Diabetes programme breaks evenin first year

A disease management programme for patients withdiabetes mellitus developed by Wellmark Blue Crossand Blue Shield of Iowa, US, recouped its start-up costswithin the first year of operation, according to a report inDisease Management News.

A study of 317 patients enrolled in the programmeshowed that participation reduced the number ofemergency-room visits for these patients from 147during the year before programme participation to 128during the year after enrolment; the number of hospitaladmissions fell from 45 to 41, respectively. Theprogramme’s return on investment for the initial yearwas calculated at 0.93 when start-up costs wereincluded, and at 1.21 when these costs were excluded.

The programme, which had a strong emphasis onpatient education, targeted health plan members aged ≥18 years with diabetes. One component of theprogramme was the identification of patients who hadnot undergone a dilated retinal eye examination duringthe previous 12 months. Patient and physicianreminders to ensure that patients underwent such anexamination resulted in an increase in the rate of dilatedretinal eye examination from 50% in 1997 to 55% in1998.Wellmark posts utilization gains from diabetes DM.
