Consultant, United Nations Development Programme (UNDP) for the preparation of the Livelihood Rehabilitation Plan with Strategies, Key Programs, Monitoring and Evaluation component in Industry and Services for the Reconstruction Assistance on Yolanda (RAY 2014-2018), 13 May to 28 June 2014.

Consultant, International Labour Organization (ILO) for the Value Chain Development for Sustainable and Productive Tourism in Coron, Palawan, 5 May – 02 June 2014. Project outputs include the following:

o A value chain assessment of the tourism sector in Coron, Palawan that links local economic development, value chain development and Decent Work and covers: a) market linkages; b) the identification of key market players including government, local business groups, private sector, community organizations and other stakeholders; c) priorities in terms of opportunities and capacities, including the existing local labor market, skills and potential income and (self) employment generators;

o A report on report on the results of a stakeholder workshop which will be conducted to assist the development of a Value Chain Development Plan; and,

o A Value Chain Development Plan derived through a participatory approach indicating opportunities for livelihood development and proposals for value chain interventions, with a particular focus on short-term interventions that can be implemented and achieved in 2014. The plan should include a sequenced work plan from with clearly defined outputs, timing and responsible agencies and stakeholders.

run sustainable operations as a government-owned and controlled corporation

Led the team of consultants contracted by DAR to produce market studies, feasibility

studies and investment plans for priority Agrarian Reform Communities (ARCs) and

commodities (i.e., rice, rubber, muscovado, abaca and coffee);

Reviewed the value-chain map and indicative plans that were prepared by the stakeholders during the value-chain analysis & planning workshops for each of the identified Agrarian Reform Community (ARC) clusters for development of identified priority commodity;

Conducted validation of the proposed production and/or processing sites,

actors/operators, private sector partners and enablers in the identified value-chain

and make an assessment of whether or not the proposed project for coffee and rice

production and processing is feasible;

Conducted a market study to assess the present and projected demands for the

commodities, demand and supply gaps and the market opportunities or market share

of the proponents;

Facilitated the finalization of the Value Chain maps and investment plans for each

ARC cluster by the stakeholders involved; and,

Prepared individual feasibility studies (one each for public and private investments) of the agribusiness projects showing their overall viability and feasibility and also covering all major components including the technical aspect, market, organization and management, financial and economic benefits following the format and parameters of NEDA Investment Coordination Committee (ICC) including the social and environmental safeguards, risk assessment and sustainability measures and other non-quantifiable benefits.

Project Consultant, Powdered Chili Production under Task Force Pablo Livelihood Cluster, Department of Trade & Industry (DTI), August to September 2013.

Conducted a market study and value chain analysis for the chili farmers of municipalities of the Davao Oriental Province as a means to provide livelihood opportunities in specific areas devastated by the Typhoon Pablo.

Integrated DTI-Regional Operations and Development Group (RODG) Work Plan, a

road map of the RODG goals and detailed targets for two years as framework for the

development of MSMEs, never before produced at the RODG;

Implemented eight OTOP flagship projects (Engineered Bamboo, Pangasius Fillet, Vegetable Noodle, Microwavable Saba Banana, Virtual Poultry Farming, Waterlily, Bayong and SPIN projects), which served as catalysts for stronger LGU collaboration and convergence of efforts among other key players in identifying, developing and promoting products/services that represent their towns/cities;

Developed the industry clustering strategy of DTI using the value chain approach that is actively followed to-date; (Note: Collectively, the projects generated Php395 million in investments, earned Php145 million domestic sales, $7 million in exports, supported over 9,000 jobs, created over 9,000 MSMEs and assisted over 3,000 MSMEs.)

Designed and implemented the Big Push for SME Development Framework for

DTI-Regional Operations Development Group (RODG) from 2010 to 2013;

Supervised the collaboration between DTI and the Department of Agrarian Reform (DAR) for the latter’s implementation of the IFAD-funded CONVERGE Project; led the DTI team in the conduct of preparatory activities that served as basis and rationale for the Convergence on Value Chain Enhancement for Rural Growth and Empowerment (CONVERGE) Project; oversaw the formulation of needs assessment and the validation of the reports thereon through consultative workshops that were organized based on existing industry groups that have been put together in the course of earlier projects of DTI (e.g. DICCEP and NICCEP);

Led the successful implementation of the SMED Self-Employment Project, a DTI-GIZ

undertaking that ran from 2008 to 2012 and eventually spawned its successor

project, the Promotion of Green Economic Development (ProGED) which, in turn,

has commenced in 2012 and will conclude in 2015;

Improved MSME performance by introducing and successfully piloting an industry clustering strategy: Engr. Cruz introduced and piloted the JICA-funded Davao Industry Cluster Capacity Enhancement Program (DICCEP) strategy aimed building the collective capacities of businesses in the region as prime movers of the economy; led the successful implementation of DICCEP, which was made recipient of the 2010 Official Development Assistance (ODA) Good Practice Award under Strategies for Achieving Outcomes Category that was instituted by the National Economic Development Authority (NEDA).

Conceptualized the National Industry Cluster Capacity Enhancement Project (NICCEP), which was approved for ODA by JICA for 2012-2015, and led the implementation of the project until June 2013;

Steered the National Economic Research and Business Assistance Center (NERBAC) law into motion and pioneered the first NERBAC in the country as a model; (Note: The law created in 1992 was revitalized in 2006 when it modeled its operational framework after Engr. Cruz’s brainchild: The Davao Express Business Center (e-biz Davao), which expedited the process of business registration and licensing. E-biz Davao evolved into the Single Window for Investment Facilitation and Trade (SWIFT) and became NERBAC XI, the first in the country. AusAID selected SWIFT as one of its pilot projects in 2006 with the distinction of being replicated in Indonesia under BIMP-EAGA. Since its nationwide implementation in 2008, NERBAC has generated investment of over Php194 million, created about 1,511,000 jobs, and registered over 869,000 business names. NERBAC has become a model for local governments to improve competitiveness and attract investors. There are currently 15 regional and 24 provincial satellite NERBACs nationwide.)

Strengthened the export industry by introducing and successfully piloting Export Pathways Program (EPP), now a national strategy; (Note: The EPP was spearheaded by Engr. Merly Cruz to develop MSMEs with potential to become exporters. It is a systematic process in assisting the exporters’ growth through a value chain approach, industry clustering and sub-contracting. It is now considered as a major intervention towards the attainment of the country’s export goals and has been rolled out nationwide in 2008.
