A description of the submittal materials provided for the Final PWP/TREP application is detailed below. PWP/TREP APPLICATION SANDAG and Caltrans prepared the PWP/TREP to plan for and implement a series of projects in a comprehensive and coordinated manner to meet a mobility vision as defined in the 2050 San Diego Regional Transportation Plan, and consistent with the multimodal and natural resource protection requirements of Senate Bill 468. The PWP/TREP corridorwide vision provides for an efficient and integrated system of rail, highway, transit, bicycle, pedestrian, community, and resource enhancement projects, that will serve to protect and enhance mobility, coastal access and natural resources that facilitate the movement of people, goods, and services within the North Coast Corridor. As an alternative to maintaining and improving transportation facilities and addressing coastal resource needs on a project-by-project basis, this PWP/TREP provides a planning, analytical, and implementation mechanism to address improvements throughout the North Coast Corridor on a comprehensive, systemwide basis (consistent with Coastal Act mandates), which focus on protecting, enhancing, and maintaining coastal resource values, and maximizing public access to coastal resources and recreational facilities. ' The enclosed Final PWP/TREP reflects comments provided by both the Coastal Commission and corridor cities on the November 2013 Draft Final PWP/TREP. For ease of reference, copies of the Final PWP/TREP provided herein include both the track changes version to highlight where edits were made in underline and strike-through text format, as well as a clean format (i.e. no track changes) version. PWP/Amendment Application Submittal Materials

Pursuant to Section 13353 and 13353.5 of the California Coastal Act Regulations regarding information and material required for filing of a Public Works Plan, and per informational requirements for submitting a federal consistency certification request, please note that the Final PWP/TREP includes information and project plans detailing:

• A description of present use and plans of the project area and vicinity (Chapters 2 and 3) • The specific type and location of the proposed development and activities (Chapter 4) • Maximum and minimum intensity of the proposed development and activities undertaken

(Chapters 4 and 5) • Maximum size of facilities proposed and the proposed timetable for precise definition of

all projects and any phasing of development activity contemplated (Chapters 4,5 and 6) • Identification of the service area for the proposed activity or activities (Chapter 2) • Proposed method of financing the activity or activities including any direct or indirect

means of obtaining or guaranteeing funds through the assessment or any other form of levy against lands located within the coastal zone and an estimate of the projected amount of revenues to be obtained from land or water areas located in the coastal zone over the useful life ofthe proposed development (Chapter 6)

• Alternatives considered for the proposed development and activities and mitigation measures identified to lessen any impacts (Chapter 5).

CONCLUSION

The proposed North Coast Corridor PWP/TREP represents a collaborative effort among SANDAG, Caltrans, corridor cities and the Coastal Commission to develop and ultimately implement a comprehensive multi-modal and resource enhancement program that will serve residents and visitors of the San Diego Coastal Zone area and assist in satisfying an ever increasing demand for coastal public access and recreation for years to come.
