    IFATCA proclaims October 20 as the International Day of the Controller

    On October 20, 2005, air traffic controllers around the world will observe theInternational Day of the Controller. IFATCA, the International Federation of Air TrafficControllers Associations, which was formed on this day forty four years earlier in TheNetherlands, has designated this the Day of the Controller in recognition of the airtraffic control profession and its considerable contribution to the development of the airtransport industry. Worldwide celebrations will be held on this day to recognise air trafficcontrollers; of whom more than 50,000 make up the IFATCA membership.

    The theme we have chosen for 2005 is one of Co-operation and Collaboration.In aclimate of mutual respect, during rapid change and increasing traffic levels throughoutthe aviation industry, controllers worldwide hope that a spirit of co-operation andwillingness to collaborate will be shared by everyone. By working together we are betterable to effectively deal with the many common challenges we will encounter.

    The International Federation of Air Traffic Controllers Associationscontinues its plea toall parties involved in aviation, whether they are government bodies or Air NavigationService Providers, whether they are management or workforce, to recognise and respecteach others needs and to foster an environment where co-operation and collaborationare high on the list of priorities. The power of working together for a common goal cannotbe underestimated. IFATCA will continue to do its part to ensure that internationalaviation is as safe and efficient as can be achieved.

    Our global family of air traffic controllers looks to October 20, 2005 as the day wecelebrate our accomplishments with pride in our profession.

    IFATCA is the worldwide Federation of air traffic controllers with more than fiftythousand members representing 138 countries. Among its goals are the

    promotion of safety, efficiency and regularity in international air navigation, andthe protection and safeguarding of the interests of the air traffic control

    profession.

    Air traffic control is one of the worlds

    youngest professions. Like manymodern professions, it has developedfrom the humblest beginnings into ahighly sophisticated and technology-dependant occupation. Even today,many people are not aware of air trafficcontrol and few comprehend just what isinvolved in keeping aircraft apart and,sometimes, getting them (closer)together.

    The idea of a world body for controllerswas actually first proposed in 1956 byMr. Jacob Wachtel, founder and firstchairman of the Israel Air TrafficControllers Association. Over the nextfew years he wrote to associations inmany countries and received a positivefeedback. A working group was formedto prepare the foundation of theEuropean Federation of Air TrafficControllers Associations (EFATCA ).

    The venue and timing for the foundation

    meeting of the European Federationwas decided upon for 19th and 20thOctober, 1961 in Amsterdam, theNetherlands. However, during thecourse of the conference it was madeknown that at least twenty other nationalorganisations also had expressed aninterest in joining such a federation.That is how the representative body ofair traffic controllers was founded bytwelve European countries. It has since

    grown to 138 Member Associations andrepresents more than fifty thousand airtraffic controllers world-wide.

    Today the International Federation ofAir Traffic Controllers Associations(IFATCA) is well represented ininternational forums involvingInternational Civil Aviation Organisation(ICAO), Eurocontrol, the EuropeanUnion and others. ppppppppppppppppp

    The International Federation of AirTraffic Controllers Associations is anindependent non-government, non-political professional organisation. Itsmain objectives are:

    To promote safety, efficiency, andregularity in international air navigation;

    To assist and advise in thedevelopment of safe and orderly

    systems of air traffic control (ATC); To promote and uphold a highstandard of knowledge and professionalefficiency among air traffic controllers;

    To protect and safeguard theinterests of the air traffic controlprofession;

    To make mutually beneficialaffiliations with other internationalorganisations;

    To strive for a worldwide federationof Air Traffic Controllers Associations.

    In order to achieve and follow theseaims, the Federation co-operatesclosely with national and internationalaviation authorities, and otherinstitutions, corporations or personsconcerned with air navigation. TheFederation assists wherever possible inthe development of new procedures andfacilities necessary and useful for thesafety of international air traffic. It

    collects and distributes information onprofessional problems anddevelopments across the world, andseeks to support and sponsor thepassage of legislation and regulations,which increases and protects the safetyof air navigation,through thedevelopment ofappropriateworking

    conditions in airtraffic control.

    The Federationis a voluntarybody with onepermanentadministrationstaff member.Themanagement of the Federation is the

    responsibility of the Executive Boardcomprised of nine elected officers with

    voting powers, and a bienniallyappointed Secretary/ConferenceExecutive. With the exception of theadministrative staff, all tasks andprojects are carried out on an honorary

    basis which is representative of themembers dedication to their profession.

    The changing nature of present AirTraffic Management (ATM) systemsinvolves many facets ranging from thestatus of the Air Traffic Services (ATS)providers to the reduction of separationstandards, However, there is oneconstant in the process and that issafety. There is a need to establish a

    common baseline from which standardscan be applied. At the same time, theapplication of safety standards must betransparent to all parties.

    It is essential that the responsibility forsafety regulation be totally divorced

    from the provision ofATS. The commercialelements of ATS arenot necessarycompatible with safetyrequirements, whichshould be mandatedby an independentstate authority.

    IFATCA believes thatsufficient resourcesshould be directedtowards establishing

    robust and independent safetyregulation at national, regional andglobal levels to encompass ATMequipment, procedures and personnel.
