The retro gold and orange billboard outsidePopo y Lupe Hairstyling Studio is beginning toshow its age.

The once-vibrant paint has faded after 40years under the Texas sun, yet the sign’s 1970s-era depictions of the then bob-headed Lupeand mustachioed Popo are as groovy as the daythey hoisted the sign.

Situated at the base of a small embankmentbelow the studio, the billboard faces the cornerof West Collins Street and Fort Worth Drive, anintersecting gateway for those leaving or enter-ing the heart of Denton.

The billboard greets them all — Denton’sStatue of Liberty.

Every day, dozens of Hispanic migrants flockto a large concrete island at the busy Dentonintersection of Fort Worth Drive and WestCollins Street. Some sit on curbs or picnictables, others pace anxiously, all waiting andwatching, hoping to be one of the lucky fewwho get picked up by a contractor looking fortemporary labor.

If you’ve just arrived in Dentonor are considering a move here,we’ve got a lot to share with

you.Denton, which sits at the apex of

the Golden Triangle, with Dallasand Fort Worth along the base, isknown for being an arts mecca — ithas a lively, eclectic music scene,historical points of interest and awide assortment of arts venues. Itis also becoming known as both ashopping and medical destinationfor all points north and west, not tomention a few folks east and south.

In other words, Denton hasgrown and continues to grow.

Population statistics from theNorth Central Texas Council ofGovernments predict the city’spopulation, estimated at more than110,000 will blossom in the yearsto come.

Denton County’s population hassurpassed growth predictions,reaching 662,134 in 2010 andexpected to grow much more in theyears to come.

Among the largest age groupcurrently in Denton includes peo-ple between the ages of 18 and 34.

Why? If you consider that wehave not one but two state univer-sities — the University of NorthTexas and Texas Woman’sUniversity — and an expandingNorth Central Texas College, oureducational offerings far exceedour larger neighbors to the south.

Texas Presbyterian HospitalDenton is continuing to develop itsmedical plaza along the city’snorthwestern edges, opening thecity’s first neonatal intensive careunit.

To the south sits DentonRegional Medical Center, whichrecently added another floor to its

relatively new building. Behind itsits an ever-growing number ofmedical complexes including aheart center, doctors’ offices, andan outpatient complex.

Denton also is home to the head-quarters of world-renowned SallyBeauty Supply, international cloth-ing company Russell-Newman, thePeterbilt Motors regional head-quarters and plant, and the region-al headquarters and call center forthe Federal EmergencyManagement Agency.

Tucked around the city’s historiccourthouse in downtown Denton,numerous shops offer coffee, icecream, antiques, candy, Westerndecor and much more. The Square,as it is known, is home to theCampus Theatre and its full calen-dar of productions, various restau-rants, and a growing number ofresidents living in converted apart-ments atop the surrounding busi-nesses.

Historically speaking, Denton ishome to several museums, theBayless-Selby House Museum, afashion collection at UNT, theTexas First Ladies gown collectionat TWU and a designated historicarea of homes just west of theSquare including the DentonCounty African American Museumfrom the era of Quakertown, theformer black community displacedto build a city park. That city parkis now named after the formertown — Quakertown Park.

Traveling to and from Denton towork, play or shop is relatively easywith the city sitting at theInterstate 35 split — east to Dallasand west to Fort Worth. Anothermajor thoroughfare, U.S. Highway380, takes travelers east toMcKinney and Frisco and west toDecatur and beyond. U.S. Highway377 winds through the area’s well-

known horse country in Aubreyand Pilot Point, where horse ranch-es and thoroughbred farms line upby the dozens. Construction crewsare working on a bridge overLewisville Lake that will tie into thehigh-growth area of Little Elm.Other projects, including FM2499,are expected to offer commuterseven more options.

And speaking of lakes, DentonCounty is known for its two man-made lakes — Lewisville and RayRoberts — where water sports,fishing and just plain lazy-dayboating make the area a destina-tion spot for vacationers and resi-dents alike.

Also known for its celebrations,Denton is the home of the annualArts & Jazz Festival, which drawsan estimated 200,000 visitors tothe weekend event featuring amajor lineup of rhythm and bluesbands and hundreds of artists andcraftspeople. Other festivalsinclude the Dog Days of Summer,specifically catering to canine resi-dents; and a budding wine festival.

Denton’s musical endeavors arelegendary and continue to growwith the development of an annualmusic conferette in the heart ofdowntown, where growth is abun-dant with new restaurants, apart-ments, places to go and things todo. One of those things to do is ridethe new A-train — a brand newcommuter service that can bringresidents in from southern DentonCounty and take residents up toDallas and Fort Worth and backthrough its connections withDART, TRE and The T.

We have a lot of bragging rightsaround here and could go on andon. But we think you’ve likely gotthe picture. So we’ll end by saying,“Welcome to Denton. You’ll be gladyou stopped by.”

“Some were in Mexico just yesterday,” saysEmilio “Popo” Gonzalez, who, with his wifeLupe, has owned Popo y Lupe HairstylingStudio for more than 40 years. “More andmore come every day.”

And according to the U.S. census, he’s right. The past decade ushered in an explosion in

Denton County’s Hispanic population. A widespread growth in the number of

Hispanics living in county suburbs accountedfor an almost 130 percent increase in the coun-ty’s total Hispanic population since 2000,more than three times the state’s Hispanicgrowth rate.

With about 11,000 new Hispanic residentsin the past 10 years, the city of Denton has beenat the heart of that growth, and Gonzalez, whoserves as a deacon at Denton’s ImmaculateConception Catholic Church, says he’s seen ithappen.

In 1972, Gonzalez pushed for the church tooffer Denton’s first and only available mass inSpanish, “and 75 people showed up,” saysGonzalez, smiling. “People would say, ‘Why areyou pushing for a Spanish mass?’ Because itwill grow. I know it will grow.”

And it did. The church currently hosts more than 1,500

weekly attendees for multiple Spanish services,evidence of a trend that Gonzalez says he’s wit-nessed but can’t fully explain.

“It’s got to be something very special aboutDenton, and I don’t know what it is,” he says,adding that after 45 years in Denton, he’s neverfelt discriminated against.

Dallas attorney and Hispanic author SolVillasana might have the answer. In his book,Dallas’ Little Mexico, Villasana chronicles the

early 20th century Chicano neighborhood andits transition to what has become the Uptownarea today.

He said large cities like Dallas tend to have agreater number of segregated ethnic commu-nities because they provide a support networkfor new immigrants, who might have troublewith the language or other cultural barriersinvolved in coming to a new country. Oncefamilies outgrow these necessities, they gener-ally move to the suburbs.

“Today most people learn English quickly,and you don’t have those pockets of ethnicallypure neighborhoods,” Villasana says, a factorthat draws first- and second-generation familymembers out to the suburbs.

Chris Longoria fits the bill. The 29-year-old moved up to Denton from

San Antonio last year to help his older brother,Hector, care for his 6-year-old son.

Longoria said his brother moved from SanAntonio to Denton in 2005 to live with his girl-friend and his newborn son.

Now, as a single parent, Hector has his sonenrolled in Denton ISD and commutes toCarrollton for work.

The quality of the city’s school system alsohelped convince the family Denton was theright place to call home.

Gonzalez couldn’t agree more. “It’s my personal opinion that we have the

best school system in Texas,” says Gonzalez,who along with Lupe, was honored this year bythe Denton school district when it named anew elementary, “The Popo and LupeGonzalez School for Young Children.”

Longoria also praised the authenticity ofDenton’s Hispanic community. In Denton,Longoria has met Hispanics who camestraight from Mexico.

“Some people here still have to show theirpapers. It’s much more authentic here to me.”

Nearly 10,000 people are gathered on theexpansive grassy field before the stage as thesun sets quickly upon Denton and a slow breezecools the crowd’s pink faces. The air smells ofbeer, sweat and excitement. The collaborativeroar of the audience triggers a surge of musicand confetti. Little orange people dance at eachside of the stage as The Flaming Lips’ frontman Wayne Coyne steps into a human-size,plastic bubble for his iconic walk atop the audi-ence. The crowd roars. He steps out.

The music stops. The lights go dark. Theaudience’s roar decrescendos to a buzz.Moments pass and only those closest to thestage hear Coyne’s reaction.

“Guess some little old lady turned on hertoaster oven here in Denton County.”

The power is restored minutes later, but itfails once more before the night’s end. Concert-goers take the interruptions in stride, and byclosing time, are happy to take home pocketfulsof confetti, a decent buzz, and an unmatchedDenton experience.

The problems that night mirror the overallstruggles of the 35 Conferette to find its place inthe Denton and worldwide music scene. The

Flaming Lips show, while considered a coupefor event’s sophomore year, drew it away fromits home base of the downtown Square andfrom its stated mission to highlight unknownbands. Approaching the third festival, organiz-ers continued to battle with city and county offi-cials over issues regarding noise, traffic, securi-ty and crowds. An army of dedicated yet inexpe-rienced volunteers grappled with problemsbeyond their abilities. A name change added tothe confusion. And stakeholders pondered thebig question: What do we want the 35Conferette to be when it grows up?

What began as an unofficial afternoon partyat Austin’s annual South by Southwest MusicFestival in 2005 has steadily grown into its ownlocal production. The (then called) North by 35Music Conferette came to its home soil inDenton in 2009. More than 100 local andnational acts filled the venues on and aroundDenton’s historic downtown Square for fournights. Famous music critic and graphic novel-ist Harvey Pekar held an onstage conversationabout jazz. Year two of the festival drew nation-al attention with big-name acts such as TheFlaming Lips, DJ Mom Jeans and TheWalkmen. The festival expanded to includedaytime panel discussions and mixers as well as

the Eight Track Museum by curator BucksBurnett. About 17,000 people attended the fes-tival and it brought the city just under $2 mil-lion in revenue.

But with success came growing pains. In2010, months of preparation, meetings andextensive talks with city officials could not pre-pare the 35 Conferette volunteers for scrutiny,expectations and press attention (some frominternational news outlets). Attendance projec-tions supported the fear that Hickory Streetwould not provide enough square footage forThe Flaming Lips’ fans, so the stage was movedto the city’s fairgrounds.

The unexpected move caused the festival’scosts to drastically increase, which led to last-minute funding concerns. With the show justtwo weeks away, creative director ChrisFlemmons and his dog Brunswick hopped in arental car and drove to 20 miles outside ofOklahoma City to make a final deal with hisheadliners’ band’s management. The last-minute excursion was just one of the countlessobstacles he and his team faced.

With the bar set high, and under an evenmore watchful eye this year, volunteers con-fronted a whole new set of hurdles. Organizerswanted outdoor stages and blockaded streets,

and with weeks to go, they still lacked city andcounty approval.

A large room of Denton City Council mem-bers, police officers and 35 Conferette opera-tions members gathered at City Hall on Feb. 15to discuss logistics. For nearly an hour, they dis-cussed sectioning off several downtown streetsto make way for a blockaded area that wouldhouse two outdoor stages and 5,000 people. Athird stage, free and open to the public on theCourthouse lawn, was still pending approvalfrom county commissioners. Council membersraised other concerns about alcohol vendors,festival booths, security measures, insuranceand sound decibel levels. One of the severaldrafts of a map showing the potential closedstreets and boundaries of the outdoor stages,created by the festival’s operations team, wasnow projected onto the wall of city hall, wherethey picked and prodded at it with laser point-ers.

“Do you guys have a plan B? If this thing [indowntown] falls apart, do you have a backupplan?” city council member Dalton Gregoryasked of 35 Conferette’s director of operationsWallace Campbell.

After pausing, Gregory followed it up with,“You don’t have to tell me what it is, I just want

to know that you have one.”“Yes we do, but I would rather not say what

it is at this time,” Campbell said. The council voted 4-1 on a motion approving

35 Conferette to move forward with its plans tohave the festival in the downtown area, with thecontingency that if any one of the requirementsby the city is not met, primarily locking in secu-rity and insurance, it could be shut down at anytime. City councilman Chris Watts, who brieflyraised a concern about time-sensitivity, was theonly one to deny the motion, suggesting thatthe festival wasn’t prepared enough at thispoint. Mayor Pro Tem Pete Kamp, a supporterof the festival, had to recuse herself from themeeting due to her and her husband’s financialinvestment in 35 Conferette.

As the meeting came to a close, it was appar-ent that a great deal of the success of this year’sfestival hinged on the city’s approval and thefestival’s ability to keep up their end of the deal.

“We still have a lot to do,” Flemmons said.“But if we can get through this year, we couldpotentially be set. This is the year that will makeus or break us.”

Several 35 Conferette volunteers sharedFlemmons’ sentiment and felt the pressure asthey pieced things together in the final daysbefore the event, in hopes of having a “make it”year. Booking agent Natalie Davila was one ofthem.

Just one week out from the festival, a teary-eyed Davila spoke about their struggles as shesat in a chilly back room of Dan’s Silverleaf, anatural setting for her and other volunteerswho had spent countless hours there in the pre-vious weeks. On the opposite side of the roomFlemmons paced back and forth, talking in hiscell phone, before being called out to the patiofor a conversation with an operations teammember.

“There are so many struggles. Last week,with some of the last minute issues that werehappening were one of the hardest couple daysof my life,” Davila said. “If things go awry withthis and if things don’t pan out, it’s heartbreak-ing. So many people have worked so hard andfor nothing, no financial compensation whatso-ever.”Still left on Davila’s to-do list in the final weekbefore the festival included advancing bands,making contact with tour managers, arrang-ing flights, arrivals and hotels, organizing pay-ments and deposits to bands, and working outscheduling conflicts with venues and artists.This list didn’t include the newly arisen prob-lem of reallocating bands that were initiallyslotted to play at a venue which unexpectedlypulled out of the festival. A local coffee shopwho was slammed with a fine from the firemarshal during last year’s festival for violatingcapacity limits, also pulled out of this year’sevent in the earlier months of planning.

Davila animatedly described the array ofproblems that the festival has learned to takecare of from last year to now, including majorissues with having a backline for the bands,which has since been accounted for.

“Building a festival from the ground up isnothing but conflict and in the first few years itis difficult to determine what problems to pre-pare for, since a lot of it is learning from the pre-vious year, and I think it will be that way for awhile,” she said.

When asked what she thought the festivalwould need to do to sustain itself in the futureand as it continues to grow, Davila respondedfervently about the need to become more pro-fessional. She stressed the importance of weed-ing out a lot of the “buddy-buddy” scenariosthat take place. While they have their time andplace, it is important to be forward-thinkingand professional as a major business, she said.Also topping that list is the need for a clear dis-tinction of roles within the organizations and amaster list of things that need to get done.

Director of operations Campbell agreed withthis concept from an operational perspective.

“We’re definitely looking at a way to grow it,”Campbell said. “We have a growth plan, but itdepends largely on the response we get fromthis year and what issues come up. But I thinkwe’ve definitely built a template for next year.”

Campbell said he kept a running list of theoperational successes and failures so that nextyear’s festival proceeds without conflict.Campbell’s main hopes for what 35 Conferettewill turn into, apart from “a paycheck,” is anannual Denton tradition that will take placearound the square.

“I hope that someday it will get to the pointthat people from oversees will fly into Texas inMarch, start they’re spring break in Denton andend it in Austin.”

Festival officials say more than 10,000 peo-ple visited the festival over four days this year.Flemmons said they experienced no problemsand he labels the event a success. The down-town setting with the outdoor stages feels likethe right mix. Said festival booking agent JaimeFalcon: “I feel that while there’s room forimprovement, we showed that we were capableof continuing to grow.”

If you like warm, then you’re at theright place. Considered a humid subtrop-ical climate, the Dallas-Fort Worth area isreplete with hot summers and mild win-ters – for the most part.

The glass is decorated in fingerprints, slight-ly hidden by a large “welcome” sign. It is quiet,sand-brown brick dusted with the dirt anddebris of Elm Street. The familiar red, whiteand blue barber pole painted across the frontwindow is evidence of an older Denton. It’sjust another shop on the Square.

Unique Barber Stylists sits amidst the dailyhustle of downtown drivers, shoppers andmeandering locals. People pass by and wave tothe two owners, calling them by first name andmost often coming inside to catch up.

Terissa and Wayne Johnson like it that way.The barbershop is a deep-seated mark in

Denton’s history. One of the original business-es on the Square, it has seen the rise of a citythat began with farmers and land, lots of land.It remains one of the symbols of what Dentonwas built on and grown with. As chain restau-rants and shopping centers of a new urbanmovement forge through, the Square remainsat the heart of its city and people. The 114-year-old courthouse stands proudly at its center, areminder of where Denton began; a “symbol ofstrength,” says Terissa Johnson, co-owner ofthe barbershop.

The Johnson’s are two of the original mem-

bers of the Denton Main Street Associationand are keeping close connections so theirbusiness stays afloat.

“We’ve got the city of Denton behind us 100percent,” says Wayne, sitting up in his chair andfolding his arms across his chest. He knowshe’s here for the long haul.

The barbershop, like many other locally-owned shops on the Square, is maintainingwhat the Johnson’s call “good, old-fashionedservice.” The Johnson’s have tried to preservethe same personal service they started with in1966, a strong commitment to building rela-tionships with their customers and makingthem feel at home in the shop.

“I’m really glad we’ve been able to keepchain restaurants and businesses out of thedowntown area,” says Terissa, clenching her fistand knocking on the black, chipped desk nextto her. “It’s nice to have all of the locally ownedplaces. That’s what gives it its own uniquecharacter.”

The barbershop was one of the four originalbusinesses on the Square along with Thomas’Ethan Allen next door, McBride’s Pawn Shopand McNeill’s.

McNeill’s, originally a grocery store, beganselling single wringer washers in 1931. F.C.McNeill would take a single wringer washerfrom farm to farm and demonstrate how to useit.

“There aren’t many family owned appliancestores in the world,” says Virginia McNeill,owner of McNeill’s.

A soft complexion and gentle voice are onlya facade to the feisty, strong-willed woman whohas been working at McNeill’s for 47 yearswhen her family’s furniture company, BallFurniture Co., bought McNeill’s, her husband’sfamily’s company.

“We’re a family…literally,” says McNeil. Shepoints to a young woman using small handgestures, trying to explain to a customer howher Maytag washer will be delivered to herhome. She is the daughter of one of the techni-cians.

Not only are the employees a part of theMcNeill family, but customers as well. Most ofher customers that come in are third genera-tion.

“We have wonderful people and personalservice and that’s why these customers keepcoming. Service is nearly a lost art,” saysMcNeill.

McNeill refers to the idea of traditional serv-ice, building relationships and “raising their‘family’ in a respectable community,” saysMcNeill. She knows that competition is fast-moving, but “we’re willing to stick it out if big-ger stores start getting in our business,” shesays.

When McNeill’s moved into their present-day building, Recycled books, records and CDsmade shop in the original McNeill’s building.

Behind the russet stained countertop, dent-ed and nicked with 28 years of wear and tear,stands a petite gentleman, eyes wide and eagerfor the Saturday morning crowd buying andselling within his 17,000 square foot music andbook store. He’s excited.

“People bring great stuff,” says Don Foster,

owner of the store. He takes pride in his shop’seccentricity.

“We’re always looking for odd things, unusu-al things and things outside the norm. It maynot be interesting to us, but it will be interest-ing to somebody,” he says.

The shop hangs off the corner of Locust andPecan on the Square and is distinguished by itspurple hue.

“You definitely can’t miss us,” says Foster ashe sifts through a large bag of “Land of theLost” VHS tapes that were just brought in.

They have everything.From travel books to neo-paganism histori-

cal documents to CD’s from local Dentonartists, the shop is a unique collection. Likeother businesses on the Square, Foster strivesfor individuality, something that is hard tocome by these days, he says.

“This is individual personality, not corporatepersonality,” says Foster. His calm demeanorand soft voice gain intensity. He’s fired up.

Foster has lived in Denton his entire life andhas seen the changes that have slowly crept inon a town that was built on good quality andpersonal service, he says.

“Hats come in and suits come in and decideto homogenize [companies]. That’s the sadthing about this culture- the shift to box stores,”says Foster.

Foster is referring to not only the loss of indi-viduality of the products within stores, but theloss of relationships with the customers.

He takes pride in knowing his customers byname.

“They’re not just a number coming in orsomething on the cash register,” he says, aslight laugh under his breath. “You’re not goingto get that at Walmart.”

Whether it’s two of Main Street’s originalmembers, the passing down of a family busi-ness or an eclectic corner music and book store,these businesses are practicing old, Denton-style hospitality and is the reason they continueto thrive.

“Downtown is going strong and as long asthere are unique individuals who care abouttheir customers, Denton will remain excep-tional,” says Foster.

Communities push cities’ boundariesBy Alexa ChanFor the Denton Record-Chronicle

A towering, twisted water slide surroundedby palm trees, water and a large building repli-cating an old-South plantation home stand atthe forefront. A 6-acre cerulean lake surroundsthe entire entrance like a moat, dotted withwater fountains. A beach-style swimming poolwith lap lanes, golf-course-green lawn andwaterfalls jutting out of the barricade sur-rounding the entrance make it “almost like aresort,” says Terri Crabtree, a Denton Countydevelopment coordinator.

Welcome to Savannah, Texas. A welcomebillboard stamped with the magnolia logogreets visitors a mile before the entrance to themassive community situated east of Denton onU.S. 380 in Fresh Water Supply District #10.The 8-year-old district has grown to encom-pass approximately 5,000 residents.

Houses have white fences, neatly trimmedlawns and an overall appearance of uniformity.The homeowners association rigidly enforcessameness, while maintaining a difference rela-tive to neighborhoods in surrounding cities,says Crabtree.

FFrreesshh WWaatteerr SSuuppppllyy DDiissttrriiccttssFresh water supply districts, or “master-

planned communities,” are districts in whichfresh water is provided and distributed fordomestic and commercial use; in this case, forseparate communities that are not a part of thecity, according to the Texas Water Code.Paloma Creek, Castle Hill, Lantana and 41 oth-ers in Texas share many of the characteristics ofSavannah, attracting families with theiramenities. Within the residential areas arecommunity centers for kids and the stay-at-home moms, says Crabtree.

Within the residential area of Savannah, thehouses are divided into phases, like phases ofexpansion, says Candice Roy, activities directorof Savannah. When asked about the futuredevelopment of the land on the west side of thedistrict, Roy says, “Bigger; what you see timestwo.”

The districts have become self-sustainingwith their own school systems, recreation cen-ters, movie theaters, hike-and-bike trails, com-munity centers and other amenities, makingthem almost completely separate from sur-rounding cities. These communities are knownas Extra Jurisdiction Territories, ETJs, becausethey are territories that are primarily undercounty jurisdiction, not that of a city.

The Texas Legislature gave developers the

power to create fresh water supply districts 94years ago for the purpose of providing water forsmaller communities within and around a city,says Gary Harris, a Denton County develop-ment coordinator. However, these communi-ties have grown and continue to develop andexpand, something that the developers had notoriginally intended, says Harris. These districtswere meant to supply fresh water to outsideentities, and they have grown to encompasslarge communities, like Savannah, where thepopulations are reaching into the thousands.

“Savannah is a different kind of animal,”says Harris. “I don’t think the Legislature everenvisioned them expanding to the level thatthey are.”

Screaming blow-dryers, pungent aromasand a random mix of chatter coming frombehind each black leather chair fill the smallspace of a hair and nail salon just outside ofSavannah’s walls. Fendi, Prada, and LouisVuitton purses line the inner walls underneathrows of manicured toes. The talk of the dayconsists of the morning’s boot camp fitnessprogram, scrapbook club and husbands’ pokerclubs.

The master-planned communities have nowbecome a master-planned lifestyle.

When walking into the main lobby of the20,000-square-foot clubhouse, brochures arereadily available featuring all the amenitiesSavannah has to offer to prospective residents.

“No sir, there is nothing we can do but tosend your neighbor a warning,” she says short-ly. She pauses for a moment.

“The best we can do is send warnings andthen fine your neighbor for the excessive noise,”she says and waits again for the resident toreply.

“The best thing you can do is call the police.We don’t have the rights to go any further thanwarnings and fines,” she repeats over and over.

“Everything is pretty much black and whitein the city,” says Crabtree. “You know exactlywho to contact in cases concerning domesticconflicts and emergencies. Residents withinthese communities don’t know who to call orwhere to go, so they have to find out informa-tion that most people don’t even think about.”

Denton County has a separate agreementwith the city and the ETJs in order to plat orensure that city standards are met.

and to vote on certain items from changes tothe physical appearance of a house to whetheror not the district wants to be annexed into asurrounding city. All decisions are majorityrule, or what they call “community rule.”

For Savannah, Aubrey provides fire protec-tion, and the Denton County SheriffDepartment provides police protection.However, every district is different due to sepa-rate agreements with the county, says Crabtree.Some service departments are contracted, andsome officials come from surrounding cities.The Denton County Sheriff ’s Department andfire marshal have jurisdiction over any part ofthe county for backup within the districts.

DDiissttrriicctt,, CCiittyy,, CCoouunnttyyIn order to plat, ETJ’s had to pay both city

and county taxes; however, recent legislationallowed them to only pay county taxes becauseresidents didn’t want to pay for city servicesthey didn’t use. This is one of the main reasonsfresh water supply districts want to remainindependent.

Leapfrogging — ETJ’s within a city thatcause city development to jump over areas — isa common issue, according to Ron Menguita,Denton city development review liaison.

“The city must extend services like waterand maintenance departments to parts of thecity that are further away because of the holes,and this is more expensive,” Menguita says.

One way the city is dealing with this issue is

by creating satellite areas, or service centers,that provide services to the areas of the city out-side of the ETJs. However, this doesn’t dealwith the issue of what the city calls “growthmanagement.”

“We would like to manifest growth, butthere are a lot of factors we can’t control,”Menguita says.

Annexation is an issue that many districtsand cities are considering.

“Most [cities] aren’t interested,” saysCrabtree. “They don’t want to take on thatendeavor. Denton County deals with FortWorth platting, and it’s like Fort Worth doesn’twant to deal with the annexation of surround-ing ETJs.”

Districts don’t want to be annexed into asurrounding city due to the tax increase. Themindset that they are separate and can sustainthemselves is prevalent within these communi-ties. There is a sense of pride that comes withindependence.

Cities are indecisive about annexation.Some cities would like the tax base. Othercities, like Forth Worth, don’t want to gothrough the lengthy process and don’t want totake on the debt that these communities mayhave, says Roy.

Some districts are considering becomingtheir own cities, like Providence, another freshwater supply district that recently became itsown city. But this can bring problems.

“When they become cities, they have to pro-vide the adequate funding, services, officialsand representatives, etc. for its residents,” saysCrabtree. “They are on their own and may nothave the resources to sustain for the long haul.”

FFuuttuurree ddeevveellooppmmeennttThe eastern portion of Savannah, approxi-

mately one-third of the entire land mass of thedistrict, is still undeveloped but will be phasessix, seven and eight of residential development.An “adult-only” residential area will be addedto Savannah, says Candice Youssef, Savannahsales manager for LionsGate Homes.

Future retail will line the edges of U.S. 380,before and after the district, to make it moreconvenient for the residents to get what theyneed, says Harris. This retail will also helpbring in more money for the people who willfill the new phases of residential growth. Thesebusinesses will pay taxes to the district, but arenot owned by the district.

“There is not a lot of commercial develop-ment,” says Menguita. “They have a lot of areafor growth and it will be interesting to see how[the districts] do. With more and more resi-dents coming in, these retail possibilities areonly going to increase.”

According to Menguita, the 15-year-oldmark is approaching for many of the districtsand could signify many changes that will influ-ence their future development and plans, suchas a possible tax on water, one of the main

resources these districts rely on and whatmakes them so unique.

“It’s like when you buy a new car and thedealer says they will cover the cost of gas for ayear,” he says. “You take the car because itsounds like such a great deal. Then the one-year mark comes up, and you realize you haveto pay for the gas. You’re mind is going tochange.”

Big change to meet downtown DentonBy Autumn Reynolds

It’s 8:45 p.m. on Monday at Recycled Bookson the corner of Oak and Locust streets indowntown Denton. Two young, African-American females chatter and laugh as theybrowse through DVDs while a middle-agedman strolls through rows of CDs. Still othersmeander through stacks and stacks of bookcas-es, looking for hidden treasures that no longergrace the shelves of Barnes and Noble. No oneis rushing, even though the store is minutesaway from closing for the night.

A woman’s voice echoes through the speak-ers. “Good evening Recycled Books cus-tomers… Will you please begin to make yourfinal selections and make your way to the frontof the store.”

It wasn’t always this busy, says JohnSwenson, a clerk at Recycled Books since thelate ‘90s. Back then, the Square went quiet aftersundown.

In fact, he remembers a clerk who napped atthe counter when the store was empty.

“We used to have real quiet evenings,” hesays. Now the Square is full of nightlife peopleand customers are chased out of the store at 9

p.m. For decades, the Square was the bustling

center of a frontier town. Eventually the citysprawled, weakening downtown. But a revital-ization effort, launched in 2002, jolted develop-ment. Now, the Square is a beehive of bustlingcommerce and entertainment. Cars zoomthrough the streets. People run in and out of

shops or meander on the historic DentonCounty Courthouse lawn. Only in the earlymorning hours does the square calm down.

And change continues to brew in downtownas people await the launch of the DentonCounty Transit Authority’s commuter trainservice on June 20. It’s a forward-looking movefor an area steeped in symbols of Denton’s past.

Julie Glover, economic development admin-istrator, moved to Denton in the 80s. Today downtown offers a myriad of restau-rants as well as coffee shops, bars, a theater, ajewelry store, antique stores, clothing storesand a bank.

Apart from the buildings and courthouse,there isn’t much left of the Square’s past.However, on the southwest corner of theSquare there are still eight rusty, metal horserings embedded in the sidewalk where peopleused to tie their horses.

To the Denton residents back then, trans-portation just meant hopping on a horse orjumping into a buggy. The Square was a longway from being introduced to stop lights andparking spaces.

Today, bicycles, pedestrians and automobileszoom past.

In anticipation of the DCTA train stationlaunch, the City Council adopted theDowntown Implementation Plan (DTIP) in2010. It provides ways to meet the revitaliza-tion goals.

Located at 512 E. Hickory St. in downtownDenton, the station is the northernmost of fivestops in Denton County.

The City Council plans to help develop andrenovate downtown, including the Square andstreets directly around it. This, in turn, willboost the economy and improve the quality oflife, according to the DTIP.

The City Council is focusing on creating a

sign system, screening dumpsters, creatingparking solutions and making the area morepedestrian-friendly.

Hickory Street east of the Square will be thefirst area to receive renovation since it links theA-train station to the Square. Newly plantedtrees will provide more shade and widenedsidewalks will accommodate higher levels ofpedestrian traffic.

In 2002, Plano went through a similarprocess. The downtown was renovated and theDallas Area Rapid Transit launched a Red Linein their downtown area, which had been declin-ing for several decades. The planners felt theRed Line would give the downtown areaunique character. Since its launch, there havebeen hundreds of residential units created, aswell as a park and theater. Businesses andrestaurants are thriving, says Frank Turner, citydeputy manager.

Ron Menguita is the city employee whoreviews development plans. He foresees the rid-ership of the A-train to have two phases. Thefirst phase will primarily consist of people com-muting to work or school. As the train’s popu-larity heightens and new hours of operation areintroduced, people will begin riding it for otherpurposes. Ridership will also increase once con-struction begins to add lanes to I-35.

The A-train operates Monday throughThursday until 8:30 p.m., Friday until 11 p.m.

and Saturday until midnight. The other fourstations in Denton County fall along the I-35corridor and are located at Denton RegionalMedical Center, Highland Village/LewisvilleLake area, Old Town Lewisville and off HebronParkway.

Restaurant owners and managers expressexcitement about the downtown station open-ing up. Jeremy Nayfa, general manager atFuzzy’s Taco Shop on Industrial Street, says railservice could attract new visitors downtown.Mike Wing, general manager at Weinberger’sdeli on Hickory Street says it should increasetheir business. His only concern is that he wish-es the train would operate later at night.

Everyone agrees that it’s too early to measurethe exact impact of the A-train on the Square.But what is clear is that the A-train will acceler-ate change.

Growing up in Denton County, John

Swenson has been an eye-witness to the city’sever-changing landscape. He doesn’t resent thechange, but he clings to his fondest memories of“Old Denton.” He remembers riding his bikethrough campus and downtown on the week-end in the fall of 1968. He only saw a few peo-ple. For the most part, nothing was happening.

He would also regularly visit IndustrialStreet in the ‘80s. The northernmost storefrontheld a Wolf ’s food store where a butcher wouldsell him fresh cuts of meat.

The southernmost storefront held a feedstore where he would buy feed, dog food, veg-etable seed and fertilizer.

All that’s gone now. But even as his “OldDenton” fades away, Swenson takes comfort inknowing that there’s one thing about his home-town that won’t ever change. “Denton hasalways been a community,” he says. “That is thejoy of watching the ebb and flow of it.”

U.S.S.F. recognized Youth Soccer Program in the Denton Area.

BECOME INVOLVED IN A GROWING

SOCCER PROGRAMThe Denton Soccer Association’s Youth Leagues are open to

participants 3-18 years of age. Leagues are Under 4, Under

6, Under 8, Under 10, Under 12, Under 14, Under 16, and

Under 19 for both boys and girls. It is a comprehensive pro-

gram stressing skill acquisition through competitive play.

Coaches are certified through DSA training. The league fur-

nishes uniforms and scholarships are available upon request.

All players registering with DSA must turn in a copy of official

birth certificate for verification of age. Information about

coaching and referee clinics will be available on website.
