Distinguished Guests on the dais, esteemed Chairperson and members of the Governing Body, my dear colleagues, friends and beloved students:

We have an unusual configuration on the stage today with all three of our women guests being alumnae of IP College. We welcome Mrs. Minna Kapoor as the Vice-Chairperson of our Governing Body. We have departed from convention to welcome back two eminent alumnae of IP College. Our Guest of Honour, Prof. Veena Das, studied Sanskrit here and completed her post-graduate study in Sociology from Delhi School of Economics,

University of Delhi, where she also taught from 1967 to 2000. Prof. Veena Das is Krieger-Eisenhower Professor of Anthropology at the Johns Hopkins University, USA. She also serves on the Executive Board of the Institute of Socio-Economic Research on Development and Democracy in India. She has published extensively as an ethnographer of India and is an eminent scholar within Indian anthropology. Her iconic status today as a leading thinker and theorist of Social Anthropology with exceptional contribution to the study of violence, particularly in South Asia, makes her an inspirational figure for the College community here. Prof. Das is the recipient of Anders Retzius Gold Medal from the Swedish Society for Anthropology and Geography (1995) and an honorary doctorate from the University of Chicago in 2000. She is a foreign honorary member of the American Academy of Arts and Sciences and a Fellow of the Third World Academy of Sciences. In 2007, Prof. Das delivered the Lewis Henry Morgan Lecture at the University of Rochester, considered widely as the most important annual lecture series in the field of Anthropology. Thank you Prof. Das for accepting our last minute invitation, but we just could not let the opportunity of having you with us on this special occasion pass us by, given that your presence in the country at this time of the year is rare.

We are equally delighted and gratified by the presence today of our Distinguished Alumna, Prof. Utsa Patnaik. Prof. Patnaik is from the Economics class of 1965. She completed her M.A. from Delhi School of Economics, University of Delhi, with a First Class First and was awarded the prestigious Mukherjee Memorial Gold Medal. She retired as Professor, Centre for Economic Studies and Planning, Jawaharlal Nehru University in 2010. Prof. Patnaik has held several distinguished positions. She was Dean, School of Social Sciences, Jawaharlal Nehru University from 1998 to 2000. She has been UGC Visiting Professor at Guru Nanak Dev University, Amritsar in January 2005 and MS University, Baroda in September 2003. Prof. Patnaik was also a Visiting Professor at the School of Oriental and African Studies, University of London from May to July 1992; at A.E. Havens Centre, University of Wisconsin at Madison, USA in January 1991 and at University of California at Riverside, USA from January to June 1990. Prof. Patnaik has eleven books to her credit apart from several published research articles and chapters in national and international journals and collected works. Her scathing critique of neo-liberal policies of the Government at the 'T.G. Narayanan Memorial Lecture on Social Deprivation' recently, is an important intervention in the ongoing discourse of poverty, unemployment and food security in the era of global capitalism. We are proud to welcome you back to your Alma Mater.

The core vision of Indraprastha College of educating, enabling and empowering women is not only reinforced but has gained momentum with

several interventions and initiatives over the years. Our student spectrum continues to range from first generation learners to the profiles represented by our alumnae, amidst us today. It is a tribute to the compassion, patience and competence of the teachers and visionaries of this College who have nurtured this vulnerable section of our society over nine decades. We profess our unwavering commitment to that endeavour. Our continual effort is to bring to the College every available facility and instrument so that our young women are empowered with knowledge, competence and confidence.

The admission policy of the College has been declared “need blind” and no student who meets our eligibility criteria for admission into our programmes is turned away from the College for lack of funds to finance her education. We strive to find mechanisms beyond State Grants and Bursaries, to generate funds to support students in need, not the least from the generosity of our colleagues in the College and from friends of the College who support the education of girls from outside. We continue to offer financial assistance to at least 10% of our students and facilitate student initiatives and endeavours for educational advancement with subsidies from our funds. Conduct of remedial classes for socially and economically backward and weak students have begun in the College.

This year we took a policy decision to provide residential facilities in the Indraprastha College Womens' Hostel, to those seeking admission from both distant and troubled parts of the country, as we envisage the move to be both enabling and educational for all concerned. The College can today boast of having extended its reach literally, from Kashmir to Kanyakumari! We are also delighted to have our first residential full-time student from Europe, Germany to be specific, adding to the rainbow of our foreign student component.

The vision of the College to mainstream the differently-abled, continues beyond the creation of barrier-free access achieved last year. This year we made supra-numerary admissions into our hostels in the PH category to provide on request whenever possible, residential facility which may enable the student to pursue her education in the College with the minimum discomfort. Importantly, we have been able to set up an Enabling Unit as per UGC guidelines under the committed supervision of Dr. Nalini Deka and Dr. Jaya Mishra with a dedicated set of student volunteers. This Unit apart from coordinating the activities of those with special needs is equipped with the necessary learning aids and facilities available under the latest technology. Our effort is to consolidate these material resources into enabling programmes for the differently- abled in the days to come. The Equal Opportunity Cell (EOC) and Enabling Unit held its inaugural event in 2011, with the speaker educating what he called

the “TAP or Temporarily-Abled Persons” on the challenges in the world of the PWD or Persons With Disabilities. The College will continue with sensitization programmes on a regular basis. We have provided transportation for our visually-challenged students during their examination and look towards further enlarging the ambit of that support by procuring a College mini-bus this year. An official car has already been bought for the use of the College in August 2011 and its maiden trip was made by the EOC. A path-breaking facility for our students confined to wheelchairs this year has been the provision of a teleconferencing facility from the Audiovisual Resource Centre on the ground floor to the renovated and upgraded Seminar Room on the first floor, an area which has been in the past inaccessible to those students for logistical reasons.

Students' results have been excellent with University positions secured in BA Programme, Computer Science, History, Mass Media and Mass Communication, Music, Philosophy, Political Science and Psychology. Sportswomen of our college were selected to represent Delhi University at All-India Varsity and National Tournaments for Senior National Aquatic Championship, Archery, Wrestling, Baseball, Football, Shooting and Chess. Some of our students went on to represent the College on international programmes. On behalf of the Prize Committee, I am happy to announce the unanimous decision to include on College Day the Principal's Roll Call of Achievers to recognize the initiatives taken by these students to augment their competence and enhance the profile of the College. The College will be keenly tracking their progress.

Teachers of the College have been actively engaged in academic and other creative pursuits. Many of them have presented papers at the Seminars/Conferences, published research articles in journals and collected works and several others are proud authors of books. Dr. Meenakshi Khanna was invited as the Visiting Annemarie Schimmel Professor at the Institute of Orient & Asian Studies in the Rheinische Friedrich Wilhelms University of Bonn, Germany, April-July 2011. Dr. Debjani Sengupta, in addition to receiving her doctorate this year also received the II Prize in the fiction category from the Federation of Indian Publishers, Delhi Book Fair, 2011 for the translation of Tilottama Majumdar's novel, The Rounded Moons. Dr. Nitoo Das was selected as one of the seven Indian writers for the 2012 Sangam House International Residency Project hosted by Sangam House at Nrityagram every year. Dr. Mita Bose, Dr. Nitoo Das, Dr. Debjani Sengupta and Dr. Rekha Sethi are proud authors. Dr. Seema Singh, Dr. Anita Swami and Dr. Rashmi Pant were awarded doctoral degrees and Dr. Manasvini Yogi completed a Masters in Journalism & Media Communication (MJMC) with a First Class First from Guru Gobind Singh Indraprastha University.

Among the Non-Teaching Staff, Ms. Chandni Pareekh completed Masters in Library Science in First Division with Second Position in the

University of Delhi and Mr. Samar Bahadur Yadav completed Bachelor of Arts from University of Delhi. Ms. Sudesh Poswal completed Bachelor in Library Science from Indira Gandhi National Open University, New Delhi. The Administrative Officer, Mr. Dinesh Sundriyal participated in a workshop on 'RTI–Obligations and Strategies' and won a prize for being the best informed participant. Five colleagues from the Library went for a two-week 'Basic Training Programme in Computer Skills'. We congratulate our colleagues, Mr. Kashmir Singh, Mr. Rajan Kumar Sharma and Mr. Sant Gopal on their promotion from Group D to C. The College appreciates the services of Mr. Shiv Kumar Yadav, Mr. Rajender Bhatt and Mr. Vimal Bhatt for their contribution to additional tasks as per institutional requirements.

A recruitment drive to fill sanctioned vacancies in the Non-Teaching category was undertaken. Five colleagues were appointed against various posts on a permanent basis. Additionally, contract-based appointments were made to manage the administrative section, Systems and Network and Student Information Management System of the College. We welcome all of you into the College community. The effective functioning of the collective has enabled the College to meet all information requirements at the click of a mouse. The College is grateful to its entire Administrative core and support staff including those in the Library, Laboratories and Hostels, for responding to its demands on a continual basis.

The academic environment of the College was enriched by the hosting of five National Conferences in 2011, by the Departments of English, History, Hindi, Political Science and Mathematics in the New Conference Room. The BBC 2 selected Dr. Poonam Trivedi and her II year English Hons class as a model Shakespeare class, to film with IP College as venue, a lecture and discussion for their Arts Documentary on Shakespeare, India and Me. The College also launched its Discussion Forum, ably coordinated by Ms. Ankita Pandey, providing an interface for intellectual interaction between eminent thinkers, contemporary events and the College community. Dovetailing into awareness and outreach programmes on emergent issues, the ECO Club, the North –East Society, the Gandhi Study Circle, the Women's Development Centre, the Career Guidance and Placement Cell and NSS continue to make regular and meaningful interventions in the life of the College. I am proud to announce that the ECO Club of the college managed to recycle 390 kilograms of e-waste collected over the last few months and in appreciation has been awarded a 'Destruction Certificate' from E-Waste Recyclers India, an NGO that works for the sustainable development of the environment. The College celebrated the 159th birth anniversary of Rabindranath Tagore, becoming a chapter in the worldwide celebrations of the occasion. Tagore's multifaceted genius as writer, artist, and thinker was showcased in a series of events over two days, with support from the Sahitya Akademi and the ICHR.

The College organized its first Open Invitational Tournament in Badminton and Lawn Tennis in 2011, in its renovated and extended Sports facilities. In order to build a culture of recreation through physical activity and sports and to maximize the use of the vast range of newly-created facilities, the College has compulsory sports hours for students. The Sports Festival was organized over 3 days culminating in Sports Day. We are proud of the fact that many members of our College Sports Team come from the General Pool of students. The same is true of students excelling in Extra-Curricular Cultural Activities. Cultural societies continue to enliven the College ambience. The Annual College Play was revived in 2011 by Dr. Harshbala Sharma, with the staging of Medea in Hindi, by the students of the College, with innovative use of the Outdoor Shooting Range as a backdrop to the Greek Tragedy. The College Dance Society not only won prizes wherever it performed, but also opened a new chapter with the launch of an Indian Dance Society showcasing both classical and folk dances. The Debating Society encouraged and supported by Dr. Mita Bose, initiated the experiment with the format of the Parliamentary Debate holding workshops and orientations which culminated in the first Indraprastha College Parliamentary Debate Tournament, with participation at the national level and an impressive showing in the College premises over 3 days and nights, I might add. Deliberations with all stakeholders over the last two years have culminated in the release of the Constitution of the Students' Union on Republic Day celebrations this year.

Today, standing at the threshold of the centenary decade of the College, our dreams and aspirations are more expansive than ever. An essential component of our vision is to have a meaningful and productive relationship between learning in the classroom and the life of the community. Important steps have been taken in this direction by the Department of Family and Child Welfare (FCW), who took on the project of setting up the Child Care Centre of the College, under the supervision of Ms. Gunjan Madan. The College thus announces its newly-created facility, the Child Care Centre in fulfillment of a promise made last year from this podium. Students from the Department of History linked up with the initiatives of the Archaeological Survey of India and learnt to be tour guides at selected historical monuments. We are pleased to state that the relationship continues and will be reinforced with the active intervention of Dr. Meenakshi Khanna and her colleagues in the Department of History. Dr. Meena Bhargava, who has not only vast archival knowledge of the College but also material, is passing on her skills to a band of students who will be able to conduct a tour of Indraprastha College as a heritage site for the greater community of the College and its visitors. The College is

exploring ways in which service learning can be incorporated into the existing curriculum and students be given credits for their initiatives. We are looking at the possibility among others, of integrating this initiative with the existing structure of the curriculum of FCW, Psychology and History and also to instrumentalize the NSS programme in this direction.

Further, the College has begun the process of internationalising the College campus and facilitate Student/ Scholar exchange with institutions abroad, going beyond the available structures, so that those of our students who have not dared to dream of it would very soon have a window of opportunity open up for interaction and exposure at a global level. As a step in this direction, beginning 2011, the Golden Key International Award Programme has been implemented in the College under a MoU with Delhi University and the organization, opening access to the top 15% of academic achievers. Along with the International Award for Young People (IAYP), this programme offers the opportunity for development of life skills for individual students. The project for internationalisation has received further impetus, being the basis for the selection of the Principal under the Fulbright-Nehru International Education Administrators Seminar 2011. Dr. Babli Moitra Saraf became part of its first countrywide cohort of 11 members and the only one from the University of Delhi. She

thwas also awarded the 27 Radhakrishnan Teachers National Award for contribution to the field of education and was invited as Visiting Lecturer to the NIDA School of Translation Studies, Misano- Adriatico, Italy.

We are happy to announce that the College as per its vision and projections from this dais last year successfully completed the projects it had set out for itself to revamp infrastructure and upgrade it to meet the aspirations of the College Community. In this, the College has received the unstinting trust and support of Shri Narain Prasad and Shri Deshraj Gupta and members of the Governing Body, to whom we also had the opportunity last year to express thanks, after the massive infrastructural overhaul of 2010-11. Now that you are in graceful retirement as the Chairman and Honorary Treasurer of the Governing body respectively, you would be gratified to learn that projects initiated with your blessings have reached fruition. Heartfelt thanks and gratitude is also owed to the Governing Body which functioned in the interim period of May to August 2011, with Prof. Vibha Chaturvedi in the Chair, for providing the necessary protocol, support and scrutiny as per norms, rules and regulations of the University of Delhi. You helped the College tide over a crucial and difficult period of recruitment of Non-Teaching Staff and infrastructural preparation to meet the urgent requirements under OBC Expansion and the Semesterisation Programme of the University, as well as projects under the XI Plan.

The College is in the throes of transition as it aligns itself with the changes in the University and the policy on Higher Education in the country as well as the aspirations and demands of its community of students and staff. The next two years will phase out the Annual mode of study programme with the full implementation of the Semester system. Two important interventions by the University have been the Innovative Projects in Colleges and the funding of College teachers in their research projects including the attending of international conferences. Both these have opened up avenues for students and faculty alike and we will be seeing the results very soon. The College looks to the new Governing Body for continued support in its ongoing endeavour to become a flagship institution not only of the University of Delhi, but also of the country.

Thank you.
