Bidders are advised to use the Anne Arundel County forms and proposals as included within the Specification. Do not alter the language. 3. Bids are due on November 15, 2016 by 1:30 P.M. at the Office of Central Services, c/o the Purchasing Agent. The address is 2660 Riva Road, Annapolis, Maryland 21401. 4. The project has bond requirements, e.g., bid bond, material and labor bond, performance bond, and maintenance bond. If a maintenance bond is not provided, the County will retain 5% of the contract cost for one year until expiration of the Guarantee period. 5. The working hours will be 7:30 AM to 4:00 P.M. unless otherwise arranged in advance with the Owner. Work on Highway Operations Site must be performed at hours when the Highway Operations Yard is open. 6. The contractor is required to keep the job site clean during and after construction. 7. The present contract time is 120 calendar days. Liquidated damages are $500 per day. 8. A “Notice to Proceed” will be issued in late March or April 2017. Bids should reflect that time period. 9. The Owner will have a part-time inspector for this project. 10. Damage to any area of the building or site caused by construction operations must be restored back to the original condition. 11. The contractor must call for any inspections required by State and County authorities. 12. Call Miss Utility before performing any digging. (Off site digging is not expected to be required for this project.) 13. The successful bidder must submit a progress schedule within 30 days of the Notice to Proceed. The progress schedule must be updated monthly to accompany the payment requisition.

14. If any item is missing from the Specifications and it is required to complete the project, it shall be provided without cost to the County. This applies to minor and incidental items customarily required to complete any aspect of the Work.

15. The pay period for the County is 30 days.

16. Contractor must perform quality control review for all submittals before sending to the County or its representative.

17. The project must comply with all contract documents including Anne Arundel County Specifications and Details. The website address is www.aadpw.org.

18. The building permit has been approved, and will be available for pick-up by the successful bidder. All other permits are the contractor’s responsibility, e.g., trade, fire protection, utilities connection and any other work requiring permits.

19. Since this is a County Capital Project, the permit fee will be waived for all trade permits.

20. This Project is not exempt from sales taxes.

21. Review the proposal form and Basis of Award. The award will be based on the lump sum Base Bid.

22. The List of Subcontractors and Equipment Suppliers (proposed small business subcontractors and MBE / WBE subcontractors form) must be submitted with the bid. The County encourages the use of MBE / WBE Contractors

23. This is NOT a wage rate contract if the contract price is over $500,000.00. This includes the Contingent Unit Price Items and any accepted Alternates. Should the Owner decide to accept any Alternates, they will be accepted in the order listed in the Proposal form.

24. Bidders must have experience in the design, fabrication and installation of building construction and equipment installation. Experience and Equipment Certification form must be submitted by the apparent low bidder within ten days of request by the County.

25. The Contractor must be registered with the Maryland Department of Assessments and Taxation.

26. County Executive Order #24 is a part of this contract (Refer to page A2-4 of the Project Manual).

27. The General Contractor must perform a minimum of 20% of the work with his own forces as indicated in the Project Manual on page A2-3.

28. Car Wash Facility – Davidsonville yard will remain open during construction. See the contract documents for temporary measures and other requirements due to continued Highway Operations Yard use.

29. A construction office trailer is not required for the County’s inspector. However, temporary toilet facilities will be required to be provided by the successful bidder. A construction office trailer is not required, but may be provided by the successful bidder if desired. The location of the trailer (if provided) and the temporary toilet facilities shall be coordinated with Highway Operations personnel to ensure that use of the Operations Yard is not impacted.

30. All questions shall be submitted to the Architect Jeremy Kline of Wheeler Goodman Masek in writing and CC to Project Manager, Rich Osborn.

32. Questions will be accepted until 12:00 P.M., November 7, 2016. As deemed appropriate, responses will be provided in an addendum.

33. Wheeler Goodman Masek summarized the project as follows:

The project consists of a small addition to the existing maintenance building to house a recycled water wash system. The system will reclaim wash water and recycle it for use in the wash bay, with no discharge from the system. To house the wash system, the project includes a new one-story concrete masonry unit structure. The roof structure consists of metal panels over light gauge metal roof trusses. A combination of split face CMU and metal panels make up the building’s exterior. In addition, the work includes renovation work in the existing wash bay to support the new wash system. Work includes complete plumbing and electrical systems, and some minor mechanical work.

Site development work is less than 5,000 SF of disturbance, minimum site development and disturbance is expected.
