb and casing werestolen while he left thevehicle unattended in theparking lot. Reported forinsurance only.

March 18, 9:59 p.m.,4800-block of DeltaportWay: Complainant calledpolice to report she hadgot her vehicle stuck inthe mud and was scaredas it was dark and she wasalone. By the time policearrived on scene the com-plainant had managed toextricate herself and nolonger required assistance.

March 19, 3:25 a.m.,Westminster Avenueand Linden Drive:Complainant had anintoxicated female in hiscab who he had picked upin Vancouver and trans-ported to Ladner. Thefemale then told the cabdriver she did not haveany money to pay her fare.Once police were on thescene, the female was ableto locate enough moneyto settle her debt and theissue was resolved.

March 21, 6:09 a.m.,7900-block of AlexanderRoad: Complainantreported his semi-truckwas broken into while itwas parked for repair. Theitem stolen had to havebeen removed with tools.Video footage has beenobtained.

The Co-operators havehelped the Rotary Clubof Ladner take a big steptowards installing a newwater park for kids in thecentre of Ladner with asponsorship of $10,000.

This funding will sup-port the installation ofa safer, more sustain-able water play facility inMemorial Park in partner-ship with the Corporationof Delta.

Ray Moschuk, alocal advisor for TheCo-operators, said since1957 the Rotary Club ofLadner, one of 34,000clubs worldwide, hasbrought together businessand professional leadersto plan and take action inproviding “service aboveself.”

He said the waterpark project is a mostfitting cause for TheCo-operators’ support forits high value to the com-munity.

Irene Forcier, chair ofLadner Rotary’s water parkproject committee, saidthe aging water play facil-ity that’s almost 30 years

old is being replaced withone that’s safer for kidswith a rubberized play sur-face and the latest in waterplay equipment with farless use of water.

She said because farm-ing is such an importantpart of the community,the project is honouringthat heritage through thetheme of the park.

“Children of all ages,and abilities, will enjoythis new facility along

with their parents, grand-parents and friends overmany years to come,” saidForcier.

The funding wasprovided by Moshukwith the support of TheCo-operators AdvisorCommunity Fund, throughwhich the organizationsupplements donationsits advisors make in theirlocal communities.

Club of Ladner, and TheCo-operators are knownfor their communityinvolvement and support

for local initiatives.The water park project

has an estimated price tagof $600,000.

The Ladner RotaryClub began planning forit in 2013 and fundraisingstarted late last year.

The somber tone ofGood Friday is upon usonce again. As Christianfollowers of Jesus, werecall the journey Jesustakes from the Mountof Olives to Golgotha —where the cross sits uponthe hill outside the citywalls of Jerusalem.

This part of the jour-ney is brutal in its tellingand I have to say, if it wasa story of pain and suf-fering alone, no wonderpeople look strangely atChristians and wonder,“Why do we call it Good?”

In the darkness of our“Sunday School rooms”the children would watchthe story of Jesus and hisfinal walk to the cross. Icried from start to finish!

But recently as I havestruggled with this ques-

tion, I have discoveredwhy it is indeed “Good”news for all.

From the beginning ofhis life, even at the tenderage of 12, Jesus seemed toknow what it was that hewas called to do.

“I must be about my

Father’s work,” Jesus tellshis parents after reunitingwith them after they hadgone three days journey.That “work” was to bringGod’s way to the world. “…God, who reconciled usto himself through Christ,and has given us the min-istry of reconciliation.”

That’s our work, but itcould only begin whenJesus accomplished hiswork — on the cross. Jesusgoes before us in the workof reconciling the world tohimself.

If we chose to walk thepath that the world wouldchoose, we’d be empty atthe end of our journey.But we live with faithand hope, because eventhrough this death comesnew life … and that’s GoodNews.

After two stel-lar concertsin NovemberandFebruary,

Sunday at 3!, LadnerUnited Church’s concertseries, will close its firstseason with Songs MyGrandma Taught Me,an afternoon of gloriousmusic by local singer/teacher/actress TracyNeff.

The event is set forSunday, April 3.

Neff is well known inDelta. She received hertraining at the BostonConservatory of Music,where she graduatedwith a BFA in Music andTheatre. Since that time,she has been a featuredperformer with theBoston Pops Orchestraand sung leading rolesacross the U.S. andCanada, including atthe Chemainus TheatreFestival where she mether future partner in life,Tony Barton.

The concert isfocused on the influenc-es of Neff’s grandmoth-er, Kathleen Sinclair,who was her first and

possibly her “mostimportant” teacher.

She says the concertis “all about the influ-ence my grandmotherhad on mymusical edu-cation and my future asa performer and espe-cially a teacher.”

Delta Photo Club mem-ber John Ostaf’s imageRed Guard was chosenas the top scoring (of allclub entered images) goldmedal winner at the 2016Northshore PhotographicChallenge earlier thismonth.

The competition’swebsite notes nearly 300images were submittedand nearly 30 clubs tookpart along with over 130individual participants.

The image statement forRed Guard explains it wascreated to reflect Ostaf’svision of a lone personstanding amongst theshowers and sunny peri-ods of a stormy day andthat the red umbrella andthe person’s dark cloth-ing is a reflection duringa period when he brieflyvisited southern Chinaduring the early 1980s.

Ostaf is a visual artistwho uses photographicand post processing tech-niques to render imagesto recreate memorable

moments in a time andplace to reflect an artisticvision.

He also received anhonourable mention forhis image Pony Tail inthe individual competi-tion at the challenge. Thephoto was chosen as thepublic favourite at a DeltaPhoto Club show at theTsawwassen Arts Centrelast year.

Alocal writer’sconnection toa famous bookhas earned hera spot in a new

anthology that’s dedicated tocelebrating those who foundinspiration in the story.

An essay by Tsawwassen’sEran Sudds is one of fourdozen chosen to be a part ofbest-selling author ElizabethGilbert’s new anthology, EatPray Love Made Me Do It:Life Journeys Inspired by theBestselling Memoir.

Gilbert’s memoir, Eat PrayLove, debuted a decade agoand became a worldwide phe-nomenon. It spent 187 weekson the New York Times BestSeller list and was made into afeature film in 2010. It detailsher trip around the world fol-lowing her divorce and whatshe discovered during hertravels to Italy (Eat), India(Pray) and Indonesia (Love).

Sudds has been a fan ofthe book from the beginningand estimates she has read itat least once a year since itsrelease.

“She’s one of my mostfavourite people in the whole

world,” she said.Last year, Sudds saw

Gilbert’s call for fans of thebook to share short essaysabout the role her story hasplayed in their lives.

She jumped at the oppor-tunity.

“There are a few instancesin my life where Eat, Pray,Lovemade me do it,” Suddssaid, adding the book playeda part in two particularly pro-found times in her life.

She said reading Gilbert’sstory inspired her on her ownjourney of self-discovery.Finding herself unhappy atwork, Sudds quit and traveledto Bordeaux, France for amonth.

While there she decidedshe really wanted to launch aphotography business whenshe returned, which she did.

She found inspiration of adifferent kind three years agoafter the birth of her son.

As a newmom, Sudds wasdealing with postpartumdepression and turned to thebook during a particularlydark time.

“On the very first page,Elizabeth writes, ‘Tell thetruth, tell the truth…’ I readthose words again, during avery dark hour. And I real-

ized then that I had to tell thetruth too. And the truth wasI was dealing with postpar-tum depression and I neededhelp.”

Sudds reached out for helpand guidance through thePacific Post Partum SupportSociety. Two years later, shedecided to give back to thesociety and in organizing afundraiser stumbled into anew venture — The GoodMother Project.

The project now includesa blog with contributing writ-ers from all over the worldcovering a variety of topics— from birth and breastfeed-ing to feelings of inadequacy,depression, anxiety and grief.

Sudds, who is one of onlytwo Canadian writers appear-ing in the book, wrote abouthow it helped her take thesteps she knew she needed toget better.

She submitted her piecelast summer and in Octoberreceived an email letting herknow her essay had been cho-sen from nearly 2,000 entries.

“I almost died,” she said.“It’s going to be really excitingto me to see it in a book.”Eat Pray Love Made Me

We first learned of Kekec in arestaurant in Ljubljana.

It was a rainy Septembernight, but, like us, everyone wassitting outside under large awn-ings enjoying drinks and mealswhile the rain gushed off thewalls and roofs.

Like most Slovenians wemet, our server spoke excellentEnglish. I asked her what theWiFi password, Srecno Kekecmeant.

”Oh, Kekec,” she said with aface transformed into what canonly be described as wistfullynostalgic.

“Kekec... every child, everyadult, everyone grew up witha love of Kekec. He is the herofrom a book written in 1918.Then it was made into a film inthe 1950s... everyone knows andadmires Kekec...and the otherword, Srenco? It means, goodluck.”

Later, I looked up Kekec onYouTube. I discovered an ear-nest lad who does good whilehiking and singing in the JulianAlps. Kekec seems to be a kindof boy-version of Heidi crossedwith the magical effervescenceof Alice in Wonderland.

From then on, I searched

for Kekec: walking up the trailto Slap Savica, a waterfall thatbursts out of the middle of asteep limestone cliff, or as wetwisted and hair-pinned downthe skinny roads of the JulianAlps. I thought I saw him disap-pear behind the endless stacksof firewood beside the Austrian-like wooden houses that dottedthe extreme hillsides.

Then again, maybe he washidden among the blonde cowswith huge brass bells aroundtheir necks.

Although I looked aroundevery corner of the almost two-kilometre boardwalk in VintgarGorge, all that dazzled me wasthe river’s water. Water thatwasn’t so much clear as simplyliquid light that spilled through acrazy chasm.

After one week of Slovenianfoods like gibanica, deliciousbowls of jota soup and theplates of Kransjka klobasasausages, we pointed our littlerental car southwest and headedinto Croatia and then Bosnia-Herzegovina.

In Croatia, we joined themasses to walk the meander-ing boardwalks through PlitviceLakes National Park, as incredu-lous as everyone around us atthe limestone and turquoisemiracles of water-falling lakes.

We wandered the seasidecity maze of Rovinj, surveyedour kingdom from the hilltop ofMotovun, ogled the castle wallsin Split and Dubrovnik, and atemore perfectly grilled squid thanI thought possible.

But it was in Bosnia-Herzegovina that we lost ourhearts. Sarajevo is a city wherethe “roses” are the blast marksleft from grenades.

Some are painted red as areminder of all that was lost.Others lend an eerie beauty tothe sides of apartment blocks.

The bombed-out buildings aredisappearing as the city dragsitself back up from the four-yearsiege of 1992-1996 but still, bul-let holes remain as testimony.It is hard to believe that a citythat looks like an exotic blend ofIstanbul and Vienna could haveendured such hardship.

Before we made this trip Ihad never been able to keep itall straight. Who fought whoand why? But standing on thosestreets where it all happened,reading the books, talking to theguides and locals, suddenly, Iunderstood.

The history came alive.Although I can never say that thehorror of war could ever makesense, I felt like I finally had agrasp of what transpired.

For centuries, prior to thesiege, the people of Sarajevo hadworked, traded, loved and livedin peaceful coexistence. Theyare, once again, living togetherand cooperating.

They know better than any-one what the alternative is, whathappens when fear and distrustof the other becomes the norm.

Traveling through these coun-tries afforded us the opportunityto imagine other’s lives.

Maybe not enough to walk amile in their shoes, but at theleast, for just a little while, thechance to walk beside them.Travel Writers’ Tales is an

Not only did Richardson help theFraser Valley West Stars skate offwith a 5-4 win over Fraser ValleyNorth Canucks in the champion-ship game, he was named his team’sMVP, earning one of four $500 bur-saries.

The tournament, hosted by thePacific Coast Amateur HockeyAssociation, features graduatingGrade 12 players on four regionalteams, based on the PCAHA’s FraserValley “C” leagues.

The Stars and Canucks werejoined by the Valley East Ducksand a second entry from the WestLeague, the Flames.

Each team played three round-robin games with the top tworecords meeting in the final onMarch 12 in Port Coquitlam.Richardson was the only SDMHAplayer to try out for the tournament,while the Stars’ roster also featuredNorth Delta’s Victor Robichaud andEthan Duncan. SDMHAMidget C1coach Andy Richardson shared theStars’ coaching duties.

The team opened play with a 5-2

win over the Flames in an all-Westmatch-up. Richardson scored whatproved to be the game-winning goalin the second period.

The Stars then dropped their nexttwo games despite the efforts ofthe Delta players. Richardson wasnamed his team’s player-of-the gamein an 8-2 loss to the Canucks, whileRobichaud earned the same hon-ours in a 9-5 setback to the Ducks.

The Stars’ 1-2 record, coupledwith fewest penalty minutes, broke athree-way deadlock for second placeto earn a berth in the final againstthe Canucks.

The Stars played their best hockeyin the second period throughout thetournament and the final proved tobe no different. They scored twicein the second to take a 4-3 lead withRichardson setting up the go aheadgoal.

Duncan had a hand in the fifthgoal before the Canucks pulledwithin one again and applied relent-less pressure in the late going butcouldn’t find the equalizer.

South Delta MinorHockey Association hostedthe four division finalsof the Delta Cup cham-pionship games earlierthis month at the LadnerLeisure Centre.

The event brings togeth-er the four championsfor the SDMHA Party InDa House Tournamentagainst North Delta teamsthat have earned braggingrights in their own associa-tion.

At only 20 years of age,Westlake proved thatshe has what it takes tocompete with the bestin the world. The youngWestlake’s nerves mayhave played a factor atfirst when she gave upfour points in the open-ing end, however, shequickly settled down tobusiness. Ahmad took thefirst set 9-8, but Westlakemade her work for everyshot earned. Westlakestarted the second set verystrong and continued her

momentum ultimatelytaking the set 8-6 to force atiebreaker.

In the three-end tie-breaker Westlake putAhmad immediately onthe defensive by scor-ing three in the first end.Ahmad’s experience camethrough for her when,

It is with great sadness that we announce thepassing of Tom. He passed away peacefully in thecompany of family on March 20th at age 85.Predeceased by his loving wife Allison, he is survivedby his two sisters Sandy Henry and Eleanor Sachs,two sons, David and Brian (Sandy), a granddaughterPamela Tregaskis (Jason) three great-grandchildren,Keanen, Kaleigh and Desmond, long-time familyfriend Tracey Guenther, and his faithful dog Buddy.

Tom was compassionate, positive, interesting, andcaring. He made friends easily with his gentle natureand kind words. Tom will be dearly and truly missedby everyone who knew him. Our lives were enrichedby the life experiences we shared with him.

Tom was born in Grosse Point Michigan, immigratingto Windsor as an infant. After completing high schoolin Windsor, Tom went on to join the R.C.M.P. Hiscareer took him to Nova Scotia, NorthwestTerritories and Yukon territory. While in the north, hemet his future bride Allison and the two were marriedin 1955. After they married, Tom’s career sent themto Saskatchewan.

In 1973, Tom retired from the R.C.M.P. to becomeAir Canada’s western region security manager,prompting a move to Tsawwassen, where theyresided in the same home for 43 years. His positionwith Air Canada allowed Tom and Allison theopportunity to travel all over the world. Tom retiredafter two very interesting careers in 1991.

Moving to British Columbia allowed Tom to take akeen interest in sailing. Many summers were spentcruising the B.C. coast, then travelling further to sailthe Caribbean, Greece and Turkey. Tom also had alove for train travel, taking Allison on numerous tripsto Scotland and across North America.

The family would like to thank the compassionate,attentive staff at Delta Hospital and at Deltaview LifeEnrichment Centre, who cared for him so professionallyand tirelessly during the past few months. In lieu offlowers, donations to the Delta Hospital Foundation orthe charity of your choice. Please join us for acelebration of Tom’s life at Beach Grove Golf andCountry Club on Friday April 15th, 2016 at 2:00 p.m.

VILLENEUVE, Bernard Joseph

With heavy hearts we regret to announce thedeath of Bernard Joseph Villeneuve, son of Joeand Dolly Villeneuve of Altona, Manitoba. “Bernie”as he was lovingly known, succumbed to his yearslong fight with Parkinson’s disease with his daughter,Danielle Villeneuve and son, Noel Villeneuve by hisside. Bernie died Wednesday, February 3rd, 2016inWhite Rock, British Columbia.

Bernie was known for his quick wit, extensiveknowledge of the world, and love of all thingssports. He grew up in southern Manitoba where heattended high school in Morden. Bernie playedboth basketball and football, as well he refined hislegendary skills in the pool hall. When pool-sharkingdidn’t pay off, Bernie shifted his focus to a Bachelorof Arts at the University of Manitoba, followed by aMaster’s Degree in Political Science.

Bernie met and married his wife Lorraine in 1969,and went on to have two children, Noel Villeneuvein 1972, and Danielle Villeneuve in 1974.

Bernard’s career included working for theGovernment of Manitoba and Co-Op Implementsin Manitoba. After moving to Vancouver in 1983with his family, Bernie went on to teach businesscourses at both Douglas College and BCIT. Berniehad an extensive career as professor and had apositive impact on many students over his 20+years of teaching.

Bernie was a fun loving and generous person.Everyone he met felt his kind and warm ways andenjoyed his company. Everyone he loved and wholoved him will sorely miss Bernie. We are relievedhis fight with Parkinson’s disease is over, but deeplysaddened by his passing. Bernard is survived by histwo children Noel and Danielle, his four grandsons,Leon, Declan, Lenox and Levi; his siblings Theresa,Ralph, Patricia, Martha, Paul, Rene, Mark, Deborahand their families. Bernie will be cremated and hisashes returned to southernManitoba.
