3. General

a. The Access Control program is based on two tiers of control, individual and vehicular. Each individual accessing the installation must possess an authorized and verifiable form of identification. For active duty military only, if operating a motorcycle then the motorcycle must be registered permanently. Active duty military members requesting permanent motorcycle registration must provide a valid state driver’s license, the state motorcycle registration document, documented proof of vehicle insurance and a valid Motorcycle Safety Foundation (MSF) Basic Riders Course Card.

b. Fort Campbell is a closed access military installation. Individuals are accessing the installation for official purposes. Official purposes include living, working or the use of facilities by authorized patrons. This also includes the community relations efforts which will permit visitors to access the installation for events and/or special occasions. Examples of these occasions are to attend installation events which are open to the public. 4. Screening

a. Screening (Identity Proofing). Security personnel performing installation access control will verify a person’s need to have access to the installation and perform a physical (touch) and visual inspection on all identifications of occupants. The inspection will include:

b. Visual match of the photograph on the card to the person presenting the ID.

c. Verifying authenticity by checking the anti-counterfeit or fraud protection embedded in the credential.

d. Authenticating cards using automated means (RAPIDGate RC-x/ AIE).

e. Prior to processing a pass and Air Assault Card individuals must have a valid purpose. A valid purpose is defined as having the authority, authentic, or substantial purpose to enter the installation. To achieve a valid purpose the individual must either

be a vendor, supplier, service provider, visitor with sponsor, and or family member with sponsor. Individuals with no sponsor who wish to utilize the installation for convenience will be denied access. There are exception to this requirement which include the museum and Welcome Home Ceremonies for deployed Soldiers. The on duty Lieutenant may provide guidance and exceptions based upon the exigent circumstances.

5. Vetting

a. Conduct a check of records through the National Crime Information Center (NCIC) Interstate Identification Index (III) which is the Army’s minimum baseline background check for entrance onto installations for non-common access card (CAC) holders and visitors.

b. Unescorted access will not be granted without completing a favorable NCIC-III screening.

c. Personnel under the age 18 will not have a NCIC-III conducted.

d. Prior to using the National Crime Information Center (NCIC) system all personnel will receive training on the proper use as provided below:

(1) Training begins by the applicant coordinating with the Department of the Army Security Guard (DASG) Terminal Agency Coordinator (TAC) to begin the required background screening, finger prints, LINK/NCIC applications and to verify or establish Army Law Enforcement Reporting and Tracking Systems (ALERTS) account.

(2) Once the above items are accomplished and information is verified the packet containing the above items will be mailed to the Kentucky State Police (KSP). Once the information is mailed it will take two to three weeks to receive the username and password from KSP.

(3) Once the username and password is received by the DASG TAC, the applicant will be provided the link to the KSP Criminal Justice Information System (CJIS) website where they can study and prepare to take the required online examination. The test must be accomplished within 30 days of the username and password being received by the DASG TAC. A score of 70% must be achieved to pass the examination.

(4) Once the applicant has passed the examination they must coordinate with the DASG TAC to schedule on the job training (OJT) at building 7199, Visitors Control Center at gate 7. During this OJT personnel will be trained on the proper NCIC procedures as well as pass writing and weapons registration.

(5) Users must take the online test every two years to maintain access to NCIC. Individuals must also log into NCIC at least every 90 days to keep their account active.

e. National Crime Information Center Interstate Identification Index (NCIC-III)

(1)Effective in March 2014 Army Directive (AD) 2014-05 mandated the use of NCIC III criminal history checks for personnel deemed as visitors to Army installations. NCIC III criminal history checks are completed on all visitors 18 years and older during the visitor pass process. Visitors are individuals who request access for a brief period of time. Army Directive (AD) 2014-05 establishes minimum Army wide standards for controlling unescorted access to Army installations for uncleaned contractor who are not eligible to be issued a common access card (CAC or other forms of Department of Defense (DOD) identification cards. These standards provide the framework for determining the fitness of such individuals for unescorted access to the installation.

(2) It is required that the installation conducts at minimum, the National Crime Information Center Interstate Identification Index (NCIC-III) and the Terrorist Screening Database (TSDB) to determine if the person requesting unescorted access presents threat to the good order, discipline, or health and safety on the installation. Such derogatory information includes, but is not limited to, the following:

(3) If the individuals NCIC III contains criminal arrest information that presents a potential threat to the good order, discipline or health and safety of the installation.

(4) If unable to verify the individuals claimed identity based on the reasonable belief that the individual has submitted fraudulent information concerning their identity in an attempt to gain access to the installation.

(5) Individuals that have a current arrest warrant in NCIC, regardless of the offense or violation.

(6) Individuals currently barred from entry or access to any Federal installation or facility as well as revocations.

(7) Individuals who have been convicted of crimes encompassing sexual assault, armed robbery, rape, child molestation, production or possession of child pornography, trafficking in humans, drug possession with the intent to sell or distribute drugs.

(8) Individuals with U.S. convictions of espionage, sabotage, treason, terrorism or murder.

(9) Individuals who are registered sex offenders.

(10) Individuals with felony convictions within the past 10 years, regardless of the offense or violation.

(11) Individuals convicted of a felony firearms or explosive violation.

(12) Individuals engaged in acts or activities designed to overthrow the U.S. Government by force.

(13) Individuals identified in the Terrorist Screening Database (TSDB) as a known to be or suspected of being a terrorist or belonging to an organization with known links to terrorism or support of terrorist activity.

c. Individuals being vetted who have one of these 11 criteria show up on their background check will be denied access to the installation. Checks can be conducted by driver’s license number or name and date of birth (DOB). A 50 state check can be done by region but it takes longer to get results. Canadian Driver’s license can be checked as well but you must have their province, name, DOB, sex, reason (traffic violations) and In-Sight (YES).

d. When conducting a criminal history check look for blue responses as these are possible hits, remembering that not all hits are the same person. Use name, social security number (SSN) and DOB to verify the hit is the person you are checking. Criminal record (CR) will show all offenses and dispositions if available. Read the CR carefully and thoroughly, if you are unsure ask another operator for assistance or call the TAC for help verifying the record.

e. Access Denial Waiver Process. In cases where and uncleared visitor/contractor is denied based on derogatory information obtained from an NCIC or NCIC-III check, personnel at the Visitor control Center will issue the denied individual instructions on how and where to submit a waiver. The instructions will direct the individual to:

(1) Obtain a certified copy of their complete criminal history, which must include all arrest and convictions.

(2) Obtain a letter of support from their Government sponsor. The letter must indicate that the sponsor request that the individual be granted unescorted access to accomplish a specific purpose, as well as the anticipated frequency and duration of such visit. If a sponsor must inform the senior commander so that unescorted access to the installation is no longer authorized.

(3) Complete an Installation Access Control Denial Waiver Application and provide the packet to the Government sponsor, who will be responsible for submitting the waiver application to the senior commander. All offenses must be listed, along with an explanation why the conduct should result in denial of access to the installation.

(4) Reference Army Directive (AD) 2014-05, Enclosure 2 for full instructions on the denial waiver process.

7. Escorted Personnel.

a. Non-DoD affiliated personnel will be escorted while on the installation.

b. The escorted person must present a valid state driver’s license, state identification card with photo, or a valid U.S. passport, or a valid passport from other countries cleared by the State Department.

c. Only those personnel who have been granted unescorted access without a NCIC-III check are authorized to escort Non-DoD affiliated personnel.

8. Credentialing

a. Local DBIDS-like cards are issued to individuals who are eligible for an Air Assault Card. The cards have an imprinted photo and expiration date. The cards are issued for a period of three (3) months or longer, not to exceed one (1) year.

b. Local passes are issued to all other visitors. The standard visitor pass is for one (1) day and has a clearly visible expiration date. Extended passes are issued on a case-by-case basis not to exceed 90 days.

c. Personnel in lawful possession of a valid form of the following identification credentials are authorized unescorted access onto Army installations without needing a NCIC-III check conducted.

(1) DoD CAC

(2) DD Form 2A (ACT) (Active Duty Military Identification card)

(3) DD Form 2 (ACT/RES) (Armed Forces of the United States-Geneva Conventions Identification Card (Active and Reserve)

(4) DD Form 2 (RET) (United States Uniformed Identification Card (Retired)

(5) DD Form 2S (ACT/RES) (Armed forces of the United States-Geneva Conventions Identification Card (Active and Reserve)

(6) DD Form 2S (RET/RET RES) (United States Uniformed Identification card (Retired and Reserve Retired)

(7) United States Government issued authenticated Federal PIV credentials

(8) DD 1173, United States Uniformed Services Identification and Privilege Card (persons over the age of 18)

d. Personnel in lawful possession of a valid form of the following identification credentials are authorized unescorted access onto Army installation after a favorable NCIC-III check is conducted:

(1) State valid driver’s license

(2) Locally issued installation badge and/or pass

(3) DA Form 1602 (civilian Identification and Gold Star Family)

(4) School District Employees ID (only until the installation has a local produced badge)

(5) The Transportation Security Agency) TSA) issued Transportation Worker Identification Credential (TWIC)

(6) DD Form 2574, Armed Forces Exchange Services ID and Privilege

(7) Air Force (AF) Form 354, Civilian ID

(8) DD Form 1934, Geneva Conventions ID card for Medical and religious

(9) DD Form 2764, US DoD/ Uniformed Services Civilian Geneva Convention ID

(10) DD Form 489, Geneva Convention ID card for Civilians

(11) U.S Army Criminal Investigation Command (CID) and Military Police Investigations (MPI) personnel, while conducting official business, will provide credentials upon entering the installation. When CID or MPI are transporting person(s) of interest and/or subjects, they will inform DASG/ ACP personnel and provide only CID/MPI credentials. The person(s) of interest/subject are not required to provide

identification. CID or MPI personnel who are travelling in their privately owned vehicles must present their CAC for installation access.

(12) DoD ID cardholders may enter the installation at any ACP with personal boats, trailers, campers and RVs. Active duty service members and DoD civilian employees must present their valid CAC for installation entry.

(13) Fort Campbell School Buses may enter the installation at any Access Control Point. DASG/ACP personnel will board the bus and verify the Fort Campbell School issued identification card of the driver/adult in charge. This individual can vouch for the remaining passengers on the bus. Buses that are owned and operated by MWR that are in use by the Fort Campbell Child Youth Services are also allowed access at any ACP. School buses from off-post school districts will normally enter through Gate 7, unless prior arrangements have been made with the DASG Operation section for a special gate entry.

9. Official/Unofficial Foreign Visitors

a. Official Foreign Visitors (e.g., Foreign Liaison Officer, Foreign exchange Personnel and Cooperative Program Personnel). Subject to the provisions of AR 380-10 will be granted unescorted visitor status. The Foreign Visit-Confirmation Module will be used to confirm that a proposed official visit to an Army Installation by a foreign government representative has been approved through the Foreign Visits System and to record the arrival of such visitors.

b. Unofficial Foreign Visitors who possess only a valid Passport are required to be escorted by a DoD ID card holder while on the installation. Unescorted Visitor Passes will not be issued to the aforementioned individuals. Unofficial Foreign Visitors who are contractors and possess a valid Work Visa, Passport, and Social Security Number issued by the Social Security Administration and meet the vetting requirement IAW DA Directive 2014-05 are eligible for a 1-day Visitor Pass or the voluntary RAPIDGate Program.

10. Trusted Traveler Program (TPP)

a. TTP is only used during FPCONs NORMAL, ALPHA, and BRAVO.

b. TTP allows a uniformed Service member or government employee with a valid CAC, a military retiree (with a valid DoD identification credential), or an adult dependent (with a valid DoD identification credential) to vouch for all vehicle occupants. All vehicle occupants 18 years old and older must be in possession of a valid State or Federal photo ID or a Passport.

c. Trusted travelers are responsible for the actions of all occupants and for meeting all security requirements for entering the installation.

d. The TTP is not authorized for persons under the age of 18 or persons not in lawful possession of a valid form of Identification or credential that does not require a NCIC-III check.

11. Special Events

a. Events that are classified as small or medium will have all traffic routed to VCC-4 and VCC-7 for standard vetting.

b. Special events classified as large will have all traffic directed to Gate 7 parking area where additional Random Anti-Terrorism Measures will be employed (additional manpower required). GC may waive 100% NCIC III criminal history check on all special events (see below mitigation factors)

(1) 100% ID Check

(2) All IDs scanned utilizing RAPIDGate RC-x

(3) Verification of driver’s license, vehicle registration and proof of insurance

(4) Random vehicle trunk inspections

(5) Random vehicle inspections (Full)

(6) Random NCIC Queries (Wants/Warrants)

(7) Random NCIC III Criminal History Checks

12. Category 1. Contractor, Sub-Contractors, Vendors and Service Providers

a. Contractors: Defined as organization or individual who contracts with the Government for services such as the construction/renovation of a building, road or other facility. RAPIDGate or one-day pass; or extended pass or air assault card. (As determined by access control.)

b. Sub-Contractors: Defined as an individual or business that signs a contract to preform part or all of the obligations of another’s contract. RAPIDGate or 1-day pass; or extended pass or air assault card. (As determined by access control.)

c. Vendors: Defined as a business or person who sells a product, is stationary to a location. RAPIDGate or one-day pass; or extended pass or air assault card. (As determined by access control.)

d. Suppliers: Defined as a business or person who sells a product, is mobile to various locations. RAPIDGate or one-day pass; or extended pass. (As determined by access control.)

e. Service Providers: Defined as a caregiver for adults, an individual, or organization providing healthcare or personal care to Soldiers and/or family members. RAPIDGate or one-day pass; or extended pass or air assault card. (As determined by access control.)

f. Visitors (case by case basis): Defined as person(s) who does not meet the definition outlined a. through e. (Such as: taxi cab drivers, Uber drivers, food delivery drivers.) one-day pass.

g. Privatized Business Partners: Organizations who have an established partnership and/or work on Fort Campbell:

(1) IHG (Intercontinental Hotels Groups)

(2) Campbell Crossing

(3) University/College Faculty

(4) Fort Campbell Credit Union

(5) Bank of America

h. Personnel who do not qualify for the Air Assault Card IAW paragraph 4 will have the option to enroll in the RAPIDGate Program or obtain a one-day pass in lieu of RAPIDGate enrollment.

i. All non DoD ID cardholders attempting to enter Fort Campbell, KY must demonstrate through documentation or sponsorship a valid purpose to gain access to the installation. Shopping, purchasing food, using an ATM, employment search, soliciting are examples of invalid reasons to enter the installation.

j. DES will continue to conduct background checks in advance on those specified visitors who will attend sponsored events. In an effort to allow ample time to conduct the required background checks, it is the responsibility of the sponsoring Directorate/ Agency/Unit to provide their visitors’ list at least five working days prior to the event.

Visitors not vetted in advance are required to receive a one-day pass on the day of the event.

k. Government sponsors for Air Assault Cards and extended passes will email the request from a .mil account or other government address to the central Access Control inbox: [email protected].

13. Contractor, Sub-Contractors, Vendors and Service Providers Examples

a. Commercial Delivery Vehicles

(1) Drivers must possess a current bill of lading for the specific delivery containing an address on the installation.

(2) Drivers must possess a valid state issued DL, state vehicle registration, and proof of insurance.

(3) If the vehicle has a seal the serial number will be checked against the bill of lading to ensure the cargo has not been tampered with. If the seal is broken or the serial number does not match a 100% inspection of the vehicle will be conducted.

b. Food Delivery / Vendors

(1) Vendors and delivery drivers must possess a valid state issued DL, state vehicle registration, and proof of insurance.

(2) All vehicles are subject to inspection prior to being granted access.

(3) Vendors and delivery drivers must have an on post destination.

(4) Vendors and delivery drivers will not be granted trusted traveler.

c. Taxis, Uber, Lyft Drivers

(1) Taxi drivers are required to obtain a one (1) day pass or possess RAPIDGate credential (all must be cleared by a NCIC III criminal history check.).

(2) Drivers must possess a valid state issued DL, state vehicle registration, and proof of insurance.

(3) Drivers must have an on post destination.

(4) Vehicles are subject to inspection prior to being granted access.

(5) Taxi drivers will not be granted trusted traveler.

d. Tow Trucks

(1) Tow truck drivers are required to obtain a one (1) day pass or possess RAPIDGate credential (all must be cleared by a NCIC III criminal history check).

(2) Drivers must possess a valid tow tag, tow truck certificate of registration, tow truck application, state issued DL, state vehicle registration, and proof of insurance.

(3) Vehicles are subject to inspection prior to being granted access.

(4) Tow truck drivers must have an on post destination.

(5) Tow Truck Drivers will not be granted trusted traveler.

(6) Vehicles being towed for maintenance reasons will be verified telephonically with the person(s) requesting the tow.

e. Repossessions, creditors, or their agents, requesting access to recover property based on default of a contract or legal agreement are required to coordinate through the Installation Provost Marshals Office (Civil Liaison).

f. Movers

(1) Movers are required to obtain a one (1) day pass or possess RAPIDGate credential (all must be cleared by a NCIC III criminal history check).

(2) Drivers must possess a current bill of lading for the specific delivery containing an address on the installation.

(3) Drivers must possess a valid state issued DL, state vehicle registration, and proof of insurance.

(4) Vehicles are subject to inspection prior to being granted access.

g. Schools on Post

(1) DODEA personnel possess an authorized entry credential.

(2) NCIC III criminal history checks are conducted on all College/University staff who do not possess a DoD issued identification card and require access to the installation. College/University staff personnel are issued Air Assault Cards.

(3) NCIC III criminal history checks are conducted on all College/University students who do not possess a DoD issued identification card and require access to the installation. College/University students are issued extended visitors passes.

h. Privatized Army Lodging (IHG Hotels)

(1) NCIC III criminal history checks are conducted on all IHG staff who do not possess a DoD issued identification card and require access to the installation.

(2) NCIC III criminal history checks are conducted on all IHG guests who do not possess a DoD issued identification card prior to the issuance of a visitors pass.

14. Category 2. Visitors

a. Visitors are individuals who request access for a brief period of time. The individual visitor must provide a valid state driver’s license, current state vehicle registration, documented proof of insurance, purpose for the visit and destination.

b. NCIC III criminal history checks are completed on all visitors 18 years and older during the visitor pass process.

c. Short term visitors will be issued a temporary visitors pass in order to gain access to the installation. The passes will be issued at the Visitor Control Center located at the T.C. Freeman (Gate 4), building 5004 or at Gate 7, Building 7199.

d. The visitors pass will be for the minimal duration required to perform their business on the installation. Visitor passes will not exceed 90 days and will be determined on a case by case basis. For example, a visitor going to the museum will generally receive a one day pass.

e. The visitor must present the pass when approaching any ACP. The driver must present the pass and valid identification for all vehicle occupants to the Access Control Personnel. Vehicle occupants below the age of 18 who do not possess a valid picture identification card may be vouched for by an adult occupant of the vehicle who has been cleared to enter the installation.

15. Category 2. Visitor Examples

a. Guests

(1) Guests are defined as immediate family members and family care providers of Fort Campbell residents residing in family housing.

(2) Immediate family members are defined as parents, siblings or children that are not eligible to receive a DoD ID card. Individuals that fall into this category are eligible to receive an Air Assault card or extended pass valid for up to one (1) year (case by case basis).

(3) The sponsor/resident must accompany these individuals to the VCC and complete the Air Assault Card Application and or complete the application online.

(4) Applicants will be vetted and an NCIC III criminal history check will be completed prior to the issuance of the card or extended pass.

b. Paying Business Patrons

(1) A patron is a paying member of an organization with a contractual agreement, such as a member of the Fort Campbell Golf Course or an MWR Bowling league.

(2) MWR activity patrons who are eligible are authorized an Air Assault Card or an extended pass in order to participate in Golf/Bowling events.

(3) Applicants will be vetted and an NCIC III criminal history check will be completed prior to the issuance of the card or extended pass.

(4) The Air Assault Card or extended pass will be issued for the length of the golf course membership or the length of the league not to exceed one (1) year.

c. Public Affairs/Media Guests

(1) All visits from members of the public media will be coordinated through the Division and Garrison Public Affairs Office (PAO) and the Access Control Operations section.

(2) Media personnel are only authorized to enter through the T.C Freeman gate (Gate 4) and gate 7 and must have an escort from PAO or be in possession of an unescorted media letter from PAO. Prior coordination must be made by PAO when unescorted media is expected.

(3) Media personnel will be vetted and an NCIC III criminal history check will be conducted on all individuals prior to issuance of a visitors pass.

d. Gold Star Family Procedures (DA Form 1602)

(1) Survivor Outreach Services (SOS) office provides Access Control with required PII for NCIC III criminal history checks.

(2) NCIC III criminal history checks are conducted on all Gold Star Family Members prior to issuance of the DA form 1602.

(3) Fort Campbell accepts Gold Star Family Member (DA Form 1602) issued by other installations.

e. Family Care Plans, NCIC III criminal history checks are conducted on all non-DoD affiliated personnel prior to execution of the family care plan.

f. Family Visitors, NCIC-III criminal history checks are conducted on all non-DoD affiliated personnel prior to the issuance of a visitors pass.

g. Veterans Administration Medical Card Holders, NCIC III criminal history check is conducted on all Veterans Administration Medical Card holders prior to the issuance of a visitors pass.

16. Visitor Control Centers Operations

a. Building 5004 (Adjacent to T.C. Freeman Gate 4) 0500-2100, 7 days a week

b. Building 7199 (Adjacent to Gate 7) 24 hours a day, 7 days a week.

17. Motorcycles / Motor Scooters.

a. Active duty military members assigned to Fort Campbell that own/or operate a motorcycle must provide their CAC, a valid state driver’s license with motorcycle endorsement, valid state registration for the motorcycle, documented proof of insurance and a Motorcycle Safety Foundation (MSF) Basic Rider’s Card prior to the issuance of vehicle registration decals. The motorcycle operator must wear all the proper clothing and protective equipment to include a Department of Transportation (DOT) approved protective helmet, shatter resistant eye protection, full fingered gloves, long legged pants, long sleeved shirt or jacket and enclosed sturdy footwear IAW Fort Campbell Regulation 190-5. Motorcycles are now provided by the Installation Safety office to individuals attending the basic rider’s course therefore no temporary passes shall be issued to active duty military members for this purpose.

b. Issued DD Form 2220 (Motorcycle Registration Decal). Active Duty military members assigned to Fort Campbell are required to register their motorcycles. There

are no further vehicle registration requirements on Fort Campbell for active duty military, dependents or civilians. Vehicle registration decals on vehicles other than active motorcycle will not be used in determining authorized access to the installation since they are now obsolete.

c. Civilian motorcycle or motor scooter operators visiting Fort Campbell are not required to attend or possess a MSF Basic Rider’s Card in order to access or operate a motorcycle on the installation. Civilian motorcycle and motor scooter riders must possess and utilize all safety/personal protective equipment in accordance with Army Regulation 385-10 while operating the motorcycle on the installation. Motorcycles and motor scooters that are being towed do not have to be registered but cannot be operated on the installation until properly registered.

18. Search Operations

a. Individuals entering Fort Campbell are subject to search IAW Army Regulation 190-13, Fort Campbell regulation 190-5 and other applicable laws and regulations. Military subject to the Uniform Code of Military Justice (UCMJ) cannot refuse a search. Individuals that are not subject to the Uniform Code of Military Justice (UCMJ) may be searched over their objection under certain circumstances.

b. Individuals refusing an authorized search shall be denied access, have their access controls mediums confiscated and may be denied future access to the installation. Access Control Personnel will notify Central Dispatch of search refusal and request Military Police.

c. During search operations (ie, RAMP, CVI, Trunk Inspections, Mandatory 100% Vehicle Inspections, Active Warrant), identification cards will be maintained by Access Control personnel until the completion of the search/inspection and the vehicle/individual has been cleared to proceed. Person searches at Visitor Control Centers will be conducted on all persons detained. Searches will include the use of metal detector wand.

19. Metal Detector Wand, conducted at the Visitor Control Centers

a. The hand-held metal detector is an electronic instrument which detects the presence of metal nearby. Hand-held metal detectors find metal inclusions hidden within objects and or metal objects on a person. Hand-held metal detectors consist of a sensor probe which can be swept over objects or persons. Hand-held metal detectors are used as a primary or secondary scanning device for security purposes. The intended effect is to locate weapons or other contraband hidden on the person in order to increase security of the installation.

b. The hand-held metal detector is an additional security measure to search persons and property during searches on individuals being detained/apprehended. The hand-held metal detector is not intended to replace searching techniques when detaining/apprehending subjects.

c. Persons being detained/apprehended with medical devices or pregnant can request a search that does not involve the metal detector wand due to medical issues.

d. The hand-held metal detector will be used:

(1) When detaining/apprehending subjects at the Visitor Control Centers -- subjects will be scanned with the hand-held metal detector as an additional security measure to the established searching procedures.

e. Training

(1) All access control personnel, Military Police, and DASG, will successfully complete training on the use of the device.

(2) Comprehensive training will include technical application of hand-held metal detector, legal issues related to search and seizure, use of force guidelines, and tactical circumstances.

(3) All personnel authorized to use the hand-held metal detector, while on duty, will be trained IAW the SOP.

(4)Training will be documented on a local training record and maintained by the DASG/MP trainer. The training record will include at a minimum: the trainer’s name and rank; the trainee’s name and rank; the date, time and location of training.

f. Procedures, there are two hand-held metal detector warnings prior to application:

(1) Notification: Individuals being inspected will be properly informed before the scan is conducted. Access Control Personnel will inform the person why and how they will be scanned with the metal detector.

(2) Medical Conditions: All personnel will be asked if they have any medical conditions that will be effected by electromagnetic fields produced by metal detectors. Medical conditions may include: pacemaker, implantable cardioverter/defibrillator, spinal-cord stimulator, and pregnancies. If the person has a medical condition that may be effected by the hand-held metal detector a non-intrusive search, will be conducted.

(3) An individual can request a search without being scanned with the metal detector due to medical conditions.

g. The Hand-Held Metal detector will be use to scan the body of persons being inspected from head to foot. The metal detector will be placed slightly above the persons clothing to detect weapons or other contraband. Access control personnel will follow the recommended body scanning procedures provided below.

h. Refusals.

(1) Active Duty Military personnel cannot decline the search. Request Military Police assistance, if needed.

(2) If a civilian, family member, or DoD employee refuses to be searched with the metal detector wand access control personnel will continue to follow normal searching procedures. Access control personnel will request Military Police assistance if needed.

i. Reporting and Evidence Collection:

(1) If a foreign object is discovered or suspicious item(s) are observed, immediately stop the inspection. Do not touch or move or attempt to remove the object unless deemed necessary for security (situation dependent). If no Military Police are on scene,

secure the area and detain the subject. Notify the ECC and request Military Police support. The Military Police will take control of the incident and process the scene IAW established procedures.

(2) Notify the on-duty DASG Shift Supervisor of the incident after contact is made with the ECC.

j. Equipment:

(1) The hand-held metal detector will be accounted for during each shift change. The person signing for the equipment will ensure that the hand-held metal detector is properly working

(2) The hand-held metal detector will be maintained inside the guard house and plugged in when not in use to ensure that the batteries are operational when the device is needed.

20. REAL ID ACT

a. Background: The Department of Homeland Security announced on December 20, 2013 a phased enforcement plan for the REAL ID Act passed by Congress that will implement the REAL Act in a measured, fair, and responsible way. The REAL ID Act of 2005 establishes minimum standards for the production and issuance of state issued D.L. and ID Cards which include requirements for photographs, biographic information (name, age, DOB, height, weight, etc.). State not meeting standard cannot be used to access federal facilities.

b. State Extensions

(1) Department of Homeland Security is continuing to provide extensions, as warranted. Extensions are granted for a maximum of one year and may be renewed if a state demonstrates continued progress towards compliance. Extensions are not a long-term alternative to a state becoming compliant. All states must become compliant—both in terms of the law, but also to prevent the burden of additional documentation from falling on their residents.

(2) The REAL ID Act is a mandate on Federal agencies, restricting the circumstances under which they may accept state-issued driver’s licenses and identification cards for official purposes. Participation by states is voluntary, although Federal agencies are prohibited from accepting driver’s licenses or identification cards from noncompliant states for official purposes (e.g., boarding aircraft, accessing federal facilities, and entering nuclear power plants).

c. State Categories, states will be categorized into four areas and vetting procedures will vary depending upon the states classification.

(1) Compliant States/Territories; driver’s license and state IDs are authorized for entry, no secondary form of identification is necessary.

(2) Extension States/Territories; has an extension allowing Federal agencies to accept driver's licenses and identification cards from these states/territories. Access control personnel must verify extension deadline through DHS and IMCOM set guidance.

(3) Under Review States/ Territories; States/territories that are currently under review. REAL ID enforcement will begin if an extension is not granted or compliance is not obtained. Access control personnel must verify extension deadline through DHS and IMCOM set guidance

(4) Noncompliant States/Territories; the states/territories remain noncompliant and have not been granted a renewed extension and will be subject to REAL ID enforcement. Federal agencies and nuclear power plants may not accept for official purposes driver’s licenses and state IDs from a noncompliant state/territory without an extension. Access control personnel must verify noncompliance deadlines through DHS, OPM and IMCOM set guidance.

d. Acceptable forms of Identification

(1) HQDA EXORD 110-16, REAL ID Act Implementation, 081731Z February 2016 provided the following list of possible forms of identification.

(a) U.S. passport or U.S. passport card

(b) PIV Card (Personal Identification Verification) issued by the Federal Government

(c) PIV-I card (Personal Identification Verification – interoperable) issued by the Federal Government

(d) U.S. military ID (all members of the U.S. Armed Forces [including retirees and dependent ID card holders] and veterans)

(e) Veterans health identification card issued by the U.S. Department of Veterans Affairs

(f) DHS “Trusted Traveler” cards (GLOBAL ENTRY, NEXUS, SENTRI, FAST)

(o) Employment Authorization Document with photograph issued by the DHS (FORM I-766)

(p) In the case of a nonimmigrant alien authorized to work for a specific employer incident to status, a foreign passport with a form 1-94 or form 1-94A bearing the same name as the passport and containing an endorsement of the aliens nonimmigrant status, as the endorsement has not yet expired and the proposed employment is not in conflict with ant restrictions or limitations identified on the form.

(q) Identification card issued by Federal, State, or local Government agencies, provided it contains a photograph and biographic information such as name, date of birth, gender, height, eye color, and address.

(r) U.S. Military or draft record

(s) Native American Tribal photo ID

(t) Foreign Government issued passport with a current arrival-departure record (INS FORM 94) bearing the names as the same name as the passport and containing an endorsement of an aliens nonimmigrant status, if that status authorizes the alien to work for the employer

(3) In addition to the approved secondary forms of identification listed HQDQ EXORD 110-16 above, for non-compliant states/territories the Garrison Commander has approved the following documents as appropriate forms of identification for entry onto Fort Campbell:

(a) Valid vehicle registration with full name and address

(b) Birth certificate with full name and date of birth

(c) DD Form 214

(d) United States Social Security Card

(e) Valid United States Veterans Identification Card (VIC

(f) Marriage Certificate or License

(g) Visitors must present their non-compliant driver’s license in conjunction with one of the approved documents for identity proofing.

21. RAPIDGate

a. RAPIDGate Scanning Procedures will be conducted prior to any other step in determining fitness to enter the installation. VCC personnel will scan 100% of all identification cards that are presented at the counter, this will confirm or deny the validity for access. Should the scan reveal a RED Alert, identifying a denial, revocation, Bar, BOLO, Non-Authorized, further investigation is required. Technical support may be obtained by calling RAPIDGate at 1-800-419-1201.

b. RAPID-RCx Many facilities also utilize RAPID-RCx, an addition to the RAPIDGate Program that provides the capability to scan multiple credentials against negative watch lists. It is designed to manage persons holding Common Access Cards (CAC), military retiree and dependent credentials (TESLIN), Transportation Worker Identification Credentials (TWIC), Personal Identity Verification (PIV), U.S. State and Canadian Provincial-issued driver licenses (DLs) and Identification Cards (IDs) (except Quebec). RAPID-RCx Alerts include:

(1) RED Alert Deny: No further action is necessary, the requester will be denied with a brief explanation on why he/she is being denied. Active duty Soldiers will not be denied access to the installation, contact central dispatch and request further guidance.

(2) RED Alert Revocation: Must inform the requester that he/she is not authorized to drive. Revocated visitors will be issued a passenger pass only.

(3) RED Alert Bar/Debarment: Barred Visitors will be denied access to the installation except for those with exceptions specifically stated in the Exclusionary/Bar Letter. Before access is allowed the Operator/Officer/MP must confirm/read in ALERTS the Exclusionary/Bar letter to determine purpose.

(4) RED Alert BOLO: Absent of specific guidance from Central Dispatch and without alerting the BOLO attempting access to the installation the Officer/MP will notify Central for further guidance.

(5) RED Alert Unknown Credentials: Rescan the ID card, if still reading Unknown Credentials attempt to scan with another RCx scanner. After the second fail and the rescanning with a different RCx scanner, review the ID card thoroughly for irregularities to eliminate fraud. Once fraud is eliminated confirm in NLETS/NCIC for validity of the visitor.

22. RAPIDGate Credential Issuance:

a. RAPIDGate personnel will ship completed credentials to the credential issuance location BLDG 7199.

b. The process must include identity authentication prior to distributing the credentials.

c. The participant will be required to show two forms of identification at the time of credential pickup.
