Government launches digital certification system

IWith a new law called Provisional Measure 2200, the Brazilian government has officially launchedthe Brazilian public-key infrastructure, known as 'ICP-Brasil', which was created to guarantee thelegal validity and integrity of e-documents through digital certification.

Under the new law, the Root Certification Authority will be established, which will register certificationcompanies. The Nationallnstitute of Information Technology will determine the strict procedures andchecks that certification companies must comply with in order to be duly accredited.

Once registered with the Root Certification Authority, a certification company may register e­signatures and issue digital certificates. Certificates shall contain identification information and thepublic key of the registered person or entity. The public key will be paired with a private key. Theprivate key, unique to the user, will be used to encode the signature/documents and the public keywill be used to decode the signature/documents.
