ABOUT THE PROGRAM :

Disha is a three year partnership between the India Development Foundation (IDF), United Nations Development Programme (UNDP) and Xynteo, supported by the IKEA Foundation, that is helping one million underprivileged women in India learn marketable skills and connect them to income opportunities.

This project aims to help women become economically self-sufficient so that they, their families and future generations can have better opportunities in life.

IDF is a private, non-profit, research foundation set up as

a trust in 2003. Guided by the principles of equality and

non-discrimination, IDF works on a variety of issues with

a view to inform policymakers.

One of its focus areas is to develop awareness about

how markets work, why they are desirable and how to

develop them. IDF aims to help policymakers transform

emerging economies into market-based societies.

To bring changes through action and awareness program to enhance adaptability of Apprenticeship and Skill Development schemes among women

The main objectives of the program are :

• To prepare women for taking up Apprenticeship in various industries.

• To link students/colleges to various apprenticeships opportunities in companies from private/public sectors and SMEs.

• To impart awareness to 25000 women candidates from various educational institutes in the districts of NCR.

• To set up Apprentices Information Helpline for students regarding apprenticeships.

This scheme covers all categories of apprentices except the Graduate, Technician and Technician(Vocational) apprentices which are covered by a scheme administered by Ministry of Human Resource Development.

Districts for Approach:

Central Delhi, East Delhi, North Delhi, South Delhi, West Delhi,

Bhiwani, Faridabad, Gautam Buddha Nagar, Gurgaon, Jhajjhar, Jind,

Karnal, Mahendragarh, Mewat, New Delhi, North West Delhi, Palwal,

Panipat, Rewari, Rohtak, Sonipat, South West Delhi.

COVERAGE:

PROJECT - HIGHLIGHTS & ACTIVITIES:

A) Setting up a PMU (Project Management Unit) to dedicatedly oversee the project.

B) Formation of Quality, MIS and Monitoring Team along with Identification and appointment of PMU members to carry out various project activities like coordination with Institutes, Industries & induction of candidates as Apprentice.

C) Appointment of Lead Trainer / facilitator to undertake the awareness activity.

D) Content development and finalizing the delivery mechanism.

E) Developing an Assessment and Certification Mechanism.

F) Setting up a dedicated call center for the project to help the beneficiaries.

G) Mobilization of the candidates.

H) Awareness generation through sensitization on new apprenticeship act & capacity building the aforesaid program and visits.

I ) Coordination with various industries to induct apprentice.

J) Conducting Industrial and exposure visits.

K) Monitoring and Evaluation at various levels during the execution of project.

L) Post Placement Support and tracking of beneficiaries.

• Reimbursement of stipend:

Government of India will reimburse 25% of the prescribed stipend payable to apprentices subject to a maximum of Rs.1500/- per month to all employers engaging apprentices.

• Sharing of basic training cost:

For Fresher apprentices (who come directly to apprenticeship training without any formal training) limited to Rs. 7500/- per apprentice for a maximum duration of 500 hours / 3 Months.

ELIGIBILITY OF APPRENTICE :

Apprentices can be engaged from the following four categories:• Trainees passed out from ITI courses• Trainees under dual-learning made from ITIs.• Trainees who have completed PMKVY/MES courses.• Candidates who possess minimum educational qualification required

for a trade and have not undergone any formal training (Fresher apprentices)

• Candidate must have completed 14 years of age and fulfills all educational and physical qualification prescribed for the trade.

An apprentice has to register on the online portal.An apprentice must have an Adhaar Number.An apprentice must have an Adhaar seeded bank account.Maximum age in respect of fresher apprentices shall be 21 years.

ELIGIBILITY OF EMPLOYER :

Employer is any person/entity who has business in any trade or occupation.

The employers interested to avail the benefits of the scheme must fulfill the following:

• Employer shall engage apprentices in a band of 2.5% to 10% of the total strength of the establishment

• Employers must be registered with EPFO/ESIC/LIN/UDYOGAADHAR

• Employers must have TIN number.• Employers must register on the apprenticeship portal.• Employers must have an aadhaar linked bank account

ELIGIBILITY OF BASIC TRAINING PROVIDER

Basic Training Provider (BTP) is an entity who has the facilities for imparting basic training to apprentices.

Types of BTPs:Government & Private Industrial Training Institutes.Industries/ establishments with in-house basic training facilities.BTP set up/supported by Industry clusters

Selection of BTP:Government/Private ITI will automatically get selected as a BTP provided that they have spare seats (within overall affiliation) for running basic training. Spare shifts may be used for basic training.BTP will have to apply through portal for registrationRDAT will review the application of BTPRDAT will arrange for physical inspection of BTP by a committee constituted for this purpose.Submission of Inspection report on-line by the committee.Review of inspection report and approval of BTP by RDATSelection and offer to BTP on-line by RDAT.

BTPs interested to avail the benefits of the scheme must fulfill the following:After approval, they can get registered BTP must be registered on the apprenticeship portal.BTP must have an aadhar linked Bank Account.

DURATION OF APPRENTICE TRAINING :

Consists of Basic Training and On-the-Job-Training/Practical Training at the workplace in the industry.
