Madera County is the geographic center of the State of California. The County covers an area of approximately 2,100 square miles, which encompasses portions of the rich San Joaquin Valley, the Sierra Nevada Mountain Range, and the southern portion of Yosemite National Park. The County has a population of 157,672 with an unincorporated population of 74,000. Madera County has been named one of the fastest growing counties in California. Madera County enjoys housing one Community College campus with two more campuses in nearby communities. Additionally, Madera County is just a short drive from California State University, Fresno and University of California at Merced. The County has some of the most desirable housing costs in the state and is located at the southern entrance to Yosemite National Park, which affords a variety of recreational opportunities, including skiing, fishing, picnicking, and numerous recreation streams and lakes. In short, Madera County is a fun-filled region of outdoor adventure, wine tasting, and historic museums.

The PositionThe Director of Behavioral Health Services is a Department Head position that also serves as the Local Mental Health Director and Alcohol and Drug Administrator; and is appointed by and serves at the pleasure of the Board of Supervisors. This position, under general administrative direction, plans, directs, manages, and oversees the functions, operations, and programs of the Department of Behavioral Health Services, including general and mental health, and drug abuse and alcohol treatment services.Examples of Duties:Plans, directs, manages, and oversees the functions, operations, and programs of the Department of Behavioral Health Services, including general mental health and drug abuse and alcohol treatment and prevention functions; recommends to the Board of Supervisors the provision of services, establishment of facilities and other matters necessary or desirable in accomplishing the purposes of the public mental health system; works effectively with advisory boards and committees; based on policy direction from the Board of Supervisors, sets County mental health system policies and objectives; oversees and participates in the development and implementation of Behavioral Health Services Department goals, objectives, policies and priorities; negotiates provider contracts; monitors, evaluates and reports on the quantity and quality of contracted services; reviews program activities to ensure compliance with applicable Federal, State and local laws, regulations and contract provisions; prepares, recommends, and oversees long and short range planning activities, including coordination with other political jurisdictions and agencies; represents

The Qualifications

The Ideal CandidateCandidates for this position must be confident, high-energy leaders, capable of operating with significant independence and initiative, yet open to direction from their respective Board of Supervisor. The ideal candidate will have the ability to contribute at executive level; provide highly collaborative and ethical leadership; inspire and lead staff; and also, be recognized by the organization as being strategic, passionate, and committed.

This top caliber individual will also have the ability to establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

The Director of Behavioral Health Services requires the following pursuant to the California Code of Regulations, Title 9, Division 1, Chapter 3, Article 8, Section 620: Where the Local Mental Health Director is other than the local health officer or medical administrator of the county hospital, he or she shall be one of the following:

(a) A physician and surgeon licensed in the State of California showing evidence of having completed the required course of graduate psychiatric education as defined in Section 623 to be supplemented by an additional period of two (2) years of training or practice limited to the field of psychiatry, one (1) year of which shall have been administrative experience.

(b) A psychologist who shall be licensed in the State of California and shall possess a doctorate degree in psychology from an institution of higher education. In addition, the psychologist shall have had at least three (3) years of acceptable clinical psychology experience, two (2) years of which shall be administrative experience.

(c) A clinical social worker who shall possess a master’s degree in social work or higher and shall be a licensed clinical social worker under provisions of the California Business and Professions Code, and shall have had at least five (5) years mental health experience, two (2)years of which shall have been administrative experience.

(d) A marriage, family, and child counselor who shall have a master’s degree in an approved behavioral science course of study, and who shall be a licensed marriage, family, and child counselor and have received specific instruction, or its equivalent, as required for licensure on January 1, 1981. In addition, the marriage, family, and child counselor shall have had at least five (5) years of mental health experience, two (2) years of which shall have been administrative experience. The term, specific instruction, contained in Sections 5751 and 5751.3 of the Welfare and Institutions Code, shall not be limited to school, college, or university classroom instruction, but may include equivalent demonstrated experience in assessment, diagnosis, prognosis, and counseling, and psychotherapeutic treatment of premarital, marriage, family, and child relationship dysfunctions.

(e) A nurse who shall possess a master’s degree in psychiatric or public health nursing and shall be licensed as a registered nurse by the Board of Registered Nursing in the State of California, and shall have had at least five (5) years mental health experience, two (2) of which shall have been administrative experience. Additional post-baccalaureate experience in a mental health setting may be substituted on a year-for-year basis for the educational requirements.

(f) An administrator who shall have a master’s degree in hospital administration, public health administration, or public administration from an accredited college or university, and who shall have at least three (3) years experience in hospital or health care administration, two (2) of which shall have been in the mental health field. Additional qualifying experience may be substituted for the required education on a year-for-year basis with the approval of the Department of Mental Health.

the Behavioral Health Services Department to the public, community organizations, and other government agencies; receives citizen input on quality of services and responds appropriately to inquiries and complaints; develops and administers assigned budgets, prepares budget requests and control expenditures; submits an annual report to the Board of Supervisors reporting all activities of the programs, including a financial accounting of expenditures and forecast of anticipated needs for the ensuing year; ensures preparation of required documents, including the annual Bronzan-McCorquodale Performance Contract; carries out studies appropriate for the discharge of duties; coordinates Department activities with related Federal, State, and local agencies to maximize revenue from these sources and assures the efficient delivery of services; participates on a variety of boards, committees, and commissions; administers Madera County Medi-Cal Managed Care Plan for psychiatric services; selects, directs, supervises, trains, and evaluates assigned staff.

Benefits & CompensationThe salary for Director of Behavioral Health Services is $123,657 - $150,306 annually. Placement within the salary range will be determined by the candidate’s qualifications and experience as deemed appropriate by the Board of Supervisors. Madera County offers a benefits package that includes the following:

• Defined Benefit Retirement Plan: The County participates in the California Public Employees’ Retirement System (CalPERS). For current (classic) employees, the benefit is 2.7% at 55. For new members, the benefit is 2% at 62. The County participates in Social Security.

• Health/Dental/Vision Coverage: Employees may participate in the CalPERS Health Benefit Program. The County offers 95% employer-paid health/dental/vision insurance coverage for the employee for certain health plans, and 50% of two-party or dependent coverage.

• Deferred Compensation Plan: Employees have the option to voluntarily participate in the County’s 457 tax-qualified program. For department heads who show proof of other coverage and opt out of the Health Benefit Program, the County will contribute to their deferred compensation account. For the 2021 calendar year, this contribution amount equals $730.06 per month.

• Life Insurance: $50,000 County-paid life insurance policy.

• Disability Coverage: County-paid Long-Term Disability coverage.

• Holidays: 13 paid holidays per year.

• Sick Leave: 1 sick leave day per month, accruing without limit.

• Vacation: 1-week paid vacation in first year of service upon approval by the Board of Supervisors, 2 weeks paid vacation after 1 year of service with accrual increasing thereafter with years of service (45 days maximum accrual).

• Management Leave: 40 hours of management leave per fiscal year.
