Under Article 6 of the Act concerning the election of the representatives of the European Parliament andRule 8(4), her membership of the European Parliament ended with effect from 7 May 2002.

They will ensure thattheir national policies conform to that common position.

60/2002Declaration by the Presidency on behalf of the European Union

on the situation in MadagascarBrussels, 16 May 2002

The European Union remains convinced that only an agreement between the parties, and nationalreconciliation, will make it possible to resolve the present crisis and to preserve the integrity and unity of thecountry. In this connection, the decision by the Governors of Tulear, Diego Suarez, Tamatave and Majungato declare the independence of their provinces is particularly regrettable and certainly does not help thesearch for a peaceful and democratic solution to the crisis. The European Union would also encourage theparties to do everything possible to allow the resumption of economic activity, which will involve the liftingof roadblocks, as provided for in the Dakar agreement.

The European Union is convinced that the Dakar agreement remains the appropriate framework for theachievement of a solution.

The European Union welcomes the renewed efforts by President Wade, who is organising a new meetingwith Mr Ravalomanana and Mr Ratsiraka in Dakar on 13 May, and those of the OAU to encourage theimplementation of the objectives of the Dakar agreement.

The EU welcomes the unconditional release of Daw Aung San Suu Kyi from house arrest and expresses itssatisfaction to the Burmese authorities on this important step. The EU is encouraged to learn that the StatePeace and Development Council (SPDC) considers the 6th May 2002 as "opening a new page for the peopleof Myanmar". The EU hopes that this new beginning will lead to a substantive dialogue between the partiesconcerned bringing about a genuine process of democratisation in the country. The EU commends theUnited Nations Secretary General's Special Envoy Razali Ismail for his good offices.

The EU will continue to follow developments closely and remains prepared to review and adapt its positionas soon as substantive progress in the democratisation process warrants it.

The EU regrets the decision of the Belarus authorities not to extend the Visa of the acting head of the OSCEAdvisory and Monitoring Group (AMG) in Minsk, and urges the government of Belarus to remove everyobstacle to the proper functioning of the AMG, reiterating its statement made in the OSCE SpecialPermanent Council in Vienna on 16 April. In this context early acceptance of a new head of mission wouldbe an important signal for the willingness of the government of Belarus to resume a constructive co-operation with the OSCE.

The EU continues to closely monitor developments in the relationship between the OSCE and Belarus andbelieves that the OSCE has a crucial contribution to make to the strengthening of the democratic institutionsin Belarus.

The EU reiterates the importance it gives to a full resumption of co-operation between the authorities ofBelarus and the OSCE. Indeed, the EU considers the said resumption as a token of genuine commitment ofthose authorities to the improvement of their relationship with international organisations, in particular theEU.

64/2002Statement of the European Union on the position of the United States towards the

International Criminal CourtBrussels, 14 May 2002

The European Union takes note with disappointment and regret of the decision by the United States on 6May 2002 formally to announce that it does not intend to ratify the Rome Statute of the InternationalCriminal Court (ICC) and that it considers itself released from any legal obligation arising from its signatureof the Statute on 31 December 2000.

While respecting the sovereign rights of the United States, the European Union notes that this unilateralaction may have undesirable consequences on multilateral treaty-making and generally on the rule of law ininternational relations.

The European Union restates its belief the anxieties expressed by the United States with regard to the futureactivities of the ICC are unfounded and that the Rome Statute provides all necessary safeguards against themisuse of the Court for politically motivated purposes. It is confident that this will become self-evident whenthe Court begins its work.. The European Union is disappointed that the United States has felt obliged to actas it has without the benefit of actual experience of the Court’s activities. It believes that such experiencewill show that the United States can associate itself fully with the Court.

The European Union is also concerned at the potentially negative effect that this particular action by theUnited States may have on the development and reinforcement of recent trends towards individualaccountability for the most serious crimes of concern to the international community and to which the UnitedStates shows itself strongly committed.

For its part, the European Union reaffirms its determination to encourage the widest possible internationalsupport for the ICC through ratification or accession to the Rome Statute and its commitment to support theearly establishment of the ICC as a valuable instrument of the world community to combat impunity for themost serious international crimes.

6. The European Union expresses the hope that the United States will continue to work together withfriends and partners in developing effective and impartial international criminal justice and will not close the

Declaration by the Presidency on behalf of the European UnionOn Iraq

Brussels, 20 May 2002

The European Union welcomes the meetings between Mr Naji Sabri, Minister for Foreign Affairs of Iraq,and Mr Kofi Annan, Secretary-General of the United Nations, aimed at finding a diplomatic solution to thequestion of weapons of mass destruction in Iraq, through full implementation of the Security CouncilResolutions and compliance by Iraq with its disarmament obligations.

The European Union reaffirms its attachment to the unconditional observance of the United Nations SecurityCouncil Resolutions. It calls on Iraq to comply with the Resolutions without delay, in particular by agreeingto the return of inspectors to Iraq in accordance with Resolution 1284.

The European Union unreservedly supports all efforts on the part of the Security Council and the Secretary-General of the United Nations.

The European Union welcomes the Security Council's adoption of Resolution 1409 of 14 May 2002 whichsignificantly eases the United Nations sanctions on Iraq. The new "Oil for Food" programme will allow Iraqto import civilian goods more freely, while maintaining strict control on dual use goods. Such controlremains necessary owing to the continuing concern of the international community regarding the potentialuse of these goods in mass-destruction or conventional weapons programmes. The European Union callsupon Iraq to cooperate fully with this new sanctions regime, which should help improve the humanitariansituation and above all benefit the Iraqi people.

The European Union welcomes the outcome of the consultations between the Government of the Republic ofIndonesia and the Free Aceh Movement that took place on 9-10 May 2002 in Geneva, and the JointStatement signed on 10 May.

The European Union also wishes to recognise the facilitation provided by the Center for HumanitarianDialogue and the role played by the group of Wise Men.

The European Union welcomes the mutual recognition of the Nanggroe Aceh Darussalam Law on specialautonomy as a starting point for a dialogue aiming at involving all elements of Acehnese society and hopesthat a new foundation for a successful process thereby has been laid.

The European Union urges both parties to live up to the Joint Statement and seize the opportunity to find away to end violence in Aceh by pursuing a durable settlement based on autonomy for Aceh within theRepublic of Indonesia.

It welcomes this important stage in the context of a return to constitutional rule and urges all parties in theComoros to press ahead with the process of national reconciliation initiated under the Fomboni Agreement of17 February 2000.

The European Union solemnly calls on the new Comorian authorities and on the political class in thatcountry to continue the work of establishing the democratic institutions of the Union of the Comoros and, inthis context, the Union confirms its determination to assist the Comoros on the road to development andreconciliation.

on latest tensions between India and PakistanBrussels, 22 May 2002

The Presidency, on behalf of the EU, expresses its deep concern over the deterioration of Indo-Pakistanirelations during the past days. Recent terrorist attacks in Jammu-Kashmir and the military incidents that havetaken place over the last 48 hours at the border, could pose a serious threat, not only for the Indian andPakistani people, but also for stability in the whole region.

The EU hopes that steps will be taken promptly to improve the current situation, and urges both parties tomake the necessary efforts to avoid a spiral of confrontation of unpredictable consequences. In this sense, theEU wishes to stress that the common enemy of us all is terrorism, wherever and against whomever it isdirected.

The Union urges the Governments of New Delhi and Islamabad to take all measures to decrease tension, as afirst and necessary step towards the resumption of productive dialogue between the two countries.

The European Union is deeply concerned by the recent intensified fighting in Liberia and is convinced thatthe use of force in this country can only lead to a further destabilisation, also at a subregional level, andincrease the suffering of the population.

The European Union condemns the attempts by armed rebel groups to take power in Liberia by the use offorce and calls upon neighbouring countries not to support them.

The European Union encourages all local and regional mediation efforts leading to an immediate end tofighting and supports the intensification of the dialogue undertaken by the Mano River Union, ECOWASand civil society organisations. The European Union particularly welcomes ECOWAS’ call for a cease-firemade by heads of state and government at Yamoussoukro on 17 May 2002.

The European Union calls for all parties to ensure that humanitarian initiatives are protected and thatcivilians are not affected by the military operations.

The European Union is deeply worried about the most recent attacks against the independent media inKazakhstan, which include the repeated vandalising of TAN TV feeder cable in Almaty, the 3 May arsonattack against the “Ak Zhaiy “ publishing house in Atyrau, the aggression against two journalists of thenewspaper “SolDat” on 21 May followed by the destruction of its equipment, and the firebomb attack againstthe offices of the newspaper “Delovoye Obozreniye-Respublika” on 22 May, which, furthermore, risked thelives of many people in the same building.

The abovementioned acts call into question the safety of the independent mass media in Kazakhstan,protected by its Constitution and by the commitments freely assumed by Kazakhstan in the framework of theOSCE and of several international agreements, among which the Partnership and Cooperation Agreementconcluded with the European Union is of special relevance to the EU and its member states.

The European Union expects the Kazakhstani authorities to carry out a rapid and thorough investigationaimed at the identification and prosecution of the perpetrators of the mentioned violent acts. At the sametime, the Union expects Kazakhstani authorities to secure the appropriate conditions and effective guaranteesfor an unhindered work of the independent media in the country.

Declaration by the Presidency on behalf of the European Unionon the elections in Lesotho published in Madrid and Brussels

Brussels, 29 May 2002

1. The European Union was invited by the Minister of Foreign Affairs of the Kingdom of Lesotho tosend observers to the General Elections held on 25 May 2002. A total of 63 experts drawn from twelvemember States and the European Commission Delegation were deployed throughout the country to observethe final stages of the election process. Observers visited over 400 polling stations throughout the country onElection Day (17% of the total) as well as Advance Voting stations on Thursday, May 23rd.

2. In the vast majority of stations visited, voting commenced on time or shortly after 0700, and thestations operated efficiently. However, in some areas, voting was delayed until late morning or the afternoon,and many people were forced to wait patiently for many hours in order to cast their votes. Observerswelcome the action taken by the Independent Electoral Commission (IEC) to ensure that extending voting in51 stations disenfranchised no voters to Sunday morning.

3. Despite these problems, observers were impressed by the determination of voters, who queuedpatiently and turned out in significant numbers. In particular, voters accepted the new mixed electoral systemof constituency and party votes and no problems were recorded in this regard.

4. Observers noted the high level of participation by party agents with the average number at a stationbetween 8 and 10. Observers received no complaints on the secrecy or integrity of the balloting from partyagents, although a number of complaints were recorded on late opening. The parties are to be commended onthis high level of participation, and the way in which their representatives exercised their responsibilities.

5. A success of the election was the quality and integrity of the electoral roll, although parties oftenreceived their station rolls late. The innovative use of photographs worked well; and the incidence ofdisputed or tendered ballots, or persons presenting to vote who were not on the list, was extremely low.Counting at stations was carried out with great care and attention to detail, and in stations observed the voteswere properly tallied and certified by the party agents and the electoral officials.

6. In conclusion, despite the administrative mistakes affecting some polling stations, there were nosignificant cases of irregularities or contraventions of the Electoral Act or relevant IEC regulations duringpolling. Citizens were able to freely vote for the candidate and the party of their choice.

7. The 2002 elections represented an historic step to create a more inclusive representative systemwhich bodes well for the economic and social development of the country. The EU commends all those whocontributed to its success - the IEC and its staff, the authorities of Lesotho, party leaders and officials, thepolice and army, and above all the Basotho people. The EU urges all political parties to accept the results ofthe election and trusts that any outstanding issues on the management of the election will be pursued throughnormal legal channels.

Declaration by the Presidency on behalf of the European Unionon the elections in Colombia

Brussels, 29 May 2002

The European Union welcomes the development of the electoral process in Colombia, which demonstratesthat democracy and the will of an entire people to live in peace and freedom are flourishing. However, theEuropean Union deplores the fact that part of the civilian population was not able to exercise freely itsdemocratic right to vote because of the insecurity resulting from repeated terrorist attacks against thedemocratic institutions of the country, their representatives and the population as a whole. The EuropeanUnion condemns in the strongest possible terms the acts of violence, which claimed victims.

The European Union also congratulates the President elect of Colombia, Alvaro Uribe, who achieved ahistoric victory at the elections on 26 May. His election is proof of Colombians' firm support for andconfidence in him personally and his plan for the country's future. Moreover, the Union is convinced that thePresident elect of Colombia, on the firm basis of the rule of law and full compliance with human rights andfundamental freedoms, will be able to meet in full the aspirations for peace and prosperity of all its people.

Furthermore, the European Union will continue to stand by the Colombian people and their Government intheir efforts to secure justice, social advancement and the reconciliation of all Colombians, and in theirstruggle against terrorism, impunity and violations of human rights and international humanitarian law. TheUnion supports the quest for a negotiated solution to the conflict in which Colombia is embroiled.

1. CONSUMER PROTECTION

- Key points :

The new Treaty Article 153 provides the necessary legal basis for minimum harmonisation for thepurposes of combating over-indebtedness in the European Union, and fully in keeping with theproper application of the principle of subsidiarity. This could be achieved in particular by amendingand enhancing existing Community laws, focusing particularly on consumer credit, measuresregarding unfair terms, banking and insurance directives, distance sales in general and financialservices in particular, advertising, time-shares etc.

The own-initiative opinion fleshes out and completes the Committee's analysis of the problem of

over-indebtedness, and also aims to call upon the Community institutions to take due account of theconclusions and recommendations, thereby helping to ensure that the problem is addressedappropriately at the Community level.

* * 2. ISLAND POLICY

• Trans-European networks and islands Rapporteur : Mr Vassilaras (Various Interests – EL)

- Key points :

The EESC notes that despite considerable efforts in recent years (often with EU support), islands

still lag behind in their development. So that the trans-European networks extend as far as theEU's islands, the EESC proposes the following measures: • transport system must be established that are based in particular on high-speed ships for

making islands part of more open markets than systems only providing lifelines withnational mainlands. Territorial links must be provided everywhere. They must be EU-wide and not just national;

• islands must be the subject of positive discrimination criteria which compensate for the

additional transport costs if the Single Market is not to remain an abstract concept inislands;

• all islands must have access to a specific fund for fixed or mobile infrastructure with regard

to transport and every form of public network (energy, telecommunications, water, waste); • all islands must be eligible for operational aid, to be paid directly to enterprises so as to

reduce the extra cost of transport for them; • all aspects of insularity must be included in the calculation of the price of transport and

consideration must be given to social parameters. Finally, the EESC proposes that 2005 be declared European Year of the islands. To mark this

occasion, the Commission could assess the measures already taken to help islands and use the reformof the Structural Funds and regional policy to endorse a more ambitious policy.

3. FORESTY, AGRICULTURE, ENVIRONEMENT AND ENERGY - European forestry sector/Enlargement

Rapporteur : Mr Kallio (Various Interests - FIN)

- Reference : Own-initiative opinion – CES 523/2002 – Key points :

This opinion, which was the object of a hearing organised by the EESC NAT Section on 3 Aprillast, looks at the role played by forestry and the forest-based industries in the EU applicant countriesand the changes that enlargement will entail for the EU's forestry sector.

After enlargement forest and other woodland will increase by 34 million hectares (25%) and total

employment in the forestry and the forest-based industries in the EU will be roughly a quarter morethan at present.

Land reform is an important factor affecting forestry in the applicant countries and will continue to

be so over the next few years. The EESC feels that organising training and guidance for millionsof new private forest owners and stepping up cooperation among them are key measures. Theprime concern, however, is the creation and effective implementation of a credible body of lawssupporting the changing structure of forest ownership.

Even after enlargement, economic, ecological and social sustainability, as well as the multi-

functionality of forests, will remain key guiding principles for forestry.

The EESC believes that the importance of forests for climate should be examined both in theapplicant countries and the Member States, in general terms as well as in the context of the KyotoProtocol, and the use of wood should be promoted. In the EESC's view the use and impact of EU aidto forestry in the 1990s should be made the subject of an EU-wide study, to develop and evaluatesupport schemes in the future. Finally the Committee points out that the EU should promote theproduction of consistent, comparable and up-to-date statistics on the forestry sector in the EUand in the applicant countries.

In its comprehensive own-initiative opinion, adopted in November 2000 in anticipation of the

announced publication of the European Commission's White Paper, the Committee identified youthemployment and social integration, education and mobility, participation and civil society as crucialelements of youth policy. It is thus with concern that the Committee notes the limited scope of theWhite Paper's priorities and therefore urges the European Commission to place the improvement ofyoung people's social situation at the heart of all future youth policy endeavours. The Committeefurthermore regrets that the White Paper remains tacit about the participation of pre-accessioncountries.

• European Year of Education through Sport 2004 Rapporteur : Mr Koryfidis (Workers – EL) - Reference : COM(2001) 584 final - 2001/0244 (COD) – CES 516/2002 - Key points : The EESC endorses the Commission proposal to declare 2004 the European Year of Education

through Sport. It agrees with the Commission's objectives, as well as the urgent need for acomprehensive, well-founded and integrated Community approach to the issue before it is too late.The aim of this initiative is to redefine the environment in which the sporting movement operatesand ensure that it is compatible with traditional sporting values and with modern educational andeconomic needs.

The EESC believes the Commission's choice of 2004 to be a good one. The major sporting events of

that year (Olympics and Paralympics in Athens, European football championships in Portugal) willreally provide a great opportunity; one that is of crucial significance for related measures atgrassroots level. Of course the substance of these measures must be considered, as well as how theyare to be developed.

• Adoption of the third phase of the trans-European cooperation scheme for

* * 5. EUROPEAN AREA OF FREEDOM, SECURITY AND JUSTICE • Illegal immigration Rapporteur: Mr Pariza Castaños (Workers – E) - Reference : COM(2001) 672 – CES 527/2002 - Key points : The Committee expresses its full support for combating illegal immigration, particularly those

aspects involving smuggling and trafficking of human beings. This is a necessary adjunct to acommon immigration policy: the Council should therefore step up its work on adopting the relevantdirectives.

The Community institutions and the Member States need to promote new legislative and

administrative instruments to prevent the illegal employment of irregular immigrants. The socialpartners must be involved, and the victims of illegal work exploitation should be consideredsympathetically.

Transport companies should not be responsible for checking passengers' documents, as this may

prevent the right of asylum being exercised. The Committee suggests that consideration be given to preparing regularisation measures, averting

• Safeguarding internal security and complying with obligations Rapporteur working alone: Mr Retureau (Workers - F) - Reference: COM(2001) 743 final – CES 519/2002

- Key points : The Committee is fully in favour of devising a global and coordinated strategy for fighting terrorism

at European level and of harmonising procedures for defining and punishing the crime of terrorism. However, the Committee firmly declares that the right to seek asylum and protection under the

Geneva Convention and Protocol or other forms of protection must not under any circumstances beundermined or denied by anti-terrorism or internal security policies.

Turning to the chapter examining the Commission's asylum and international protection proposals

from an internal security angle, the Committee recommends revising only those provisions whichprove to be ineffective in protecting European territory or allow the EU to be used as a base fororganisations operating in third countries.

• Right of Union citizens to move freely Rapporteur: Mr Rodríguez García Caro (Employers - E) - Reference: COM(2001) 257 final – CES 522/2002

- Key points: The Committee welcomes and generally approves the proposed directive, subject to specific

comments. This simplification of legal texts and streamlining of administrative formalities willbenefit the citizen, as free movement will be more accessible and less bureaucratic.

The Committee approves the Commission's proposal to enlarge the scope of the definition of "familymember" and to abolish Member States' right to fix the minimum amount of economic resourcespersons not working and retired persons must possess in order to reside in their territory.

The Committee can see no grounds for distinguishing between different types of student, and

considers that if the children remain in the Member State to study in an educational establishment,the mother, father or guardian should be able to reside with them until they reach the age of majority.

The right of residence of family members in the event of divorce or annulment of the marriage

should be more explicit. The acquisition of the right of permanent residence should be possible without the need to prove a

specified period of prior residence.

The right to receive health care in the event of need should be excluded from the restrictions. The Committee considers that some situations are sufficiently serious to warrant exclusion from the

right of entry and residence, on grounds of public policy, public security and public health. Theproposal should be qualified further, on the basis of the principle of proportionality, to provide forcases where persons are found to have previous convictions for crimes such as terrorism, traffickingin weapons or drugs and crimes against the person.

The Committee considers that the best way of understanding a decision which curtails a right is to

receive it in a language that is understood by the person concerned, in the language of the Statewhich issues it and in the language of the Member State of which they are nationals.

* * 6. EXTERNAL RELATIONS • ACP-EU Partnership Agreement

Rapporteur : Mr Baeza (Workers – E) - Reference : Own-initiative opinion – CES 521/2002

- Key points : The Committee welcomes the conclusion of this Agreement, the ultimate objectives of which are

poverty eradication, sustainable development and the gradual integration of the ACP countries intothe world economy.

The EESC welcomes the participatory approach adopted in the Agreement, which is manifested in

the desire to broaden ACP-EU cooperation to embrace a whole range of non-State actors. Inparticular, the new convention takes into account the main requests of the Committee by devoting anew chapter to the actors of the partnership and stressing their role in defining and implementingdevelopment policies and the need for capacity-building.

The new convention also provides for follow-up dialogue between economic and social interest

groups and between the ACP-EU Council of Ministers and the ACP-EU Joint Assembly. The newconvention also tasks the European ESC with organising consultative meetings and meetingsbetween ACP and EU socio-economic interest groups.

Nevertheless, the involvement of new actors as envisaged in the Agreement also raises a number of

serious questions, in particular regarding the element of imprecision in defining non-State actors, the

lack of instruments to bind non-State actors, and the uncertainty as to whether these actors canaccess directly some of the financial resources.

The Committee welcomes the boost given to the political dimension in the present Agreement and

the provisions concerning the involvement of civil society in this political dialogue. The Committee intends to invest fully in the implementation of the Cotonou Agreement and

proposes specific measures for the participation of organised civil society in the furtherance of ACP-EU relations. In particular, it proposes the following: • the EU and the ACP States should ensure that the contents of the Agreement are widely

publicised by all suitable means; • simplify the machinery whereby the representatives of civil society organisations can access

the resources released by the new Agreement; • strengthen the participatory approach, establishing national and regional structures which

promote dialogue between organisations representing civil society, and between theseorganisations and the public authorities;

• include a specific assessment of the level of consultation and use of resources by non-State

actors in the annual, mid-term and end-of-term operational reviews.

EUROPEAN BUSINESSES AND EMPLOYMENT STRATEGY • Local dimension – employment Rapporteur working alone : Mr Vinay (Workers - I) - Reference : : COM(2001) 629 final – additional opinion – CES 518/2002 - Key points : The European Economic and Social Committee welcomes the Communication. The Committee had

already expressed the conviction that creating employment development strategies at local levelshould make it possible to achieve the aims set down in all four pillars of the European strategy. Itreaffirms this view.

Attention to policies on equal opportunities for women and men is consistent with the entirelyrealistic belief that it is precisely at local level that the conditions which can limit or encouragegender equality are determined.

It is emphasised that the social partners, whose role has already been played in a positive and

creative way in the territorial pacts and in the cross-frontier partnerships operating on the basis ofEURES, are increasingly involved in developing the implementation of local strategies.

It is also stressed that the social economy has great potential in local development initiatives. It

would be desirable for the Commission to work towards a joint definition of principle, not least witha view to the forum on local development planned for the beginning of 2003.

The Commission mentions EURES. However, it is strange that the Commission is not suggesting

that it be fully integrated in the EES. The Committee would hope that in the analysis which the Commission plans of the results of Urban

and any other initiative, attention would also be paid to the spin-off effect of the spreading of bestpractice which is always included in them.

The Committee wishes to emphasise that training, education and lifelong learning are essential

components of any initiative to develop employment at local level.

The Committee endorses the Commission's decision to organise a Forum on local development nextyear, and is prepared to make its contribution at a time of wide-ranging reflection.

• Fiscal competition and company competitiveness Rapporteur: Mr Morgan (Employers – UK) - Reference: Own-initiative opinion – CES 526/2002

- Key points :

There are many issues but priority must be given to the tax dimension of the European Company

Statute. The full benefits of establishing a European Company (SE) will only be achieved if existingcompanies can form such an entity without incurring additional tax set up costs, and avoid some ofthe existing tax obstacles of operating in more that one Member State. As things stand neither ofthese are provided for and its success could therefore be jeopardised. At the same time theimplementation of the SE statute should not lead to new fiscal distortion vis-à-vis companiesregistered in Member States.

In the view of the European Economic and Social Committee, the regulation provides a useful tool

for achieving these objectives and monitoring developments. However, as pointed out in earlier opinions, there are still considerable differences in the collection

of data for the individual national systems. This makes data comparison and analysis difficult.

The EESC is disappointed that the data to be collected under the regulation only cover the nationaldimension of poverty and social exclusion, with no provision for local or regional data. This seemsin direct contradiction with EU guidelines, especially as regards economic and social cohesionpolicy which since 1992 has formed one of the three pillars of the Union.
