The Public Health OutcomesFramework for England, 2013-2016
The responsibility to improve and protectour health lies with us all government,
local communities and with ourselves asindividuals.
There are many actors that infuencepublic health over the course o a lietime.They all need to be understood andacted upon. Integrating public healthinto local government will allow that tohappen services will be planned anddelivered in the context o the broadersocial determinants o health, like poverty,education, housing, employment, crimeand pollution. The NHS, social care, thevoluntary sector and communities will allwork together to make this happen.
The new framework
The new Public Health OutcomesFramework that has been publishedis in three parts. Part 1 introduces the
overarching vision or public health, theoutcomes we want to achieve and theindicators that will help us understandhow well we are improving and protectinghealth. Part 2 species all the technicaldetails we can currently supply or eachpublic health indicator and indicateswhere we will conduct urther work toully speciy all indicators. Part 3 consistso the impact assessment and equalities
impact assessment.
Informed by consultation
We received many responses to ourconsultation on outcomes. There waswidespread welcome or our approach,including the ocus on the widerdeterminants o health combined withmany constructive proposals or improvingit. In this ramework, we also bring urtherclarity to the alignment across the NHS,Public Health and Adult Social CareOutcome Frameworks, while recognisingthe dierent governance and undingissues that relate to these.
In Healthy Lives, Healthy People: Updateand way forwardthe Governmentpromised to produce a number o policyupdates setting out more detail on the newpublic health system. The Public HealthOutcomes Framework is part o this serieso updates that set out what we wouldwant to achieve in a new and reormed
public health system.
The ramework ollows on rom twopreceding web-based updates in theseries on the roles and unction or localgovernment and the Director o PublicHealth, and how Public Health Englandwill support all parts o the new system toimprove and protect the publics health.

The whole system will be reocused aroundachieving positive health outcomes orthe population and reducing inequalitiesin health, rather than ocused onprocess targets, and will not be used toperormance manage local areas.
The Public Health Outcomes Frameworksets the context or the system, rom localto national level. The ramework will set
out the broad range o opportunities toimprove and protect health across the liecourse and to reduce inequalities in healththat still persist (see graphic below).
Much o the proposed new public healthsystem that is described in the documentdepends on the provisions o the Healthand Social Care Bill, which has yet to bepassed by Parliament.

(Note: This measure uses a sel-reported health assessment, applied to lie expectancy.)

High-level outcomes
The ramework ocuses on the two high-level outcomes we want to achieve acrossthe public health system and beyond.
These two outcomes are: increased healthy lie expectancy reduced dierences in lie expectancyand healthy lie expectancy between
communities.
These outcomes refect the ocus we wishto take, not only on how long we live our lie expectancy, but on how well welive our healthy lie expectancy, at allstages o the lie course.
Our second outcome ocuses attentionon reducing health inequalities betweenpeople, communities and areas in our
society. We are using both a measureo lie expectancy and healthy lieexpectancy so that we are able to usethe most reliable inormation availableto understand the nature o healthinequalities both within areas andbetween areas.
While we will be able to provideinormation on the perormance againstboth these outcomes, the nature o publichealth is such that the improvementsin these outcomes will take years sometimes even decades to see markedchange.
So we have developed a set o supportingpublic health indicators that help ocus
our understanding o how well we aredoing year by year nationally and locallyon those things that matter most to publichealth, which we know will help improvethe outcomes stated above.These indicators are grouped into ourdomains: improving the wider determinants ohealth health improvement
health protection healthcare public health and preventingpremature mortality.
Indicators have been included that coverthe ull spectrum o what we understandpublic health to be, and what we canrealistically measure at the moment.
We intend to improve this range o
inormation over the coming year andwe have set out in this document howwe intend to do that, with the continuedengagement and involvement o ourpartners at the local and national levels.
This ramework ocuses on the respectiverole o local government, the NHS andPublic Health England, and their deliveryo improved health and wellbeing
outcomes or the people and communitiesthey serve.
