1. Introduction

TQM & Learning TQM can improve productivity and satisfy customers as the most

important goal

TQM activities in the training program can assist employees in reaching higher quality work and executing relentless improvement of routine processes

Most of the learning materials do not offer adequate flexibility for real-time assistance required improving TQM performance for employees

2. Literature review

E-learning systems can reduce expenses of development and provide more flexible learning in terms of time and spaces compared with traditional training methods [Rosenberg, 2001].

Learning from colleagues grouped in a knowledge community can be an informal approach of gathering potential solution of quality problems by Web 2.0 concept

The core value of Web 2.0 is user-centered and featured by participation, sharing, distribution and free

[Lin, et al., 2006] uses Blog to develop the e-learning system of an international distance course

Blog used in an e-learning system to effectively train students to solve problems by teamwork [Miettinen, et al., 2005]

Through the characteristic of Blog, the aim of sharing experience is reached within a knowledge community

Not only quality issues can be embedded in an e-learning system, it also required to build an e-learning system with quality first

SCORM standard to reduce the time and cost of development through the concept of reusability, accessibility, interoperability and durability

ISO/IEC 19796-1 [ISO, 2005] provides an overall framework which can be used for introducing quality approaches in all providers and users organizations of e-learning

4. Conclusions

The contribution of this paper is: to dynamically configure learning objects based on the

employee’s requirement related to quality issues to integrate Blog tool as a collaborative learning environment

and construct a knowledge community where experiences of executing TQM activity are shared

to embed quality assurance in workflow through the e-learning system

This research aims at proposing an intelligent e-learning system (IELS) referred to the framework described in ISO/IEC 19796-1 and integrates on-job training with quality assurance and TQM activity.
