REQUIRED SUBSTANTIVE COMPONENTS OF THE

LOCAL SCHOOL DISTRICT TECHNOLOGY PLAN

The local school board has actively involved key stakeholders in the development of a district-wide four-year technology plan that includes the following key components:

• a vision statement consistent with the North Carolina Instructional Technology Plan that reflects the unique qualities and strategic priorities of your local school system;

• the identification of the current situation, goals, objectives and evaluation of the core instructional and administrative components of a technology program that address the five strategic priorities of the ABCs plan for education:

� High student performance

� Quality teachers, administrators and staff,

� Healthy students in safe, orderly and caring schools

� Strong family, community and business support, and

� Effective and efficient operations;

• a staff development and training component that reflects a budget of 20 to 30 % of the total cost of the technology program; and

• an infrastructure/connectivity component that meets North Carolina Information Technology Services standards to assure compatibility, connectivity, and cost-effectiveness.

VISION Elkin City Schools, in partnership with students, families and the community, will provide excellent educational opportunities that encourage lifelong learning and responsible citizenship. ECS realizes that technology is changing rapidly. It enhances our lives and provides resources that were unknown previously. In today’s rapid paced world, technology allows us to perform our jobs more effectively and efficiently. It allows us greater choices for entertainment and recreation. Technology provides information and capabilities right as we need them. Today, with an Internet connected computer, the world is at our doorsteps. Just a few clicks and one can find information on just about any subject. There is such a wealth of information that no one can remember all the required, neat, and fun facts that we encounter daily. To be effective in this environment, we must enable students to quickly find, organize, and utilize information resources to accomplish daily functions. Effective technology skills can turn a long tedious process into an interesting project. We must also urge students to hone their technical skills to succeed in a global economy where they will compete with individuals worldwide. North Carolina has adopted the National Education Technology Standards (NETS) and Elkin City Schools shares these goals. We hope to utilize technology to enable students to become:

• Capable information technology users • Information seekers, analyzers, and evaluators • Problem solvers and decision makers • Creative and effective users of productivity tools • Communicators, collaborators, publishers and producers • Informed responsible and contributing citizens

Elkin City Schools wishes to equip our staff and facilities with the resources needed to ensure the success of our students. ECS staff, students, parents, and community, working as a team, can accomplish this objective.

High Student Performance: Current Situation Narrative Student Achievement Elkin City Schools staff members use technology in a variety of ways to support student achievement. In the lower elementary grades teachers use vis-a-cams, web resources, digital cameras and computer generated visuals and other technology to instruct students. Students use educational programs on a regular basis to reinforce or review skills. In the upper elementary grades, middle school and high school teachers integrate a variety of technology into instruction including PDA’s, web resources, educational applications, presentation software and student created multimedia projects. Applications There are many educational programs being used to support student achievement. Programs such as Reader Rabbit, Math Blaster, Clifford Phonics, Graph Club, Type to Learn and Kid Works, just to name a few, are used with elementary students of all ages. Upper grades use Cornerstone Math Lab, Thinking Maps, Accelerated Reader and textbook related programs to improve students’ understanding of skills. New to Elkin City Schools this year is the implementation of Study Island and Orchard. Assessment Currently teachers are using the diagnostic components of educational programs to assess student achievement. Some teachers are also using STAR diagnostic to determine reading levels. Teachers also create spreadsheets and rubrics to track student progress. Many of the educational applications have some form of assessment reporting available for teacher review. Impact Elkin City Schools has implemented part of North Carolina’s IMPACT model. As funds and resources become available, other aspects of this model will be added. Currently, Elkin Elementary School has flexible access in the media center and in one computer lab. Some technical tools such as smart boards, document cameras, projectors, and laptops have been purchased and are available for check out. Elkin High/Elkin Middle Schools have flexible access in the media center. Most wired labs are scheduled to maximize lab utilization. However, a new wireless laptop cart has been purchased and is available in the media center to allow flexible access. The technology department has been altered dramatically this year and a full time Instructional Technology Facilitator has been added. This position will ensure staff development and collaboration opportunities are provided to the staff in a timely manor. Principals and staff are excited about technology and desire to see the students utilize these resources for advancement.

Classroom Computers

Classrooms at Elkin Elementary School are equipped with networked computers. Each classroom has, on average, 3 computers per class. The enrichment classes, such as art and music, each have 1 computer in their classroom. Elkin Middle School and Elkin High School computers have, on average, 1 modern computer per classroom with older computers composing the 2-4 other computers per classroom. Elkin Elementary School has two computer labs, Elkin Middle School has one computer lab and Elkin High School has three computer labs. The computer lab at Elkin Middle School and two labs at Elkin High School are used for computer technology instruction the majority of the day; however, classroom teachers may reserve labs when time is available. One lab at Elkin High School is located inside a History classroom and is used primarily by the teacher using the classroom. Presently, classroom teachers at Elkin Elementary School teach the technology curriculum in one of the labs while the other lab is used primarily for sixth grade keyboarding classes. Elkin City Schools will be adding additional classroom computers as funds become available. Internet Access

Currently all classrooms have internet access. The infrastructure is somewhat limited in places with older equipment but plans are underway to replace the old hubs with modern switching equipment. Some buildings are currently connected with 10 Mbps equipment, which presents concerns for high bandwidth applications. Currently all schools are connected together with T1 (1.5 Mbps) lines. A T1 for Internet connectivity enters Elkin High School and the Internet is routed out to Elkin Elementary and then onto the Central Office. Elkin Middle School is part of the Elkin High School local area network (LAN) so no wide area network (WAN) equipment is required for Internet connectivity. Distance Learning

Distance learning is provided in a variety of ways. All distance learning student classes are currently available at Elkin High School. We have interactive web classes for foreign language students and additional web based instruction is available for others. Elkin City Schools is not part of the North Carolina Information Highway but we would like to add these capabilities for our students. Digital Resources

Elkin Elementary School utilizes digital cameras to enhance instruction by creating class-made books, using student pictures as class displays and as part of graphing activities. Teachers at Elkin Elementary also use viz-a-cam’s for whole group presentations. Elkin Middle School and Elkin High School staff use projectors and electronic presentations frequently. Smart boards and laptops are available for checkout. Classroom sets of PDA’s are also available for use. Mono and color laser printers are located throughout the schools and are network accessible from the classrooms. Students are given individual logins, once they reach the sixth grade, and are provided network storage for their documents. Digital cameras, laptops, projectors, scanners and other digital resources are available in the media center. Most of these are available for checkout. Calculators are available for students who need them and for the math classes, which require them.

Healthy Students in Safe, Orderly and Caring Schools: Current Situation Narrative Safe Schools Plan The Elkin City Schools’ Safe Schools Plan is supported by technology in many ways. Programs and procedures to meet the needs of all students utilize technology in the form of video media, email and web sites, student computer programs, surveillance systems and computerized data management systems. Examples of such programs include Character Education, Drug Free Elkin, DARE, Red Ribbon Week, and School-Wide Guidance program. Digital camera photo ID’s are in place at the elementary school. The majority of classrooms have a room to office system of communication, however, only some staff at the high school have voicemail capabilities and only a few have phones that connect to an outside line. Child Nutrition Department The Elkin City Schools’ Child Nutrition Department uses several computerized programs to support their services to students. The Cafeteria Management System and Meals Plus programs by Education Management Systems, Inc. are utilized for student eligibility and participation revenue. Digital camera pictures are used to celebrate and share Winner’s Circle activities. Electronic Surveillance Systems Elkin Elementary Schools has a surveillance camera located at the main front entrance of the school. All visitors must enter through this portal to gain access to the building. The camera records all persons who enter the building 24 hours a day. Surveillance cameras are also placed on school buses to record student behaviors. Each bus has a camera box and the cameras are rotated among the buses. DARE and Other Safe Schools Programs

The Elkin Time Advisor/Advisee program at Elkin Elementary School utilizes videos of student scenarios to promote student reflections on making positive choices. The DARE program also utilizes technology in the form of video and other media for classroom presentations and activities for students. Red Ribbon Week activities have used technology to project video images promoting drug, alcohol and tobacco free lifestyles. Various booths in the Elkin Elementary Health and Safety Fair utilized technology in the form of videos, blood pressure machines and a special computerized light to detect “germs” to inform students of important health and safety issues.

The Elkin High School Project Wisdom provides a thought for the day that stresses self-esteem and citizenship and is broadcast over the school public address system. The GroupWise Email system is used to provide teachers and staff with activities and resources that promote positive student relationships and decision-making skills. The daily-televised elementary schools’ WELK broadcast informs students and staff of events both in the school and in the world and provides information on safety, activities and even the weather. Student Discipline Data Student discipline data was formerly stored in the Student Management System (SIMS) and is now collected and examined through the new NCWISE web-based program. Reports are also generated through this program.

Quality Teachers, Administrators and Staff: Current Situation Narrative DPI Resource Utilization Many of our staff development activities utilize DPI resources. ‘Intel Teach to the Future’ is taught by Sharon Harvey for initially licensed teachers. NCWise Owl is taught by Jay Gibson for all high school staff and taught by Jackie St. Louis for all elementary school staff. Karen Caison attended a “train the trainer” model of Kaleidoscope and became an on-site resource for the 5th Grade. NCWise training has been provided for all staff by local trainers at both schools. Online web based training for NCWise has been utilized for refresher course type activities. SAS In Schools training was provided for all middle and high school staff. The Teacher on Loan for Technology spent an extended time with staff members at both schools. CECAS training was also provided to relevant staff. Local Resources ECS currently utilizes Lead Technology Teachers and Train the Trainers. These resources then extend the training to the rest of the staff. Basic NCWise training has been attended by all staff and just-in-time training for relevant activities (progress-reports, gradebooks) are still being scheduled in short sessions. Media personnel conduct introductory training for online courses and local students conducted workshops for staff and parents. The Northwest RESA provides staff development opportunities that may not be available onsite. ECS conducts technology training for new staff members each year. Microsoft Excel training for central office personnel has been well received. When new software is purchased, training is provided to staff who will utilize the new software. Digital camera workshops were given to assist staff with proper use of digital photography equipment. Palm training has been provided to staff and most administrators have Palm PDA’s to assist with their daily tasks. Training has also been given to school staff on Microsoft Word, Microsoft Excel, and Desktop Publishing. Some training has been given to staff on building websites. The monies allocated for staff development come from various places. Some federal, state, and local monies are utilized. Elkin City Schools goal is to to utilize 20%-25% of the technology budget for Staff Development. To help reach this goal, we will depend on local staff to obtain training and then train others. We utilize numerous local resources for In-Kind staff development. Numerous NCWise workshops have been given to provide the staff with the required knowledge necessary for use of NCWise. Training is also given when new technology hardware is bought for proper use and storage of the equipment. A full time ITF will give the staff general technology training as well as curriculum integration training.

Local Requirements Our LEA has a local requirement of 3 technology CEU’s to recommend a teacher for certificate renewal. NCWise and CECAS training are required for appropriate staff. GroupWise is the school current e-mail system that fosters better communication among staff members and into the community. This system will be changed to a Microsoft Exchange environment and all staff will need to attend local training for the new system. All new staff members attend the New Staff Technology Training provided at the beginning of each year to familiarize them with local technology systems in place. Web-based Resources Currently a GroupWise email system is in place, which utilizes a web interface for staff access. This will be replaced with a Microsoft Exchange server, which also will allow staff access through a web interface. The local staff also uses Tranquility, Learn NC, the DPI site for curriculum and other information. All staff utilize NCWise for student information and CECAS provides data collection resources for the EC department. SEA system provides ways to track staff development use and allows for follow up and assessment of those opportunities. Numerous web sites provide information and tools to assist teachers and staff with technology integration. Since North Carolina has adopted the National Education Technology Standards (NETS), the staff are encouraged to visit this site for information and resources.

Strong Family, Community and Business Support: Current Situation Narrative Family, Community and Business Located in a small town allows Elkin City Schools to be an extension of the community. Our district works hand-in-hand with local businesses and parents to ensure that our students are technologically ready for the world beyond our educational system. Communication and collaboration are easily accessible in the school system through GroupWise E-mail. The schools readily contact and share information with the local newspapers, the radio station, and the television station through E-mail, Fax, and telephone. The elementary school and the high school both have parents and business leaders actively involved in learning. Each school has an active parent teacher association. Local businesses form a partnership with the schools through programs such as Reading Buddies at the elementary school and the Focus Program at the middle and high schools. The elementary school has a strong parent volunteer program. Parents are involved in activities that range from one on-one tutoring help at the computer to chaperoning a field trip. Community partners such as Hugh Chatham Memorial Hospital and G&B Oil support student related activities such as the Science Fair. BB&T allows employees to adopt a child for the school year and leave work to come to school to work with them. The sports programs are strongly supported by members of the community through monetary donations, participation activities, and even a Booster Club. Project Graduation at the high school is supported and financed totally by community businesses giving teenagers a drug-free environment in which to celebrate graduation. Our career development coordinator works very closely with the community and puts on a phenomenal job fair for our students each year. Our school system is supported by Vulcan Materials, Weyerhaeuser, West Point Stevens, Duke Energy, Louisiana-Pacific, Blythe Home Scents, Certain Teed, along with many more businesses. Our high school students are involved with internships with local businesses allowing them to experience careers of interest. Our eight grade students get to shadow a businessperson for a day to get a first hand idea about the work world. The Rotary Club sponsors this activity. The high school has an Interact Club that is an extension of the Elkin Rotary Club. Our school district has a school-business liaison. She focuses on integrating students, curriculum, and faculty with community resources. All schools offer parent nights to highlight technology, along with other happenings in the school. Special parent nights are offered for the Hispanic population, the Title I Program, and for the Academically and Intellectually Gifted Program. Learning Centers Our school system works closely with other learning centers. Elkin High School coordinates with Surry Community College offering students accelerated technology courses, along with other courses. The high school media center is used as a learning center for a local GED program. The Elkin Public Library acts as an extension of both the elementary school and middle/high school media centers. It serves as an after school-learning center offering technological help along with other services. The elementary

school teams with Main Street Learning Center and the Elkin Recreation Center to offer students an after-school program in which students use technology. Both media centers offer extended before and after school hours for computer use, along with extended circulation time. Our school system teams with Friends of the Library and the Elkin Arts Council to bring programs to the schools that we would not have otherwise. The Arts Council building is also used as a learning center for school activities. Their parking lot houses a one-room classroom from Elkin’s earlier days, allowing students to have a historical learning center within walking distance. The Northwest Regional Center serves as a learning center for our staff by offering a wide array of staff development and keeping teachers abreast of the newest technologies. Staff may go to the learning center or RESA will deliver staff development on-site. The Elkin High School Media Center serves as a center of global learning, where students have an extended curriculum by taking on-line courses. Communications Elkin High School and Elkin City Schools Administration Office have voice mail, which allows teachers and administration to better communicate with both parents and community members. Another means of communication with parents and the community is through the Elkin City Schools’ web sites. The elementary school and the middle/high school sites are linked with the school district site. Calendars, happenings, and information are delivered to students, parents, and community members through these sites. The Elkin School Board meets at the administrative office and the schools. The meetings are open to students, parents, teachers, or anyone from the community and an open forum is offered where people in the audience may bring matters up for discussion. The school board periodically meets with the county commissioners. The school board notes are sent through E-mail to the Elkin City School’s staff members. Prior Implementation Through implementation of former technology plans, Elkin City Schools has increased learning through technological means, has been able to better analyze student performance as it applies to the ABC’s of public education, and has been able to remediate and accelerate students. Through technology, Elkin City Schools has been able to establish a learning district of educational excellence while promoting existing programs, to create new programs of value, and to develop learning focused partnerships with both parents and businesses.

Effective and Efficient Operation: Current Situation Narrative Infrastructure ECS consists of Elkin High School, Elkin Middle School, Elkin Elementary School and the Elkin City Schools Administrative Office. Elkin High and Elkin Elementary exist on the same campus. Currently, a T1 line providing Internet access to the LEA exists at Elkin High School. Since Elkin Middle School was once part of Elkin High School, the connectivity between these sites are intertwined into a LAN topology. Elkin Elementary School is connected to Elkin High School through a T1 line and a second T1 line connects the administrative office to the elementary School. Due to the close proximity of the sites and the high cost of limited bandwidth data connections, we are currently investigating the replacement of the existing connections with either a fiber backbone between the locations or the use of wireless WAN equipment. Currently, the T1’s do not provide adequate bandwidth for the use of NCWise, web based educational applications, and other instructional/educational/administrative uses of bandwidth to Elkin City Schools. By working with our partners, ongoing costs may be waived and just the initial cost of replacement will need to be budgeted. With the savings from ongoing cost, Elkin City Schools will be able to increase the bandwidth for the Internet pipe entering the system thus providing the needed bandwidth for NCWise, online courses, distance learning opportunities and video streaming. The Gigabit Ethernet between the sites would allow for some server consolidation and enable full document collaboration even on large files. Most hubs have been replaced with non-managed 100Mbs Ethernet switches, however some hubs still remain. Since the switches are non-managed, effective management and monitoring is difficult. The ECS technology team has purchased managed 10/100 Ethernet switches for the mega unit expansion project that have Gigabit Uplink ports and the team plans to replace the non-managed switches at key points, such as wiring closets, soon. All wired cables installed prior to this summer were Cat5 while all cabling added this summer was Cat5e. Currently, Cisco routers control network traffic and Cisco 10/100 switches are the primary connection points in each MDF. The non-managed switches are then daisy-chained from there. ECS currently has one Windows 2003 web server that is also being utilized as an application server. A Netware 5 server with GroupWise provides email resources for faculty and staff. Elkin High, Elkin Elementary, and the Administrative Office each have one Netware 5 server for authentication, data storage, and application delivery. Elkin High School’s netware server also provides services to Elkin Middle School. These servers are over three years old and were upgraded at the end of last school year to provide more storage. While they perform adequately now, they are showing signs of age and will need to be replaced in the near future. The GroupWise server was targeted for replacement and a new server has been purchased running Windows 2003 and Exchange Server. The technology team is in the process of setting up duel existence with the GroupWise server to facilitate staff development for switching to the new system. Once the training has completed, the GroupWise server will be removed from service.

A SonicWall firewall provides content filtering, firewall services, VPN capabilities, and intrusion prevention. DHCP service is provided by the routers at each location and DNS is provided by one local server and two external servers. A secondary internal DNS server is planned for redundancy. The servers are equipped with virus protection and each workstation has anti-virus software. The routers have been programmed with some basic ACL’s to prevent common computer worms from spreading from site to site. ECS also has a Packeteer device for network traffic flow control. There are currently no network monitoring tools being utilized except for the Packeteer. ECS has one AS-400 with Ethernet accessibility. Connectivity to the AS-400 is given when deemed necessary. Personnel The ECS technology staff went through many changes this summer as the entire technology team was realigned. Currently the direct technology personnel include a Chief Technology Officer, an Instructional Technology Facilitator, a full-time Technology Assistant and a part time Technology Assistant. Some outsourcing is still being used but most issues are handled in-house. Many other staff positions assist with technology. The Curriculum Director, CTE Director, NCWise data managers, Media Coordinators, Finance Director, and the Computer Engineering Instructor provide invaluable service to technology in ECS. The CTE instructors also provide staff development and just-in-time training for a multitude of activities. The other members of the technology team assist with plans, policies, the implementation of technology into the curriculum, and help bring the staff into a unified vision of technology integration. More staff is needed to fully support the teachers and students with the infusion of educational technology. Security Elkin High School implemented several security cameras in key areas this summer. Elkin Middle School was created this summer and has not had time to evaluate current needs. Elkin Elementary has one security camera on the main entrance and other entrances are locked. Staff ID’s are utilized but all are not picture ID’s. Visitor badges are required at all locations. Policies The following policies are currently in place in ECS:

Resources Technology resources are not as adequate as we would like. Building on the AMTR data and the computers purchased since that time, we have about 530 computers in use currently. Palm PDA’s have been purchased for most administrators and 3 Palm PDA classroom sets are being utilized by students. Several classroom computers are still running Windows 95 or Windows98. We still have some teachers using older computers for NCWise but ECS has budgeted money to acquire new computers to ensure that at least one modern computer is in each classroom. Elkin Elementary has two computer labs for student use and the media center has several computers that can be utilized by students. Elkin High and Elkin Middle share three computer labs and a single Media Center. The Media Center has about 13 computers that can be utilized by students All classrooms are wired for Internet/Network access. Most classrooms have one modern computer with 3-4 older computers. Printers exist in some classrooms but most are set to print to a network printer in strategic areas. Smart boards, projectors, CPS kits, and other technology related hardware is limited and usually available on a check out or lab sign up basis.
