Design Solution to Accommodate Roberts Veterans Memorial Program Upon request from Roberts residents during the development of this project, MDT incorporated extensive drainage improvements into the project, including constructing miscellaneous stormwater diversion berms, culverts crossing under the highway, a new outfall channel to divert water away from Roberts to Rock Creek, and various roadside ditches along the highway to assist the community in addressing its history of flooding. The drainage design was finalized before MDT issued a permit to the Roberts community to place the Veterans memorials within the highway right of way. Two or more times per year, the community sets out veteran memorials in the form of flags, dog tags, and other items in recognition and appreciation of our veterans. Many people attend this event and walk/stand along an array of memorials historically set up more or less parallel to, and away from, the highway. After meeting with the Roberts community, MDT agreed to modify the drainage ditch on the east side of the highway. The modification will include raising portions of the existing roadside ditch, raising several approach culverts, regrading several affected approaches, and replacing portions of roadside ditch with pipe, all to create a flatter area to accommodate the memorials. Here are the design elements in more detail (also see Road Plans attached): Regrade the roadside ditch to reduce excess capacity and create more traversable ditches from Station 652+20 RT. to 661+28 RT. The roadside ditch backslope will be flattened from 5:1 to 10:1. o Raise 18-inch approach culverts at Stations 656+64 RT., 659+34 RT., and 661+28 RT. and regrade approaches located at Stations 659+34 RT. and 661+28 RT. Remove flared end segments of existing approach culverts, connect to these with new pipe of like material (dual- wall plastic) to be installed between the existing approach culverts from Station 661+28 RT. to 680+03 RT. o Remove flared ends on existing crossing culverts and add rectangular manholes to connect the existing 24- inch RCP crossing culvert at 663+19 and 673+88 to new plastic pipe. o Regrade ditch over new pipe to provide 1-foot of cover and create a relatively flat area for the memorial flags, etc. and public viewings. o Grade a shallow conveyance ditch, to capture roadside drainage and convey to inlets located prior to approaches, which will deposit surface water into the new drainage pipe. o Provide cleanouts, as needed, in the design. It is assumed pipe runs will require cleanouts at 300-ft to 500-ft intervals. Conditions anticipated from the recent construction along the east side of the highway from Sta 625+20 RT to approximately West Bench Road were evaluated to see if modifications are necessary to accommodate the Veterans Memorial tradition. The Roberts community indicated that the memorials may be desired along this additional reach. Sanderson Stewart determined that the as-constructed conditions do not require any modifications. The roadside ditches are needed in their current configuration for drainage. This segment has 6:1 roadside slopes that extend either down to existing relatively flat ground, or down to a 10-ft wide flat-bottom ditch, both of which may be suitable for placing memorials and accommodating walking/standing public viewing.
