Summary projectDrinking water shortage for 2,000 people in a rural village living in a poor community, limited in

their development, education and without having access to required resources.

Corruption

• The study of J. Davis also showed that 30% of customers bribed to expedite repair works and 12% paid "speed money" for new water and sanitation connections in the past six months.

• According to a study of 21 water utilities in Africa, on average 64% - nearly two-thirds - of their operating costs were due to corruption.

power & money water price new system

= water price present ‘system’

collection for new pump?

Drinking water = public service?

Remarkable

Dutch/European approach

Page 9: Designing around corruption

Sustainability Event 2008

Literally ‘around’ corruption

Supply area: green & orange

With enough capacity for the whole area

Give an example and wait till something happens

Philippine approach

Why people ignore corruption• The goals are reached (instrumental)• Anxiety (emotional)• Relationships under pressure (socio political)• Power to democracy (ideology)

Results lack of ownership

Build in 1980, in operation without maintenance

Ownership

• All decisions and ideas by the local people• All the responsibility by the local people

vs. control and reliability• Financial control (premium share holder)• “We know the best way to do it…”• Ensure donors / accountability

TU Student involved in the Philippines; a false start in the first place?

Access is power

‘ Instead of recognizing this involvement, many argued that the political problems they had experienced were something “over there”, as if their intervention were irrelevant for the situation ‘

How to ignore corruption, Erik Bähre

Access is power

Our technical solution laundry service, jatropha plantation, ice cream car, drinking water plant

has a large influence on the power relations

Enlarge inequality ?

Designing for a different context‘Conclusions’

Our technology has an heavily involvement in political dynamics… and the solution is not clear

Careful: inequality and ownership?!

It is an adventure with a lot of uncertainties, demanding a lot of creativity and flexibility

Foundation Water for PhilippinesWe, as a team of enthusiastic (water) engineers, do our best to

support this project with a critical view and creative ideas.

Goal: Supporting (drinking) water projects at The Philippines, especially for the people living in poverty

In cooperation with local NGO Taytayan and international organization OMF Internation for financial supervision

i) Fundraising ii) Technical advice (financial / engineering)

IDE PhD day? Donate a holiday!

ObservationMany PhD’s have a (large) amount of holidays left at the end of the year

Idea!Give people the possibility to donate a (left-over) holiday to the drinking water project

1 holiday = 1 day(not a week)

• 71 m pipe line (61 holidays pipe line required)

• 5 house connections (water meter + connecting pipe)

(50 holidays connections required)

• ≈ 1% water tower(108 days = 1 water tower)

• Supports development young peopleYou give a opportunity for education and development

Important information

This initiative is supported by the dean of IDE Prof. dr. Cees de Bont

Everybody is completely free of choice whetherto donate a holiday or not

1 holiday = 1 day(not a week)

Next steps

1. Do you want to support Water for Philippines?

2. How many holidays left?note: it is possible to cash one week, and to take along one week.

3. Fill in a form (available here)Name, 1 or 2 holidays and signature.

1 holiday = 1 day(not a week)

Summary

500 holidays required for:1 water tower

1 ground water well

4.5 km pipe line

capacity 4,000 people (designed for 10 – 20 years)

1 holiday = 8 persons access to safe drinking water
