RADIOTELEPHONE DISTRESS WATCHKEEPING - UPDATE
The Department of Homeland Security (DHS) encourages the maritime public to report information concerning suspicious activity to their local Federal Bureau of Investigation Joint Terrorism Task Force (JTTF) Office, www.fbi.gov/contact/fo/fo.htm, or to other appropriate authorities. Individuals can contact the DHS Watch and Warning Unit, at (202) 323-3205, or toll free at 1-888-585-9078, or by E-Mail to [email protected]. The U.S. Coast Guard reminds the maritime industry that they may also report information concerning suspicious activity to the National Response Center (NRC), at 1-800-424-8802.
The Bobo, Mississippi, DGPS Site will be unusable from 1400Z, until 1600Z, on May 4, 2012, the alternate time is from 1400Z, until 1600Z, May 5,2012.
Low water conditions reportedly exist between Memphis, Tennessee and Greenville, Mississippi. The ACOE maintained depth and width may not be obtainable on all buoy lines. Mariners are urged to monitor gauge readings for safe navigation.
All floating aids to navigation from Mile 648.3 to Mile 226.4, have been withdrawn for the 2012 Navigation Season.
Attached as an enclosure to this LNM, is USACE Little Rock District Notice 12-12, regarding the 2012 Annual Navigation Conference McClellan-Kerr Arkansas River Navigation System.
The USCG is currently conducting developmental testing via AIS base station transmissions along the Mid-Gulf Sea Coast on standard AIS channels 2087 and 2088. These transmissions are in support of expanding the Coast Guard’s Nationwide AIS. AIS users should not be affected by these test transmissions. The AIS test transmissions are being broadcast at the following base stations: Site Location MMSI #Robertsdale, AL 003669757Port St. Joe, FL 003669756Santa Rosa, FL 003669758Van Cleave, MS 003669760Shell Point, FL 003669759Note, these stations are not being monitored for, nor are they capable of AIS text messaging by the US Coast Guard at this time. Please notify USCG Navigation Center at (703) 313-5900 should you experience AIS equipment problems or detect anomalies. For more information on the Coast Guard’s Nationwide AIS, visit the NAVCEN website at http://www.navcen.uscg.gov/?pageName=NAISmain
Mariners are advised that calls to the Coast Guard on the international radiotelephone distress frequency 2182 kHz may not be reliably received by the Coast Guard. Areas where maritime broadcasts on 2670 kHz are being received satisfactorily by mariners should not be affected. Similarly, mariners using high frequency (HF) radiotelephones equipped with digital selective calling (DSC) capable of operating on the 4, 6, 8, 12

Coast Guard watchkeeping services on these HF radiotelephone and DSC distress frequencies are posted at http://www.navcen.uscg.gov/?pageName=cgcommsCall.Mariners who receive a distress alert or call that has not been acknowledged by the Coast Guard are asked to assist if possible and advise the nearest Coast Guard unit using whatever means are practicable.

SECTION VII - GENERALThis section contains information of general concern to the Mariners. Mariners are advised to use caution while transiting these areas.
Freeport Bridge; The land-based approaching spans on the left descending bank are being demolished and rebuilt. Later phase of rehabilitation will require steel repairs and redecking work on the channel span and a containment platform may extend 5 feet below the low steel for a reduced vertical clearance of 42 feet above normal pool. Project is schedule to be completed in 2013.
The USACE Little Rock, advises that the flow on the Arkansas River, at Murray L/D, vicinity of Mile 125.4, has exceeded 70,000 cubic feet per second. The Regulated Navigation Area, at Little Rock, Arkansas, from Mile 125.4 to Mile 118.2, is now in effect. Mariners transiting this area must follow the Special Operating Procedures outlined in Title 33 Code of Federal Regulations, Part 165.817 and Part 117.123.
The USACE reported that due to the over 4-foot differential between Norrell L/D, in the vicinity of Mile 10.0 and Montgomery L/D, in the vicinity of Mile 0.5, the flow through the navigation pass is too fast for nighttime transit. The navigation pass at Montgomery Point L/D will be open for daytime transit only and will be closed for nighttime transit, until further notice. Mariners are advised to transit the area with caution. For additional information, mariners may contact Montgomery Point L/D at (870) 548-3400 or the USACE Little Rock District Office at (501) 374-5739.

New Fallston (Veterans) Highway Bridge; A cofferdam is in place on the right descending side of channel for pier construction. An access road from the bank to cofferdam extends into river. A channel clearance of 200 feet is provided and the work site is marked with contractor-placed buoys. Contact the contractor Golden Triangle Construction at (724) 828-2800, for status.
Locust Fork Bridge; County Road 61 (Alliance Road) near Maxine in Jefferson County, Alabama has ongoing construction that may, at times, delay transit by larger vessels and barges. The dates and time will be clarified by a Broadcast Notice to Mariners, when available. Mariners are urged to use caution when transiting this area.
On April 21, 2012, from 7:00 a.m. until 3:00 p.m., a triathlon/rowing competition will be held between approximate Miles 341.5 and 338.5, Tuscaloosa, Alabama. Entry into, transiting or anchoring within this area, during the event period, is prohibited to all vessels not registered with the sponsor as participants or not part of the regatta patrol, unless specifically authorized by the COTP Mobile, Alabama, or a designated representative. For further information, mariners may contact U.S. Coast Guard Sector Mobile, Alabama, at (251) 441-5976.
On April 28, 2012, from 11:00 a.m. until 4:00 p.m., a dragon boat race will be held between approximate Miles 341.0 and 340.5. Mariners desiringto transit the area, during the marine event may do so only with prior approval of the on-scene Patrol Commander and when so directed by that officer and will be operated at a no wake speed in a manner which will not endanger participants in the event or any other craft. The Patrol Commander will monitor VHF-FM Channel 16 (call sign PATCOM). For additional information, mariners may contact U.S. Coast Guard Sector Mobile (Waterways Management) at (251) 441-5684.
Martha-Gallatin Highway Bridge; A work barge encroaches 65 feet along the right descending navigation channel. Cofferdam construction is in progress from 6:00 a.m. until 6:00 p.m., Monday through Friday.
Continuing until approximately April 30, 2012, CB Ford Construction will conduct bank stabilization operations (rip-rap stone placement) between approximate Miles 216.0 and 215.6, LDB, lower approach to Old Hickory L/D. The contractors floating plant will consist of the M/V MISS LISA. Up-bound are requested to contact the M/V MISS LISA at their earliest opportunity with an estimated time of arrival at this location. Down-bound mariners should contact the Old Hickory L/D as normal. Mariners may contact the Old Hickory L/D at (615) 847-3281 or via VHF-FM Channels 13 or 16, with any questions.
Silliman Evans Memorial Highway Bridge; Due to a containment system, the vertical clearance has been reduced to 68.0 feet above normal pool. Pier prep work requires a work barge measuring 8 feet wide, at times to be moored channelward of the left or right descending navigation piers. Horizontal clearance in the channel span will be reduced to 292.0 feet. Mariners are urged to transit the bridge with caution.
Continuing until approximately July 2012, CB Ford Construction will conduct bank stabilization between approximate Miles 30.5 and 30.0, LDB. Thework will involve the placement of rip-rap stone in the area. The contractors floating plant will consist of the M/V NANCY C or the M/V CB FORD. Upbound traffic is requested to contact the M/V CB FORD or the M/V NANCY C at their earliest opportunity with an estimated time of arrival in the area. This will allow time to arrange the floating plant to avoid interfering with upbound locakages. Downbound traffic should contact the L/D as normal. Mariners may contact the Lockmaster at Barkley L/D at (270) 362-9131 or via VHF-FM Channels 13 or 16.
On May 15, 2012, from 6:00 a.m. until 6:00 p.m., Brandon Road L/D in the vicinity of Mile 286.0, will be closed for maintenance. During this closure, mariners are requested NOT to tie up along the guidewalls. Mariners may contact Brandon L/D via VHF-FM Channel 14 or at (815) 744-1714, for further instructions.

Continuing until approximately May 5, 2012, the M/V LaSALLE is conducting dredge operations/strike removal between approximate Miles 230.9 and 230.0, Starved Rock Lower. Work will be conducted from 7:00 a.m until 5:00 p.m., Monday through Thursday. The M/V LaSALLE will monitor VHF-FM Channels 13, 16 or 82, for passing instructions. The M/V LaSALLE requests 30-minutes advance notice of passage. Mariners are urged totransit the area at their slowest safe speed to minimize their wake.
I-64 (WB) Bridge; The vertical clearance is reduced to 57 feet above normal pool due to a work platform extending 8 feet below the low steel when over the channel span. Work barges moored against the channel piers at times may extend 8 feet into the channel. If necessary, contact the contractor on cell (304) 410-4630, for status when transiting the work site.
Commencing approximately April 23, 2012 and continuing until approximately November 8, 2012, Kokosing Construction Company will construct a temporary unloading facility in the vicinity of Mile 44.8, LDB. This facility will be used during the construction of the Dick Henderson Highway Bridge. Work will be conducted from 7:00 a.m. until 5:00 p.m., Monday through Saturday. During non-working hours the contractors floating plant will be moored at the site and lighted accordingly. The contractors floating plant will consist of the M/V CLYDSDALE, 2 crane barges and a material barge. Construction operations will require the contractor to temporarily moor barge at the navigation channels edge extending approximately 20 feet into the channel. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and to proceed with caution, after passing arrangements have been made.
St. Albans-Nitro (Dick Henderson) Highway Bridge; The cofferdam is in place and lighted at the left descending channel pier. Construction floating plant has moved to the right descending channel pier for cofferdam work, 300 feet of horizontal clearance is maintained for passage of vessel traffic. Barge tows of 3-wide should not attempt to pass when moving through the bridge site. Work is being performed from 7:00 a.m. until 5:00 p.m., Monday through Saturday. Contact the work boat on site M/V CLYDESDALE (23290) via VHF-FM Channels 13 or 16, for status.
Three can buoys have been reported missing and a can buoy has been reported not properly marking the channel between approximate Miles 858.0 and 857.0. Mariners are urged to transit the area with caution.
Three can buoys have been reported missing between approximate Miles 830.0 and 828.0. Mariners are urged to exercise caution in the area.
Continuing until further notice, the Dredge GOETZ is conducting dredge operations in the vicinity of Mile 762.9. A dredge pipeline crosses the channel at a depth of 14 feet. Dredging will be performed 24-hours a day, 7-days a week. Mariners are urged to contact Dredge GOETZ at least 30-minutes prior to needing to transit the area. The Dredge GOETZ will be monitoring VHF-FM Channels 13, 16 or 82. Mariners are also urged to transit the area at their slowest safe speed to minimize wake after passing arrangements have been made.
Three can buoys have been reported missing between approximate Miles 722.0 and 720.0. Mariners are urged to exercise caution in the area.
Continuing until approximately May 15, 2012, revetment operations are being conducted in the vicinity of approximate Mile 598.0. The contractors floating plant will consist of the M/V HELEN TULLY. The M/V HELEN TULLY will monitor VHF-FM Channels 13 or 16 or via phone at (901) 262-9286. Mariners are urged to transit the area with caution and at their slowest safe speed to minimize their wake.
Continuing until further notice, the Dredge JADWIN is conducting dredging operations in the vicinity of Mile 595.0, lower end of Victoria Bend. The channel in this area is very restricted and the dredge JADWIN will block the majority of the navigation channel. Mariners are urged to contact the Dredge JADWIN via VHF-FM Channels 13 or 16, for passing instructions. Mariners are urged to exercise caution in the area.

Continuing until further notice, construction operations are being conducted between approximate Miles 229.0 and 228.0, RDB. Attached as an enclosure to this LNM is a COTP New Orleans, Louisiana, Marine Safety Bulletin Volume XII, Issue 23, discussing specific recommendations and contact information.
Shoaling has been reported at various locations between approximate Miles 857.5 and 850.0. A M/V transiting the area reported depths in the vicinity of Mile 850.0, of 7 feet 6 inches, on March 29, 2012. A M/V reportedly bumped bottom in the vicinity of Mile 850.0, approximately 75-100 feet off the can buoy line with a 9-foot draft on April 7, 2012. Mariners are urged to transit the area with caution.
Lowry Avenue Replacement Bridge; Continuing work on the newly installed span over the channel, may require a crane or material barge to be temporarily in the channel. Navigation may be delayed for a short period, if barges need to be moved for passage. Contact Lunda Construction Work Boat M/V MARLEY K via VHF-FM Channel 7, for status.
Washington Avenue Bridge; Horizontal clearance may at times be reduced to 180 feet due to a catch barge moored in the navigation channel Monday through Friday, during daylight hours. If needed, the catch barge will move on 1-hour advance notice, by calling M/V NEBRASKA CITY via VHF-FM Channels 13 or 16.
Dartmouth Avenue Bridge; Deck work to add traffic lanes by reducing the width of shoulders is underway. All work is conducted on the deck and there is no impact to navigation. Contact Valley Paving (952) 445-8615, for status.
Lafayette Street Replacement Bridge; Contractor has floating plant at the right descending side of channel for cofferdam construction on the channel pier. Crane barges occupy part of the channel but allow a 273 feet horizontal clearance. Contact Lunda Construction M/V LIL AJ (WCN 4398) via VHF-FM Channels 13 or 16, for status.
Continuing until further notice, repair work continues on the upper guidewall at L/D 2 in the vicinity of Mile 815.2. All mariners are requested to contact L/D 2 via VHF-FM Channel 14, to discuss locking procedures and to coordinate assistance, if needed, from the contractor. Mariners are urged to exercise caution in the area.
Hastings Highway Bridge Replacement; Cofferdam construction is in progress from 6:00 a.m. until 6:00 p.m., Monday through Friday, outside of the channel on the left descending side. Contact the M/V GRACIE M (WQKQ 922) via VHF-FM Channels 13 or 16, for status.
The following aid to navigation have been replaced for the 2012 Navigation Season:Point No Point Lighted Buoy (LLNR-12772), vicinity of Mile 779.9.
Continuing until further notice, the Dredge GOETZ will be conducting dredging operations in the vicinity of Mile 762.7. The channel will be blocked. Mariners are required to contact the Dredge GOETZ via VHF-FM Channels 13, 14 or 82, 30-minutes prior to transiting the area, for passing instructions. Mariners are urged to use caution in the area and proceed at their slowest safe speed to minimize wake.
Continuing until further notice, dredging operations will be conducted between approximate Miles 660.7 and 657.0, LDB. Work will be conducted during daylight hours, Monday through Friday. Operations may extend approximately 40-50 feet into the navigation channel. Continuing until approximately April 23, 2012, the M/V MOLINE or the M/V CLINTON will conduct dredging operations in the vicinity of Mile 531.0, Dark Slough. Work will be conducted from 7:00 a.m. until 5:00 p.m., 7-days a week. The M/V MOLINE or the M/V CLINTON will monitor VHF-FM Channels 13, 16 or 82 and requests 30-minuites advance notice of passage. Mariners are urged to transit the area at their slowest safe speed to minimize their wake after passing arrangements have been made.
Shoaling has been reported between approximate Miles 516.6 and 516.5, along the nun buoy line. Depths of approximately 7.5 feet, at flat pool or low operating level reportedly exist extending approximately 100 feet into the channel from the nun buoy line. Shoaling has been reported in the vicinity of Mile 486.5, mid-channel. A M/V reportedly bumped bottom at this location with a 9 foot draft on April 10, 2012. Mariners are urged to exercise caution when transiting the area.
A nun and a can buoy have been reported missing in the vicinity of Mile 415.0. Mariners are urged to exercise caution in the area.
Burlington Railroad Drawbridge; The lift span is scheduled for 4-navigation closures on April 24, 2012 from 7:00 a.m. until 12:00 noon; April 25, 2012 from 8:00 a.m. until 10:00 a.m.; April 26, 2012 from 3:00 a.m. until 3:00 p.m. and April 27, 2012 from 7:00 a.m. until 12:00 noon. The April 26, 2012 closure will have an opening for waiting vessels at 9:00 a.m. before closing for the final 6-hours. The closures are necessary for rail replacement and power change-out on the lift motor. Vessel operators should expect delays for passage.
Multiple buoys have been reported not properly marking the channel between approximate Miles 332.0 and 330.0. Mariners are urged to exercise caution in the area.
New 1-70 Mississippi River Bridge; Bridge pier construction ongoing on both sides of the navigation channel. Horizontal clearance is reduced to 1,050 feet. Mariners are advised to keep well clear of these areas and may contact M/V FRANK PITZ via VHF-FM Channels 13 or 16, for additional information.
On April 28, 2012, from 9:00 p.m. until 9:30 p.m., the Lumiere Place Casino and Hotels Fireworks Show will be held between approximate Miles 179.8 and 179.3. This is a barge based display. The COTP Upper Mississippi River has closed the river for this event.
Jefferson Barracks Dual Bridges; A traveling work platform measuring 64 feet wide will be suspended approximately 10.3 feet bellow low steel at various locations. No equipment shall encroach in the middle 400 feet of the main navigation channel when the St. Louis Gauge reads 16 feet or higher.

Rulo Highway Replacement Bridge; Cofferdam work requires a work barge measuring 55 feet wide to be moored channelward of the new left descending navigation pier. Horizontal clearance in the channel span will be reduced to 345.0 feet. Mariners are urged to transit the bridge with caution.
Atchison Highway Bridge Replacement; The equipment for erection of the span has moved to the left descending bank over night and occupies the left descending span of the channel for steel erection during work hours from 7:00 a.m. until 5:30 p.m., Monday through Thursday. Mariners can contact the Work Tug M/V CLEVA LEE via VHF-FM Channels 13 or 16, or call the work foreman at (312) 296-5523, for request, if passage requires the floating plant to be moved.
A partially submerged metal obstruction has been reported in the vicinity of Mile 359.4, in the center span of the Harry S. Truman Railroad Drawbridge. The object protrudes approximately 2 feet out of the water. Mariners are urged to exercise caution in the area.
Francis James Memorial (New Pennsylvania Turnpike) Bridge; Superstructure construction in ongoing both sides of the navigation channel. Horizontal clearance is reduced to 345 feet due to cofferdams and form-traveler support units. Mariners may contact M/V MISS TINA LOU on VHF-FM Channels 13, 16 or 18, for more information.
Charleroi-Monessen Bridge; Cofferdam construction is ongoing along the right descending bank. A work barge will encroach into the navigation channel approximately 60 feet along the right descending navigation channel. Mariners may contact the M/V JB FAY via VHF-FM Channel 68, for additional information.
William D. Mansfield Memorial Bridge; Due to a containment system, the vertical clearance in the channel span has been reduced to 62.3 feet above pool stage. Work will be conducted from 7:00 a.m. until 5:00 pm., Monday through Saturday. Mariners are urged to transit the bridge withcaution.
Ambridge-Aliquippa Bridge; The vertical clearance is reduced by 3 feet due to a containment extending below the low steel for cleaning and painting. Also equipment may extend 12 feet into the channel for pier repair work. Work will be conducted from 7:00 a.m. until 7:00 p.m., Monday through Friday, through December 2012. Contact the Trumbull Corp. at (724) 333-6542, for status.
Moundsville (Arch A. Moore, Jr.) Highway Bridge; A containment used for cleaning and painting reduces the vertical clearance by 5 feet for a vertical clearance of 64 feet above normal pool. Work will be conducted from 7:00 a.m. until 7:00 p.m., 7-days a week. Contact the safety boat PANTHER SKIFF or PANTHER BRIDGE at (330) 881-6031 or office at (304) 845-1014, for status of conditions.
Ravenswood Bridge; Due to a containment system, the vertical clearance has been reduced to 65.6 feet above normal pool elevation 560.0 feet MSL. Work will be conducted daily, from 7:00 a.m. until 7:00 p.m. Mariners are urged to transit the bridge with caution.
Continuing until approximately April 30, 2012, Amherst Madison Inc. will conduct maintenance dredging in the lower approach of the auxiliary chamber at Mile 279.5, LDB, Robert C. Byrd L/D (auxiliary chamber). The contractors floating plant will consist of the M/V MILTON, a barge mounted crane and 2 material barges. Work will be conducted from 7:00 a.m. until 5:00 p.m., Monday through Saturday. During non-working hours, the contractors floating plant will be moored at the work-site and lighted accordingly. The M/V MILTON will monitor VHF-FM Channel 13. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and to proceed with caution.

St. Clair (Singing) Bridge; The vertical clearance is reduced by 4 feet due to a containment extending below the low steel. Cleaning and painting work is proceeding from 7:00 a.m. until 7:00 p.m., Monday through Saturday, until July 2012. Mariners can contact the safety boat operator on VHF-FM Channels 13 or 16 or at (330) 978-0030, for status.
Madison Highway Bridge; Cofferdam construction at both right and left descending channel piers is underway. The channel is clear of floating plant and 550 feet of channel clearance will be maintained during bridge construction activities. The Walsh Construction M/V RICHARD NEALE (WYX 5074) is on site and may be contacted via VHF-FM Channel 73, from 7:00 a.m. until 5:30 p.m., Monday through Saturday, for status.
Continuing until approximately May 17, 2012, Five M Transportation Corp. will conduct core drilling operations in the vicinity of Mile 603.0, along both banks of the river. Work will be conducted from 6:00 a.m. until 10:00 p.m., 7-days a week. During non-working hours, the contractors floating plant will be moored at the work-site and lighted accordingly. The contractors floating plant will consist of the M/V GAIL ANN and a work barge. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and to proceed with caution after passing arrangements have been made.
Sherman Minton Bridge; A safe span extending 2.5 feet below the low steel for the entire length of the bridge is installed for steel repair work. Asa safety boat is at the site for rescue and can be summoned by a call to Hall Contracting M/V GREAT ESCAPE via VHF-FM Channels 13 or 16.
Continuing until April 21, 2012, Bulldog Diving will conduct dive operations in the vicinity of Mile 719.5, mid-navigation channel. Work will be conducted from 8:00 a.m. until 4:00 p.m. The dive vessel will monitor VHF-FM Channels 13 and 16. Mariners are urged to transit the area at their slowest safe speed to minimize their wake.
Continuing until further notice the wickets at L/D 52 in the vicinity of Mile 938.9 have been raised. Until river conditions stabilize, draw-down conditions are occurring in the L/D 52 pool between approximate Miles 938.9 and 918.5. Mariners are urged to transit the area with caution, adhere to the navigation channel. and be aware of potential out-drafts.
Continuing until approximately June 15, 2012, revetment construction will take place between approximate Miles 980.0 and 977.0, along the Illinois bank. The contractors floating plant will consist of the M/V TWYLA MARGE, tender boats, survey boats and barges. The M/V TWYLA MARGE will monitor VHF-FM Channels 13 or 16. Mariners are urged to transit the area at their slowest safe speed to minimize their wake.
Harrisonburg Drawbridge; The downstream center pivot pier protection system has been damaged or missing. Mariners are urged to transit the bridge with caution.
U.S. 71/165 (O.K. Allen/Fort Beulow) Replacement Bridge; Horizontal clearance is reduced to 278 feet due to cofferdam construction ongoing on both sides of the navigation channel. Mariners may contact M/V OLIVIA via VHF-FM Channels 13 or 16, for more information.

Henley Street (SR 33) Bridge; Work barges encroach 30 feet in the channel at the right descending channel pier for concrete removal operations. The barges will be lighted at night and remain at the pier after work hours. Clearance is reduced to 270 feet. Contact Britton Bridge M/V BRIDGE BUILDER VI (Call Sign WDB 9442) via VHF-FM Channels 13 or 16, for status.
Marion County Memorial Replacement Bridge; Due to cofferdam construction in the right descending navigation span, mariners are requested to transit the existing left descending navigation span which provides a 350-foot horizontal opening. If assistance is needed for transit through the bridge, a 30-minute advance notice is requested by contacting the M/V MS MARY via VHF-FM Channels 13 or 16.
B.B. Comer (South Bound) Dual Bridge; Steel is being erected for superstructure of the bridge. Mariners are advised to transit the area at their slowest safe speed to minimize their wake. Contact Scott Bridge supervisor via VHF-FM Channels 13 or 16, or cell (334) 381-0575.
Commencing 6:00 a.m., April 24, 2012 and continuing until 6:00 p.m., May 17, 2012, the Wilson L/D (Main Chamber), in the vicinity of Mile 259.4, will be closed for maintenance. During this closure, the auxiliary L/D will be available to pass traffic. Attached as an enclosure to this LNM is the USACE Self Help program and lockage procedures. Questions regarding this closure should be addressed to the lockmaster at (256) 764-5226.
Eggners Ferry Highway Bridge; Until further notice only the main channel navigation lights are lit. All other bridge navigation lights are extinguished.
Continuing until approximately May 26, 2012, temporary delays may be experienced at the Kentucky L/D in the vicinity of Mile 22.4. Questions regarding these closures, may contact the lockmaster at (270) 362-4226 of via VHF-FM Channels 13 or 16.
Salvage operations have been completed in the vicinity of Mile 40.5, approximately 300 yards outside of the nun buoy line. The submerged obstructions have been cleared to 10 feet of water over the top at “winter levels”. The general area is marked with 2 lighted buoys, 1 set upstream and the other set downstream of the debris field and a 3rd lighted buoy set in the vicinity of the highest concentration of debris. Mariners are urged to exercise caution in the area.
George Rogers Clark Bridge Replacement; Falsework construction is in progress outside of the channel in the left descending backspan for superstructure erection scheduled in 2012. Work barges are moored at the right descending bank, after hours. The work will not impact navigation. Contact the CJ Mahan Work Boat M/V ANDREW (WCD 5391) via VHF-FM Channels 13 or 16, for additional information.
Clarendon Highway Bridge; Cofferdam construction for the left descending channel pier is on-going with equipment located outside of the navigation channel. 2012 ANNUAL NAVIGATION CONFERENCE MCCLELLAN-KERR ARKANSAS RIVER NAVIGATION SYSTEM
You are invited to the 2012 Annual Navigation Conference for the McClellan-Kerr Arkansas River Navigation System that will be held May 8 and 9 at the Holiday Inn City Center in Fort Smith, AR. A Registration Form and Activities and Meeting Schedule for the two-day event are attached. The tentative agenda for the Navigation Conference will be issued soon. The $70 registration fee covers all meetings and materials as well as the continental breakfast, coffee/refreshment breaks throughout and the closing luncheon (includes a guest speaker and the Arkansas River Historical Society’s Hall of Fame Induction Ceremony). The $35 spouse/guest registration fee covers the May 9 closing luncheon only. Meeting participants and guests are invited to attend a special reception and dinner hosted by the Fort Smith Port Authority/City of Fort Smith at the Glass Pavilion on the banks of the Arkansas River in Fort Smith on the evening of May 8.

Effective Tuesday April 3, 2012 at 200 pm Eastern Daylight Time (EDT) or 1800 Coordinated Universal Time (UTC), the Tropical Analysis and Forecast Branch (TAFB) of the National Hurricane Center will reconfigure its marine zones for the offshore waters in the Caribbean and SW North Atlantic, and the Gulf of Mexico. The existing nine (9) zones will be reconfigured into twenty‐four (24) zones. This greater number of zones will result in a number of improved products and services. For further information see: http://www.nws.noaa.gov/om/notification/scn11‐40marine.htm Effective Apr 03, 2012 at 1800 UTC, in order to better meet the time constraints for voice broadcast via the U.S. Coast Guard from the USCG Communications Stations in New Orleans and Chesapeake, VA, and USCG Sector stations, two new products will be broadcast in lieu of the current Offshore Waters Forecasts for the SW North Atlantic and Caribbean, and Gulf of Mexico, These products will combine forecasts for the 32 zones in such a way that they will be similar to the Offshore Waters Forecasts before reconfiguration. Effective Apr 03, 2012 at 1800 UTC the NAVTEX forecasts will be reconfigured to limit coverage to within 200 nm of the coasts assigned to New Orleans, Miami and San Juan transmitters. Specifically, the forecast area for the New Orleans transmitter will cover the northern Gulf of Mexico from the Suwanee River, FL to the mouth of the Rio Grande, out 200 nm. The Miami NAVTEX forecast area will cover the waters around the peninsula of Florida from Suwanee River on the Gulf Coast, to Flagler Beach on the Atlantic Coast, out 200 nm. The San Juan forecast area will cover the waters within 200 nm of the San Juan transmitter, to include the Mona Passage and part of the Anegada Passage. This reconfiguration will better conform to the range of the transmitters, provide more detailed information along the immediate coast, and better meet broadcast time constraints. Effective Apr 03, 2012 at 1800 UTC the order of charts transmitted via radiofax from New Orleans will be modified to better align workflow with the suite of enhanced text products which are to be implemented at that time. SUBJECT: “Self Help” Program and Lockage Procedures for Wilson Lock, Tennessee River Mille 259.4 Reference: Notice to Navigation Interests 07-34, Dated 03 October 2007, Subject: “Self Help” Program and Lockage Procedures at Nashville District Locks. NOTE: This notice outlines “Self Help” procedures specific for Wilson Lock. These procedures, while similar to those in the referenced notice, are only fully applicable to traffic transiting Wilson Lock and do not replace the application of the referenced notice at other Nashville District Locks. Self Help lockage Procedures for Wilson Lock:
1. Industry will be permitted to use the voluntary services of any towboats that are waiting in queue on either end of the lock, to expedite lockages by assisting other tows to land along approach walls, re-arrangements of set-over tows, and pulling out barges of non-powered cuts. Additionally, tows in queue may assist on a voluntary basis by allowing other tows to lie alongside while preparing to lock or making for departure. All towboats are to stay with their tows while waiting lockage unless volunteering to assist other tows through the lock.
2. When industry is providing the volunteer helper boat, the locking sequence may be changed, if the lockmaster determines it would be expedite traffic or improve safe operations.
3. The procedure of locking first-come-first-served will be followed when less than three tows are waiting above or below the lock.

4. It will be necessary for tows to follow one another on the guidewall when a series of lockages are being made in one direction. Each tow should be aware of the tow that it follows and be on the guide wall as soon as that tow enters the lock chamber. The Lockmaster may vary this procedure as required by conditions at the lock. While this practice will speed up the lockage process, it is imperative that tows exercise extreme caution.
5. When a workable queue exists, vessels will contact the lock on Channel 13 to advise that they have arrived and are available to assist as a helper boat. Thereafter, information concerning lockage will be broadcast on Channel 14 unless advised otherwise by the Lockmaster. Towboats that so not answer the radio call from the lock will be dropped to the end of the waiting line.
6. No adding or dropping of barges will be allowed once the tow in is queue. All towboats assisting with locking will provide adequate personnel to assist in locking during complete lockages. Towboat personnel shall be relieved when needed or when safety becomes an issue.
7. All up bound tows locking at Wilson Auxiliary that are considered jumbo barges, or 54’ X 295’ in size, will approach the lower chamber one barge at a time due to the limited space available on the lower approach.
8. Participation in the “Self-Help” program is strictly on a volunteer basis for the sole purpose of reducing delay time to industry at Wilson Auxiliary Lock. The Lockmaster or his representative will call a particular boat by radio and advice of the need for volunteer action indicated above. This advice shall not be considered an order or a direction for action within the authority of the Lockmaster under 33 CFR 207.300. No captain, pilot or other responsible person in charge of the vessel is obligated to respond, except as a volunteer. The United States assumes no liability for the transmission of such advice and shall not be responsible for any consequences of this volunteer action.
All navigators are urged to cooperate fully to accomplish maximum efficiency in transiting all locks in this district. Those vessels that refuse to help in the lockages will move to the back of the line in queue. All pilots are requested to provide the necessary number of personnel aboard their vessels to ensure that manpower is available to safely transit the locks. All priority request will be submitted with the proper form (attached) to the Priority Committee.
