Hopi Tribe Demographic Analysis

Introduction This analysis of the Hopi Tribe was undertaken by the Arizona Rural Policy Institute (ARPI) a unit

of the Center for Business Outreach in the W.A. Franke College of Business at Northern Arizona

University for the planning department of the Hopi Tribe. The ARPI has produced the

Demographic Profile for Hopi Tribe, with the latest information available from the 2015

American Community Survey (5-year estimates) American Indian and Alaska Native Tables. This

document is provided to Arizona tribes as a product of the EDA University Center Grant

provided by the EDA to the Center for Business Outreach at Northern Arizona University.

Since 2010 the American Community Survey (ACS) has been tasked with producing population,

demographic and housing unit estimates for the United States on an annual and 5 year series

basis. This analysis is entirely based the American Community Survey, 5-year estimate data

for the period 2011 to 2015 and is annotated in the document as ACS 2011-2015 (5-year

estimates). The 2015 ACS 5-year estimates are based on data collected between January 2011

and December 2015. The data were used to analyze household income, poverty rates,

employment, language use and household characteristics for Hopi Tribe. Only the 5-year

estimates are used as this is the only data that is provided for small population areas, the 5 year

data represent the average characteristics over the 5-year period.

Demographic characteristics are outlined by three separate levels, the State of Arizona, Navajo

County and the Hopi Tribe. Comparisons between the State of Arizona, and Navajo County

serve to provide further levels of comparison when examining demographic characteristics of

the tribe. Navajo County was chosen for comparison as Hopi tribal lands and communities fall

mainly in Navajo County. A smaller percentage of the tribal population is located in Coconino

County.

Appendix A contains the margin of error estimates to be used to calculate the range of

estimates for the American Community Survey data.

Population The population of the Hopi Tribe grew at a moderate rate (3.4%) between the 2000 and 2010

Census. In the period 2011-2015 the Hopi tribal population grew at a far faster rate (13.3%)

than the state and county which had relatively sluggish population growth during the same

period. This increase in tribal members, however, may not truly reflect the actual change in the

tribe between the census periods, because this rate reflects growth by birthrate alone and not

growth through in-migration as is the case with both the State and the County.

Gender There are more females (52.8%) than males (47.1%) within the Hopi Tribe. The gender ratios

in the Hopi Tribe are lower for males in both the State (49.7%) and the county (49.4%). Females

(52.8%) comprise a slightly larger proportion of the population among the Hopi Tribe tribal

members than either the State (50.3%) or the County (50.1%).

Age The Hopi Tribe is dominated by those 20 years and younger. The under-20 age group

accounts for 34 percent of all tribal members, representing a larger proportion for that age

group compared to the State (27%) or Navajo County (31%). The fact that one-third of the

tribe is younger than 20 years of age carries with it important policy implications. The large

portion of younger tribal members influences the provision of health and educational services

as well as poverty and workforce issues.

On the other hand, the tribe has fewer members who are 65 years or older as a proportion of

the total population. This age group, those who have retired and are out of the workforce

account for only 11.0 percent of tribal members when compared to 15 percent for the state

and 15 percent for Navajo County. The Hopi Tribe has a similar age profile vis-à-vis other

Arizona tribes, with a greater percentage of tribal members under age eighteen. Finally, those

age 19 to 64 years account for 55.0 percent of the tribal members, lower than both the State

(57%) and Navajo County (54%). The large number of tribal young persons will have an effect

on the development of the tribal workforce in the future. See Table 3, and Figure 1.

A population pyramid, also called an age structure diagram, is a graphical illustration showing

the distribution of various age groups in a population – typically a country or region of the

world – which forms the shape of a pyramid when the population is growing in all age groups.

The population pyramid below (Figure 3) illustrates the difference between males and females

for 5-year age cohorts. The under 20 age cohort in this pyramid are symmetrical indicating that

there are an even number of males and females. At the top of the age pyramid there are more

females than males. This is also a demographic reality as women tend to live longer than

men. The age pyramid provides an illustrated snapshot of the age structure of the tribal

members at the time of the 2011-2015 ACS 5 year series. ACS table S0101 was used to create

this population pyramid.

Population Under 20 Years Children under 20 years of age account for 34 percent of all tribal members. There are 3,842

males and 4,298 female tribal members; 30.8 percent of males are 19 years or younger and

29.6 percent of females are 19 years or younger. There are more males under age 5 years

(11.2%) than females (8.8%), while the sex ratios are similar for those between 5 and 10 and 11

to 17 years of age. See Table 4. ACS table S0101 was used to create this table.

Median Age The median age (the point where 50% of the population are above and 50% are below) for Hopi

Tribe tribal members is 31 years, with males and females aged 29 and 33 years respectively.

The median age of tribal members is lower than the State (36 years) and far lower than Navajo

County (also 36 years). These statistic serve once more to emphasize the overall younger age

profile of the Hopi Tribe. See Figure 4.

Race Not surprisingly, the vast majority of Hopi tribal members identify themselves as American

Indian or Alaska Native alone (95%), while the remaining 5 percent are split between white

alone and multi-race persons. This stands in stark contrast to the State which is 78 percent

white alone, and the County which is 63 percent white alone. See Table 6.

Ethnicity In terms of ethnicity, only a tiny percentage (2%) of Hopi tribal members self-identify as

Hispanic or Latino. This is again quite different from both the State (30%) and the surrounding

County where 11% percent of individuals self-identify as Hispanic or Latino. See Table 7 and

Figure 5.

Households In 2011-2015, there were 2,042 households on the Hopi Tribe, with an average household size

of 4.0 persons and an average family size of 4.8 persons. The average household size of 4.0

persons is larger than the State average (2.7 persons) and larger than the County average (3.1

persons). The average family size for tribal members (4.8 persons) is also larger than the State

and the County, where the average is 3.3 and 3.7 persons respectively. See Figure 6.

The next section of the demographic profile focuses on households and their structure. The

Census defines a “household” as a person or group of people who occupy a housing unit. The

“householder” is a person in whose name the housing unit is owned, being bought, or rented. A

“family household” consists of a householder and one or more people living together in the

same household who are related to the householder by birth, marriage, or adoption — it may

also include people unrelated to the householder. If the householder is married and living with

his/her spouse, then the household is designated a “married-couple household.” The remaining

types of family households not maintained by a married couple are designated by the sex of the

householder. A “nonfamily household” consists of a person living alone or a householder who

shares the home with nonrelatives only, for example, with roommates or an unmarried partner.

Family households (73.8%) predominate on the Hopi Tribe, although traditional married couple

families are in the minority (30.5%), at rates lower than the State (47.4%) or the County

(46.9%). Households headed by a female head of household (single mothers) account for one-

third (34.8%) of all households. Almost two-thirds (65.3%) of all households are either married

couple families (30.5%) or households headed by single mothers (34.8%). See Table 8 and

Figure 7.

Households with children under age 18 (50.4%) occur in half the households, a much higher rate for the Hopi Tribe than the State (31.8%) or the County (35.9%). Householder with a member over age 65 account for more than one third (33.6%) of all households, higher than the state (29.0%), and slightly higher than the County (33.1%). Finally, tribal households are more likely to be headed by a single mother with their own children under age 18 (13.0%) almost twice the rate of the State (7.2%) or the County (8.9%).

In terms of household characteristics 25.1 percent of all households are headed by a

householder, lower than the State (37.2%) or the County (32.5%). Spouse headed households

comprise a minority of Hopi Tribe tribal households (7.8%) far less than the State (17.6%) or the

County (15.2%). Children are found in about one-third of all households (36.5%), slightly higher

than the State (30.4%) and the similar to the County (34.2%). See Table 9 and Figure 8.

Family households dominate among Hopi Tribe tribal members (74%), compared to 66 percent

for the State and the County (71%). Non-family households account for one-fourth (26%) of

tribal member households, less than the State (34%) or County (29%). Husband and wife

families account for half (41%) of households, whereas residents of the State (72%) and the

County (66%) are more likely to live in husband and wife households. Households on the Hopi

Tribe are three times more likely to be headed by a female householder (35%) with no husband

present. Households headed by single mothers are far less prevalent at the State (13.0%) or

County (18.0%) levels. Households on the Hopi Tribe are more likely (50%) to have children

under the age of 18 living in the household, than the State (32%) and the County (36%). See

Table 10 and Figure 9.

Children Under 18 Years of Age Living with Grandparent Children under age 18 are four times more likely to live with grandparents on the Hopi Tribe

(9.9%) than they are at the State (2.5%) or in the County (4.7%). There are few differences

between the proportions of children by age living with grandparents, when comparing the Hopi

Household Income

The median household income for the Hopi Tribe is $37,754, greater than the County ($35,921)

and less than the State ($50,255). Tribal members are more likely to have lower household

incomes than the State and the same as the County. One-third (36.2%) of all households on

the Hopi Tribe have incomes of less the $24,999 when compared to the State (24%), and similar

to the County (36.7%). Tribal members are more likely to have household incomes between

$25,000 and $49,999 (28%) at roughly the same proportions as the County (26%) and the State

(26%). Less than one-tenth (7%) of tribal members have incomes in excess of $100,000. See

Table 12, and Figure 11.

Supplemental Income

Households on the Hopi Tribe are four times as likely (41%) to receive Food Stamps/SNAP than

are residents of the State (14%) and the County (26%). Considerably more tribal members

(27%) have retirement income than do residents of the County (22%) and the State (20%).

However, the mean household retirement income of $17,446 is lower than the County

($20,637) and the State ($24,807). See Table 13 and Figure 12.

Poverty Poverty rates on the Hopi Reservation (31%) are almost twice as high as the State (18%) and the

same as the County (31%). More than one-third (38%) of all children under 18 years of age

are considered to be living in poverty, while less than one-third (31%) of tribal members

between 18 and 64 also live in poverty. One-third (30%) of persons living in families on the Hopi

Reservation live below the poverty line, a higher rate than families in poverty at the state level

(16%) or the County (29%). Almost one-fifth of all persons over 65 years of age (18%) live in

poverty, twice the State rate (9%) and more than the County (15%) rates for this age group.

Children in Poverty The rates of children under 18 years of age living in poverty are almost twice as high for the

tribe (31%) as the State (18%) and the same as the County (31%). The highest poverty rates

for tribal members are recorded for children between the ages of 12 and 17 years, of whom 17

percent of these school age children live below the poverty line. See Table 16. ACS Table

Persons in Poverty The Census Bureau uses a set of money income thresholds that vary by family size and

composition to determine who is poor. If a family’s income is less than a family’s threshold,

then that family and every individual in it, is considered poor. Further the ratio of income to

poverty can be used to measure the degree or depth of poverty. The ratio of income to poverty

compares a person’s income with their poverty threshold, and expresses the comparison as a

fraction. For example, a poverty ratio of 1.0 (income at 100% of poverty level) means a person

is living right at the poverty line; a ratio of 0.5 (income at 50% of poverty level) would mean

that a person is living in a household making only half the income designated as the poverty

threshold. The Census Bureau describes those with family incomes below one half of their

poverty threshold as being “severely poor.” People with incomes at or above their threshold

but below 125 percent of their threshold are classified as “near poor.”

One-third (31%) of those living on the Hopi Tribe are classified as “severely poor,” with poverty

ratios that ranges from below 0.5 to .99. These rates are almost twice those of the State

(19%) and the same as the County (31%). A further 10 percent of tribal members are classified

as “near poor” with poverty ratios between 1.00 and 1.24. These data indicate that 41 percent

of Hopi households are living in poverty, while the remaining 59 percent are classified as not

living in poverty. See Table 17 and Figure 15. ACS Table C17002 was used to create this table.

Households Receiving Supplemental Nutrition Assistance Program (SNAP) Two-fifths (41.1%) of all households on the Hopi Reservation receive assistance from the Supplemental Nutrition Assistance Program (SNAP). This rate is at least two times higher than the State (13.5%) and the County (18.9%). Less than one-fifth of households receiving SNAP assistance (17.6%) have at least one person in the household over 60 years of age. This rate is higher than the County (3.5%), and more than eight times the State (2.0%) rate. See Table 18. ACS Table S2201 was used to create this table.

Fertility The birth rate for women between the ages of 15 and 50 years for the Hopi Tribe is 6.5 percent, slightly lower than the County (8.0%) and higher than the State (5.5%). The birth rate for unmarried mothers on the Hopi Reservation (6.6%) is about twice that of the State (3.7%) and slightly higher than County (6.4%) rate. See Table 19 and Figure 16.

ACS Margin of Error Estimates The ACS estimates are based on data from a sample of housing units and people in the population, not the full populations. For this reason, ACS estimates have a degree of uncertainty associated with them, called sampling error. In general, the larger the sample, the smaller the level of sampling error. The ACS calculates standard errors for each estimate produced and publishes the 90 percent confidence level margins of error (the Census Bureau standard). You can be 90 percent confident that the interval within the margin of error from the estimate includes the true value. Users can add and subtract the margin of error value from the estimate to find the top and bottom of the range within which the ACS is 90 percent confident that their estimate lies in.

Understanding margin of error A term often referenced in survey research is "within the margin of error." Most people hear the term frequently during election season when results from polls are reported. Many surveys and polls collect data from a representative sample of a population to make determinations about a larger population. Results would be somewhat different each time the survey is administered to a different representative sample. The margin of error accounts for these differences by calculating an upper and lower boundary the true result would likely fall between if every member of population was surveyed. For example, in the case of the Hopi Tribe the ACS has established that there are 8,140 persons present on the Hopi Reservation. The survey also indicates that there are 3,842 males and 4,298 females in the total population, with a margin of error of plus or minus (±) 318 males and (±) 382 females. See Figure 3 margin of error estimates. The margin of error tells us that if the same survey were administered to the Hopi Tribal members again, it is highly probable that the true population would be between 3,524 and 4,160 for males and similarly that the true population of females would be between 3,916 and 4,680.
