1. PURPOSE1. PURPOSE

To inform the Port Folio Committee of progress made by the Department of Traditional Affairs (DTA) regarding the development of a Framework towards standardisation of enabling resources (Tools of Trade) for traditional leaders to carry out their functions and responsibilities effectively and efficiently.

2. BACKGROUND2. BACKGROUND

1.The presentation deals with the provision of resources that are necessary to enable members of the National and provincial houses of traditional leaders, and traditional leaders to perform their effectively and efficiently. These resources are commonly referred to as tools of trade.

2. It is intended to provide norms and standards in ensuring good governance and to achieve uniformity and therefore eliminate confusion and inconsistencies.

3. The Independent Commission for the Remuneration of Public Office Bearers is obliged to make annual recommendations relating to the salaries, allowances and benefits, as well as resources required by public office bearers.

4. In the case of resources it is not required that a determination by the President be made.

5. The Commission has by way of Government Notice (Nr 693 of 29 August 2011) made recommendations about the nature of appropriate tools of trade for a member of a National House of Traditional Leaders, a member of any Provincial House of Traditional leaders and a traditional leader.

The DTA in consultation with responsible provincial departments and National and Provincial Houses of Traditional Leaders drafted this framework determining the exact limit of the actual tools of trade to be provided to a member of the National and provincial houses and traditional leaders utilizing the Commission’s recommendations. 7. These resources (Tools of Trade) are:• Accommodation and furniture;• Security;• Special needs facilities;• Basic office infrastructure;• Reading Material;• Study Assistance;• Support Staff;• Official travelling facilities; and• Reimbursement for expenses.

5. RESOURCE5. RESOURCE - Furniture - Furniture 1.Furniture refers to movable articles in state owned

residences of kings/queens, principal traditional leaders, chairpersons and deputy chairpersons of the National House and Provincial Houses of Traditional Leaders, that make it fit for living or working.

2. The furnishing of state owned residence is limited to the provision, and maintenance, of ordinary household furniture, mattresses, pillows, carpets, curtains, beds, stoves, refrigerators, freezers, washing machines, tumble dryers and heaters, micro-wave ovens and dishwasher

4. The Department of Public Works does not provide any furniture or other furnishings in cases where resource recipient use privately owned houses as official residences.
