Attention of Post Commanders: Is directed to Section 222 of the National Bylaws and the Manual of Procedure, which provides that each Post will pay, in advance, a National Convention registration fee of twenty-five dollars ($25) which shall entitle the Post to a packet of convention information and materials and one identified registered delegate for the National Convention. Each additional delegate attending the National Convention will pay a ten dollar ($10) delegate fee. Posts are encouraged to register their Post delegate(s) online through the Online Membership System (OMS) or by submitting their National Convention Post and Delegate Registration form that will be mailed to all Posts as part of the Election Report/Convention Registration mailing going out later this month. Registration forms for the 121st National Convention may be mailed to: Convention Registration, 406 West 34th Street, Kansas City, MO 64111. 6. Post Commanders: Attention is directed to Section 217 of the National Bylaws and the Manual of Procedure covering the nomination, election and installation of Post Officers. Post Election Report forms are being mailed to Post Quartermasters with instructions that they complete the form online through the Online Membership System (OMS) or they can complete the form and return directly to National Headquarters immediately following the election of Post Officers but not later than June 1. NOTE: Pos that have to do election reports paper mode are to email to the State Adjutant who will file the report for you. 7. District Commanders: Section 222 of the National Bylaws and the Manual of Procedure provides that delegates and alternates for the District Convention and meetings, Department and National Conventions shall be elected at a regular meeting in April. Posts are entitled to one (1) delegate and one (1) alternate for each thirty (30) members or fraction thereof in good standing in the Post as of March 31. 8. District Commanders: Pursuant to Section 403 of the National Bylaws and the Manual of Procedure, each District shall hold an annual District Convention for the purpose of electing District officers, such convention to be held not less than ten (10) days nor more than seventy-five (75) days prior to the convening of the Department Convention. Note: The District may elect or the District Commander may appoint a Judge Advocate, Surgeon, Chief of Staff or officer of the Day if required by the District by-laws. Pursuant to Section 403 of the National Bylaws – Regular Meeting, Districts shall hold at least two (2) regular meetings each year for purposes of transacting business and conducting schools of instruction. Pursuant to Section 417 of the National Manual of Procedure, District officers shall not assume the duties of their office until the Department Commander is installed. District officers shall not be installed or assume the duties of their office until proof of eligibility has been submitted and properly reviewed in accordance with Section 416 of the Manual of Procedure. 9. Attention of Post Commanders is directed to Section 218 (a)(11) of the National Manual of Procedure, Officers: Duties and Obligations. Trustees Report of Audit must be prepared in detail within thirty (30) days from the end of each quarter, one of which ends March 31.

10. All District/Post Commanders: Annual Filing with State of Maine Corporation Division. All District and Post Commanders are reminded that they must file their annual filing report with the State of Maine Corporation Division. Deadline is 30 April 2020. Note: Clerk/Registered Agent is either the Commander, Quartermaster or Adjutant. A listing will be forwarded to all District Commanders informing them of their respective District Status on/or about 15 February. 11. Post Nomination/Election of Officers: IAW Section 217 of the Manual of Procedures, nominations of Post Officers shall open in March and election of Officers shall be conducted in April. 12. Commanders on all levels should begin organizing their 2020 Memorial Day “Buddy”® Poppy Campaign. Every Post is urged to order and distribute VFW “Buddy” Poppies. 13. Attention is directed to Section 213 of the National Bylaws concerning any Post in arrears for any financial obligations to County Council (if applicable), District, Department and National for fees, dues, poppy money, supply money, failing to have the office of Quartermaster properly bonded in accordance with Section 703, failing to ensure that the Post is properly insured in accordance with Section 709, failing to submit properly completed quarterly Post Trustees Report of Audit, Post Election Report for the ensuing year, or other obligations, shall be deprived of all representation in County Council and District meetings; County Council, District, Department and National Conventions. Such representation shall be restored promptly upon proper adjustment of such deficiencies. 14. Proof of Eligibility Requirements for Officers: All Posts, Districts and Departments should be reminded of the provisions of Sections 216, 416, and 516 of the Manual of Procedure that officers, elected and appointed, shall not be installed or assume the duties of their office until proof of eligibility has been submitted to the respective Adjutant and properly reviewed.

15. 50th Anniversary Vietnam War Commemoration Program: The Commemorative Partner Program is designed for federal, state and local communities, veterans' organizations and other non-governmental organizations to assist a grateful nation in thanking and honoring our Vietnam veterans and their families. As a Commemorative Partner, VFW Posts are encouraged to participate in the Commemoration of the Vietnam War by planning and conducting events and activities that will recognize the Vietnam veterans and their families' service, valor, and sacrifice. Events and activities should be dignified, memorable occasions that show a sensitivity and appreciation for the solemnity of war and the losses suffered by many. Commemorative Partners should communicate how their events will achieve the congressionally-mandated objectives of the program. Events or activities should meet one or more of the following objectives. 1. To thank and honor veterans of the Vietnam War, including personnel who were held as prisoners of war or listed as missing in action, for their service and sacrifice on behalf of the United States and to thank and honor the families of these veterans. 2. To highlight the service of the Armed Forces during the Vietnam War and the contributions of Federal agencies and governmental and non-governmental organizations that served with, or in support of, the Armed Forces. 3. To pay tribute to the contributions made on the home front by the people of the United States during the Vietnam War. 4. To highlight the advances in technology, science, and medicine related to military research conducted during the Vietnam War. 5. To recognize the contributions and sacrifices made by the allies of the United States during the Vietnam War. For the VFW Posts interested in becoming an official Commemorative Partner, they must submit an application and a signed Statement of Understanding.

Applications are available at VietnamWar50th.com on the Commemorative Partner Program. The approval process is usually less than 30 days. Partners will be kept informed through electronic notifications. Once approved as a Partner, the Commemoration will provide organizations with a starter kit of materials for developing and implementing their programs. If you have any questions regarding the Commemorative Partner Program application process, please direct them to: [email protected]. For Vietnam War commemorative items, shop the VFW Store at: vfwstore.org/searchresults?q=vietnam. 16. VFW Special Project Program: This program was put in place to recognize VFW units for creating and completing unique and extraordinary community service projects. Record book entry nominations that are found to be complete and well-substantiated should be endorsed by the Department Adjutant or VFW Department Community Activities Chairman and forwarded to National Programs Department. Deadline for entries is April 30 of each year. Every Post Special Project receiving the Award of Excellence in the May judging will be entered in the Fred C. Hall Memorial Outstanding Post Special Project Competition. Complete information can be found in the VFW Community Activities and Citizenship Education Chairman’s Manual. 17. POW/MIA Flag – Official Display Day: Public Law 105-85 (Nov. 16, 1997) indicates the days that federal agencies, military installations and U.S. post offices are required to display the POW/MIA flag. The days are: Armed Forces Day, May 16, 2020 (third Saturday in May); Memorial Day, May 25, 2020 (last Monday in May); Flag Day, June 14; Independence Day, July 4; National POW/MIA Day, Sept. 18, 2020 (third Friday in Sept.); and Veterans Day, Nov. 11. State Commander Christopher L. Robison

Comrades: I hope everyone has survived the frigid temperatures we have experienced lately. I hope spring really does arrive earlier this year. We are doing great on retaining our Comrades and recruiting new ones. Thank you for all your hard work! By the time you read this, the Department of Maine representatives will be in Washington, D.C. speaking with our elected officials to ensure they are looking out for our military and Veterans. The National Voice of Democracy ceremonies will also be taking place during our visit on March 2nd, starting at 6:00 pm. I encourage everyone to go to the VFW National website and watch the Parade of Winners to see where our winner from Maine places. It is sure to be an exciting evening! As I am sure, many of you have noticed VFW is eliminating paper forms for reporting. There will be training in the coming months as National will not be accepting paper any longer. It will be the responsibility of Post and District Adjutants to enter the information into the system, so be prepared. I will again emphasize that it is the Post Commanders responsibility to ensure that his/her Post is represented at all District Meetings and Functions. I expect that this provision in the National By-Laws will be adhered to. If anyone has any questions or concerns, please contact me. Again, I appreciate everyone’s hard work in membership and community service. Without your efforts, the VFW would not be the preeminent Veterans organization in the country. Exciting part of the year is coming up. Some of Department Officers will be attending Legislative conference in Washington D.C. in late February and I will be attending Senior Vice/Commander training in early April. I am looking forward to both events. Crunch time is upon us. The year is winding down. April begins a new Community Activity year. Check the GO's and see where your Post stands on reporting of Community Activities. If you are not reported try and get reported in March. Scout of the year deadlines are listed below. Posts have done an outstanding job in reporting in Scouting this year. I hope to receive several Scout of the year nominations by April 1st. Post elections are right around the corner. Take this time to access the condition of your Posts and elect Officers that can and will fulfill the duties of their office in accordance with VFW by-laws. Participation in District meetings is required by State and National bylaws. If you are not reported in Americanism, Loyalty Day and Scouting and believe you should be please send an updated community activity report. If you fly the American flag at your Post or at your post meeting, March in parades, place flags on graves, participate in the buddy poppy program plus many more that I did not mention you can report in Americanism. Scouting: Dates for scouting are listing below. Remember Scout submissions are due to me by April 1st. Scouts who are registered, active members of a Boy or Girl Scout Troop, Venturing Crew or a Sea Scout who have received the Eagle Scout Award, Girl Scout Gold Award, Venture Summit Award or Sea Scout Quartermaster Award are eligible for the Scout of the year. Scout of the Year dates: Deadline for entry to VFW post is March 1st Deadline to Department April 1st (Posts should notify District of submissions) Deadline to National Headquarters May 1st My desire and goal are for all posts and Districts to seek out applicants to work with and submit them to me for consideration. As I write these GO’s for March 2020, it is still cold and wintery here in the mid coast section of God’s country – but not as cold as it is in the northern part of our state for sure. Remember, it is only a few more weeks until spring; so, keep the faith. Please remember that all of our Veterans need our assistance. Try to stay in touch with your Post members and local Veterans. I recently reached out to a Post member whom I hadn’t heard from in a while and

discovered that he was recovering from cardiac 3 vessel by-pass surgery. I’m sure we all have members or neighbors who would enjoy a quick visit or friendly phone call. Winter is a dreary and depressing time for those who live alone. Reach out and share a few moments that can mean a great deal and a lifeline to those by themselves. CSP: Is still ongoing. The more we give to this project, the better the outcome for our Veterans and their well-being. Another month of snow gone, does that mean Spring is getting closer? I hope that all Post QMs are doing all their reports and getting them in on time. For the ones who are, Thank You. For the ones who are not, it is getting close to the end of the year and all Reports must be turned in to be able to vote at the State Convention. Poppies: Poppies with Memorial Day coming right up, if your Post is going to need more, please do not wait much longer to get your orders in. It is not something you can call me for the week before and ask me if it’s too late to order poppies. I submit orders twice a month, sometimes more but as of lately, very few orders coming in. Once I send the orders to national, it is a process that has to be done and it may take up to a month depending on their demand. Audits: I already spoke on them previously, right now if you have not submitted your report for the end of December, there late. Also, when looking at the check off list in the GO's, I only input Audits and who has done them. As for Community Activities, CSP, NMVS and VAVS, you need to contact the appropriate Chairperson. On Feb 29, I will be leaving for Washington D.C. for the VFW Legislation Conference. Maine will be well represented while there. Last month, I sent out for question that we may be able to ask our Representative through our Legislative Chairman but I did not receive any so wondering if no questions or no one reads my reports. There is lots going on in D.C. at the moment; however, that is not the intent of our mission. Our speaking points are provided to us on Monday morning March 2 (Brochures to be handed out with our meetings) we are there for all of our Veterans and Steve always does a great job presenting our issues at hand. In the past 3 years as NCM,M, I have mentioned the $1,000.00 Community Grants that are available for Posts and Auxiliaries. I am curious as to how many Posts have applied for one. Post 1641 has gotten one for the last 3 years, we use it to supports Santa's Helpers which provide for the need of children at Christmas time. It can be used to assist the Post with any community events that they may be holding (as long as it is within the guidelines. So, the 1st response that I get after March 1st, I’d really like to know if this is being used by any other Posts in Maine. VFW Foundation: The Home Depot Community Impact Grant for 2020 is now open. VFW Posts can

receive up to $5,000 in Home Depot gift cards toward maintenance and improvements to their Post building!

We encourage all Posts to apply ASAP if you desire to remodel your building. Please note that this is a

competitive grant program and not all applications will be funded. Additionally, only projects that use

volunteers are eligible. To make the process easier, the VFW Foundation has produced an easy-to-understand

SanPedro, PSC Comrades: Congratulation to Post 9779 Calais; Post 109 Ellsworth; Post 3095 Friendship; Post 11191 Newport; Post 832 South Portland and Post 8835 Winslow for all reaching or exceeding 100% in Membership! Legislation: The Maine VFW Delegation will be heading to D.C. in early March to speak with our Maine Legislators. I have established meetings with all of Legislators and look forward to discussing our issues. We will have a large team this year to help drive our points and to give real time issues. If there is anything you would like me to address, please send it to me before the end of the month. In the State, we have many Veterans Bills that will support our Veterans. Please take the time to look at them and send emails to your Senators and Representatives. Membership: The Department is currently sitting at 95.56% with 7193 Members which is an increase of 1.60% and 120 Members. We need 334 Members to reach 100%. We have increased our New Members by 7 and our Reinstated Members by 55 from this time last year. Once again, Commanders and Quartermasters have to be very aggressive with your Continuous Members at the beginning of the month since they all now expire at the end of the month. Please don’t wait until the end and let their dues run out. We would love to have them pay early because there is no penalty for paying dues early. We have 17 Posts that have completed a Recruiter Event and submitted the proper paperwork to me. Make sure you read and understand the 2019-2020 Membership Program. The residents get top quality care and have a great quality of life there. They have the opportunity to do many things inside and outside of the Homes. VETERANS CEMETERY SOUTH ~ ASSISTANT LEGISLATIVE (Augusta) MEMBERSHIP RECRUITER (South)

James E.N. Bachelder, PSC Homeless Veterans: The cold February winds are behind us. This year, they weren’t often or as bad as we’ve seen in the past. This was a great relief for all our unsheltered Veterans. The Homeless Veteran Action Committee is working on locating more affordable housing to close the gap between the 71 Veterans found in January and only 60 were housed. It’s an uphill battle and it needs to be climbed. The Maine Veterans in Need (MVN) was told last month that the initial hotel stays for our Homeless Veterans can be covered by the State funds administered by Easter Seals of Maine and the Maine American Legion. The process has not been defined yet so we are to continue covering the initial hotel costs while the state paperwork is processed. No funds can be granted without proof of eligibility. The American Legion Post 202 in Topsham had a softball game on February 22 to raise funds for the MVN group. This is an annual event now and has raised $1,500 in the past. Report on this will be in next month’s GO’s. The VA is setting a meeting in March for the Stand-Down planning. The planning on the POW/MIA Memorial is developing a phase in approach. The foundation for and the main memorial will be places. The rest of the area will need the drainage installed before the walkway and conflict tablets can be installed. Hello Comrades: The winter/spring weather of New England is here. The first half of our yearly members donations has been pretty good...but has dropped off during the month of February. I’m sure there are reasons for this, primarily with meetings being called off or delayed due to extreme weather or snow. I’ve been contacted by our National Home with the latest numbers available which I will forward to your District Commanders. Hopefully everyone will better understand our commitment to our National Home. It is for Veterans and their families, not just children. At my last communication with them, they had a total of fifty (50) adults and eighty-five (85) children in their campus. Our National Home for Children 2019-2020 Buddy Poppy child was Brookline who lives with her family at Illinois #1 house at the National home campus. To the District Adjutants and VOD Chairman! It will be very important that you go to the National website and get the instructions for “Dashboard”. It will be the responsibility of the Post and District Adjutant to go online and report your Districts participation and forward to the Department Adjutant by the prescribed date. the Bangor Motor Inn & Suites with Capt Frank W. Hulett Post 1603 as the Host Post. Date is: June
