•develop an organisational approach to meeting the community’s infrastructure needs. January 2012: Community Infrastructure Planning Coordinator employed by Community Planning unit.
Council Plan 2013-2017 initiative to ‘Undertake Community Infrastructure Planning for all Yarra neighbourhoods’.
BACKGROUND
2012 initial study report findings:•Planning for facilities fragmented across council.
•Lack of a strategic approach to infrastructure planning.
•Need for closer integration between service planning, facility planning and asset management.
•Inconsistent use of data and analysis used to justify infrastructure projects.

1. Consistent gathering, analysis and dissemination of data (evidence)
2. Annual Service Plans to identify current and future infrastructure requirements
3. Integrated Asset Management, Building maintenance, renewal, and Capital Works

1. Consistent gathering, analysis and dissemination of data (evidence)
• Building Condition and Fitness for Purpose (FFP) assessments
• Building user surveys
• Spatial GIS analysis and demographic studies
• The findings of bespoke studies ‘pooled’ into the evidence base
• ‘Data pack’ provided to Service Managers at start of annual Service Planning cycle
KEY ELEMENTS OF THE FRAMEWORK
2. Annual Service Plans to identify current and future infrastructure requirements
• Service Plans to identify infrastructure requirements, taking into account current and future community need, population growth and demographic change, the current state of facilities, gap analysis (GIS) and other drivers.
• Evidence used to inform service priorities, determine asset requirements now and 5/10 years ahead, and inform capital works projects.

• Building maintenance, renewal and upgrade decisions to reflect service planning priorities.
• Capital Works projects prioritised in terms of community and service need.
• Asset Management service levels that reflect service need and community expectations.
• Timely spending in terms of meeting community needs and aligning maintenance spend with upgrade (capital works) spend.

Key outputs of the CIP Framework include:1.a sound evidence base and the identification of informed options for buildings (maintain / renew / consolidate / redevelop / dispose etc);
2.a prioritised list of infrastructure needs for Yarra (for the Capital Works Program and potentially for a Development Contributions Levy or similar); and
3.integrated service and facility planning and more consistent collaboration between service areas and asset managers.
