General comments on this paper• Topic: The impact of the renminbi appreciation on the

country’s trade flows, labor market and economic growth has been widely analyzed. But, the effects of exchange rate movements on consumers and poverty in China has not yet been studied in the existing literature

Given the limited welfare gains through the consumption channel, the government should pay attention to labor market effects that are also likely to substantially affect the poor

The existing new policy—The press conference of the State Council on July 30, 2014 introduced new central government guidelines on reform of China‘s household registration system.

• Approved by the Political Bureau of the Communist Party of China Central Committee, the guideline has now been released to the public.

• The document said the government will remove the limits on hukou registration in townships and small cities, relax restrictions in medium-sized cities, and set qualifications for registration in big cities.

• The rights and benefits of residents who do not have urban ID records in the city where they live should be safeguarded, the document said.

Anti-poverty policies should take into account regional heterogeneity - such as consumption patterns of residents and the development level of the market economy.

The existing new policy—Vice Premier of the State Council Leading Group of Poverty Alleviation and Development team leader Wang Yang at the meeting of China State Council Leading Group of Poverty Alleviation and Development of the third plenary session on July 31, 2014 stressed that

• the object should be placed on poverty alleviation filing riser, so procedural fairness and transparency, the information is true, accepted by the masses satisfied, lay the foundation for the precise poverty alleviation.

• Full implementation of the priorities and Area Planning, efforts to improve infrastructure in poor areas and basic public services and improve the ability of self-development in poor areas.
