Executive Summary DEVELOPMENT SERVICES Overall the directorate’s safety incidents and injuries are significantly lower compared to the previous year. The strong focus on safety is continuing through the hotter and wetter months of the year, where the potential for injury are higher especially for the outdoor crews. The meetings held with the Deputy Mayor and Director Development Services, along with the General Manager of Mackay Airport, General Manager of Mackay Tourism and various airlines in February is showing dividends. Mackay Airport’s General Manager Rob Porter announced that Qantas, Virgin Australia and Jetstar are planning increased flights or seats to Mackay. The cumulative value of approved Operational Works for the calendar year to date is remaining above the 2016 and 2017 year-to-date values, indicating the strong increase of operational works already underway and the potential increase in the coming months. The Placemaking grants program, Activate My Space (AMP), is offering grants to individuals or organisations to deliver projects that enhance the amenity activity and appearance of a place. A community workshop was held in March. Applications are open and will close on 30 April.

Updates on Significant Developments Currently Being Assessed by Council

APPLICATION APPROVED DA-2017-127 2302 Yakapari-Seaforth Road, Seaforth Council has approved the refurbishment of two buildings at the former Seaforth Outdoor Education Camp and the construction of two new car parking areas. The refurbished buildings will convert the former dormitory style accommodation into rooms with two beds in each.

Monthly Safety Review Summary Three injuries to employees were reported in March:

• A worker suffered back strain while loading concrete rubble into a trailer. • A worker received a suspected bite / sting on their ankle, causing swelling and irritation. • While taking a rest break, a worker leant a non-operating hedger against their leg. The sharp tooth of

the hedger caused a minor cut. Five incidents involving asset damage were reported in March:

• After whipper-snipping, a work crew noticed their vehicle window was broken. • A mower threw up a rock; breaking the window of passing vehicle. • When pulling into a car space the lugs on the ute tray hit a non-staff member vehicle’s bull-bar. • The window of a non-staff member vehicle was damaged by a stone flicked up from a mower.

One near miss incident was reported in March: • A mower had a steering fault while mowing; causing the mower to veer to the left and into

mangroves. One near miss incident was reported by a contractor:

• A grinder was being used when it sparked, causing the safety switch to trip. The grinder was disposed of.

STRATEGIC PLANNING Regional and Local Area Planning

Projects Status Description / Update of Project

Mackay Region Planning Scheme – amendments to dwelling house provisions

Qualified state interest amendment 1 of 2017 (dwelling house provisions) was submitted to the State Government for review on the 18 December 2017. Various matters regarding the proposed amendments have been discussed with State Government. Awaiting a response from Minister about approval to progress. Public consultation on the proposed amendments will commence soon after Ministerial notice is received.

Sarina Town Centre Revitalisation Study The strategy is being finalised. Further investigation and preparing

cost estimates will be ongoing during 2018.

Mackay Region Industrial Land Provision Study

Long term study to consider development and infrastructure options for industry investigation precincts in the Mackay Region Planning Scheme. Study will be ongoing to 2018/19.

Planning Scheme Policy – Open Space Policy

Council resolved in November 2017 to make a proposed Planning Scheme Policy on Open Space. The policy will set standards for open space provision when undertaking development. Public consultation on the proposed policy was undertaken from 16 February to 16 March 2018.

Mackay Waterfront Priority Development Area

Council resolved to request a Priority Development Area declaration over the Mackay waterfront areas in November 2017 and the request for declaration was submitted to the Minister for Economic Development Queensland in December 2017. Preliminary investigations are underway for various infrastructure types. Concept designs have commenced for some components of the precincts.

Project Update: Proposed Planning Scheme Policy on Open Space On 22 November 2017, Council made a proposed Open Space Policy that will set standards for recreation and sport parks with assessment of development under the Mackay Region Planning Scheme. Council undertook public consultation on the proposed policy from 16 February to 16 March 2018. Council is considering the submissions made and potential changes to the proposed policy. Council then has to decide whether to adopt the Open Space Policy and include it in the Mackay Region Planning Scheme 2017.

Transport & Infrastructure Planning

Growth Allocation Model

The Growth Allocation Model allocates and maps future urban growth over a 20-year projection period based on growth scenarios. Further modelling will be undertaken in 2018 based on new population projections to be released by the State.

Transport Modelling Further transport modelling will be considered after completion of the 2018 growth allocation modelling.

Development of a Local Government Infrastructure Plan (LGIP)

Public consultation is being undertaken on the proposed LGIP between 16 March and 3 May 2018. Council will consider submissions following the close of consultation.

Mackay Isaac Whitsunday Regional Transport Plan (State Government)

Council has been working with Transport and Main Roads and the Whitsunday and Isaac Regional Councils on the development of State Government’s Regional Transport Plan.

Engineering Design Guidelines Review

The discussion paper is progressing, which outlines options available for the adoption and implementation of the revised guidelines.

Project Update: LGIP Consultation On 3 March 2018, the Minister for State Development, Manufacturing, Infrastructure and Planning advised Council that it could commence consultation on the proposed LGIP with no conditions. Consultation on the proposed LGIP is underway (16 March to 3 May 2018). Following consultation, Council will consider the submissions and decide whether to make changes and then how to proceed. If Council decides to proceed with the proposed LGIP, there will be a further compliance check by an appointed reviewer and then the Minister. Following this review, Council will decide how to proceed. To progress the proposed LGIP it will need to become a part of the Mackay Region Planning Scheme 2017 (MRPS) through a ‘LGIP amendment’. Waterways Projects Status Description / Update of Project

Mackay Region Coastal and Inland Flood Hazard Adaptation Strategy (CIFHAS)

The project will identify the Mackay Region’s coastal and flood hazards and identify adaptation options to minimize the adverse impacts of these hazards. The current stage is near complete with data now received from the terrestrial LIDAR project (street view image and property details such as floor levels, type etc.). The next stage of the project involves consultation planned to commence in May.

Mackay Floodplain Management Plan

Project is in Phase 1 – existing conditions data review. The LiDAR and flood damages assessments are close to completion, enabling the next phases of the project to continue. Phase 2 and 3 of the project, involving mitigation option identification and testing will be undertaken in mid-2018.

Flood Damage Curves

Flood damage curves for a number of property types have been developed for application to regional flood damage assessments. The process for applying these damage curves to flood studies has been developed and is being peer reviewed with an anticipated completion of May.

Bakers Creek South Mackay Stormwater Trunk Infrastructure Study

The study has commenced and an existing conditions Tuflow model has been developed for the South Mackay, Ooralea and Paget areas which discharge to Bakers Creek. Problem areas have been confirmed and high level concepts for testing developed. It is anticipated that the study will be completed in mid-2018.

ECONOMIC DEVELOPMENT & TOURISM Revitalise the City Centre

Marketing

Television Commercial Campaign (TVC) Continued in March, featuring 1 x 30 second generic TVC, and 1 x 30 Professional Services on Seven. Professional Services Campaign Commenced 3 July 2017 and includes a weekly press advertisement in the Daily Mercury featuring a different category each week. Articles published in March included health, chiro, physiotherapy, mental health & podiatry and finance.

Events

Easter Carnival The final planning stages were completed with help from the MECC and Events Program for event delivery. Active Kids in the City - School Holiday Program Plans are in process for the organisation of our Active Kids in the City Program which is held in the school holidays. A free children’s activity will be held on each day of the school holidays. Italian Street Party Sponsorship has been given to the Mackay Italian Association for the Mackay Italian Street Party to be held on April 14. Wagyu Week Activation Planning is in progress for a small activation to be held in conjunction with the Wagyu Conference and Wagyu Week. The activation will be held in the Wood Street Cinema carpark on Friday, May 4.

Facade Improvement Scheme - City Centre Expressions of interest are currently being considered, as received.

Council attends Export Group meetings and provides support to members as required.

International Education and Training

The final report for the Study Greater Whitsunday Cluster Feasibility project has been received. Meetings with Trade & Investment Queensland (TIQ) International Education and Training Unit will be held to discuss the way forward. Partners on the project include GW3, CQ University and Whitsunday, Isaac and Mackay Regional Councils.

Mackay Wagyu Week

The Australian Wagyu Association (AWA) national conference will be held in Mackay from 2 to 4 May. It is anticipated the annual conference will draw 450+ people from all Australian states and overseas, including delegates from New Zealand (6), South Africa (14), United State of America (9), Paraguay (1) and United Kingdom (1). The conference has the potential to become a recurrent event for Mackay as it is timed to slot in with the triennial Beef Australia event, held in Rockhampton. Council has organised several complementary activities to engage the community during the week of the event.

Implementation of the Economic Development Strategy

Mackay Region Fishing Strategy Council continues to engage with the State Government regarding the Action Plan associated with the delivery of the $100,000 funding for the delivery of the Mackay Region Recreational Fishing Strategy. A meeting with the Fishing Strategy Steering Group was held in March. Mountain Bike Strategy The Mountain Bike Strategy was awarded in December and delivery of the strategy has now commenced. Targeted stakeholder engagement was undertaken in February with broader public consultation scheduled for April/May. Delivery of the strategy is expected in June/July. General Aviation Economic Development continues to coordinate advice to airstrip operators as requested. Driver Education Facility Needs Assessment The Driver Education Facility Needs Assessment was awarded in January and delivery has now commenced. The assessment will involve targeted stakeholder engagement to determine whether there is a demonstrated stakeholder need for the establishment of a driver

education facility in the Mackay region. It is expected that the assessment results will be delivered in late April.

Recreational Vehicle Attraction

The Camping Choices Regulatory Review was received in February 2018. Internal review has been ongoing over February and March with the findings and a recommended way forward to be presented to Council in April. Marketing for the Sarina Field of Dreams and the Visitor Information Centre was undertaken in the Autumn edition of the Caravanning Australia Magazine. Council has also provided funding for Mackay Tourism to deliver a targeting marketing campaign aimed at the drive market.

Facilitating Development in Mackay Region Policy

Five expressions of interest applications have recently been approved, however the corresponding Stage 2 applications have not yet been received by Council.

Queensland Mining and Engineering Exhibition (QME)

Planning for the Mackay Region stand at QME 2018 has commenced and regular meetings are being held with stand partners Mackay Tourism and Resource Industry Network (RIN). The Mackay region stand will promote regional innovation within the mining sector. An expression of interest has been submitted for stand participants to present in the conference program at the exhibition.

Business Assistance Platform

Components of the Business Assistance Platform project have commenced this month. The project is an initiative of the region’s business assistance providers and aims to establish a coordinated approach to business event collaboration and cross promotion and, in addition, provide information on business assistance available within the region.

Greater Whitsunday Food Network

Greater Whitsunday Food Network are holding their Farmer’s Markets every Wednesday morning. The Network has also introduced a Friday night Twilight Market on a trial basis which will be held once a month for six months. The Twilight Markets will link in with Paxton Markets and contribute to Mackay City Centre activation with several traders extending their opening hours. The Network has also commenced planning for their annual Farm to Plate dinner (to be held on June 7) and bus tour.

Resource Centre of Excellence

The pre-feasibility study and business case for the Resource Centre of Excellence was awarded in December and has now commenced. Targeted stakeholder engagement is currently being undertaken. The project is expected to be finalised in the first half of 2018. The business case supports the State Government’s $3.6 million funding announcement for construction of the facility.

Sarina Field of Dreams - New Mackay Region Visitor Information Centre (VIC) & Parkland Development

Railway Station Refurbishment for new Mackay Region VIC Installation of all services (water, sewer, stormwater, electricity, data, security, airconditioning) is now complete. Landscaping, irrigation and hand rails have also been finalised. Installation of contract joinery, external painting, installation of glass and procurement of furniture, fixtures and equipment is ongoing. Parkland Masterplan Maintenance and defects period ongoing. Signage & Wayfinding Detail design has entered final stages of design. Parkland Wi-Fi Tender evaluations for the Parkland Wi-Fi is ongoing.

Local Coastal Plans Community consultation on the Draft Local Coastal Plan for Midge Point has closed. The draft plan for Slade Point has been finalised and community consultation commenced in April 2018.

Vegetation Vandalism Awareness Campaign

A new campaign on vegetation vandalism continued in March to support the new vegetation vandalism policy. The campaign includes media releases, social media posts, radio, TV advertisements and web content.

Conferences and Workshops

Staff attended the Climate Leadership Conference in Sydney and a two day Healthy Rivers to Reef Partnership Forum held in Mackay.

Nursery Industry Accreditation Scheme Australia (NIASA)

Nursery industry representatives visited and provided preliminary advice on the nursery facilities not yet accredited and conducted a regular audit of the accredited facility at the Mackay Natural Environment Centre.

Signage Projects Interpretive signage for various sites including Shellgrit Creek, Lagoons Creek, Bucasia and Blacks Beach were finalised and are currently being manufactured, with installation commencing in April.

Corporate Waste and Recycling Project

The open plan recycling project commenced at the Wellington Street and Peel Street offices and is scheduled to commence in the coming months. Further information, including FAQs, has been provided on Bruce under Staff Services, Waste and Recycling Information.

Capital Works Projects

Project Status Description / Update of Project Pinnacle Anzac Memorial Construction of the memorial has been completed.

Gooseponds Paths Project involves the removal and replacement of cracked and damaged sections of the path network. Works are currently well advanced on the section of path behind Palmview Village.

Eungella Sign

A large sign is being installed at the top of the range adjacent to North Street Park. It features a cut-out silhouette of a platypus. To date the sign has been manufactured and installation of footings and sign are in progress.

Blacks Beach Exercise Stairs

Construction of a set of exercise stairs running from Blacks Beach Park up the steep hill to Camilleri Street is about to commence. Other works in the park include a disabled ramp access to the beach and a network of paths through the park. Planning and ordering of materials have been completed and works are to commence on site in April.

Botanic Gardens Projects

Project Status Description / Update of Project

Pathway Upgrades All pathway upgrades and repairs completed.

Operational Depot & Nursery Nursery buildings erected and services being run in. Due to be

completed in April.

Furniture, Fixtures and Shelters

Administration refurbishment to take place in April. Signage design manual being updated and new signage being fabricated. All project works expected to be completed in May.

Irrigation Upgrades Irrigation upgrade works to take place and be completed in April.
