Quality of drivers not proper• Vehicle testing needs to be improved• Road fatalities need to be reduced from current 9000/year in Karnataka.• Road safety education needs to be institutionalized• Enforcement needs to be improved• Environmental concerns – autos to LPG• Orderliness• What movements do we want to promote? Public tpt.

• How do we involve private players into mass transit?

• Need to have affordable safe public transport

Page 5: Desired Outcomes of Panel Discussion

Implementation challenges

• Process needs to be open and transparent. Citizens need to be engaged.

• Dialogue between CDP and transport planners • Multiplicity of agencies with clash in priorities.• BMLTA like organizations should be beyond

advisory and be empowered• How will this be administered? • Capacity issues/execution issues• How do we make this politically feasible

Governance structure/Politics

• Emphasis right now on dealing with day to day issues rather than fixing the system

• Demand management

• Politicians do work which gets them votes. How do we make transportation an issue that gets the voters out?

What has worked

Page 8: Desired Outcomes of Panel Discussion

Role of citizens, elected reps, NGOs, industry

• How do we institutionalize participation

Page 9: Desired Outcomes of Panel Discussion

Suggested measures

• Governance structure that will integrate– Public works coordination board. Police will

be the last to sign– Empower local ward level empowerment– Do we need longer stints at higher levels of

public admin to ensure capacity is built in specific areas?
