The institute will examine these prototypes, and invite prospective bidders to a pre-bid meeting to beheld on the date specified above in order to clarify any doubts / ambiguities regarding the technicalrequirement specifications. Prospective bidders who are invited to the pre-bid meeting but fail toattend will be disqualified from participating in the tendering process.

An undertaking about the unconditional acceptance by the bidder of Terms and Conditions asstipulated in the attached document is to be uploaded along with the offer, in the specifiedformat.

INSTRUCTIONS FOR BIDDERS

Useful information for potential bidders is available at http://eprocure.gov.in/eprocure/app?page=BiddersManualKit&service=page

Salient points are noted below:

1. Registration of Vendors: Any vendors willing to take part in the e – tendering process will have tobe enrolled and registered with the Government e–Procurement system by visitingh t t p : / / e p r o c u r e . g o v . i n / e p r o c u r e / a p p .

2. Digital Signature Certificate (DSC): Each vendor is required to obtain a class - II or class – IIIDigital Signature Certificate (DSC) for submission of tenders. Details are available athttp://www.cca.gov.in/cca/

3. Collection of Tender documents: Vendors can search and download the Notice Inviting Tender(NIT) from h t t p : / / e p r o c u r e . g o v . i n / e p r o c u r e / a p p . This is the only mode ofcollection of tender documents.

4. Submission of TendersGeneral process of submission: Tenders are to be submitted online using the Digital SignatureCertificates to the website before the prescribed date and time. Submission is to be made in twofolders:i. Technical Bid, containing scanned copies of the following in two covers (folders):

A-1. Statutory Cover containing1. NIT (Download the NIT and upload the same using digital signature).2. Technical specification of the good to be supplied 3. Scanned Copy of Undertaking, duly signed, as per prescribed format.4. RTGS/NEFT Details Form (uploaded with this tender) duly filled in. 5. Copies of recent Purchase Orders (at most three) for supplying similar items to different

Ministries/Departments/Autonomous bodies/ PSUs under the Central Government, ifany.

A-2. Non Statutory/Technical documents Cover containing1. Bidder Address2. Income Tax Return ( for the last 3 years )3. Audited Balance Sheet ( for the last 3 years)4. PAN Card copy5. VAT Registration certificate.6. Trade License.7. Current Bank Solvency Certificate issued within one year from the date of tender

Note: Failure to submit any of the above mentioned documents (listed under A-1 and A-2) mayrender the bid liable to be summarily rejected for both statutory and non statutory cover.

ii. Financial Bid

a. The financial bid should contain the Bill of Quantities (BOQ) corresponding to this tender, whichis available on the tender webpage as an MS-Excel file.

b. This file must first be downloaded, and opened with MS-Excel. The rate being quoted by thebidder must be entered in the space marked for this purpose in the file. The rate should be inINR and include free transportation, installation, testing and commissioning at Indian StatisticalInstitute, 203 B. T. Road, Kolkata 700108.

c. All fields in the BOQ file other than those allocated for the name of the bidder and the rate(s)being quoted, are non-editable.

d. The BOQ file must be saved after this and should be uploaded using digital signature.

5. Opening and Evaluation of Tender

Technical Bid

i. Technical bid will be opened by the Tender Opener, Computer Purchase Committee, IndianStatistical Institute, Kolkata. Interested bidders may remain present during tender opening if theyso desire. Statutory Cover (folder) will be opened first and, if found to be in order and correct, theNon-statutory Cover (folder) will be opened. If there is any deficiency in the Statutory or Non-statutory documents, the tender may be summarily rejected.

ii. Decrypted versions of both the Statutory and Non- statutory Covers will be downloaded andhanded over to the designated Tender Evaluation Committee.

iii. List of technically qualified vendors will be uploaded to the web after evaluation.

NB: During evaluation, the committee may summon bidders and seek clarification/ informationor additional documents or original hard copy of any of the documents already submitted . I fthese are not produced within the stipulated time frame, the bid may be liable for rejection.

Financial Bid

Financial bid of vendors declared technically eligible by the Computer Purchase Committee willbe opened electronically from the web portal on the prescribed date and time. At most tworepresentatives of each interested bidder may remain present online during tender opening if theyso desire.

For CVC rules regarding negotiation with L1, please referred to circular number 4/3/07 (OM No.005/CRD/012) Dated the 3rd March, 2007.

6. Penalty for suppression/ distortion of facts

Submission of false document(s) by vendor is strictly prohibited and may be liable for civil andcriminal action.

7. Validity of the tender

Offer must remain valid for 30 days from the date of opening of tender.

8. Payment terms

All rates should be quoted in INR only. Offer in any other currency will be rejected.

80% of the amount will be paid within 30 working days from the satisfactory r eceipt of goods andinstallation, commissioning, testing and completion of all contractual obligations.

7% will be released on completion of satisfactory maintenance for a period of one year from the dateof delivery.

7% will be released on completion of satisfactory maintenance for a period of two years from the dateof delivery.

6% will be released on completion of satisfactory maintenance for a period of three years from the

date of delivery.

9. Pre-Bid meeting

a. There will be a Pre-Bid meeting between the indenting unit / section and the Bidders (seeabove for details).

b. Tender documents must be downloaded before Pre-Bid conference.

c. The Bidders’ designated representatives, duly authorized, may attend the Pre-Bidconference, before submission of their Bid, at their own cost, which will be held at a venueand time announced in advance.

d. The purpose of the meetings is to clarify issues and to answer questions on any matter thatmay be raised at that stage. The vendors are requested to submit any questions for clarifyingissues and clearing doubts, if any, about the terms & conditions, specifications and otherallied technical details of the items under indent.

e. They may send their queries in writing and email, both to reach ISI not later than three (03)working days before the Pre-Bid Conference.

f. Computer Purchase Committee will take appropriate decision regarding making necessaryamendment(s)/ addendum to the Tender Document as an outcome of the deliberations in thePre-Bid meeting.

g. It may not be possible to answer queries that are received late at the Pre-Bid Conference.

h. A maximum of 2 representatives per bidder, duly authorized, may be allowed to attend themeeting.

i. Once the pre-bid meeting is over and issues are clarified, no query or objection or complainshall be entertained in connection with the tender. Absence of any vendors in pre-bidconference shall not be considered as justification for making query or objection thereto.

10. Way Bill/ Road Permit

In case of requirement of Way Bill at the time of delivery, the institute will arrange for obtaining thenecessary Way Bill/ Road Permit in the name of the vendor awarded this tender. However, theprescribed entry tax shall be borne by the vendor.

It is to be noted that the Institute (i.e. Indian Statistical Institute) has Customs Duty ExemptionCertificate and the Vendor should make appropriate use of it.

11. Liquidated Damage Clause

The schedules of delivery and installation, commissioning and testing as per Purchase Order are to bestrictly adhered to. In case there is delay either in the delivery or successful completion, the vendorshall be liable to pay liquidated damages @ 0.5% of the total value of the purchase order per week orpart of a week during which the delivery of such goods is delayed. Where delivery thereof is acceptedafter expiry of the period mentioned in purchase order the total damages so claimed shall not exceed5% of the total contract price. Any variation in statutory levies and taxes within the contractual deliveryperiod shall be borne by the Indian Statistical Institute. Beyond the delivery period, the upwardvariation of levies and taxes shall be borne by the vendor.

12. Arbitration Clause

In the event of any dispute or difference arising out of or in connection with the tender, the sameshall be settled amicably by mutual consultation. If such resolution is not possible then the unresolved

disputes or differences shall be referred to Arbitration as per the Indian Arbitration and ConciliationAct, 1996. It shall be subject to Kolkata (Calcutta) Jurisdiction only.

13. The Computer Purchase Committee, Indian Statistical Institute, Kolkata, reserves the right to cancelthe tender at any time without assigning any reasons whatsoever thereof. While rejecting/recallingtenders, the authority must record clear, logical reasons for any such action on the file.

Annexure A: Specifications

Item name: Design and development of a website for Indian Statistical Institute, Kolkata

Complete specifications:1. The website will be in English and Hindi, with certain contents/elements shared between the two. The major

components of the project will consist of:

(a) a front-end for the website hosted on a regular HTTP server

(b) a back-end that is secured for administrative login/usage

(c) a secure file server and mail server associated with the website

(d) Intranet services in association with the contents of the website

(e) procurement of SSL/TLS certification for hosting HTTPS server

(f) development of a custom payment-gateway for admission fees.

2. Technical requirements for the website:

(a) The website must be based on the open source content management system Drupal (7.x or higher), and aresponsive design platform (preferably Bootstrap) (http://getbootstrap.com/).

(b) The website will be hosted on GNU/Linux, and must be based on Apache with PHP (5.5 or higher) andMySQL.

(c) The front-end of the website must be based on HTML5 and CSS3, and must follow a responsive, fluidlayout, with the UI developed using jQuery, AJAX or similar tools.

(d) The design must support cross browser rendering across all prominent operating systems as well as platformssuch as desktops, laptops, and mobile devices.

(e) The look-and-feel of the website must be based on a custom-designed new theme, keeping in mind the brand-value of the Institution. The custom theme must be designed based on any Creative Commons licensedDrupal-based theme.

3. Structure of the website (please see Annexure B for details):

(a) The website will have a number of pages with (partially) static contents, as well as several pages withdynamic content.

(b) Appropriate forms and easy-to-operate user interfaces are to be provided at the back-end of the website tofacilitate insertion, update and deletion of the dynamic contents in each case.

(c) There should be a facility for specifying a validity period for dynamic content, articles, and documents.An item, on expiry of its validity period, should be automatically archived. Where appropriate, links foraccessing archived content must be provided.

(d) Content management at the back-end must support a secure and customizable access control structure, whichis easy to update and modify as and when required.

(e) Modular websites must be created for all Divisions and Units of the Institute. The websites for Divisionsand Units must be organized in a hierarchical structure, following Institute norms, and must have a similardesign/theme elements as that of the main website.

(f) A template must be created to facilitate the creation of pages by individual faculty members of the institute.This template must be consistent in design with the main website.

Complete documentation describing the structure of the front-end and the back-end must be submitted at thetime of deployment.

1. The prototype web pages specified on page 2 of the NIT must be created in accordance with the

requirements and structure specified in Annexures A and B of the NIT.

2. In addition to the documents specified in item 4(i) (page 3) of the NIT, bidders are required to

submit, as a part of the Technical Bid:

• a zipped folder containing

– the complete source (HTML, CSS, and all other files) for the prototype web pages re-

quired to deploy them on a local server, and

– a README file specifying how the prototype can be set up on a local server;

• a list of URLs for three (3) active web sites created by the bidder, including at least one site

for an educational institute.

3. The technical and aesthetic quality of the submitted prototypes will be a criterion for evaluating the

submitted technical bids.

4. With respect to items 2 and 3 under 4(i)/A-2 (page 3 of the NIT), companies that have been in

existence for less than 3 years are required to submit Income Tax Return and Audited Balance

Sheet for at least 1 year, and preferably all available Returns and Balance Sheets.

All other terms and conditions of the NIT remain unaltered.

1. Certain dates in the Time Schedule for Tender (page 2 of the NIT) have been revised as given below:

2. A revised version of Annexure B (file name: annexure-b-corrigendum.pdf) has been uploaded.

3. In further clarification to item 2 of Corrigendum 2:

(a) The prototype pages (4) must be developed in the same framework as specified in Annexure A for the final

web site, i.e., using Drupal, with responsive and dynamic database-driven pages.

(b) Bidders must submit a zipped folder containing the complete Drupal source files (including the required

databases) of the prototype pages, and a README.txt file explaining how to set the site up on a local

server.

(c) The term educational institute is to be interpreted as a degree-awarding academic institution with full-time

students. Specifically, pre-college institutions (schools, etc.), online learning platforms / MOOCs, and insti-

tutes for professional certification are not regarded as educational institutes for the purpose of this tender.

4. With respect to item 4(i)/A-2/5 of the NIT (page 3), bidders are requested to submit either a VAT registration

certificate and/or a Service Tax registration certificate, depending on whether the invoiced amount includes VAT

and/or Service Tax.
