Independent Living Fund Update
The Independent Living Fund closed on the 15th June 2015. Lancashire
County Council will be covering payments for existing claimants for the time
being. Existing claimants will start to be reassessed in September 2015

Focus on the Developing from the Negatives Project
Our brand new exciting Developing from
Negatives project (DFN) is a project
funded by the big lottery and run by
Disability Equality North West. The aim of
the project is to make the public aware of
what Disability Hate Crime is and how to
report Disability Hate Crime. Disability
Equality North West is also a third party
reporting centre which means you can
report a hate crime through us to the
police and we can support you though the
process. The project is funded by the Big Lottery for three years.
Disability Hate crime is the least reported form of Hate Crime, we are
hoping to change this by raising
awareness of Disability Hate Crime in
the local community and also by
supporting victims to report hate crime to
the police. Our “We just want it to stop”
banner is now on the side of the DENW
building. The project is off to a flying
start and has already supported lots of disabled people to report Hate
Crime. We also run a series of coffee mornings both at DENW and also
in the community which all have a Hate Crime theme and allow those
who have experienced Hate Crime to
talk to and support each other. We are
already and hoping to work with
Schools, Colleges and Community
Groups in order to educate the public
around the issue of Disability Hate
Crime. The DFN project is currently
looking for volunteers who have had experience of hate crime; we have
many different roles such as events volunteers, reception and support

Know Your CJS (Criminal Justice System) Day
In partnership with the Crown Prosecution Service and the Police, DENW‟s new „Developing from the Negatives‟ project recently held a „Know Your Criminal Justice System Day‟, specifically aimed at disabled people giving them the knowledge about how the Criminal Justice System works. The day
was attended by a total of 32 people The day started at Preston Police station followed by a visit to Preston Magistrates Court where participants were shown how the court works and what happens during a court session. The Witness Service and Victim Support also explained how people would be supported. A number of our participants then took part in a role play that showed what may happen in a disability hate crime case and raised awareness of the enhanced sentencing available, which promoted some lively debate. The event was a big success and we are aiming to run a number of similar events in the future.
DENW Coffee Mornings and Afternoon Teas
We have some coffee mornings and afternoon teas coming up, each will focus on a different aspect of Disability Hate Crime and will be held in the DENW training room unless otherwise specified. Hate Crime Awareness Week Purple Ribbon Campaign
Saturday 11th October through to Saturday 17th October will be National Hate Crime Awareness week The Theme for this week is “No Place for Hate”. At Disability Equality North West Ltd we are taking that on-board with a range of activities and events
that Proud Prestonians can join in with During Hate Crime awareness week we are asking people to look out for purple ribbons that will be appearing throughout the city of Preston. These ribbons will contain people‟s messages of support to those who have been victims of or affected by hate crime. The ribbons will also be displayed on a tree in the Harris Museum where members of the public will be able to add their own messages and thoughts to the display. You can follow this campaign on Twitter using #purpleribbon This campaign has been organised by Disability Equality North West in partnership with Lancashire Constabulary, Preston City Council, Lancashire County Council and the Disability Hate Crime Network. “This is a fantastic opportunity to get the public involved in learning more about hate crime and spreading the message that there is place for hate crime in Lancashire, we are already 6 months into our Big Lottery Funded project on Disability Hate Crime and have already supported over 50 disabled people to report hate crime and incidents. People who say to us ‘I just want it to stop’ and together with the police and our other partners we’re helping to make it stop”
Hate Crime Awareness Week Events

Afternoon Tea with some fun activities including Bingo
at Ingol Methodist Church Hall, Tag Lane, Preston,
PR2 3XA on Wednesday 14th October.
No need to book just come along.
Disability Equality North West, Lancashire
Constabulary and Preston City Council will be on
Preston bus station from mid-morning on
Thursday 15th October with some fun interactive
activities raising awareness of what hate crime is
and how to report it. Please come along and see
us.

Lancashire Safety in Town Scheme
Safety in Town is all about making towns in
Lancashire feel safer for people. The
scheme has been developed by all the
Learning Disability Partnership Boards in
Lancashire. Other partners involved are
SAIL (Self Advocacy in Lancashire),
Lancashire Constabulary and Lancashire
County Council. Safe places will include
shops, bus stations and libraries.
A Safety in Town place will be somewhere
you can go and be welcome, you will able
to call someone like family or a carer from
safe place to come and get you or if you have been a victim of crime you
can use the phone to phone the police.
Safety in town places will have a sticker displayed in there window telling
you they are a safe place so you know you will
be made to feel welcome.
People who become members of the scheme
will be given a card on which you can write
important information such as an emergency
contact and medical details.

Benefits Information Pull Out
For people receiving DLA aged 16 - 64 What to do when you are reviewed for the change to Personal
Independence Payment – PIP
If you get DLA it will finish and you will be assessed for
Personal Independence Payment (PIP) -the new benefit
that replaces DLA.
How will this change my benefit?
PIP is different. It does not have a low rate and the criteria have
changed. You will be scored on how much help you need with 10
Daily Living areas including communication, and 2 Mobility areas. 8
points gets a standard rate and 12 points gets the enhanced rate of
both.
What will happen?
You will get a letter from the DWP asking you to
claim PIP
You have 28 days to make a claim or your DLA
will stop
If you need more time, ask them as soon as
possible
What must I do to apply after I get the letter?
You need to have information ready before you
phone them.

and help to phone

What happens when I phone?
An adviser checks your information to make sure
you can apply
If this is OK, They will send you a form PIP2
‘How your disability affects you’ form
This MUST be filled in and returned to support your
claim within one month
Ask if you need longer but get the form back on time
or you could lose your benefit
Get help to fill in the form if you need it.
Get proof about your disability and how it
affects you and send this in with the form eg
copies of prescriptions, care plans, information
from professionals about your disability and how it
affects you - or any other relevant information.
What happens after I have sent in the form?
You will be invited for an interview with a health
adviser. Get someone who knows you or an advocate
to go with you and help
The adviser will write a report and send it to the
Department of Work and Pensions who will make
the decision. They will send this to you in a letter.
If they say NO or you don't agree with their
decision ASK for reconsideration. You can get
help to do this.

REACH Hidden Disability Conferences
Chorley and South Ribble Disability Forum working with other organisations are proud to be supporting this year‟s REACH disability conference. The events will take place in Leyland on 11th September and in Chorley on the 9th October. The focus of these events will be taking about and raising awareness of hidden disabilities. Lancashire Encounter Weekend and Preston Pride
Preston will play host to the exciting Lancashire Encounters event. From Friday 25th September to Sunday 27th September Preston Flag market will host a variety of events including Music, Dance, Henna painting and Burlesque. There will also be various workshops to get involved in. Saturday will include
Preston‟s annual Pride event. DENW will have a stall on Preston Flag Market on all three days so come down see us and get involved
REACH
Lancashire Wellbeing Service
The service known as Help Direct will be replaced with the Lancashire Wellbeing service on the 1
st September 2015.
The new Lancashire Wellbeing service will be run by three partners Age Concern Central Lancashire, n-compass Northwest Ltd and Richmond Fellowship and will be for people over 18 and living in Lancashire who are at high risk of being admitted to hospital or having a social crisis. The Lancashire Well-being Service will support people to manage their health and well-being. It is a non-clinical service and will not be able to provide social care support or manage service user‟s conditions As there has not being much time to get the Lancashire Wellbeing Service up and running some service users may have to wait longer than 48 hours for the staff to get back to them but hopefully as more staff are trained during September and October the wait will become less. To access the Lancashire Wellbeing service you will need to be referred by an organisation either by an E referral form or by telephone. This group meets at DENW on the third
Thursday of every month from 1pm till 3pm and
is run by REACT. There are also self-advocacy

Preston Learning Disability Local Forum Meeting
The Preston Learning Disability Forum is a
Monthly meeting to discuss any issues that are
affecting people with learning disabilities and
their families/carers in the Preston Area. The
forum members regularly get involved in
disability awareness campaigns, feedback to
members of council and parliament and also
help to organise the annual learning disability awareness week in
Preston. The meetings are open to anyone with a learning disability,
their family or carers and also anyone who works with people who have
learning disabilities. All meeting take place at Preston Town Hall from
2pm till 4pm and are on:
