1. It gives me immense pleasure to bring out another edition of the e-newsletter with a view that the naval veterans, veer naris and their dependents benefit maximum from this. 2. The draft modalities for OROP scheme for Defence personnel were announced by Hon’ble Raksha Mantri on 05 Sep 15. Accordingly, government has notified implementation modalities for OROP scheme vide letter dated 07 Nov 15. A ‘One Man Judicial Commission’ has also been appointed by the government to make recommendations on removal of anomalies that may arise in the implementation of OROP. 3. The 7th Central Pay Commission (CPC) was constituted in Feb 2014 to give recommendation on pay & allowances and pensions of Central Govt employees including defence personnel. The pay commission has submitted its recommendation to the Government of India on 19 Nov 15. The recommendations of the 7th CPC are being examined and the issues thereon are being taken up with the concerned authorities for resolution. 4. Every opportunity is utilized by DESA to interact with the naval veterans and disseminate information pertaining to their welfare. In this regard, team from DESA/ other Directorates visited Bikaner, Jaipur and Sonipat in Nov/ Dec 2015 to meet Naval Veterans as part of ESM Rally/ Naval Veterans meeting. 5. Under the ‘Skill India’ initiative of the Government, the Navy is in the process of facilitating certification and placement of Naval Veterans. The primary focus is on obtaining certification for retired naval personnel to become trainers and assessors in various civil industrial sectors. This will help in filling large number of vacancies for trainers and assessors by retired naval personnel. 6. All veterans are advised to contact DESA on [email protected] for all official matters. It may be noted that communication on other email ids operated by DESA and NF will be stopped w.e.f 01 Feb 16. 7. Finally, on behalf of ‘Team DESA’, I take this opportunity to wish all our veterans, veer naris and their family members a happy and prosperous New Year.

UPDATE ON DESA ACTIVITIES

Naval Regimental System (NRS) Back to Top

1. The basic aim of NRS is to provide support to widows/NoK/dependents of family post

demise of naval personnel, immaterial of whether the individual was in harness or retired.

However, NRS does also attend to the grievances of pensioners as is feasible.

2. In a related issue, it is highlighted than on demise of an ex-serviceman, the widow/

next of kin is entitled to a death grant of Rs 25000/- (for sailors) and 30000/- (for officers).

Towards this, the widow / NoK is required to forward a copy of Death Certificate, copy of

Discharge Book/Ex-Serviceman Identity Card/ any other document which certifies/

authenticates the relationship with the Ex-serviceman and cross cheque (for directly

debiting the amount to the bank), to the concerned CRSOs with a copy to The Directorate

of Ex –Servicemen Affairs, 6th Floor, Chanakya Bhawan, Chanakyapuri, New Delhi-

110021 for processing the case and authorising payment expeditiously.

3. The 24th Navy Foundation AGM/ GCM was held on 11 Oct 15 at Kochi. The same

was attended by out station NF reps and 60 members of Local NF Chapter. Minutes of the

Meeting has been issued and forwarded to all concerned. Minutes of the Meeting are

available here.

4. Birth centenary of Late Adm SM Nanda (Retd) was commemorated by Navy

Foundation Delhi Chapter on 11 Oct 15 at Varuna Lawns. The event was attended by

serving and retired officers and family members of the Late Admiral. The CNS delivered the

keynote address. Rear Adm Kripal Singh (Retd), Adm L Ramdas (Retd) and Ms Ameeta

Mehra grand-daughter of the late Admiral addressed the gathering and shared the

experiences on their association with Adm Nanda. On the occasion, Adm VS Sekhawat

(Retd) released the revised edition of the book titled ‘The Man who Bombed Karachi’ on the

life of the late Admiral. An audio visual on the life of Adm Nanda was also screened.

5. Interaction with Veterans. Every opportunity is utilized by DESA to interact

with the naval veterans and disseminate information pertaining to their welfare as also to

update them on the new developments. Such interactions also provide an opportunity to

address the concerns of the veterans and find out way ahead to alleviate their grievances.

Accordingly, personnel from DESA/ other directorates at IHQ MoD(Navy) attended the

following events:-

(a) At Bikaner on 28 Nov 15, as part of ESM Rally organised by HQ 24 Arty Bde.

(b) At Jaipur on 06 Dec 15 as part of Purva Nau Sainik Sansthan, Rajasthan

annual meeting.

(c) At Sonipat, Haryana as part of Annual Meeting of Naval Veterans in Haryana

on 06 Dec 15.

6. Change of Navy Website. New Indian Navy website has been launched on

04 Dec 15. Many websites, on Navy, hosted by various units/establishment is Navy have

been merged and the contents have been migrated to this website hosted at

www.indiannavy.nic.in. Details regarding ESMs hosted earlier on the IRFC website have

also been migrated to this webpage. A new page for DESA is under design and

development to facilitate browsing more user friendly and would be hosted as a link to the

navy website. All information and services provided by DESA will thereafter be available on

this website. Veterans may note that this will include a discussion forum, grievances

redressal portal, veterans’ directory and a document repository for ready reference by the

veterans, veer naris and their dependents. Details of the new website will be published

shortly.

7. 7th AGM of VSF Delhi. 7th AGM of VSF Delhi Command Chapter was conducted on

12 Jul 15 at New Delhi. The event was attended by approximately 250 veterans and

veernaris. The veterans were updated on the latest developments in the fields of pension,

ECHS, Canteen and welfare schemes from INBA. Minutes of the Meeting are available

here.

8. 7th AGM of VSF. 7thGoverning Council Meeting and Annual General Body Meeting

of VSF were conducted on 30 Aug 15 at Vishakhapatnam. VAdm AK Jain AVSM VSM,

President VSF chaired the meetings. The AGM was attended by approximately 500 VSF

members from across the country. The AGM discussed various issues affecting the naval

veterans. The next GCM and AGM will be held under the aegis of VSF Kochi Command

Charter between Aug - Oct 16. Minutes of the meeting are available here.

9. Standardisation of VSF Membership Format. All VSF members are requested to

note that their membership number issued earlier has been amended to bring it to a

common format, which is State Initial / personnel number / type of Membership for example,

a life time member who is permanent resident of Uttar Pradesh, will have his membership in

the form UP/123456/LT. In case of a veer naris from Madhya Pradesh, this number will be

in the format MP/123456/HN, where 123456 is the personnel number of her spouse.

10. In addition to the already existing modes of reaching out to DESA (through 24x7 Toll

Free number 1800-11-3999, e-mail and landline/Fax) members and other naval veterans

can now also communicate with DESA through an interactive DESA blog

(www.desanavy.wordpress.com).

Widows’ Hostel Back to Top

12. Consequent to the submission of Widows’ Hostel drawings to MCD, clearances from Town Planning Department and the Fire Department have been obtained and the file has now been forwarded to Delhi Urban Arts Commission (DUAC) for further clearance. On obtaining clearance from DUAC, the Steering Committee of MCD would undertake a comprehensive study of the project before according the final clearance. Constant liaison is being maintained to monitor the progress for obtaining the final clearance at an early date.

13. Skill Development of ESMs. Under the “Skill India” initiative of the Government, the Navy is in the process of facilitating certification and placement of Naval Veterans. The skilling and certification are being progressed with National Skill Development Corporation (NSDC) and Sector Skill Council (SSC). The primary focus is on obtaining certification for retired naval personnel to become trainers and assessors in various civil industrial sectors. The proposals for such training programs are being progressed with Logistic Sector Skill Council, Security Sector Development Council and the Quality Council of India. The initiative is aimed at filling the large number of vacancies for trainers and assessors by retired naval personnel. The industry has shown keen interest in utilising the Skill sets of naval personnel as trainers and assessors. Interested veterans may contact INPA for more details. 14. Job Fair. Directorate General Re-settlement (DGR) has conducted three Job Fairs in 2015 (one each in Delhi, Mumbai and Guwahati). The job fair at Mumbai was conducted by Headquarters, Western Naval Command at Mankhurd. The event was attended by approximately 800 job seekers and 52 companies. The next job fair is scheduled at Bangalore on 10 Jan 16 under the aegis of Air Force Training Command. Interested veterans may apply/ register through DGR website (www.dgrindia.com) or the registration portal (www.triviz.com) for online registration. On the spot registration is also available. 15. Application for Jobs in PSU/ Govt. through INPA. A large number of intimations are received at INPA from various semi govt/PSUs/Public/private firms seeking retired naval personnel for recruitment to different posts. A large part of these vacancies are for permanent absorption. However, it is observed that the veterans do not apply for the job leading to loss of opportunity. In various occasions, it has also been observed that the applicants do not forward all supporting documents, leading to rejections of application or

delay in recruitment. All veterans seeking employment are requested to register with INPA on www.inpa.net.in and provide copies of all supporting documents to enhance placement opportunities.

16. Change of DESA Email ID. All veterans are advised to contact DESA on [email protected] for all official matters. It may also be noted that communications on other email ids operated by DESA and Navy Foundation will be stopped with effect from 01 Feb16.

17. How to Register with INPA. The procedure to register with INPA is given below:-

(a) Go to Home page (www.inpa.net.in).

(b) Select ‘Register now’ for new members.

(c) Member login page appears.

(d) Fill up details to create login, User ID and Password.

(e) Fill up the registration form. For multiple selection, press “CTRL” button and

select from list. Candidates are advised to choose maximum (five) option for Job

Preference and Place of Preference.

(f) Upload your resume and photographs.

(g) Submit.

(h) Temporary ID and undertaking Form will be forwarded on your email id.

18. Registration Charges. Annual Registration charges are as follows: -

(a) Officers & their dependent - Rs. 150/-

(b) PBORs & their dependent - Rs. 100/-

(c) Widows of naval personnel - Nil

“Demand Draft” / “At Par Cheque” for the payment of registration charges is to be

prepared in favour of – “INDIAN NAVAL PLACEMENT AGENCY” payable at NEW

20. Document Required for Registration at INPA.The following documents are

required for registration at INPA:-

(a) Resume with colour photograph.

(b) Copy of PPO (for retired personnel)/ NOC, Release Letter (for retiring

personnel).

(c) Demand Draft/ At Par Cheque.

(d) Undertaking certificate to be signed by individual.

ECHS

21. Revised Contractual Fees for Medical Officers at ECHS. The contractual fees in

respect of Medical Officers employed at ECHS has been revised wef 27 November 2015.

This will help in employing well qualified Medical Officers in the ECHS. The revised rates

are as follows:-

22. ECHS Cards. On expiring of the contract, ECHS Regional Centre, Delhi Cantt

has stopped making ECHS cards wef. 01 Jun 15. RC ECHS, Delhi Cantt has intimated all

polyclinics, hospitals, eye & dental centres and diagnostics centres due to technical issues

the “ECHS Smart Card” (Plastic Cards with Micro Chip) are not being issued to the

veterans for six to eight months. The temporary receipt being issued in lieu will have a

validity of six months, to obviate inconvenience to the beneficiaries.

23. ECHS Website.All information regarding ECHS, including list of empanelled

hospitals/facilities, forms for membership and latest policies etc are available on

www.echs.gov.in.

Pay/ Pension News

24. Implementation of OROP. The draft modalities for OROP scheme for

defence personnel were announced by the Hon’ble Raksha Mantri through the press

conference held on 05 Sep 15. Accordingly, government has notified implementation

modalities for OROP scheme for defence personnel vide letter dated 07 Nov 15. The

pension tables have not been promulgated till date and are awaited. The salient features of

the letter are as follows:-

(a) Pension of the past pensioners would be re-fixed on the basis of pension of

retirees of calendar year 2013.

(b) Pension will be re-fixed for all pensioners on the basis of the average of

minimum and maximum pension of personnel retired in 2013 in the same rank and

with the same length of service.

(c) Pension for those drawing above the average shall be protected.

(d) Pension would be re-fixed every 5 years.

25. Seventh Central Pay Commission Report. The 7Th Central Pay Commission was

constituted in Feb 2014 and was required to submit its report in 18 months. In Aug 15, GoI

accorded an extension of four months to the CPC for submission of report. The 7Th CPC

has submitted its recommendations to the GOI on 19 Nov 15. The recommendations of the

7Th CPC are being examined and the issues thereon are being taken up with concerned

authorities for resolution.

26. Uploading of LPDC on NAVPAY Internet Website. The Last Pay Drawn

Certificate (LPDC), giving details of Pay & Allowances last drawn by retiring officers/sailors,

are issued and handed over to personnel at the time of retirement. The revised LPDC in

case of any change in the entitlements, are also issued to the ESM and forwarded by post.

LPDC is a vital document and is required for pay protection/fixation, in case an individual

joins any Govt department/PSU. At times, the document does not reach the destination,

resulting in repeated reminders/telephonic calls from affected ESMs. In order to avoid such

eventualities, it has been decided to discontinue the printing/ dispatch of revised LPDC and

instead the same will be uploaded on NPO website for downloading and printing whenever

required. The same will be available in respect of personnel retiring on or after 01 Jan 16.

27. Remittance of Terminal Benefits of Retiring Sailors. Presently, on completion

of audit, Naval Pay Office issues the Payment Authorities of Leave Encashment and AFPP

Fund including interest thereon in favour of NAVPEN for remittance of these payments to

retiring sailors. Subsequently, any payment on account of difference in Pay &Allowances,

Dearness Allowance, Miscellaneous payments etc are credited by NPO in the Demob IPA

of the ex-sailors and post audit, the payment authorities are issued in favour of NAVPEN for

remittance of the amount to retiring/retired sailors through their Bank account maintained

with PNB, Mankhurd. In order to streamline the procedure of payment of retirement dues of

retiring/retired sailors and bringing in efficiency into the existing system, it has been decided

that all payments due to the retiring/retired sailors will be directly remitted by NPO through

retiring/retired sailors’ salary accounts. The new procedure will come into effect with effect

from 01 Jan 16.

Canteen News

28. New CSD Website. A new website has been launched for Canteen Stores

Department (CSD) at http://csdindia.gov.in. The website allows users of canteen facilities to

provide their suggestions / feedback directly through this site.

29. Online Canteen Smart Card Application Form for ESM. Based on requests

received from various Rajya Sainik Boards and ESM, Canteen Smart Card Application form

has been made available online for ESM. Presently ESM has to collect the application form

from a URC, get it countersigned from Station HQ/Soldier Board and then deposit it back

with URC. For people residing in remote areas this works to three rounds for them. By

online availability, one link will be reduced. Online application form for ESM is hosted at

www.indianarmy.nic.in with a link for Canteen Services. Its features are as under:-

(a) An ESM has to visit the link of Canteen Services on the URL

www.indianarmy.nic.in and click on Smart Card Application form for ESM.

(b) Person will have to fill interactive columns of Region and category.

(c) The individual will have to click on the particular Region in which he resides

and download the OCR readable form on pdf format as applicable for that region.

(d) Individual has to fill in the downloaded application, get it countersigned from

Zila Sainik Board/Station HQ and deposit it with the URC through which the

individual wants to draw the CSD facilities.

30. This will be beneficial for ESM located away from Military Cantt and at remote areas.

Therefore, all veterans are requested to give wide publicity to this information.

31. Assured Admissions for Wards of Naval Personnel in Professional Courses.

To provide higher education facilities to children of Naval personnel, collaborations have

been made with the following Universities/ Colleges and Institutes of repute for the

academic year 2015-16 for facilitating assured admissions at concessional rates:-

33. Financial Assistance to Veer Naris. Veer Naris were provided the following financial assistance towards Special Scholarship in respect of their wards during “Sahara Lunch” held at Navy House on 06 Nov 15:-

34. Post Retirement Death Insurance Extension Scheme (PRDIES). PRDIES

is available from NGIF for the retiring sailors. The insured amount in this scheme is Rs 5

lakh upto 30 years after retirement or 75 years of age, whichever is earlier.

1. Indian Navy Website (www.indiannavy.nic.in). This is the official website of Indian

Navy. It provides vision document of Indian Navy. All information of relevance to veterans is

hosted in the website under “Personnel” section of the website. It provides links to all other

naval agencies.

2. DGR Website (www.dgrindia.com). This website is maintained by the Director

General Resettlement and contains valuable information regarding resettlement

opportunity, employment assistance provided to ESM, various Forms, and News updates

from the Kendriya Sainik Board(KSB).

3. Ministry Of Defence (www.mod.nic.in). This is official website of Ministry of

Defence, which provides all MoD/GoI orders/circulars and publications which are useful to

ESM for eg ‘Sainik Samachar’.

4. Ministry of Personnel (www.persmin.nic.in). The Website of Ministry of

Personnel, Public Grievances and Pensions.

5. PCDA Allahabad (www.pcdapension.nic.in). The Website of the Principal

Controller of Defence Accounts (Pensions),DrupadiGhat, Allahabad. E-mail id of PDCA is

also mentioned below, personnel can directly send e-mail to CDA regarding their

grievances.

6. PCDA Navy (www.pdcanavy.nic.in). This site provides information regarding

latest orders/circulars of pensioners. They can be contacted for pending claims regarding

revision of pension and TA/DA claims etc.

7. Indian Naval Placement Agency (www.inpa.net.in). Indian Naval Placement

Agency site provides job assistance to all ex-naval personnel including widows. This site

provides job information to all ESM including those who are not the members of INPA.

8. Naval Children School (www.npsnavy.com). This is official site of Navy Children

School. You can visit this site for career option, counselling, admission, etc.

9. Canteen Stores Department (www.csdindia.com). All important information in

respect to Canteen Stores Department like revised monetary limits, authority letter

regarding purchase of car by PBOR, CSD bulletin, AFD item list depot wise are available on

this site.
