OVERVIEW

I am a health systems and policy researcher with almost 30 years’ experience. I specialise in issues affecting the equity and effectiveness of the South African public health sector. I also have an interest in using international evidence to inform the strategic direction of health systems in low- and middle-income countries. Beyond my research interests, I am committed to developing capacity for health systems and policy research in low- and middle-income countries.

Between 1989 and 2001 I worked at the Centre for Health Policy at the University of the Witwatersrand (South Africa) where I eventually became Deputy Director. Since 2001 I have worked independently (mainly for local universities, international agencies and South Africa’s National Department of Health), although I remain a part-time senior researcher in the School of Public Health at the University of the Witwatersrand. I was also a part-time senior researcher at the Centre for Rural Health at the same university in 2014 and 2015.

My research interests include health financing policy, hospital planning and management, district health systems, human resource planning and production, the public-private mix and methodological issues in policy research. I use mixed research methods but have special skills in the qualitative analysis of semi-structured interviews.

I have recently completed an 18-month appointment by the South African National Department of Health as a member of two workstreams supporting the development of policy options for realising the White Paper on National Health Insurance. I formerly worked on one of the sub-committees of the Ministerial Advisory Committee on National Health Insurance.

My most recent capacity-building efforts were as a member of the Global Network for Health Equity (GNHE) for which I edited a series of 18 assessments of member countries’ progress towards universal health coverage, written by country researchers. This led to my current appointment as a member of the African Union’s African Health Stats (AHSTats) Technical Working Group.

I have good writing skills and to date have produced around 50 reports, 10 book chapters and 20 journal articles, amongst other outputs. I have also developed skills in using the deliberations of workshops as a research method for documenting the tacit experience of experts. I also act as a reviewer for some international journals.

I have experience in designing post-graduate courses, adult learning techniques and mentoring. I act as an external examiner for Master’s students and also conduct research on effective capacity-building approaches.

I also have skills as a facilitator of research and policy-development workshops and can develop and manage websites.

Project leadership In 1994 I was made the Programme Leader for the Centre for Health Policy’s Health Financing and Economics Programme. This Programme consisted of approximately eight researchers. My responsibilities included the development of a vision for the Programme, fund-raising, co-ordination and guidance of the activities of the Programme members, editing of publications, the recruitment of new staff and personnel development. In 1996 I was made a senior researcher as well as deputy director of the Centre. My responsibilities were expanded to involve general oversight of the Centre, especially human resource management. During my time at the Centre I also helped to coordinate a number of large national, multi-partner research projects.

Since leaving the Centre, I have run the majority of projects in which I have been involved, although these have tended to be small. However, for two years I helped to coordinate a global network (the Health Systems Knowledge Network of the Commission on Social Determinants of the World Health Organisation) and was an active member of the Global Network for Health Equity, editing its academic outputs.

MAIN CLIENTS

Since becoming an independent researcher, my main clients in South Africa have been the University of the Witwatersrand (Centre for Health Policy, Centre for Rural Health, the Dean’s Office, School of Public Health and the Surgery Division at the Chris Hani Baragwanath Academic Hospital), the University of Cape Town (the Health Economics

Internationally, my main clients have been the Disease Control Priorities in Developing Countries Project (of the National Institutes for Health in the USA, World Health Organisation and World Bank), EQUINET (the Network on Equity in Health in East and Southern Africa), the Global Network for Health Equity (GNHE), the London School of Hygiene and Tropical Medicine (the Health Financing and Economics Programme, and the World Health Organisation (the Alliance for Health Systems and Policy Research and the Commission on Social Determinants of Health).

On occasion I have also worked for a number of other clients (e.g. the Health Advisor to the New Partnership for Africa’s Development (NEPAD), the South African Board of Healthcare Funders, the Dutch Wemos Foundation and other universities.)
