BNCS (Board on Nuclear Codes & Standards)

Responsible for strategic management of all ASME activities related to codes, standards, and accreditation programs.

Standards Committee

Subgroups

Working Groups & Task Groups

Vote on administrative and standards actions, and establish consensus for all standards actions related to their respective Sections. - e.g., Sec. III, Sec. XI, etc.

Responsible for a general technical area of the Code and have multiple Working/Task Groups. - e.g., SGCD(Component Design), SGMF&E(Material, Fabrication & Examination), etc.

Provide specific technical expertise and perform the majority of proposal development. - e.g., WGPD(Piping Design), WGV(Valve), etc.

Approved during Las Vegas ASME Code Week(’11.05).

Composed of domestic nuclear industry-related organizations.

Function as both a technical committee and as a stakeholder committee reporting to the Executive Committee.

Initiate the process of developing Code Cases N-856 & N-859.

Code A standard that is intended to be adopted by governmental bodies, either local, state,

or federal, or cited in a contractual agreement, such that the standard has the force of law.

Published ever two years since 2011.

Code Case Represent alternatives or additions to existing Code rules.

Written as a question and reply, and are usually intended to be incorporated into the Code at a later date.

When used, Code Cases prescribe mandatory requirements in the same sense as the text of the Code.

However, users are cautioned that not all jurisdictions or owners automatically accept Code Cases.

Interpretation Provide clarification of the meaning of existing rules in the Code, and are also

presented in question and reply format.

Interpretations do not introduce new requirements.

Intent Interpretation In cases where existing Code text does not fully convey the meaning that was intended,

and revision of the rules is required to support an interpretation, an Intent Interpretation will be issued and the Code will be revised.

SAR 5.2.1.2, Code Cases subject to be applied (SKN 3,4)

Code Cases not reviewed by the regulatory body can be used by special permission.

Application procedure of a Code Case not reviewed by the regulatory body

1) Develop a Code Case and be approved by ASME.

2) Explain the ASME-approved Code Case to the regulatory body.

3) Prepare a SCN(SAR Change Notice) for application of the Code Case and submit it to the regulatory body.

4) The SCN is approved by the regulatory body.

5) Be incorporated into SAR and revise the relevant design documents such as design report, piping design table, piping isometric drawings, etc.

Slagis G : ASME Sec. III, WGPD & SGCD Member

- Insufficient technical information for application to nuclear service.

Explain that Sec. III has approved the use of this alloy as piping, but not as pipe fittings.

Sills M : ASME Sec. III, WGPD Member

- SB-366 fittings seem to have been systematically excluded from Sec. III use of N04400.

Explain the background on how“NP” was first introduced into Sec. II, Part D.

Dennis D : ASME Sec. III, SGMF&E Member (Liaison of ASME Sec. II)

- Material Code Cases should have been approved by the appropriate Sec. II SGNFA 및 BPV II.

Respond to let next ballot be submitted to Sec. II SGNFA and BPV II to approve the Case.

Adams T : ASME Sec. III, WGPD Member & SGCD Chair

- The fittings must meet all the requirements of ASME B16.9 & B16.11, and the manufacturer has to formally document and certify to that.

Teleconference at ASME Headquarters (‘15.12.21)

Attendee

- ASME Member : Ralph Hill, John Minichiello, Tim Adams, Bob Jesse, Walter Sperko

- ASME Staff : Christian Sanna, Allyson Byk, Ryan Crane

- KEPCO E&C : Il-Kwun Nam (WGPD Member)

Teleconference results

- SGCD : Approved by chair Tim Adams who withdrew his negative during the teleconference, although Slagis G was still in negative position.

- SGMF&E : Approved by chair Bob Jesse, although Dennis D was still in negative position.

- WGPD : Approved by BPV III chair Ralph Hill for WGPD chair, George Antaki who was not able to attend the teleconference, although Sills M was still in negative position.

- Sec. III : Decided by chair Ralph Hill to have one more day to persuade the negative members, but move forward to Standards Committee level ballot regardless of the result.
