The public health officers responsible for drafting the results had a long-standing involvement in producing opinions for public decision-making, and they were thus able to exploit the experience and address the practical needs of public administration The documents include checklist and practical information, to plan an HIA

The protocols produced by Moniter were presented and selected for the implementation of a new project funded by the Italian Health Ministry, named VIS.PA. Valutazione di Impatto sulla Salute per la Pubblica AmministrazioneHealth Impact Assessment on behalf of Public Administration

The background idea is that the availability of HIA guidelines, including specific testing methods, can determine a substantial improvement in evaluation of policies, and it is especially important in environmental health issues like waste management. HIA is a strong tool to be used to answer to public concern about risk management, as it can give a picture of the present situation and a baseline for further evaluations.

A training activity is presently ongoing The HIA model is discussed and will be tested for the issuing of rulings in the ‘technical decision making conferences’ (projects, territorial management plans and programmes, generally subject to EIA and SEA) during one year. a RAPID HIA model40 units of personnel from the administrations of six Italian regions participate:Emilia-Romagna Region – coordinatorPiemonteToscanaVenetoMarcheSicilia

A standardised format for opinions will be used, including checklists

A set of evaluation standards has been established to collect the experience and to validate a model for Rapid HIA

A tool for Public Administration in the Health sector to release good quality evaluations, to be used for the planning process
