1. Introduction
1.1 Department of Industries
A portal “Single Window Interface” is available for online submission of Common Application Form for
granting approval by the State Level Single Window Clearance & Monitoring Authority for projects which
are forest based and projects which are in negative list as detailed below.
NEGATIVE LIST
1. Tobacco and tobacco products including cigarettes and pan masala
2. Thermal Power Plant (coal/oil based)
3. Coal washeries/dry coal processing
4. Inorganic Chemicals excluding medicinal grade oxygen (2804.11), medicinal grade hydrogen peroxide
(2847.11), compressed air (2851.30)
5. Organic Chemicals excluding Provitamins/vitamins, Hormones (29.36), Glycosides (29.39),
Sugars(29.40)(reproduction by synthesis not allowed as also down stream industries)
6. Tanning and dyeing extracts, tannins and their derivatives, dyes, colors, paints and varnishes, putty,
fillers and other mastics, inks
7. Marble and mineral substances not classified elsewhere.
8. Flour Mill/Rice Mill (including Roller flour mills)
9. Foundries using coal.
10. Minerals fuels, mineral oils and products of their distillation; Bituminous substances, mineral waxes.
11. Synthetic rubber products
12. Cement Clinker and Asbestos raw including fibre.
13. Explosive (including industrial explosives, detonators & fuses, fireworks, matches, propellant
powders etc.)
14. Mineral or chemical fertilizers
15. Insecticides, fungicides, herbicides & pesticides (basic manufacture and formulation)
16. Fibre glass & articles thereof
17. Manufacture of pulp‐wood pulp, mechanical or chemical (including dissolving pulp)
18. Branded aerated water/soft dinks (non‐fruit based )
19. Paper Writing or printing paper, Paper or paperboard, Maplitho paper, Newsprint, in rolls or sheets,
Craft paper, Sanitary towels, Cigarette paper, Grease‐proof paper, toilet or facial tissue, Paper & paper

Note: Products listed from Serial No. 1 to 20 are as reflected in Government of India, Ministry of
Industry and Commerce O.M. dated 7/01/03 and as defined by Government of India from time to time.
Procedure for submission of online Common Application Form for SLSWC&MA
Prospective entrepreneur have to first log in through this portal under “Register Online” and register
himself by clicking New Application – Investor Registration. A Log in ID will be generated and sent to his
registered mobile phone along with OTP.
After registration, Click “Activate Application id”.
Click “Submit new application” and common application form will be displayed there. Fill all the
parameters one by one such as Basic Information, items to manufacture, plant & machinery, detail of
land etc and click “save as draft”
Upload all required documents such as gist of the DPR, revenue papers, power load diagram and
COP/EM‐II( in case of existing unit)
If all parts of application are filled and are complete in all respect, red boxes appearing before all parts
will turn to green and application is ready to be submitted and click “Submit”. If any part is still red, it
means application is incomplete.
Department Of Industries:
2. Login of Investor
User has to perform the following steps to log into the Department Of Industries project:
1. Type the URL of the ‘Department of Industries’ application in the address bar of the web
browser.
2. Press Enter from the keyboard.
2.1. Home
2.1.1 A window appears, displaying the login page for ‘Department of Industries’, as shown in
Fig. 1.1

2.1.2 User need to register himself/herself by filling up the Registration form as shown in Fig:
1.2

2.1.3. User will click on the submit button to submit the form and a message will appear on the screen
as shown in Fig: 1.3
2.1.4. User will get an Application Id and Activation Code on his/her registered mobile number or email-
Id after clicking on the ‘Activate Application Id’ button as shown in the Fig: 1.3

2.1.5. User will enter the Application Id and Activation Code and click on the submit button as shown in
the Fig: 1.4

2.1.7. User can now login by entering Application Id and password on the home page as shown in Fig:

After login from the home page, User will get the following screen i.e. Fig: 2
2.2. Apply On–Line
User will click on the ‘Apply On-Line’ option from the menu as shown in Fig: 2

Apply On-Line: User will fill the following forms:
Basic Details:
1. User enters his/her basic details as shown in Fig 2.2

2. User will enter the following details under ‘Project and Enterprise Type’ option.
User will enter project type whether new or Expansion. If User chooses expansion
then he has to enter the following details as shown in the Fig:2.3
User will enter OFRIS Id and XGN Id. Under ‘IEM/LOI/IL’ option, user will enter EM II
Number and production Commencement Date. User will upload EM II/UAM/COP
(whichever is applicable) and these are mandatory fields.

3. User will save the information by clicking on the ‘Save as Draft’ button as shown in the Fig: 2.2
4. After clicking on the ‘Back to CAF’ button, user will redirect to the previous page as shown in the
fig 2.4

Item(s) of manufacture:
1. User will enter Description of Items to be manufactured as shown in Fig 2.5

2. User will click on the ‘Save as Draft’ button as shown in the Fig: 2.5 and all the details will be
saved successfully.
3. User has another option i.e. ‘Add New Product’ to add the description of another product.
User can also edit and delete the product information by clicking on the Edit/Delete button as shown in
the Fig: 2.6

Main Raw Material(s):
1. User will enter raw Material Details as shown in Fig 2.7
2. User will enter Name of Raw Material, Quantity (Existing and proposed) and will save all the
details. User can also add new Raw material details by clicking on the Add New Raw Material button.

Plant/Machinery Details:
1. User will enter Plant/Machinery Details as shown in Fig 2.7
2. User will enter the Name of Plant/Machine Name, Type and Area of Installation in Sq. Mt.
User can also add new details by clicking on the Add New Plant machinery button. User will click on the
‘Save as Draft’ button to save the details as shown in the Fig: 2.8.

Proposed Investment
1. User will enter Proposed Investment (Rs. In Lacs) Details as shown in Fig 2.7
2. User will enter the Investments regarding land, Building, Plant and Machinery and Other Fixed
assets.
3. User will have to enter the details of ‘Means of finance’ as shown in the Fig: 2.9.
4. User will click on the ‘Save as Draft’ button and all the details will be saved.
5. User can also add new details by clicking on the Add New Plant machinery button. User will
click on the ‘Save as Draft’ button to save the details as shown in the Fig: 2.8.

Infrastructure Required
1. User will enter Proposed Requirement of Infrastructure Details as shown in Fig 2.10
2. User will enter the following details:
Is Land Required or not (yes/no)
Nature of land(Industrial/Private)->if industrial then choose Industrial Area
Land Unit
Land(Existing/Proposed)
Whether Power is required or not if it is required then user will enter the
power details
Whether water is required or not if it is required then user will enter the
water details
Is Excise & Taxation Permission applicable? (Yes/no) if yes then user
will have to upload a scanned copy of the permission.
User has to enter the details regarding environment clearance
Note :-> Under the option Environment Clearance, user will choose three options
o If user chooses green ->> In that case, User will Upload Self Attested
Scanned Copy of assurance that his/her Project or Expansion falls in Green
Pollution Zone of Industry as notified by HP Pollution Control Board. o If user chooses Orange ->>user will get a message Please apply on the
http://hppcb.nic.in/ to obtain consent to establish from HPSPCB. o If user chooses Red ->> user will get a message Please apply on the
http://hppcb.nic.in/ to obtain consent to establish from HPSPCB.

Note: If user chooses ‘Nature of Land’ ->>Private then user will get a new option ‘Private Land
Details (Optional)’ which is an optional field as shown in the Fig: 2.10.2. If user has not submitted the
details of private land in this form then user need to fill the details of private land later.

Private Land Details
1. User will enter Private land Details as shown in Fig 2.10.3

Input for Issuance of Power Availability Certificate:
1. User will enter details for Issuance of Power Availability Certificate as shown in Fig 2.11
2. User will enter the following details:
Requirement of Power(KW) (Whether New Load or Additional Load)
If User chooses New Load, then user will fill the details as shown in the Fig: 2.11. All are mandatory
fields.

If User chooses Additional Load, then user will fill the details as shown in the Fig: 2.12. All are
mandatory fields.

User will enter general load, rolling mill, furnace load and lighting
load in Kilo watt.
User has to upload the details of process in the form of block
diagram. It is mandatory field.
User has to upload the brief details of load(signed copy). It is
mandatory field.

User will click on the Save as draft button to save the details and Back to CAF button will help user to
redirect to the previous page as shown in the Fig: 2.13.
Employment:
1. Under this option, User will select the count of staff members who belong to Himachal or
another state (Existing/Proposed). User will save the form. Form is given in the fig: 2.14

The final page can be seen is given below:
User will submit the application form after clicking on the Submit Common Application Form link on
the screen. Once the form has been submitted, User can not edit the form again and user can take print
out of the form.
Under the Home menu option, User can see the status of the application as given below.
2.3 View Minutes of Meeting
User will click on the third menu option ‘View Minutes of Meeting’ as shown in Fig: 3.1
2.3.1 Sub-Committee Meeting
Under this option, User can see the status of Sub-committee meeting(s) as shown in Fig: 3.1
User can see Meeting Date
Meeting Status( whether fixed or cancelled)
Minutes of Meeting( Pdf contains decisions regarding meetings)

2.3.2 SLSWC and MA Meeting
Under SLSWC and MA Meeting(s) option, User can see the status of SLSWC and MA Meetings as
shown in the Fig: 3.2

2.4 Change password
User will click on the fourth menu option ‘Change Password’ to change the password as
shown in Fig: 4
2.4.1 Change Password
User will enter his/her old password, new password and new password again for the confirmation
and click on the Change Password to change the password.

2.5 OFRIS/XGN Status
User will click on the fifth menu option ‘OFRIS/XGN Status as shown in Fig: 5.1

After sending application to the departments, User will get the following notifications on the home
page as shown in the fig 5. User can get the full status of the application as given below.

2.6 Final Screen

3. Login of Industry User
3.1 Home
User has to perform the following steps to log into the Department Of Industries project:
3.1.1. Type the URL of the ‘Department of Industries’ application in the address bar of the web
browser.
3.1.2. Press Enter from the keyboard.
After Login, a window appears, displaying the home page for Industry user ‘Department of
Industries’, as shown in Fig. 1.1

3.1.3. Industry User will see all the pending applications of applicants under the ‘home’ option
in menu.
3.1.4. User will click on the ‘Process’ link as shown in the Fig 1.1 and the application form will
be appeared on the screen.
3.1.5. Industry User will Accept/Return the form as shown in the Fig 1.2

3.1.6. Industry User has to mention the remarks if he clicks on the return button as shown in

3.2.1 Refer Received Application to sub-committee
Industry User ‘Refer Applications to Sub-Committee and seek Comments from
the Line Departments’ under this menu as shown in the Fig: 1.4

Industry User will click on the ‘View Application and Refer’ link as shown in the Fig 1.4
User will refer the application to the departments. Selected departments will give their
comments. User will also select the last date for comments/Observations. If the date is over
then departments cannot send their comments. The form is given in the Fig: 1.5

3.2.2 Freeze Application(s) Submitted to Sub-Committee
User will freeze the application submitted to the Sub-committee. By clicking on the ‘Freeze sub-
Committee’ button as shown in the Fig: 1.7

User will get a response message as shown in the fig: 1.8. Now the selected departments cannot
send their comments.

3.2.3 Send Application to SLSWC and MA

User will send the application to SLSWC and MA as shown in the fig :1.9
User clicks on the ‘select all’ check box and will send the selected case to SLSWC and MA as
shown in the Fig :1.9

There is another ‘return ‘option. User will return the application after typing some
comments/observations in the text box and by clicking on the ‘Return button’ as shown in the
fig :1.10

3.2.4 Approve/Reject Application submitted to the SLSWC and MA
User will get a screen as shown below i.e. Fig: 1.12.
User has authority to Approve or reject the application.

User can approve the application either by choosing ‘Approve ’ or ‘Conditional Approve’ options
as shown in the Fig : 1.13
If User chooses ‘Approve’ then user need to fill the details as shown in fig: 1.13

The next menu option is Meeting(s). There are two options under ‘Meeting(s)’ >>Sub-Committee>>
SLSWC and MA
3.3.1 Sub-Committee:
User will see all the details of sub-Committee meetings. User can edit /delete the meetings. Fig

User can add next sub-committee meeting by clicking on the given link as shown in the fig 1.17

User will enter the date of the meeting and will save the details.

4. Login of Electricity Board User has to perform the following steps to log into the Department Of Industries project:
4.1.1. Type the URL of the ‘Department of Industries’ application in the address bar of the web
browser.

User can see the list showing Status of the applications and by clicking on the ‘Generate Demand
Number’ link, user will generate demand number as shown in the Fig: 1.2

User will give his/her comments for the applicants’ applications sent by Industry User.

4.4 View Minutes of meetings
User can check here the Status of Sub-Committee meeting(s) as shown in fig 1.14

5. Login of Revenue User has to perform the following steps to log into the Department Of Industries project:
1. Type the URL of the ‘Department of Industries’ application in the address bar of the web
browser.
2. Press Enter from the keyboard.
