RESOLUTION

WHEREAS, on February 22, 1994, the Civil Service Commission (CSC) issued ResolutionNo. 941039 adopting the Accreditation Program for Training Institutions (TI) to augment the trainingsupport system that will address the demand for training and development in the civil service;

WHEREAS, on September 12, 2003, CSC issued Resolution No. 030962(Qualification Standards) giving premium for training acquired from any CSC Accredited TrainingInstitution (ATI) for purposes of meeting the training requirement for appointment to any careerposition in government service;

WHEREAS, CSC Resolution No. 030962 (Qualification Standards) provides in part that:

"3. Training acquired from any CSC-accredited institution shall be considered for meeting thetraining requirements in the Qualification Standards Manual, provided it is relevant to theposition to be filled.

4. The Commission may consider training acquired from non-accredited training institutionsunder any of the following meritorious cases;

a. not available in CSC-accredited training institutions;b. conducted by reputable local/foreign institutions,' orc. other cases considered meritorious by the' Commission. "

WHEREAS, on December 14, 2005 in CSC Resolution No. 051858, the Commissionterminated the ATI program and enjoined heads of agencies to continue to provide human resourcedevelopment interventions for their respective officials and employees;

WHEREAS, the termination of the ATI program of the Commission is deemed to have revokedthe above provisions on Qualification Standards;

WHEREAS, on April 25, 2012, CSC Resolution No. 1200692 revived the ATI proqramjocope - --- -- -with the demand for training and to-ensure sbundance of training service providers;

WHEREAS, with the revival of the ATI program, there is a need to restore the above provisionson Qualification Standards on training requirements, with certain modifications, to keep abreast with theincreasing demand for Human Resource (HR) and Organization Development(OD).

WHEREFORE, the Commission RESOLVES to RESTORE the above provisions onQualification Standards, with certain modifications, as follows:

"3. Training may be acquired from any of the following institutions:

a. Any CSC accredited private-training institution;b. Government training institutions;c. Non-accredited private training institution offering training of highly

technical/specialized nature.d. Local training institution that is internationally acclaimed for meeting the global

standards of excellence in training;e. Institution recognized by Commission on Higher Education (CHED) as Center

of E)(cellence (COE) or Development (COD);f. Foreign institution that offers training for scholarship purposes or for personal

advancement of participants; or .g. Other institutions that partner with the Civil Service Commission in building

capabilities of civil servants

Training acquired from any of the aforementioned institutions must be relevant to theposition to be filled and aligned with the strategy map or development goal of theinstitution or organization. JJ

All issuances which are inconsistent herewith are hereby repealed, amended or modifiedaccordingly.

This Resolution shall take effect after fifteen (15) days from its publication in a newspaper ofgeneral circulation.
