IntroductionThis Paper contains a summary of Federal elections held from 1949to 1993. Details are provided for each House of Representatives andSenate election together with tables summarising the results ineach State and Territory. Tables showing the two party preferredvote for the House of Representatives and the composition of theSenate since 1949 are also provided. A brief comment on eachelection is provided in the Main Features section of the paper.

Tables showing detailed results for each House of Representativesand Senate election contain figures for electors enrolled, numberand percentage of votes received by party, and seats won by party,for each State and Territory. Votes received by party are expressedas a percentage of formal votes, while formal and informal votesare expressed as a percentage of total votes and total votes areexpressed as a percentage of electors enrolled.

Party names used in tables detailing separate election results areas existing at the time of the election. For tables showing resultsover a time span the latest version of the party's name is used. Anumber of separate parties have been combined together to form a"green" party heading for the 1987, 1990 and 1993 elections.Parties shown under this heading are listed in Appendix 1.

Main FeaturesDuring the period 1949 to 1993 there have been 19 generalelections for the House of Representatives and 18 Senate elections.The average length of time between House of Representativeselections during the period was 2 years 5 months.

Of the House of Representatives elections, the Liberal-NationalParty Coalition have won 12 and the Australian Labor Party seven.Up to the 1993 election, the Liberal-National Party Coalition hadheld government for 26 years compared to the time in governmentfor the Australian Labor Party of just 13 years. The period wascharacterised by relatively long terms in government by eitherparty with only four changes of government during the 43 years(1949, 1972, 1975 and 1983).

Simultaneous dissolutions of both houses were obtained five timesduring the period resulting in full Senate elections being held in1951, 1974, 1975, 1983 and 1987. Separate half-Senate electionswere held in 1953, 1964, 1967 and 1970. The increasing tendencyfor simultaneous dissolutions to occur during the later part of theperiod, and the decreasing tendency for separate half-Senateelections to be held is in part a consequence of the rise inimportance of minor parties and independents in the Senate andthe subsequent lack of a government majority in that chamber. Inthe 43 year period under review, the government of the day hashad control in the Senate on only three occasions, from 1951 to1955, 1958 to 1961 and 1975 to 1980. On each occasion theLiberal-National Country Party Coalition was in government. TheALP has not controlled the Senate whilst in government during theperiod.

Notes on Individual Elections

1949

At the 1949 election Menzies led the Liberal Party, in closeco-operation with the Country Party, to victory. The House ofRepresentatives had been enlarged from 74 to 121 members (123including 1 non-voting member each from the Northern Territory(NT) and the Australian Capital Territory (ACT)) and the Senateincreased from 36 to 60. A new method of electing Senators (thesingle transferable vote form of proportional representation) wasintroduced for the 1949 election which resulted in a more equitabledistribution of seats. The previous method frequently produced a"winner-take-all" result. The number of Senators elected in 1949 (7from each State) included 12 supernumerary Senators to bring theSenate up to its full complement of 60 members.

1951

The 1951 election occurred after Menzies secured a simultaneousdissolution after the ALP controlled Senate rejected theGovernment's banking legislation. The ALP lost control of theSenate.

1953

As a result of the simultaneous dissolution election of 1951, and thebackdating of the commencements of Senators' terms to 1 July1950, a half·Senate election had to be held before 30 June 1953.The House of Representatives term was not due to expire until mid1954, therefore a separate half-Senate election was held.

1954

Although the Liberal-Country Party Coalition Government wasreturned at the 1954 election, there was a 1.4% swing to the ALP,giving the ALP a majority of the estimated two party preferred vote(50.7%).

1955

In 1955 the ALP suffered the first electoral consequences of thesplit in the party. This was precipitated by Dr Evatt's revelationand denunciation in late 1954 of the anti-communist activities ofIndustrial Groups in the trade unions and the party, the directionof the Groupers by the leader of "The Movement", Mr B ASantamaria, and the close links with the hierarchy of the CatholicChurch. The Split led to the formation of the Democratic LaborParty (DLP), whose preferences effectively kept the ALP fromwinning office until 1972. Anti-Communist Labor (ACL) candidatesstood against ALP candidates in Victoria, South Australia andTasmania. The effects of the ACL were most notable in Victoriawhere the ALP vote in the House of Representatives fell by 13.2%from the 1954 election to 37.1%. In the Senate, one ACL candidatewas elected from Victoria where the ALP vote fell by 15.9% fromthe 1953 election to 35.0%.

1958

The full effects of the split in the ALP were felt in the 1958 electionwith DLP candidates standing in all States. The DLP polled morevotes than the Country Party and its preferences helped theLiberal-Country Party Coalition achieve a then post 1949 recordmajority in the House of Representatives (32 seats). A DLP Senatorwas elected from Tasmania, giving the DLP two Senators. TheCoalition Government retained control of the Senate.

1961

The Liberal-Country Party Coalition Government came close todefeat in the 1961 election held after the 1960-61 "credit squeeze".The ALP actually had equal numbers to the Coalition on the floorof the House of Representatives after the election, but two of itsnumber were members from the Northern Territory and theAustralian Capital Territory who had restricted voting rights in thechamber at the time. The Coalition Government lost effectivecontrol of the Senate, requiring support from either the DLP orIndependent Senators for an affirmative majority. The 1961election was one of only four occasions since 1949 where the partywinning government did not received more than 50% of the twoparty preferred vote: the Liberal-Country Party Coalition receivedan estimated 49.5% of the two party preferred vote.

1963

The 1963 election was held following the early dissolution of theHouse of Representatives. The Liberal-Country Party CoalitionGovernment was returned with an increased majority. The CountryParty vote was higher than the DLP vote for the first time since1955.

1964

The 1964 separate half-Senate election was held as the House ofRepresentatives was dissolved in 1963 and it was three years sincethe previous Senate election.

1966

The 1966 election resulted in a landslide victory for theLiberal-Country Party Coalition Government with a majority of 40in the House of Representatives. The number of Liberal Partymembers elected was a post 1949 record high while the number ofALP members elected was a post 1949 record low. The estimatedtwo party preferred vote received by the Liberal-Country Party,56.9%, was the highest in the post 1949 period. The 1966 electionsaw the first election of an independent member to the House ofRepresentatives (S Benson, Batman, Vic) since 1949.

1967

The continuing success of minor parties and independentcandidates at the 1967 separate half-Senate election increased thenumber of third party and independent Senators.to five, a thenpost 1949 record number.

1969

The ALP made substantial gains in the 1969 election recoveringmany seats lost in the 1966 election. The Liberal-Country PartyCoalition Government majority in the House of Representatives

was reduced from 40 to 7. The estimated two party preferred swingto the ALP (7.1%) was the highest recorded swing to the ALP in thepost 1949 period. The Coalition Government was returned with lessthan 50% of the estimated two party preferred vote (49.8%).

1970

The election of five minor party and independent Senators at the1970 separate half-Senate election raised their number to eight, athen post 1949 record. The continuing success of minor parties andindependents at the "by-election atmosphere" of separatehalf-Senate elections convinced the two major parties of theirelectoral and political risks and no separate half-Senate electionshave been held since 1970.

1972

Australia experienced its first change of Federal Government in 23years with the defeat of the Liberal-Country Party CoalitionGovernment by the ALP at the 1972 House of Representativeselection. The estimated ALP two party preferred vote, 52.7%, wasthe highest recorded for the ALP since 1949. However, theincoming ALP government faced a hostile Senate, reflecting Senateelection results in 1967 and 1970.

1974

The 1974 simultaneous dissolution election synchronised electionsfor the House of Representatives and the Senate for the first timesince 1961. The 1974 election saw the demise of the DLP as apolitical power in the Senate. The DLP lost all its five Senatepositions and has not since seriously threatened to win a Senateseat. Even with the lower quota requirements of a full Senateelection, minor parties and independents could win only two seats.

1975

Following the dismissal of the Whitlam ALP Government, asimultaneous dissolution was granted to the caretaker FraserGovernment. The resultant 1975 election was the worst result forthe ALP during the post 1949 period. The ALP received only 44.3%of the estimated two party preferred vote, a swing against it of7.4%, and won only 36 seats in the House of Representatives. TheLiberal Party with 68 seats, and the National Country Party with23 seats, both achieved their highest level of representation in theHouse of Representatives. The ALP returned only one memberfrom Queensland and Western Australia and no members fromTasmania. The incoming Liberal National-Country Party CoalitionGovernment became the first government since before the 1961election to have a majority in the Senate. Senators were electedfrom the Northern Territory and the Australian Capital Territoryfor the first time.

1977

The ALP failed to recover substantial ground in the 1977 House ofRepresentatives election. The ALP's strength in the House ofRepresentatives increased from 36 to 38, in a chamber reduced"from 127 to 124 members, and the ALP share of the estimated twoparty preferred vote increased slightly to 45.4%. The AustralianDemocrats fielded candidates for the first time and achievedimmediate success in the Senate with the election of two Senators:

1980

The ALP made substantial gains at the 1980 election but theLiberal-National Country Party Coalition remained firmly incontrol of the House of Representatives with a majority of 23 seats.For the first time in the post 1949 period, the ALP won a majorityof House of Representatives seats in Victoria. In the Senate,further increases in the Australian Democrats' numbers meantthat the Government lost control of the Senate. No Government hassince had a majority in the Senate. National Country Partystrength in the Senate fell to three, the lowest in the post 1949period.

1983

The 1983 election resulted in the defeat of the Liberal-NationalParty Coalition Government and a record win for the ALP. TheALP achieved its then best result in the post 1949 period with 75members elected to the House of Representatives and a two partypreferred vote of 53.2%, the highest recorded by the party in thepost 1949 period. Tasmania was the only State to hold against theALP tide: all five seats being won by the Liberal Party. AustralianDemocrat candidates were elected in the Senate from all States,except Tasmania, where the independent Senator (B Harradine,first elected in 1975) was re-elected.

1984

The 1984 elections were held for a House of Representatives whichhad increased from 125 to 148 members, and a Senate, whichincreased from 64 to 76. A supernumerary Senator was electedfrom each State to bring. the size of. the Senate up to its fullcomplement of members. In terms of members elected, all majorparties gained from the enlarged House ofRepresentatives with theLiberal Party recording the largest gain of 12 members from 33 to45. The 1984 Senate election was the first conducted under thegroup ticket or "tick-a-box" system. Under this system voters havea choice of voting above the line on a ballot paper, by simply placinga "1" in the party box of their choice, or numbering each candidatebelow the line. The effect of this change was to reduce greatly the

incidence of informal votes in the Senate, from 9.9% in 1983 to4.7% in 1984. However, the resultant confusion in voting systemshad the perverse consequence of increasing the informal vote in theHouse of Representatives, from 2.1% in 1983 to 6.8% in 1984.

1987

The 1987 election saw the two party preferred vote for the ALPdecline by 1.0% to 50.8%, but the number of seats won by the ALPin the House ofRepresentatives increased by four to 86: the highestever representation for the ALP. In the Senate the lower quotasoccasioned by the simultaneous dissolution resulted in a new recordof ten minor party and independent Senators being elected. The1987 Senate election saw the first candidates standing, thoughunsucessfully, on the Green or environmental platform.

1990

The 1990 election was only the fourth occasion during the periodwhen a party was elected to government with less than 50% of thetwo party preferred vote. The ALP received 49.9% of the two partypreferred vote yet won 78, or 52.7%, of the seats in the House ofRepresentatives. The National Party were the big losers in thiselection with a net loss of 5 seats, giving them their lowest numberof seats, 14, in the House of Representatives during the period. Forthe first time since 1966, an independent member (E Mack, NorthSydney, NSW) was elected to the House of Representatives. In theSenate, minor parties and independents maintained their position,and the first Green Senator was elected (J Vallentine, WA).

1993

The re-election of the ALP government at the 1993 election, withits majority increased from 8 to 13, was the first occasion since1966 that an incumbent government achieved a positive two partypreferred swing (1.5% to ALP). The election was notable for theelection of two independents to the House of Representatives (EMack, North Sydney, NSW and P Cleary, Wills, Vic), the lowestNational Party vote (7.2%) recorded during the period, the lowestnumber of seats won by the Liberal Party in NSW, during theperiod, and the decline in the vote for the Australian Democrats. Inthe House of Representatives the Democrat vote declined from11.3% at the 1990 election to 3.8%, while in the Senate theDemocrat vote went from 12.6% to 5.3%. The decline in votes forthe Australian Democrats meant that only two Democrat Senatorswere elected, the smallest number since the party's first election in1977. However, minor parties and independent strength in theSenate was maintained with the success of a second Green Senator(D. Margetts, WA) and the re-election of the independent Senator(B Harradine) from Tasmania.
