I. EXECUTIVESUMMARYEveryStudentSucceedsActInDecember2015,U.S.CongressandSenatereauthorizetheElementaryandSecondaryEducationActas“EveryStudentSucceedsAct”(ESSA).The“NoChildLeftBehindAct”isnowexpiredandobsolete.Somehighlightsofthenewlaware:

1. Statesstillhavetoteststudentsinreadingandmathingrades3–8andonceinhighschool.

2. Stateshavewidediscretioninsettinggoals,figuringoutjustwhattoholdschoolsanddistrictsaccountableanddecidinghowtointerveneinlow-performingschools.Whiletestsstillhavetobeapartofstateaccountabilitysystems.

3. Combines50programsintooneblockgrant.4. TheauthorityoftheU.S.SecretaryofEducationislimited.Thefederalgovernment

cannotinterferewithstatedecision-makingontesting,standards,andschoolturnarounds.

5. ESSAkeepsinplacemaintenanceofeffort(MOE).6. ESSAisonly"authorized"forfourmoreyears.7. Statesdevelopaccountabilitysystems.ESSAendsthefederaltest-basedaccountability

systemofNCLBAct.ESSArestoresstatesresponsibilityfordetermininghowtousefederallyrequiredtestsforaccountabilitypurposes.

8. Helpsstatesimprovelow-performingschools-Thebillincludesfederalgrantstostatesandschooldistrictstohelpimprovelowperformingschoolsthatareidentifiedbythestateaccountabilitysystems.

NavajoEducationSummit:InDecember2015,theSummitwasheldontheNAUcampusinFlagstaff.“InfluencingEducationPolicyThroughPartnerships,Participation,andLeadership”wasthethemeoftheSummit.Over300peopleattendedtheconference.Manyparticipantscamefrompublicschools,grantschools,BIEoperatedschools,ArizonaandNewMexicoDepartmentofEducation,andothergovernmentagencies.Dr.WilliamMendosa,ExecutiveDirectorfortheWhiteHouseInitiativeonAmericanIndianandAlaskanNativeEducation,setthestagefortheSummitwiththemessagethatIndianTribesneedtostarttakingtheleadinoutliningitsowneducationstandardsusingNativelanguage,culture,andvalues.PresidentRussellBegayegaveaanoutstandingpresentationonSovereigntyinNavajoEducationandhowweneedtotaketheleadroleinoutliningwhatisbestforNavajochildren.ArizonaSenatorCarlyleBegaytalkedaboutlegislationsthatarenecessarytoimproveIndianEducationinArizona.TheNewMexicoandArizonaDepartmentofEducationtalkedabouttheireducationstandardsandassessmentsandhowthedepartmentworkswithIndiancommunitiestoplanandmakedecisionstoimproveeducationinNewMexico.

JonathanHale,ChairofHEHSC,talkedaboutthecommittee’sroleinworkingwiththeeducationcommunitytoimproveNavajoeducation.Ontheseconddayoftheconference,Dr.KalvinWhitegaveapresentationontheAccountabilityWorkbookandhowitimpactsstudentlearningandNavajoeducation.AlbertHale,ArizonaStateRepresentative,gaveapresentationonwhatsovereigntyinNavajoeducationmeansfromaNavajoperspective.HetalkedaboutthehistoricalandculturalimplicationsthatimpactsNavajoeducationandmeasurestosafeguardNavajolanguageandculture.BennyBegay,NNBOEmember,gavetheclosingremarkthatcoveredmaintainingNavajolanguageandculturefortheyoungerNavajogeneration.HeofferedwordsofencouragementonhowDine’languageandculturecanstimulateteachingandlearning.Thesummitwasverysuccessfulandparticipantswereverypleasedwiththecaliberofspeakersandthetopicspresented.BIEReorganizationTheBIEReorganizationproposalwillgobeforecongresssoon.Thereorganizationoccurredinpastcoupleofyearsisbeginningtoimprovestudentacademicachievement.OntheNavajoNation,theBIEhasreorganizedtobemoreinvolvedinschoolimprovementandtheyallocatedfundstosupportthiseffort.TheBIEimplementedoneschoolimprovementplantocoverall32BIEoperatedschools;implementedoneprofessionaldevelopmentplanforall32BIEoperatedschools;andimplementedoneschoolcalendarforthe32BIEoperatedschools.Grantschools,however,operateindependentlyanddonothaveauniformschoolimprovementplan.UndertheTransferofAuthorityinitiative,whichDODEisworkingon,includesplanstoimplementauniformsystemofschoolimprovement,auniformsystemofprofessionaldevelopment,andauniformschoolcalendar.BIASchoolReplacementPriorityListInJanuary2016,DODEreceivedinformationthattheBIEselectedtenschoolsfromacrossthecountry.SevenoftheseschoolsarefromtheNavajoNation,asfollows:

1. JonesRanchCommunitySchool2. CrystalBoardingSchool3. Dzilth-na-o-dith-hleCommunitySchool4. GreasewoodCommunitySchool5. LukachukaiBoardingSchool6. TiisNazbasCommunitySchool7. TonaleaDaySchool

Over74BIEschoolsappliedforreplacementbut53compliedwithallapplicationrequirements.Thelistwasnarroweddowntothetoptenschools.TheBIAsponsoredameetinginAlbuquerque,NM,toallowschoolstopresenttheirplanstoareviewpanelof15people.TheBIEplanstonarrowthelisttothetopfiveschools.OnlythoseselectedfiveBIEschoolswillreceivefundingforanewschoolconstructioninFY2017.AttheBIEmeetinginAlbuquerque,schoolboardmembersandcommunitymemberscametosupporttheirschools.TheBIEselectionprocessisverycompetitive.DODEhopesthefinalselectionincludesBIEschoolsontheNavajoNation.

AccountabilityWorkbook:DODEiscoordinatingwithseveralfederalofficialsregardingreviewandapprovaloftheNavajoNationAccountabilityWorkbook(NNAW):

1. Dr.WilliamMendosa,ExecutiveDirectorfortheWhiteHouseInitiativeonAmericanIndianandAlaskanNativeEducation;

2. Mr.JohnB.King,Jr.,SecretaryofEducation,U.S.DepartmentofEducation;and3. Mr.RobertSalley,U.S.DepartmentofEducation.

AccordingtoMr.Salley,atthefederallevelthenewEveryStudentSucceedsActmayslightlyimpacttheNavajoNationAccountabilityWorkbook.In2009,theNavajoNationAccountabilityWorkbookwasdevelopedwhenNCLBwasstillafederallaw.DODEiscoordinatingtasksandcommunicationwithJohnKing,thenewSecretaryofEducation,toconsiderandapproveNNAWwithastipulationthattheworkbookbeamendedassoonaspossibletomeettherequirementsofthenewEveryStudentSucceedsAct.Inaddition,aworksessionwasheldamongtheNavajoNationBoardofEducation,DODE,andHEHSC,inwhichNNAWwasthoroughlydiscussed.II. CRITICALISSUESOFFICEOFDINÉSCHOOLIMPROVEMENT1. TheNavajoNationAccountabilityWorkbookisinthefinalreviewprocesswithre-writes.

CurrentlyODSIisexaminingandre-editingareaswhereupdatesarenecessary.TheNavajoNationBoardofEducationhasnotactedonbusinessrulesforthe14schoolsthathavedecidedtoimplementtheNavajoNationAccountabilityWorkbook.

2. Withtheincreaseoffunds,academicprojectsandProfessionalDevelopmentsorProfessionalLearningCommunitieshavebeenscheduledtomeettheneedsofthestaffandallstaffhaveparticipatedandhopefullythistrendwillcontinue.ForSY2015/2016,PDs/PLCshavenotbeenfullydevelopedbutthiswillbeaddressedinthecomingmonthduetothenewfiscalyearandthefundsareavailabletoschools.

3. LackofconsistencywithDataTeamsduetohighturnoverwithinschools.4. NoDODEsupportofschoolsinacademicdecline.ThereisnoDODEacademicpolicyin

placetosupportschoolimprovementinitiatives.5. Legislativebarriers.

7. DODEleadersneedtoalignandcoordinatetheoverallDODE’sworkingrelationshipsandcommunication.

8. BIEandDODEneedtoaddressandaligngoalsandobjectivestoworktogethertoimprovetestscoresandclassroominstruction.SomefieldstaffareconfusedwhethertopartnerwithBIEornot.

9. NaaTsis’AanCommunitySchoolhasasix-monthreauthorizationscheduledforSY2015/16.OnMarch18,2016,theschoolhassubmittedtheportfolioforreauthorization.Again,themajorchallengefortheschoolistheneedforsubstituteteacherstocoverwhenadministrationandteachersattendconferencesandtrainings.

10. GreyhillsAcademyHighSchoolhasamajorchallengeconcerningCRTs.BlackMesaCommunitySchoolhasacoupleofchallengesconcerningsubstituteteachersandCRTs.ShontoPreparatorySchoolhasachallengewithCRTs.TheschooldecidedtostaywithAzMERITandnotgowithPARCC.RockPointCommunitySchoolhassubmittedasix-monthreauthorizationapplicationpacket.

11. NaaTsis’AanCommunitySchoolhasasemi-stableUDPteam.AllUDPmembersarefullytrainedandassisttheteam,aswellastheschool,whereneeded.GreyhillsAcademyHighSchoolhasastableUDPteamandworkswellwithadministration,CEO,andtheschoolboard.RockPointCommunitySchoolhasastableUDPdatateamandisfinallyproducingresulttoanalyzingandinterpretingdata.ThechallengeforBlackMesadatateamisconsistentinternetconnectiontogatherdatadealingwithNWEAandAIMS.TheschooldoeshaveafullytrainedUDPteam.ShontoPreparatorySchoolhasastableteamandaddednewmembers,whichhavebeentrainedinUDP.Overall,alldatateamshavemembersthathaveworkingexperiencewithUDPformorethanthreeyears.Overall,allschoolshavetrainedUDPmembers.

12. ThechallengeswithODSIstaffdealswithcontentknowledgeandPDs/PLCstomeetthoseneeds.

OFFICEOFDINÉACCOUNTABILITYANDCOMPLIANCE1. ODACreceivedapetitioncontaining84signaturesofthecommunitypeopledemanding

immediateinvestigationoftheRamahCommunitySchool,Inc.(RNSB).Alongwiththepetitions,abinderofsupportingdocumentssupportingthechargesmadebythepetitionerswasalsoreceived.DuetoothermajorissueswithAlamoNavajoandLeuppSchools,RNSBrequesthasbeenatastandstill.LetterandsupportingdocumentshavebeensenttoDOJforlegalreview.

2. AlamoNavajoSchoolBoard,Inc.’scomplaintwasmadebytheExecutiveDirectorandSchoolSuperintendentwhowereterminated.Majorissueswerebroughtoutbythepetitioners,butthesupportingdocumentsaremisplacedwhichcausedunnecessarydelaysinfurtherreviewofthechargesfiledbythetwoterminatedadministrators.Notonlywasthedelaymadebythemisplaceddocuments,AlamoNavajohasalsofiledalawsuitagainsttheNavajoNationthathasstifledscheduledmonitorandadministrativereviewvisits.Weareatastandstillwiththiscase.

3. TrainingSchoolBoardsthatareupforReauthorizationonalltherequiredFederalandTribalLegislation.

4. TocontinuetomeetwithLeuppSchools,Inc.GoverningBoardandSchooladministrativestaffandthethreecommunitiesofLeuppSchoolsInc.toresolvefinancialissuesthroughIntenttoAssume,DueProcess,andCorrectionActionPlan,includingadirectiveforaForensicAudit.

5. GrantandContractReauthorizationapplicationsdueinMarch2016,inordertobepreparedandreadyfortheJuly1,2016-2017schoolyear.

6. IncollaborationwiththeBIE,insurealltheauditfindingsateachGrantSchoolsarecorrectedandclearedwiththeNationalClearingHouse.

7. DuetoalowbudgetinFY2016,ODACneedssupplementalfundstoprovideservicetograntandcontractedschools.

OFFICEOFSTANDARDS,CURRICULUM,ANDDEVELOPMENT1. IndirectCost:Oneofthegreatesthindrancestothetimelyimplementationofthe

yearlygrantfromNewMexicoPublicEducation(NMPED)isthelengthyandtediousprocessofobtainingconsentfromtheNaabik’íyáti’CommitteetoimplementalowerIDCrate.Ittypicallytakessixmonthstoprocessa164-ReviewthroughNNBOE,HEHSC,Budget&FinanceCommittee,Naabik’íyátiCommitteeandthenfinallytoPresidentRussellBegaye’sofficeforsignature.Thelengthyprocessresultsinimplementationoftheprojecttojustafewmonthsorweeks.Itthwartsthebestintentionsofthegrant.Solution:DevelopagreementswiththestatesonaslidingscaleofIDCrates(stateIDCratescanchangeyearly)wouldbeoftremendoushelp.Suchanagreementwouldallowforatimelyandmoreeffectiveuseofstategrants.Thelengthyreviewprocesswouldbeeliminatedsograntscouldbeawardedimmediately.

2. ElevatingNavajolanguageandcultureeducationwithintheDepartmentofDinéEducationandtheNavajoNationgovernment.Thereisadireneedforwelltrained,educatedteacherstoteachNavajolanguage,government,history,socialstudiesandcharacterdevelopment.Otherneedsincludecurriculumandmaterialsdevelopment,professionaldevelopment,parenttraining,andmanyothersinordertodelivereffectivelanguageandcultureeducationprograms.Solution:ProvidemorefundingtosupportDODE’slanguageandcultureeducationprogram.Provideexecutiveandlegislativesupporttoadministerandimplementmoreeffectiveandefficientlanguageandcultureprograms.

3. PursueMOAswithArizonaPublicSchools.In2011,OSCAD,thentheOfficeofDinéCulture,LanguageandCommunityServices,throughnegotiatedagreementswithNewMexicopublicschools(NMPS),theNavajoNationcouldcollaborateandcoordinatewithNMPStoprovideeffectiveeducationprograms,particularlywithlanguageandculture.TheNavajoNationneedssimilaragreementswithArizonaschoolsoperatingontheNavajoNation.Solution:Currently,PinonUnifiedschoolDistrictandTubaCityUnifiedSchoolalreadyworkwithOSCADbyattendingOSCADworkshopsandtrainings.TheNavajoNationcaninitiateagreementswiththeseschooldistricts.

OFFICEOFNAVAJONATIONLIBRARY1. ONNLhasverylimitedfundsandservicesareconstrainedtoin-libraryassistance.2. ONNLneeds$320,530todigitizetheONEOOralHistoryCollectionbeforethereel-to-

reeltapesturntodust.ThefundingsourcetodigitizetheONEOOralHistoryneedstobefromtheNavajoNation.Therearestateandfederalfundsavailable;however,the

4. Resourcerequirements:a. $35,173torestoretheprogram’stravelbudgetandoperatingbudget.b. $320,530todigitizetheONEOOralHistoryCollection.

i. ThedigitizationtaskwillbeoutsourcedtoAirshowMasteringinDenver,Colorado.

5. Expectedcompletiondate:a. FiscalYear2016(October2015–September2016.

ADVANCEDNAVAJONATIONSchoolAccreditationispivotaltoleveragingimprovementinschoolswithintheboundariesoftheNavajoNation.Theschoolandtheclassroomareattheheartofteachingandlearning;however,increasingstudentachievementinvolvesmorethanimprovinginstruction.Accordingly,officestaffoffersschoolimprovementandaccreditationservicestoschoolpersonnelintheirpursuitofexcellenceinservingstudents.Staffmembersarecommittedtocontinuousschoolimprovementthroughprocess,contentandtechnologybutarehamperedbybudgetcutsandthelossofonetribalvehicle.Inaddition,thefollowingarecriticalissuesthatcontinuallyneedtobeaddressed:1. Buildingandmaintainingthevolunteernetworkofschooladministratorsandteachers

toserveasExternalReviewleadevaluatorsandteammemberscontinuetobeemphasized.Movementtootherschoolsorresignationaffectskeepingastablelistofleadevaluatorsandteammembers.Asaresult,frequenttraining(i.e.,March9thLeadEvaluatorTraining)isnecessary.AnaddedcriticalinitiativeistheEffectiveLearningEnvironmentObservationTool(ELEOT),whichisalearner-focusedclassroomobservationtoolusedaspartoftheExternalReviewprocessandasaformativetoolforimprovement.IndividualsservingonExternalReviewteamsarerequiredtopasstheELEOTexaminordertobecomeacertifiedmemberoftheExternalReviewteam.Recruitingandtrainingleadevaluatorandteammembersisacontinuouseffortforstaff.

2. Theprocessstandardsforqualityschoolstrainingwillcontinueattheschoollevel.Trainingintheunderstandinganduseoftheperformancestandardsattheschoollevelisanongoingprocess.ToquicklygettheattentionofNavajoeducationstakeholders,staffmodifiedthegraphicpresentationofthestandardsfromtheAdvancEDblockmodeltotheconcentriccirclemodelutilizingthelanguageandculturally-relatedperspectiveoftheNavajopeople.Asaresultstakeholdersmorereadilyunderstandandembracetheperformancestandards.

3. SchoolswillcontinuetoutilizetheAdaptiveSystemofSchoolImprovementSupportTools(ASSIST),aweb-basedplatformdesignedtobroadenandsharpenthinkingaboutcontinuousimprovement,performance,andaccreditation.ASSISTemploysdiagnostictoolsforschoolstoconductinternalreviewsfocusedonevaluatingperformancerelated

toresearch-basedstandardsandindicators,studentachievement,stakeholderfeedback,NavajoNationAssurancesandNavajodiagnostic.TheeffectiveuseofASSISThasbeenachallengeforsomeschools.Thereportingsystem,however,continuestobestreamlinedwithadditionalupdatesoncontinuousbases.In2017-18,ASSISTwillbereplacedwitheProve–AdvancED’sQualityAssuranceandImprovementServicesandTools.

4. TheimpactofhighturnoverinschooladministratorsandteacherscontinuestocauseinconsistencywithcommunicatingfindingsfromExternalReviewReports,adherencetostandards,learningenvironment,stakeholderperceptions,summaryoffindingsandimprovementprioritiesthatarelinkedtoindicators.Encouragingschoolleaderstostabilizeitsleadershippositionsandhirecertifiedteachingstaffisanongoingprocess.Insomeschools,whereapermanentprincipalhasnotyetbeenhired,acoregroupofteachershaveassumedtheleadershiproleandtheresponsibilitytoensurecompletionoftheAccreditation,ExternalReviewandAccreditationProgressReports.

5. ExternalReviewdataisnowavailablefornineteenschoolsthathostedExternalReviewsinSY2015-2016,utilizingtheIndexofEducationQuality(IEQ),whichisaframeworkfordiagnosingandrevealinginstitutionalperformancethroughtheAdvancEDAccreditationIndex.Bothaverageandoverallscoresareavailableintheareaofteachingandlearning,leadershipcapacity,andresourceutilization.ManyFarmsHighSchoolhostedtheirExternalReviewonthe24thand25thofFebruary.RedMesaElementarySchoolwillhostanExternalReviewteamduringthespringof2016,whichwillprovideadditionalIEQdatatotheAdvancEDNavajoNationdatabase.Thisprocessisanongoingprocess,whichistimeconsuming.

ResourceRequirements:

1. StaffcontinuestotrainandprovidetechnicalassistancetoschoolsregardingtheAdvancEDAccreditationProtocolandtheAdvancEDStandardsforQualitySchools,whichofferschoolsaroadmapforthepursuitofexcellenceineducationandstudentlearning.On-sitetechnicalassistanceisdesignedtohelpschoolsmakebetterdecisionsaroundcurriculum,instruction,andassessment.Cutsintheoperationsbudgetandthelossofone-vehicleimpactsthetechnicalassistanceneededbytheschools.

2. AdvancEDNavajoNationOperationsOfficestaffcontinuetocollaboratewithvariousprogramsundertheDepartmentofDinéEducationandwitheducationpersonnelintheBureauofIndianEducationforthepurposeofstreamliningthemonitoringandevaluationprocessofschoolimprovementofschoolswithintheboundariesoftheNavajoNation.

3. TheAdvancEDNavajoNationOperationsOfficehasafour-memberstaffwhocurrentlyinteractwithseventy-eightschools.TheofficeisinneedofanadditionalPrincipalEducationSpecialistandDataSpecialistpositionstoadequatelyprovidetechnicalassistancetothe78schoolsandtotheschoolsthatwillbeaddedtotheAdvancED’snetworkofschools.

4. ThebudgetfortheAdvancEDNavajoNationOperationsOfficeistightand,witheachcutinthebudget,technicalassistancetoschoolsiscutwhichnegativelyimpactsschoolimprovementinschoolswithintheboundariesoftheNavajoNation.

JOHNSON-O’MALLEYPROGRAM1. DuetobudgetconstraintsinFY2016,NNJOMcontinuestoexperienceproblemswith

GASvehicleshortages,equipment,andofficespaces.DuetotheshortageofGSAvehicle,somesubcontractorswillbemonitoredinthespringof2016tomaintainfiscalcompliance.

2. The164-ReviewprocessisstillachallengefortheNNJOM.Duetolengthyreviewprocess,NNJOMhasmadeeffortstoinitiatetheapplicationsprocessthroughthereviewprocessinAprilsoapplicationforsubcontractorscanreceiveawardsinJulyorAugust.

3. OMBhasissuedanewregulationforadministeringfederalgrants.ThenewSuperCircularincludesrequirementsfornewcostprinciples,allowableandallocablecosts,changesinauditthresholdsandmorecomplianceregulations.AnynewupdatesandimportantinformationpertainingtotheCircular,NNJOMstaffwillcontinuetocoordinatewiththesubcontractorsforcompliancewiththenewregulations.

NAVAJOHEADSTART1. BUDGET&EXPENDITURES

Chinle–SinceJanuary2016,theNavajoNationPresidentRussellBegayehasmetwiththeOfficeofDinéYOUTHstaffandDr.TommyLewis,SuperintendentofNavajoNationSchools,toannouncethereturnoftheNationalBoysandGirlsClubofAmericantotheNavajoNationasapilotprojectbeginningOctober,2016.PresidentBegayeidentifiedManyFarmsDinéYOUTHunitasthecommunitytodothepilotproject.Inthemeantime,theagencyODYofficeandtheOfficeoftheNavajoNationPresident/VicePresidentmetwiththeManyFarmsChapterGovernmenttoinformthechapterofficialsofplansonBGCA.TheChinleODYrecreationprogramhasbeenbusyimplementingandcompletingthe2016Youth12U-boysandgirlsBasketballLeague.Atotaloftwentyteams(12boysand8girls)participatedinthisseason’sODYleague.Eachteamwasprovidedaneight-gameschedule,whichendMarch23,2016.OnMarch25-27,2016,ChinleODYsponsoreda12Uand16Uboysandgirlsdivisiontournament(s)andthetournamentclosed-outthisseason’sbasketballactivityunderODY.TheRecreationSpecialistcontinuestobeinvolvedwiththeChinleCommunityCollaborativeteam(CCC)effortsbyattendingCCCmeetingsandsupportingtheteamwithattendanceofactivities,incorporationofteambuildingandcommunicationbuildingexercisesoractivities.Alsoplanningtoimplement“AdventureBasedLearning”throughProjectVenturecurricula’s,offerbasicBikeRepairClinics,SpringintoFitnessseriesandeventuallyleadinguptocreating“youthgroups”toworkwithateachofour

agencycommunity.TheCounselordidaexcellentjobwiththeannualSpellingBeerelatedactivities.AlllevelsoftheSpellingBee,fromlocaltotheNavajoNationcompetitionswentaccordingtoplan.TheNavajoTimes/NavajoNationSpellingBeefinalswereheldonThursday,March17,2016,attheNavajoTechnicalUniversityinCrownpoint,NM.Thisyear’sNT/NNSpellingBeeChampionattendsschoolintheShiprockAgencyandtheyoungladywillberepresentingtheNationattheNationalScrippsSpellingBeeinWashington,DCinlateMay2016.

Crownpoint–Theagencyofficecontinuestoprovidedailyafterschoolprogrammingandworkingwithlocalresourcesinimplementingcommunityprojects.Theyincludethefollowing:CounselorcompletedtheBABESProgramwithBreadSpringsSchool,LakeValleySchool,andprovided2of6ParentingSkillsandAngerManagementsessions;RecreationSpecialistimplementedrecreationatthecenter,attendmeetingswiththePostventionTeamandCrisisResponseTeam,implementedrecreationalandenrichmentactivitiesatLaVidaMissioninLakeValley,NM,andhelda12andunderBasketballTournamentinBorregoPass,NM.Wehad4girlsand4boys’teamsthatparticipated;ProgramandProjectSpecialistimplementedprogramminginculture,outdoorgames,artsandcrafts,andcurriculums,providedparentingclassesforparentsforthosenewyouthenrollingintheAfterschoolProgramming,GirlScoutparticipatedintheCookieCampaignforthemonthofFebruary,implementedtheAgencySpellingBee,whichtookplaceatSt.Paul’sCatholicHallinCrownpoint,NewMexico,implementedaCulturalNightwhereyouthlearnedabouttheIvoryCoastAfricansheritageandcollaboratedwiththeNewMexicoStateUniversityExtensionProgramtoimplementing4-Hactivitiestostudents,doingLeathercraft,andtheKidsKitchenwhereyouthlearnedtomakecookies,pancakes,ricecrispies,andfruitandcrackersnacks;andtheHuerfanoYouthcenter,thestaffimplementeddailyrecreationalandenrichmentactivitiesatthecenterandparticipatedintheUnderstandingthePsychologicalDynamicsofActiveShootersandtheNavajoPerspectiveandPracticesonSuicidePreventiontraining.

TubaCity–TheWesternNavajoAgencyYouthCouncilofficersinfullactionwithanumberofmembersattendedtheMarch12NavajoNationYouthCouncilmeetinginWindowRock.AnagencystaffinattendanceobservedthemeetingandstatedthattheadultsshouldrelinquishcontroloftheYouthCouncilmeetings.Adultsarementorsandshouldassistincoachingyouthtorunameeting,whereadultshaveprivilegesunder“CalltoPublic”orrequestingtobeanagendaitem.Lettheyouthspeak,letthemtelluswhattheyenvision.Staffareplanningupcomingevents/activitiessuchas:April13-16,2016andApril19-22,2016CollegeTours;toconducta“Men’sYouthConference”;araftingtripinMay;tohosttheWesternNavajoAgencyYouthConference;andYouthEmploymentbeginningJune,applicationswillbeavailableonApril1,2016.Theagencyaccomplishedthefollowingforthequarter:theagencyYouthCo-EdBasketballleaguebeganforages5-8,infullactionwith171participantsandthe12andUnderBasketballtournamentbeingheldattheTubaCityBoardingSchoolwasasuccesswith115participants,unfortunately,therewillbenoNavajoNationfinals;assistedwiththeNavajoNationSpellingBeeatCrownpointNTUonMarch17,2016whichwasverysuccessfulwithoneappealfromtheTubaCityPrimarySchool,thedecisionwasdenied.ThewinnerwasfromNorthernNavajoNewcombElementarySchool;staffiscurrently

Shiprock–TheagencyisplanningsummeractivitieswithseveralmajoractivitiesthatwillincludepartneringwithJohnHopkinsUniversity,theUnitedNationalIndianTribalYouth,Inc.,andlocalprogramcollaborations.Studentsfromthe“TogetherWeRise”YouthGroupbeganattendingtheNavajoNationYouthCouncilmeetingtorepresentNorthernAgency.TheirfirstmeetingwasheldMarch12withthenextmeetingscheduledforApril2inWindowRock.Theagencyaccomplishedthefollowingforthequarter:StaffprovidedservicetosurroundingBIESchoolsandChapters;completedtheagencySpellingBee,aswellastheNavajoNationSpellingBeeheldinCrownpoint,NM,withayoungladyfromNewcombMidSchoolbeingtheChampionSpellerwithpreparationofherparticipatingintheScrippsNationalSpellingBeeinWashington,D.C.;staffassistedwiththeNavajoNationScienceFair;sponsoringseveralEasterEggFestivitiesinShiprockandRedValley;andheldtwobasketballleagues:5-7Coedandthe8-10CoedLeague.

FortDefiance–Theagencyofficeconvenedandrevised/updatedallthefacility,fields,andequipmentusageforms.Inaddition,theyrevisedtherulesforthefacility,fieldandequipmentusages.Furthermore,theyupdatedthefeesforthefacilityandfieldusage.AllformswithchangeshavebeensubmittedtotheDepartmentManagerforreviewandapproval.SetsoftheformswerealsosenttoNavajoNationRiskManagementtogiverecommendationsoninsurancerequestfromentitiesrequestingforusageoffacilityorfields.Inthemeantime,throughfacilityusagerequestthefollowingorganizationsareutilizingorwillbeutilizingtherecreationalfieldsfortheirsportsorleague:WindowRockUnifiedSchoolDistrict–SoftballandBaseball,St.MichaelIndianSchool-Softball,FortDefianceSoccerClub-Soccer,andDinéNationLittleLeague-TeeBall,SoftballandBaseball-AllDivisions.Theagencystaffisintheprocessofplanningforsummerprogramming,communityoutreachwithintheFortDefianceAgencywith27chapters,assistingwith“JustMoveIt”inNewMexicoandArizona,andonsiteeventsandactivities.

Albuquerque,NewMexicofromMarch7-11,2016,hostedbytheSouthwestConsortiumofIndianHeadStartPrograms,Inc.Theconferencewasheldtoprovidefourdaysofprofessionaldevelopmenttrainingstostrengthenandimproveprogramsforournation’syoungestchildren.ThegoalsofNativeAmericanChildandFamilyConferencewastoprovideAmericanIndian/AlaskaNativeHeadStart,EarlyHeadStart,andChildCareprogramswithtrainingopportunitiestobuildheadstartprogramcapacitybyprovidingqualityservicesforourchildrenandtheirfamilies.Theconferencetheme,entitled:RaisingourVoices:NurturingTomorrow’sLeaders’providedtheoverarchingobjectivestocreatetheconferenceagendaandprofessionaldevelopmenttrackingcurriculum.

Theconferencebroughttogetheravibrantmixofculturalteachers,childcareandtrainingspecialists,governmentrepresentativesanddevelopmentpartners,triballeaders,arts&craftsvenders,bookandeducationalproductvendors,andparentsandgrandparentswhoendeavoredto:i. Providequalityworkshopstargetedtowardbuildingtheknowledgebase

andbeginningskillsoffrontlinestaffworkingdirectlywithchildrenandtheirfamilies;Increasetheknowledgebaseofprogrammanagementstaffinordertoprovidequalityearlychildhooddevelopmentservices;and

ii. Provideapeer-to-peerlearningenvironmentforsharingamongprogramstothebenefitofournation’syoungestchildrenmovingtobecomefutureleadersintheircommunities.

OFFICEOFNAVAJONATIONSCHOLARSHIP&FINANCIALASSISTANCETheONNSFAusesEmpower,astudentinformationsystem.TheEmpowercontractendsin2016andONNSFAwillstartsearchingforanewdatabase.ONNSFAwillbidoutthejobtolookforanewdatabase.ONNSFAanticipatesfindingauser-friendlydatabase.ONNSFAadministrationisalsoworkingclosingwithNavajoTechnicalUniversitytoprepareaproposedamendmenttohavetheNavajoNationCouncilamendtheNavajoNationHumanResearchReviewBoard.Thisworkisextensivebecauseithastogothroughseveralstandingcommittees.ThegoaloftheamendmentistominimizethelengthoftimeittakesacollegestudenttoconductresearchforcollegecreditontheNavajoNation.Inmanyinstances,studentsdepleteallocatedfundsbeforecompletingtheirresearch.Therefore,ONNSFAislookingforwaystostreamlinetheresearchapprovalprocessforcollegestudents.ONNSFAplanstoprioritizescholarshipstostudentsattendingNavajoTechnicalCollegeandDinéCollegeasawaytoaddressremedialeducationissues.Asitis,NavajostudentsreturntoNTUorDCafteroneortwo-semesterexperienceinuniversities,becauseofhigheracademicchallenges.Therefore,ONNSFAwillmakeeveryeffortforNTUorDCtopreparestudentsacademicallybeforetheyenrollinuniversities.OFFICEOFDINÉSCHOOLIMPROVEMENTOngoingprojectsincludes:1. TheSecondLanguageTesting,Inc.’s(2LTI)validityandreliabilitystudyoftheDinéContentStandardshasonemoresteptocompleteinordertobefinalized.Rightnowtheteamisfinalizingtherevisionsofthetestitems.2LTIhasreviewedthepilottestresults,comparedthemtotheDCS,analyzedtheanswersintermsofrightandwrongresponses,anddeterminedtheirappropriateness.Theresultsoftheirevaluationisbeingusedtorewritetestitems.TheteamhasdoneanexcellentjobintheirstudyandintrainingOSCADstafftoworkwithassessments.Inthisarea,OSCADhasprogressedalotbyworkingwith2LTI.

3. NavajoTraditionalApprenticeshipProject(NTAP)hasbroughtonnewteamsinthesecondquarterandotherPractitioner/Apprenticeshipteamshavecompletedtheircontractsorrenewingcontracts.NTAPiscomplicatedmainlybecauseOSCADcanonlyworkwithindividualsiftheyareinterestedinbecomingaPractitionerofahealingceremony.Itrequirespersonalsacrificeoftime,resources,andcommitment.Wedoourbesttorecruitbutultimatelyitdependsonwhetherindividualsarewillingtofullycommittothegruelingprocessoflearningceremonialprocessandmemorizationinvolvetobecomeapractitioner.

RecruitmentandSelectionProcess.Duringtherecruitmentandselectionprocess,applicantsmustcompletespecificstepsandmeetcertainstandardsasrequiredundertheHeadStartAct,includingaqualificationassessment,favorablebackgroundchecks,positivepastemployerchecks,andinterviewparticipation.Centerstaffapplicants(Suchas:Teachers,paraprofessionals,busdrivers,andschoolreadinesscoaches)mustalsohaveaphysicalexamination(PE)withanegativeTBtestbeforetheyareallowedtoentertheclassroom.Fieldstaff(Suchas:Maintenancetechnicians,ERSEAliaisons,healthandnutritionliaisons,andmentalhealthanddisabilitiesliaisons)thatalsoentertheclassroomtoperformdutiesandfunctionsmustalsoreceiveaPEandnegativeTBtest.InaccordancewithNHSPerformanceStandards,allstaffmustsubmitimmunizationrecords.Applicantsthatmeetthecriteriaofeachstepare

recommendedforhire.TheAssistantSuperintendentrecommendsnewhirestotheDirectoroftheNavajoDepartmentofPersonnelManagement(DPM).

e. EveryMonday,approximately50jobvacanciesareannouncedonDPM’swebsite.Currently,allJVAsarebeingadvertisedas“OpenUntilFilled”,andapproximately10-20applicationsarereceivedeachweek,andassessed.Lessthanhalfoftheapplicantsareprocessedtotheinterviewstage.Applicantswhodonotmeettheminimumqualificationsstandardsandwhodonotmeetthespecialrequirementsofthevacantpositionsaresenta“non-qualified”letter.Forexample,abusdriver’sminimumqualifications’requirementisahighschooldiplomaorGED.However,undertheSpecialRequirementsSection,allbusdriversmustpossessaCommercialDriver’sLicense(CDL)andpassengerandschoolbusendorsementsundertheCDL.Further,eachstatehasspecificlicensingrequirementsthatbusdriverapplicantsmustalsomeet,i.e.:Statecertificationtodriveabusandbusdrivingrefreshercourseevery2-3years.Therefore,ifanapplicanthasahighschooldiploma,butdoesnothaveaCDLwithendorsements,thatapplicantdoesnotmeettheminimumandspecialrequirementsoftheposition.

3. NHSINFORMATIONTECHNOLOGY

a. ThreeadditionaltechnologystaffwillallowmoreattentiontoimplementandsupporttheNHSaccountabilitysystem.OnJanuary20,2016,interviewswereconductedforSr.NetworkSpecialistandInformationSystemsTechnician(RegionI).AdvertisementfortheInformationSystemsTechnicianpositionisinprogressforRegionIV.

b. DevelopmentofaflowprocesswithNHS-HRtocreatestaffdatabase.Updateinformationofanyemployeechanges,modifications,transfers,terminations,andnewhiresmustbeprovidedtotheTechnologySection.Thisprocesshelpsend-usersaccesscorrectinformationontheNHSNetwork.Thiskeepsstaffinsyncwithallotherapplicationsandrequiresusernameandaccessprivileges.TeammeetingswithHRareimportanttodevelopdatabaseofpersonnelinformationusingMicrosoftAccessDatabase.

c. ProfessionaldevelopmenttrainingisscheduledtwoFridayspermonth.Atechnology-trainingplanwillbedevelopedwithcurriculumcourses.NeedtoacquireCartonWheelstoprovidereallife,hands-onexperienceforstafftraining.NHSwillcontinuetosupportmanagementandcontentareastoimplementtrainingplans.

d. Internetconnectivity:Explorepotentialwaysofconnectingcenterswithlargerbandwidthandidentifyingcostsavingsolutions;technologygrants,Erate,RacetotheTopgrants.Draftagreement(s)developedbetweenChichiltahandNHSfor50/50costsharingforInternetconnectivity.

e. ProfessionaldevelopmentofwebfilteringservicesisneededforallNHSStaff;step-by-stepinstructionsweresenttoallstaffonhowtoaddressfilteringissues.Governanceoverviewsuchaspoliciesandproceduresneedtobepresented.

g. AnOnsiteinventoryassessmentfortechnologyequipmentneedstobeconductedforsecurityoftechnologyinfrastructure.Useraccessandcommunicationsconnectionsidentified;otherpossibleserviceproviderscouldbeidentifiedtoaddresstheconnectivityissues.

4. COMMUNITYPARTNERSHIP,HEALTH&FAMILYSERVICES

a. CommunityPartnership:PendingsignatureswithHardRockandChinleChaptersregardingnewfacilitiesbuiltandawaitingdedicationandoccupancy.ThefollowingChaptershaveHeadStartfacilitieswithintheirpremisesandIPA’sarecurrentlyintheprocesstobesignedtoincludecostsharingforutilities:Lukachukai,Nazlini,BlueGap/Tachee,ForestLake,LowMountain,Pinon,RoundRock,SanJuan,Crystal,Baahaali,Chichiltah,Shonto,NavajoMountain,Sawmill,RedLakeandTorreon.ChaptersreviewingIPA’sforpossibleactioninclude:Cornfields,LittleWater,Steamboat,Cameron,andInscriptionHouse.TheDepartmentofJusticeisreviewingtheMOAwithChildCareDevelopmentFund(CCDF).ThechangesincludeCACFPformealsservedtochildren.ThefinalMOAwillbeapprovedbyCCDF.

b. ChildAdultCareFoodProgram(CACFP):ArizonaCACFP-OMBistakinglongerthanexpectedtosetupbudget.NewMexicoCACFP-BudgetisgeneratedforaccountvendorSYSCO.CurrentFoodServiceDeliverycontractwithSYSCOexpiresonSeptember30,2016.RequestforProposalisinprocesswiththeNavajoNationPurchasingDepartment.

c. Disabilities&MentalHealth:WithinthedisabilitiescontentareaandregardingIEP/IFSPstatisticaldata,wearecurrentlyat57IEP/IFSP’saccordingtoChildPlus.Thisdataincludespendingevaluationsforschoolyear2015-2016forthemonthofDecember2015.TheDepartmentofJusticehasreviewedthestandardizedMOUwithlocalschooldistricts.18MOUshavebeenemailedtoPublicSchoolslocatedwithinorsurroundingtheNavajoNation.WeareawaitingresponsesregardingtheproposedMOU’s,whichrequireSchoolBoardapproval.OneMentalHealth/DisabilitiesLiaisonstaffforChinleneedstobehired.OfficeofHeadStartapprovedTenpercentdisabilitywaiverrequest,thetargetnumbertomeetrequirementis211byMayof2016.

5. TRANSPORTATION

OFFICEOFNAVAJONATIONSCHOLARSHIP&FINANCIALASSISTANCE1. TheNavajoNationandUniversityofArizonaMedicalSchoolsignedanagreementto

matchfundsforstudentsthatareinthepre-MedprogramandMedicalSchool.Thisisamajoraccomplishment.TheNavajoNationneedstoaddressthestudents’academiclevelattheK-12level.Moreoften,ouryoungpeoplegraduatefromhighschoolandenterintouniversitiesonlytobedisappointedbecausetheycannotmaintainacceptablegradelevels.Theagreementwillhelpusinthateffort.
