Zoning: PUD

SEC. 158.173. - PERMITTED USESIn order to permit maximum flexibility in the design of a proposed planned unit development, no specificpermitted uses are established. Uses permitted within a PUD district shall be only those residential,cultural, recreational, business, commercial, industrial, and related uses as are deemed by the City Councilto be fully compatible with each other, with the context of the proposed development as a whole, andwith the zoning and land use patterns of surrounding areas. The type, general location, and extent of allproposed uses shall be clearly designated as part of the conceptual development plan, and approval ofthose uses or types of uses as part of a rezoning amendment shall constitute the permitted land userequirements of a particular PUD district to the same extent and degree as were those permitted usesspecifically included within these regulations. Any proposed change of approved land usage, other thannecessary minorrezonements in size, configuration, or location as may be required in the preparation ofthe detailed development plans, shall require a new hearing and approval action in accordance with theadministrative review and approval procedures herein established. Accessory uses normally associatedwith the uses permitted as part of the approval action upon a specific PUD proposal shall be permitted atthose locations and in an intensity as normally provided for that development within other zoning districtsof the city, unless accessory uses are expressly prohibited within the approval action or are otherwiseregulated by that action. The maximum height for commercial, office, and institutional uses within a PUDlocated in the Port St. Lucie Community Redevelopment Area may be one hundred twenty (120) feet orten(10) stories, whichever is less. All such height requests are contingent upon the approval of a masterplan and elevation drawings, which illustrate that the proposed height is compatible with the surroundingland uses.

Community Redevelopment AreaThe CRA is comprised of approximately 2,000 acres and located

prominently on US 1, the most important north south thoroughfare in the City. The CRA’s primary east west connection is Port St. Lucie Boulevard. More than 70,000 vehicles utilize the intersection of US 1and Port St. Lucie Boulevard per day. Additional east west access is provided just north of the CRA by Prima Vista Boulevard (which turns into St. Lucie West Boulevard).

The CRA is less than five miles from the Turnpike Interchange and roughly 7 miles from the nearest I95 interchange. The City is currently constructing a third east west corridor known as the “Crosstown Parkway”. The Crosstown Parkway will connect I95 to Floresta Drive and eventually to US 1 over the North Fork of the St. Lucie River. The Crosstown Parkway’s connection to US 1 is expected to occur between Village Green Drive and Walton Road which will significantly enhance access to the CRA and, therefore, positively impact the CRA’s businesses, especially those in close proximity to the connection, such as City Center.

The CRA benefits from the presence of the hospital district and several existing retail, office and residential developments. The CRA is envisioned as: a central gathering place that creates an identity for the city as well as provides entertainment and economic opportunities. The area will include a variety of development districts and connective open space to better serve Port St. Lucie’s current and future population. Many exciting developments and redevelopments have recently been completed or are under construction.
