That outlook was based on February’s WASDE report and current macro-economic forecasts that projected world GDP would decline through the third quarter of 2009 and begin a recovery thereafter. Based on this, world consumption was projected to by 2 percent; the rate of recovery is expected to be slower than most post recession recoveries due to the global nature of the crisis. World production, lead by China, was projected to decline by 2 percent, the lowest since 2003/04. As a result, world stocks were expected to tighten. In China, a 10 percent drop in production, coupled with a moderate recovery in consumption was expected to increase import demand dramatically, which should help drive up total world trade by around 15 percent. For 2008/09, stocks rose dramatically for major exporters, primarily India and Central Asia, which were unable to quickly respond to the steep decline in prices. Consequently, these countries will have to aggressively market their 2008 cotton as the new crop moves into the system. In the United Sates, stocks have fallen, as the large drop in production more than offset lower exports. As a result, the February outlook projected that the U.S. share of world trade would fall in 2009/10. The USDA outlook forecasted U.S. planted area at 8.5 million acres in 2009, the lowest since 1983. Relatively higher prices for corn, soybeans, and wheat in combination with higher input prices that affect cotton more than most other crops are the primary reasons for the lower area. The USDA outlook for 2009/10 shows that tighter stocks in the United States coupled with greater competition from other exporters will reduce both U.S. exports and share of total world trade.

In February, USDA released its 2009/10 cotton outlook. That outlook was based on February’s WASDE report and current macro-economic forecasts that projected world GDP would decline through the third quarter of 2009 and begin a recovery thereafter.

Based on this, world consumption was projected to by 2 percent; the rate of recovery is expected to be slower than most post recession recoveries due to the global nature of the crisis. World production, lead by China, was projected to decline by 2 percent, the lowest since 2003/04. As a result, world stocks were expected to tighten.

In China, a 10 percent drop in production, coupled with a moderate recovery in consumption was expected to increase import demand dramatically, which should help drive up total world trade by around 15 percent.

For 2008/09, stocks rose dramatically for major exporters, primarily India and Central Asia, which were unable to quickly respond to the steep decline in prices. Consequently, these countries will have to aggressively market their 2008 cotton as the new crop moves into the system. In the United Sates, stocks have fallen, as the large drop in production more than offset lower exports.
