    DISASTER MANAGEMENT REGULATORY

    FRAMEWORKBangladesh’s regulative frramework for

    disaster management provides for the relevant

    legislative, policy and bestt practice framework

    under which the activity of Disaster RiskReduction and Emergency Management in

    Bangladesh is managed and implemented.

    The framework includes:

    A Disaster Management Act enacted with aview to create the legislative tool under whichdisaster and emergency management will be

    undertaken in Bangladesh, and the legal basisin which activities and actions are beingmanaged. It creates mandatory obligationsand responsibilities on Ministries, committeesand appointements.

    National Disaster Management Policy, 2015 isformulated to define the national perspectiveon disaster risk reduction and emergency

    management, and to describe the strategicframework, and national principles of disastermanagement in Bangladesh. It is strategic innature and describes the broad national

    objectives, and strategies in disastermanagement.

    The Bangladesh National Plan for DisasterManagement is a strategic document to beeffective for a certain period of time. This is

    an umbrella plan that provides the overallguideline for the relevant sectors and thedisaster management committees at all levelsto prepare and implement their area of rolesspecific plans. The Ministry of DisasterManagement and and Relief (MoDMR) beingthe focal ministry for disaster risk reductionand emergency management planning.

    The Standing Orders on Disaster describesthe detailed roles and responsibilities ofcommittees, Ministries and other organizations

    in disaster risk reduction and emergencymanagement, and establishes the necessaryactions required in implementing Bangladesh’sDisaster Management Model. The StandingOrders have been prepared with the avowed

    objective of making the concerned personsunderstand their duties and responsibilitiesregarding disaster management at all levels,and accomplishing them.
