Chapter – I
About Project
1. Introduction
Suzuki Motors Gujarat (SMG) Hansalpur village, Becharaji, Gujarat is a unit of
Japanese automaker Suzuki Motor Corp. which has 56% stake in Maruti Suzuki India
Limited (MSIL), India's largest carmaker. With this project, Suzuki's total investment in
SMG will increase to Rs. 5800 Crores.
SMG is setting up a plant for manufacturing of automobiles in demand such as the
Baleno and Vitara Brezza to support Maruti Suzuki's Gurgaon Plant and lighten the
constraints. MSIL proposes to have rail connectivity to the plant at Becharaji to dispatch
automobiles to various destinations.
MSIL has appointed Bhajan InfraTech Construction, 1003/B, Jolly Enclave, Opp.

Consultant for Detailed Project Report for proposed railway siding for Suzuki Motors Plant at
Hansalpur, Becharaji, Gujarat vide their letter No. MSIL/Logistics/18–19/127 dated 29th
August, 2018 enclosed as ANNEXURE I.
SMG's Becharaji site was inspected by Bhajan team along with SMG officials more
than four times. Based on Site Survey, the data provided by SMG, G-RIDE & Western
railway and consecutive meeting with government authorities, this DPR has been prepared.
2. Proposed Traffic
The SMG automobile plant at Becharaji is starting with capacity to manufacture
2,50,000 units of automobiles per year beginning from the year 2017. There is provision for
expansion in subsequent year. SMG proposes to dispatch by rail 60,000 to 1,00,000 units per
annum in initial year with expansion of production capacity and corresponding increases in
rail dispatches. The automobiles are transported in block rakes utilizing special type of
wagons called BCACM/ BCACBM (Bi-level Auto Car Modified) which are of two types
described below:

Twin Decker Car rakes - BCACM.
Flexi Deck Auto Wagon rakes - BCACBM.
Twin Decker Car Rakes can carry 265 units per rake and for dispatching 100000 units
in a year 377.35 number of rakes are required which works out to be 1.03 rakes per day. Flexi
Deck Auto Wagon rake can carry 300 units per rake (depending on model mix) and for
dispatching 100000 units in a year 315 number of rakes are required which works out to 1
rake per day. No incoming traffic for the raw materials has been envisaged at this stage. It is
estimated that one rakes per day is the requirement from the traffic projections. To handle this
traffic 2 loading lines with end ramps connected to an engine run down line are proposed.
These 3 lines will be supplemented with a brake van reversal siding, sick line, in motion
Weigh Bridge and accommodation for commercial staff of Railway. This proposed private
siding of SMG will be connected to IR system at Becharaji Railway Station on Ranuj end.
These facilities are minimum requirement with increase in volumes (up to 3 rakes / day),
future expansion will be carried out as a separate scheme. The proposals are shown in the
attached drawing set.
3. Location of Plant Site & Existing Rail Network
1) The SMG automobile manufacturing plant is located at 72° 01' 42" E latitude and 23°
29' 52" longitude in the village limits of Hansalpur.
2) This site is 3.0 kM to the north of Becharaji Township and the nearest railway station
is Becharaji. Railway station on the single section of Kalol – Ranuj branch line
in jurisdiction of Ahmedabad division of Western Railway.
3) Conversion of the Katosan Road – Chanasma(51.72Kms) Metre gauge section to
Broad gauge Section has been sanctioned by Railway Board vide Memorandum
no.2018/JV/DPR of Katosan Rd- Becharaji. New Delhi. Dt.18-10-2018 with
sanctioned cost of Rs. 403.72 Crores. Similarly Conversion of the Chenesma- Ranuj
(12.84Kms) Metre gauge section to Broad gauge Section has been sanctioned by
Railway Board vide Memorandum no.2018/JV/DPR of Katosan Rd – Becharaji. New
Delhi. Dt.18-10-2018 with sanctioned cost of Rs. 107.72 Crores.
4) Ahmedabad division System map is attached with drawing set. The location of plant
is marked therein.

5) Becharaji Railway Station is situated on the Kalol - Katosan Road - Chanasma -
Ranuj single line section at chainage 62.28 kM.
6) The ruling gradient of this section is 1 in 200.
7) Becharaji station is a 'B' class station. It is being converted into Broad Gauge. The
proposed layout/ ESP of the Becharaji Broad Gauge station as a 'B' class station is
enclosed.
8) The Proposals as per new Becharaji station (BG conversion)
i) One main line of CSR 750m
ii) Three loop lines of CSR 750m
iii) Two track machine Siding of CSR 300m.
iv) Both Direction Crossover Connectivity are provided from the main lines to
all the loop lines.

Scope of Services

are the scope of work for Bhajan InfraTech Construction, Ahmedabad for the proposed siding
of Maruti Suzuki India Ltd. at Becharaji Plant.
Schedule: A) Field Survey Work, Marking of MSIL siding Alignment and
Preparation of ESP Drawings:
1) Marking of Alignment on Latest Satellite Imaginary showing multiple routes on
best quality paper and all concerned details shall be clearly readable.
2) Carrying out Final Location Survey for the approved alignment including marking
of the alignment on Ground by actual field survey using Total Station, DGPS and / or
other advanced Survey Instruments, pegging, marking chainages etc. complete at
required interval as directed by Engineer-in Charge including all labour & material
etc. complete.
3) Making detailed L section and detailed plan i.e. project sheet by recording ground
levels / features using automatic leveling instruments / plain tabling or other advanced
survey instruments, along the center line of demarcated proposed alignment at 20m
intervals, as per site conditions, including ground levels across the center line of the
alignment on either side at proposed top edge and toe of bank and bottom edge and
top edge of cutting sections, and further up to 20m from the toe of bank or top edge of
cutting.

4) Preparing Station yard / Level Crossing Plan of the area up to 100m on either side
all along the proposed alignment by plain tabling or other suitable system using
advanced survey instruments for a length of Minimum 100 m from the center line of
Station Building for proposed Station Yards as per following classifications:
a. 'B' - Class station up to 3 Lines.
b. 'B' - Class stations more than 3 lines.
c. 'D' - Class stations.
d. Level Crossings.
5) Site selection and demarcation of required water way and configuration of spans
for major bridges and important bridges including taking levels for profile of stream
bed, along the main stream on upstream and downstream side, computation of
catchment area of the stream, collection of hydrological data, hydrological calculation
as per sub structure code / RDSO guidelines for deciding waterway for bridges,
including computation of Scour Depth and preparation of GAD plans for bridges etc.

6) Investigation of Minor Bridges i.e. traversing for catchment area of the stream,
collection of all relevant hydrological data etc. complete including hydrological
calculations for deciding water way for the bridges.
7) Submission of project report for final location survey and detailed estimate as
described in special conditions.
Schedule: B) Land Acquisition Proposal:
1) Preparation and submission of Land Acquisition Proposals based on approved L-
Section for the finally approved alignment, computing the land width required to be
acquired at various Chainage all along the alignment as per provisions and guidelines
in Engineering Code and also keeping provision for service road and plots for
stacking of ballast showing all the required details viz. proposed alignment, survey
plots, survey numbers / khasra number, name of owner of land, name of village etc.
complete as directed by Engineer in Charge and submitting required number of hard
copies for further processing of Land Acquisition proposal in Revenue Department

along with all relevant papers / proposals in prescribed format of Revenue Department
up to the stage of deciding compensation to the individual party.
Note:
I. The rates are including the cost of all materials, labour, stationery etc complete.
II. Supplying village map in original four copies / or as required of each.
III. Supplying of 7/12 documents in original in four copies or as required of each.
IV. Assessment, valuation and submission of details of
i. Existing Govt. / Pvt. Structures coming within proposed alignment and
land boundary like buildings, complete.
ii. Open / Tube well, pump house, irrigation pipe line etc.
V. The contractor is also required to keep close coordination with revenue
department for collecting relevant documents / records in connection with land
acquisition proposals and also during the course of demarcations of land
boundary on maps as well as on ground.
Schedule: C) Geo-Technical Investigation and Soil Exploration:
1) Geo-Technical Investigation and Soil Exploration work as per IS 2720 Code
including subsequent parts and various relevant IS code to check the soil parametres
at various depth including all tests i.e. Sieve analysis, hydrometre analysis, natural
moisture contents by oven drying method, natural density, specific gravity, attenberg's
limits (Liquid, Plastic, shrinkage limits), consolidation tests and determination (void
ratio, coefficient of consolidation and permeability) etc. as directed by Engineer in
Charge.
2) Preparation and submission of detailed LWR plan tracing on computer in Auto CAD
including relevant details as per standard notations and practices of Railways as
directed by Engineer in Charge.
Schedule: D) GAD & Bridge Design:
1) Preparation of design and drawings of various types of bridges such as important,
major, minor, RUBs etc as directed by the Engineer in Charge and as per standard or
latest norms of Railways. The following activities shall be done:

2) Structural design of foundation and sub structure of bridges including preparation and
submission of detailed drawings for the structural design to be done to suit 25 Ton -
2008 standard of loading as applicable to decide proposed foundation of abutment,
piers (including protections works, if required, and excluding superstructure.)

3) Structural design of foundation, sub structure and super structure of bridges including
preparation and submission of detailed drawings for the structural design to be done
to suit Road Under Bridge as per IRC code as applicable to decide proposed
foundation of abutment, piers and super structures complete as per note below.
4) Preparation and submission of final drawings for minor bridges indicating details of
bridges to suit 25 ton loading and necessary design calculations.

Construction & Execution
1. Connectivity to Indian Railway System
The SMG plant is located at Hansalpur, to the south of Katosan Road to Chanasma
railway line of Western Railway. The nearest Railway station is Becharaji. The connectivity
at Becharaji is shown in attached drawing set, the structural requirements for the siding is
indicated in drawing.
2. Standards of Construction
a. Category of line: The siding will be in the category of "Private Siding".
b. Siding:
The siding will be constructed to Broad Gauge standards 1676 mm.
The proposed siding will be constructed conforming to the schedule of
dimensions – 2014 for Broad Gauge of Indian Railways to suit 25 KV AC
traction with up to data correction Slip No. 16 dated: 12.05.2015
c. Standards for Permanent Way:
As per the specifications stipulated by the Railway Board in the Permanent Way
Manual Para No.244 and 248 with C.S nos. 117, 126 and 129 for provision of
private sidings.
d. Rails (in accordance with C.S No. 129 of IRPWM):
Lead line and in Plant Layout : 60 kg rails (90-UTS) 1st Quality.
e. Sleepers (in accordance with C.S No. 117 of IRPWM):
Lead line and in Plant Layout: 60 Kg PSC sleepers 1660 nos. per km.
f. Ballast (in accordance with C.S No. 126 of IRPWM):
Minimum ballast cushion for all line shall be 350mm
g. Points and crossings:

All with curved switches and CMS crossings on PSC turnout sleepers in fan
shaped type.
h. Speed Potential: The siding will be designed for speed up to 60 Kmph.
i. Ruling Gradient: A ruling gradient of not steeper than 1 in 200 is proposed. And
level gradient is proposed for the depot yard.
j. Curves: Maximum of 6° curvatures is provided in the proposed siding where check
rails also will be provided.
k. Formation: Formation width 7.85 m in bank for single line with 2:1 side slopes is
proposed. The embankment built will be done as per RDSO specification no. GE-
14. Unloading area of SMG plant has been proposed on concrete paved track.
l. Loading Standards: All bridges and culverts /will be built to Heavy Mineral Class
Loading Standard of loading with maximum axle load of 25 tonnes.
m. Fixed Structure Clearances: All fixed structures provided on the siding shall have
clearances conforming to the recommended schedule of dimension of Indian Railways
to suit 25 KV AC Traction.
3. Alignment of SMG Lead Line and in plant arrangements:
The Alignment along With In-Plant Arrangement Submitted under FSR had been
reviewed and considering optimized alignment proposed in the DPR. Technical comparisons
of old alignment and new alignment are as follows;

technically feasible based on above comparison table.

One Elevated High Voltage (EHV) Line crosses the track alignment. It crosses
outside the campus at chainage 1796.50m. There is requirement for increase in
conductor’s height to meet the railway SOD standards. Attached drawing shows details
drawing of EHV Line crossings.

This EHV Line gets infringed as per required dimensions of SOD of Railway
Standards. This EHV line has to be elevated or made under grounded.
b. Electrified Traction Requirement:
I. All operations from Becharaji station to SMG Campus would be Pushing method
only.
II. All operations from SMG Campus to Becharaji station would be Pulling methods

III. Whole private siding is partially electrified. OHE mast would be erected up to FM
point of the Loading Platform at Ch: 2721.33m. Whole loading platform is non-
electrified beyond FM point Ch: 2721.33m because of the following reasons;
a. Human safety reasons
b. Container handling
IV. BV siding/ parking is fully electrified to have complete engine movement during the
required shunting operations.
Merits of Partially Electrified Traction
1) Current DPR has considered Partial electrified traction siding for SMG Gujarat
campus.
2) Container handling is not possible in case of fully electrified section
3) Human safety violation during vehicle loading procedure
4) Operation cost for electrified siding is only electric power consumption.
Demerits of Fully Non–Electrified Traction Siding
1) There is requirement of Diesel Engine for shunting operation, Loco shed for
Maintenance and fuel tank for diesel engine, if the line is not fully electrified.
2) All Trains are parked at Becharaji station and SMG is liable for loading and
unloading of train from Becharaji station.
3) The cost of maintenance and operation for non-electrified siding is much higher
than the cost of initial erection cost of the electrification of siding.
c. Cross over & Points:
1) There are 6 no. of cross overs are provided. 2 at Becharaji station and 4 are inside
SMG In-Plant. All cross overs are 1:12 points having 60kG track.

4. Civil Engineering
Becharaji Railway Station is a serving Station for the proposed Siding. Becharaji is a
crossing station with two passenger loops lines, one Common loop line and with one main
line is shown in attached drawing set. The proposed siding is take-off from Chainage
0.00m/26254.797(from Katosan Road) from loop line no.1. The distance/ track length
between lead line/ dead end from take-off point and plant boundary is 2424.87m. Outside
campus track length comprises of two simple curve having 6.364° and 4.8°. Length of curves
are 660.908m and 364.58m respectively. The total distance/ track length of siding is
3511.50M. Overall 4 level crossings fall in this length where Low Height Sub–way (LHS) are
proposed. There is one natural drain/ Nalla crosses one small irrigation canal in this lead line.

a. Railway Bridges & LHS:
4 no. of Level crossings fall in the proposed alignment length where Low Height
Sub–way (LHS) are proposed. Hence total 3 – Bridge and 4 – LHS has been proposed in new
alignment of SMG Campus siding from Becharaji Station to SGM Campus. Purpose of all the
bridge are different as per the requirement and condition of site. There will be no Surface
level Crossing on this siding.

The new alignment has Four no. of curves. Two curves are provided in the Siding
lead line portion up to entry of In plant yard duly maintain the minimum clearance from the
nearest Electric substation and minimize the vacate land inside the SMG In Plant Yard as
shown in the drawing of alignment.
Two turn in curves are provided inside of the In Plant yard to facilitate BV Siding and
Sick line.

c. Land Acquisition:
Average area of 40m land width will be required having 2424.87m length of stretch
for which additional private land of 90680.33 sq.m has to be acquired. The proposed siding
main line enters in the plant premises crossing the boundary at Ch.: 2424.87m.
I. 90680.33 Sq.M area of land needs to be acquired for new alignment of track from
Becharaji to SMG siding. There is various type of lands to be acquired. Types of
the land as per use are as mentioned below;

II. This alignment passes through following villages and the area to be acquired of
each villages are as mentioned;

Service Road: Proposed alignment has 40m wide land patch. Alignment centerline is
15m away from left side and 25m away from right side. Reason of having different land
boundary on both end is to provide service road on Right side of the main track. Provision of
service road on Right side is for maintenance and repairing of track, OHE mast and
electrified cable. Total siding land is protected and barricaded by barbed wire fencing on both
side of track. It prevents direct entry of men, animals and vehicles.
The following track facilities are proposed in the plant yard on straight portion with
Level gradient. There is provision of check rail throughout the platform to with paver block
arrangement for the smooth surfaced platform for easy movement of vehicles. It is a similar
arrangement like railway Level Crossings (LC). Check rail also prevents the lateral and
transverse settlement of main track.

The total length of proposed siding will be 3511.50m from take-off point. Weigh
Bridge is proposed on Main line of SMG siding at Ch.: 2341.08m outside campus. The siding
work will be executed along with Gauge conversion work (MG into BG) between Katosan
and Becharaji. All the proposed lines in lead line and the plant yard will be provided with
Broad Gauge standards.

a. Existing Signaling.
The Section between Kalol - Katosan - Becharji - Ranuj is Metre Gauge section with
a single line. This Section is Single Line Absolute Block working. The existing Signaling
arrangement is Mechanical Semaphore Signaling, which is not working.
Proposed Signaling:
The existing Signaling Arrangement at Katosan is MACLS with Panel
Interlocking, this is Proposed with Electronic Interlocking with MACLS and the same
signaling arrangement is proposed at Becharaji Station after conversion of MG to BG.
Block Working: Since it is Single Line section with Tokenless and Tokenblock
instrument Single Line Block Working. Now this Will Be improved with BDAC alongwith
UFSS & HHADC Single Line Block Working between Katosan - Becharji. Movement of
trains from Becharji take off point to SMG Private siding is proposed to be a Shunt move and
signal is not required for shunting operations.
b. Telecommunication:
All the Telecommunication systems available at Katosan are proposed to be extended
to Becharaji in addition to Existing VHF communication is proposed between Station staff,
shunting staff and Engine crew. Telephonic communication is proposed from Becharaji take
off point to SMG Private siding between Plant officers/ Staff, Station staff, shunting staff and
Engine crew.
c. Execution of work
Signaling works in connection with SMG siding take off at Becharaji Station will be
treated as Deposit work and will be executed by GRIDE/BRCL/Railways and however
Signaling arrangement and the amount to be deposited will be indicated by the Railways. No
Signaling is proposed in SMG in plant yard. All points in plant yard are hand operated.

The siding is worked on Private Siding terms as per Railway Board's letter No. 99/TC
(FM)/26/1/pt. - II dated: 22.08.2016, enclosed as attachment. The following facilities are
proposed at the siding:
Office accommodation for commercial clerk
Freight Operation and Information System (FOIS)
Rest room for the clerks and drivers
Private railway siding agreement will be signed with the Railway.
An Electronic In-Motion Weigh Bridge (EIMWB) is proposed at Ch:
2341.08m on Main Line partially outside campus.

7. Rolling Stock
Railway owned BCACM/BCACBM wagons to be utilized for loading of cars.
Some logistic companies are also having same kind of wagons.
8. Loading Platform:
I. Platform of R&D Line – 3 has 20m wide space and R&D Line – 1 has average
67.81m wide space for ease of movement in vehicle loading. Total width of
platform is 84.18 m average being pavered with Cement Blocks. Brakeup for the

II. Length of platform is 825.00m. Front end of platform has Chainage 2686.50m and
rear end of platform has Chainage 3511.50. Requirement of platform length is
725.00m. Extra 40.00m length has been provided to have smooth operation of
vehicle loading in to appropriate lane (Line – 1, Line – 2 and Line – 3) of wagon
simultaneously.

III. Slope Embankment is provided to elevate the platform of height 0.40m. Finish
Surface of Platform Provide RCC Paver Block. There is provision of good quality
of stabilized earth/soil for filling inside the elevated platform.
Loading Operation: There is requirement of ramp (Size 40m x 4.5m and 0.40m
Height) for vehicle loading from ground level to platform level at front end of platform
(Chainage 3471.50m.
