Dear Sir;

Ethraa FZ LLC, registered in TECOM free zone UAE, is a real estate, infrastructure and energy investment development management serving governments, private investors and banks. The approach is hybrid combination of investment banking advisory coupled with development management technical expertise that enable Ethraa to manage capital development programs for real estate, infrastructure and energy projects allowing the client/governments to achieve national, strategic and financial objective without debt finance scenarios and with a predetermined exit strategy.Our Due Diligence review and Critical Success Factors(CSF)s audit had been concluded in producing the Knowledge Hub (KH) model; which comprehensively constitute an added value for education logistic solution. Ethraa understands both burdens and ambitions associated with the Knowledge Hub (KH) initiative, which are defined as:1. Developing a value based investment structure; which will reduce the contribution of

Sovereign Client while enable lucrative subscriptions for the broader investors.2. Structuring the Master Plan to generate viable real estate products , in synergy with both

infrastructure requirement and urban planning.3. Creating a governance platform of sustain feasibility, mitigate risks; and increase the added

values, while initiating a synergy with the national development goals .Ethraa will deploy credible expertise to design the concession , manage planning, operations, risks and deliverables to sustain the success and support the business targets of Knowledge Hub (KH) .Kindly note that all the information about Uruguay used in this presentation are indicative and has to be confirmed by the related parties in Uruguay. Finally , the cost to initiate the Knowledge Hub (KH) included in the Knowledge Hub (KH) model.

Best Regards,Osama Hassan ElnaimChairman & MD

Private Education is often measured by Social Return Rate SRR, rather than Return On Investment ROI. Although it is not operated

by Government, though is widely subsided by public resources. However; sustaining decent revenues is further appealing to Private

Investors who would accept lower ROI, yet higher SRR..
