PREFACE

The GUIDELINES FOR MISSISSIPPI CHAPTER OF FUTURE BUSINESS LEADERS OF AMERICA has been developed to serve as a supplement to the National FBLA Chapter Management Handbook and should be used in conjunction with the National FBLA Chapter Management Handbook.

Some of the information in the GUIDELINES FOR MISSISSIPPI CHAPTER OF FUTURE BUSINESS LEADERS OF AMERICA will change periodically.

All advisers and officers should be particularly familiar with the contents of both the GUIDELINES FOR MISSISSIPPI CHAPTER OF FUTURE BUSINESS LEADERS OF AMERICA and the National FBLA Chapter Management Handbook and should share the relevant information with local chapter members.

MISSISSIPPI FBLA-PBL FOUNDATION

The Mississippi FBLA-PBL Foundation was formed in 1987. The Foundation’s primary

goal is to promote the education of members in Mississippi Future Business Leaders of America

and Phi Beta Lambda chapters. This goal is accomplished through providing assistance with

expenses to national FBLA and PBL conferences and providing assistance with higher education

expenses through the Rufus T. Jones Scholarship.

Contributions to the Foundation are tax-deductible. All of the principal income is held in

a trust. The interest received from this income is used to fund the expense disbursements and

scholarships to students.

The first Foundation disbursements to students were made in 1990. In order for chapter

members to receive disbursements, the local chapter must be at least a bronze member of the

Foundation and solicit an additional bronze membership. This additional membership can come

from a variety of sources, such as an additional $50 contribution by the chapter (silver

membership), a bronze business contribution, a bronze memorial contribution, a bronze

membership from a civic organization or group, etc.

The Mississippi FBLA-PBL Foundation Fact Sheet, which appears on the following page,

may be used when obtaining business memberships.

RUFUS T. JONES SCHOLARSHIP

The Rufus T. Jones Scholarship was established to recognize Rufus Jones' years of

outstanding service and dedication to Mississippi Future Business Leaders of America-Phi

Beta Lambda.

The scholarship is given yearly to one FBLA member and one PBL member who has shown

dedication to FBLA-PBL through outstanding service and leadership.

The Mississippi FBLA-PBL Foundation Board of Directors is responsible for the

coordination of the scholarship. A committee composed of Foundation Board members and

former FBLA-PBL members will make the selection of the scholarship recipient.

Each local chapter that has met the criteria for receiving Foundation disbursements as stated

in communication from the State FBLA-PBL Office is eligible to nominate one member.

Funding for the scholarship comes from the Mississippi FBLA-PBL Foundation. The

Foundation Board sets the scholarship amount yearly—this amount varies and is dependent

upon the Foundation funds available for disbursement.

The scholarship check will be sent directly to the recipient. Procedures for scholarship

disbursement will be supplied to the recipient’s adviser. In order to receive scholarship

disbursement, the recipient must provide the following:

1. Proof of enrollment

2. Proof of PBL membership—If the postsecondary institution does not have an active PBL chapter, the recipient should make efforts to form or re-activate a chapter. If this is not possible, the recipient should join the Virtual PBL Chapter and provide evidence of membership.

RUFUS T. JONES SCHOLARSHIP CRITERIAPhi Beta Lambda

In order to be eligible for scholarship consideration, the nominee must meet all of the following criteria:

1. must be a freshman, sophomore, or junior;

2. must be a full-time student;

3. must be majoring in a business field (such as accounting, business education, business administration, business and office technology, computer information systems, etc.)

4. must have a 2.8 or better grade point average;

5. must have at least one year's membership in Phi Beta Lambda (including current year);

6. must be planning to continue his/her involvement with FBLA-PBL, Inc., through membership in either a local PBL chapter or the Virtual PBL chapter; and

7. if the nominee is presently attending a community/junior college, he or she must be planning to continue his or her education at a Mississippi college or university.

Previous nominees who were not selected to receive the scholarship may be nominated again.

Nominees must submit:

1. Completed application blank (with essay)

2. Unofficial copy of community/junior college or college transcript

3. Letter of recommendation from local chapter adviser—adviser should include specific examples of the nominee's service to PBL

4. Mail application to Lisa Courtney – 1109 Ray Ave. – Wiggins, MS – 39577-8279.

5. Application must be postmarked on or before February 10, 2017.

NOTE:No other materials will be accepted. If other materials are submitted, the nominee will be considered ineligible. Likewise, if all the items listed above are not submitted, the nominee will not be eligible for consideration.

General Information about Running for State Office

Is there a potential state officer in your chapter? Have you considered sponsoring a candidate from your chapter? Is there someone who is currently active and will return to your chapter next year? A candidate for a state office must have the determination to conduct a vigorous campaign for election and the dedication to fulfill the demands of the office. The rewards are immeasurable!

The State Officer Handbook contains the state officer application, deadlines, instructions, etc.

Each chapter is allowed to run one candidate for the following positions: President, District Vice President (one from each District—Northern, Central, Southern), Secretary, and Reporter.

According to the bylaws, a candidate for Parliamentarian must take the Parliamentary Procedure test at the State Leadership Conference. A minimum score of 45 must be made on the test to be considered. The candidate with the highest score (45 or above) will be selected as Parliamentarian.

1. If there are no nominees for an office, a student may submit an application by the deadline stated by the State FBLA Office. This person must meet all of the requirements set forth for the other officers. A selection committee will make appointment(s) for unfilled office(s).

2. A student taking the Parliamentary Procedure test only for consideration for State Parliamentarian is not classified as entering an event and may compete in another event.

3. Each candidate for state office (excluding Parliamentarian) will be required to set up a campaign booth. No campaigning of any kind is allowed until the opening of the campaign booths. Campaign materials must be limited to campaign booths only—no campaign materials can be given at the door or any other areas other than the campaign booth. The first 10 minutes of the campaigning procedure will be dedicated for voting delegates. Each local chapter in good standing shall have two voting delegates.

4. The adviser of each officer must accompany his/her student to all FBLA functions. NASSP (National Association of Secondary School Principals) requires adult chaperones for all high school students—the State FBLA Office requires compliance with the policy.

5. All state officers are responsible for purchasing the designated uniform.

State Fall Leadership Conference

Provided funds are available, the state chapter will support an FBLA/PBL State Fall Leadership Conference where FBLA and PBL members and prospective members can attend. The one-day Conference is held annually in the fall. Our SFLC will be held this year at East Central Community College on Tuesday, October 2, 2018. Registration forms can be found at https://www.mdek12.org/CTE/SO/FBLA.

FBLA T-Shirt and Lapel Design Competition(FALL Conference Event)

All local chapters are encouraged to submit a T-shirt and/or Lapel Pin design along with their registration for the 2018 Fall Leadership Conference.

Listed below are the criteria/regulations:

1. The design must use the current year’s theme.2. The design can be of any shape (state of Mississippi, square, rectangular,

etc.).

3. The design must contain the word “FBLA.” 4. The word “Mississippi” or a “Mississippi” shape/outline/map must be used.5. The design can use a maximum of four colors. White is considered a

color. 6. Your local chapter or school name should not be a part of the design.7. No glitter or other materials may be used.

8. The design must be depicted on a standard 8 1/2 x 11 piece of computer paper.

9. The design must be submitted along with the chapter’s Fall Leadership Conference registration.

10. Label the back of the computer sheet with the school name.11. The same design may be used for both the T-shirt and the Lapel Pin

design or they may be different – please note on the front of the design whether it is T-shirt, Lapel Pin, or both.

District Conference Information

As a preliminary to State Leadership Conference, District Conferences are held giving FBLA members opportunities for competition and participation in leadership activities.

Mississippi FBLA is divided by counties into three districts: Northern (Northeast Mississippi Community College, Booneville) Central (East Central Community College, Decatur) Southern (Jones County Junior College, Ellisville)

District Conferences are held at a junior/community college campus in each district. Refer to the table below for your district.

Each one-day District Conference is designed for students to compete in events. Only students entering a competitive event or taking the state officer candidate test are allowed to attend the District Conferences. The top six finalists in each event at district will advance to compete at the State Leadership Conference.

District Conference Regulations

1. A copy of the online registration form and any necessary folders for district conference must be sent to the respective junior/community colleges by the announced date (the official date stamp placed by the U.S. Post Office - not a postage meter date).

2. Only students who are actively participating in a competitive event or taking the officer candidate test are eligible to attend district conferences.

3. Each Chapter may enter two students in an individual or team event.

4. Official transcripts for Middle Level and 9th and 10th grade events should be mailed with district conference registration. If transcripts are not mailed by registration deadline, the student will be disqualified.

5. One chaperone is required for every ten students in attendance.

6. Name badges must be worn for all conference functions.

7. Smoking is prohibited at all conference activities.

8. Students’ conduct should exemplify the purpose and creed of FBLA-PBL.

9. Students must be dressed appropriately for all conference functions. Locate the Dress Code in the National FBLA Chapter Management Handbook.

10. Each adviser is responsible for the conduct of his/her chapter during the conference. Each adviser should sit with his/her chapter during all sessions.

11. FBLA members are representatives of an outstanding student organization and should project the image of future leaders. Members should act courteously and professionally while participating in FBLA activities. Goodwill and good times are a natural by-product of good conference behavior.

State Leadership ConferenceMississippi FBLA holds an annual State Leadership Conference (SLC) prior to the National Leadership Conference. This three-day event allows students to network with fellow members from across the state and allows conference participants a chance to get acquainted and exchange ideas and experiences.

State competitive events lead to the selection of winners who are eligible for national competition. Other conference activities include state officer elections, leadership sessions, and motivational keynote speakers. The conference culminates in an awards program.

Conference Registration and Payments

For conference registration, a check, money order, or purchase order must be mailed – postmarked on or before the published deadline date. If one of these three cannot be provided, then a letter stating that the registration amount will be forthcoming must be included. This letter must

be on school letterhead, state the specific amount that will be sent, and include the signature of the CT Director or Principal.If you do not mail, on or before the published deadline date, a check, money order, purchase order, or letter stating that the payment will be made, then your students will not be registered for the conference.No refunds will be made after the registration deadline date.

10. Hotel reservation forms must be mailed to the hotel by the date designated. A rooming list should be mailed to the hotel two weeks prior to the conference. If there are any changes in room adjustments after the registration form is mailed, the adviser should contact the hotel immediately.

11. Students should respect the need for quiet in hallways and realize that loud behavior is not appropriate at any time. Advisers should enforce the curfew listed in the conference program. Hotel property should be respected, and local chapters are responsible for any damage to hotel property.

12. A minimum competitive event score of 45 must be obtained for a student or team to place in the top 6 at the SLC.

State Competitive Event Information

The Awards Program (competitive events) at the State National Leadership Conferences exemplifies the range of activities and focus of FBLA-PBL. These events are developed from the goals of FBLA-PBL and the curriculums of business education programs.

Mississippi FBLA strives to give every student an opportunity to compete with his/her peers on an equal basis. Some events are open only to 9th and 10th grade students, while others are open to 9th through 12th grade students (Check the National Chapter Management Handbook for specifics.) Some events at state conference are for the district conference winners and other events are held only at the State Leadership Conference.

Competitive Events are divided into the following four categories: individual individual or team team chapter

A member can participate in any number of chapter events. A member may enter only one individual/individual-team/team event. (However, a member taking the parliamentary procedure test only for consideration as State

Parliamentarian is not classified as an official event participant and may compete in another event.)

Listed below are the competitive event regulations that apply to District and State Conferences.

1. Competitive event participants must have paid membership dues by the deadline specified in correspondence from the FBLA State Office.

2. Previous first place state winners in individual events are not eligible to compete in the same event again.

3. Participants in individual events must not have entered the event at a previous National Leadership Conference.

4. Competitors are not permitted to compete in an event more than once at the National Leadership Conference unless one of the following circumstances applies:• Modified Events: A competitor may compete in the same event when the event is modified.• Team Events: One competitor of the team may have competed in the same event at one previous NLC; however, the competitor may not compete more than twice in the event at the national level.• Chapter Events: Competitors may compete in a chapter event more than once (American Enterprise Project, Community Service Project, and Partnership with Business Project).• Individual Entry: A competitor who competed as an individual entry in a team event at the national level may compete in the same event a second time as part of a team, but not a second time as an individual.• Parliamentary Procedure: Two competitors of the team may have competed in this event at a previous NLC; however, a competitor may not compete more than twice at thenational level.• Pilot Event: Competition in a pilot event does not disqualify a competitor from competing in the same event if it becomes an official competitive event. The participant may compete in another event as well as a pilot event.

5. Once a member has competed in an advanced level of an event, he/she may not subsequently compete in the first level of the event.

6. Non-graphing calculators may be used in all written events as indicated on the national event guidelines. Calculators WILL NOT be provided for the students at the SLC. Graphing calculators, PDAs (i.e., Palm Pilots), cell phones, or other memory storage devices are not allowed in any event room, holding rooms, and/or preparation room.

7. No substitutions may be made in competitors from District Conference to State Leadership Conference or from State Leadership Conference to National Leadership Conference.

8. A participant who fails to report on time for an event will be given the remaining time left from when the test began to take the test.

9. Participants must follow the dress code as established by the national office.

10. Advisers must verify the eligibility of each student registered in a competitive event. All guidelines for the various events must be followed. Advisers should first refer to the event guidelines in the National Chapter Management Handbook, then refer to the event guidelines in the Mississippi Guidelines. Failure to follow event guidelines will result in disqualification.

11. All skill events will be scored according to the national FBLA-PBL National Standards of Mailability and the Format Guide.

12. Materials submitted for competition MUST be prepared by student members, not advisers. Local advisers should serve as consultants to ensure that the material is well organized, contains substantiated statements, and is written in a business style.

13. Competitive event rating sheets will be distributed after the State Leadership Conference.

14. Who’s Who in FBLA is a recognition event, not a competitive event. Therefore, a chapter member may be nominated for Who’s Who in FBLA and may enter a competitive event. (an application must be submitted for all nominees)

The top 6 winners from the events held at the three district conferences will compete at state conference. In addition to the district events, the following events will be offered at the state conference.

The objective test for Future Business Leader will be administered online at the District Conferences. The objective test for Future Business Leader will be administered using paper tests and scantron answer sheets at the State Leadership Conference. Competitors must bring a sharpened pencil to the State Leadership Conference. Calculators will not be provided at the State Leadership Conference—students may bring non-graphing calculators.

All participants are interviewed, and only one interview will be conducted at the District and State Leadership Conferences.

The Preliminary Round Interview Rating Sheets in the National FBLA Chapter Management Handbook will be used.

District and State Awards

Public Speaking (Formerly Public Speaking II)

Eligibility

Each chapter may enter one competitor in each speech event. Introduction to Public Speaking is open to 9th and 10th grade students only. Transcripts for participants in Introduction to Public Speaking must be sent with District Conference registration. Participants must not have entered the event at a previous National Leadership Conference.

Procedure

Follow guidelines in National FBLA Chapter Management Handbook. Only the preliminary round will be conducted.

Judging

District and State Awards

The judges will determine the number of awards presented at the District and State Leadership Conferences. The maximum number of awards will be six at the District and State Leadership Conferences. The winners from the District Leadership Conferences will advance to the State Leadership Conference. A minimum competitive event score of 45 must be obtained for a participant to place in the top six at the State Leadership Conference.

Eligibility

Each chapter may have one entry in these events. The Electronic Career Portfolio must not have been submitted at a previous State Leadership Conference. One competitor of a team may have competed in the same event at one previous NLC; however, the competitor may not compete more than twice in the event at the national level. A competitor who competed as an individual entry in an individual/team event at the national level may compete in the same event a second time as part of a team, but not a second time as an individual.

Procedure

Follow guidelines in National FBLA Chapter Management Handbook. Competitors must bring computer, laptops/devices, connection cords, and power strip to use for the presentation. As stated in the National FBLA Chapter Management Handbook, students must set up equipment. Internet access will not be available. Only the preliminary round will be conducted.

Judging

The rating sheets in the National FBLA Chapter Management Handbook will be used.

State Awards

No awards will be given at the District Leadership Conferences. The judges will determine the number of awards presented at the State Leadership

Procedure

Follow guidelines in National FBLA Chapter Management Handbook. Competitors are to research a topic listed in the National FBLA Chapter Management Handbook and prepare a presentation.

A printed copy of the presentation script must be submitted with the chapter’s SLC registration. The presentation will be judged prior to the SLC. The top six teams scoring 45 or above on the pre-judged presentation script will present at the SLC. Only the preliminary round will be conducted.

National Leadership ConferenceIn the spring, advisers should go to www.fbla-pbl.org and print the NLC Guide. Conference registration instructions as well as other pertinent information are included in this guide from the FBLA-PBL National Office.

The National Leadership Conference (NLC) can be best summed up in one word: ENTHUSIASM. Students from large cities, small towns, urban areas, and rural communities all over the country meet at the NLC to compete, to win, to network, and to learn.

Election of national officers is an exciting conference highlight that takes place on the final night of the NLC. Campaign speeches, demonstrations by supporters and caucusing, such as is done in a national political campaign, climax in an election frenzy that few participants are ever likely to forget.

On the final night of the conference, winners are announced and awards are presented. With music and spotlights, the moment conference delegates have been waiting for finally arrives—the presentation of awards.

Guidelines for Mississippi Who’s Who

Mississippi’s nominee for Who’s Who to NLC will be chosen by a state committee. Any member may complete an application. The signed application must be received (by US Mail) in the State Adviser’s office by the second Friday in May. The honoree must attend the NLC.

National Officer Information

If a FBLA member is interested in running for a national office at NLC, the member must declare in writing his/her intent to run by his/her District Conference.

In order to be considered for a national officer position, the candidate must

have served a minimum of one term as a state officer take the state officer’s test at respective District Conference submit Running for National Application to State Chapter via US Mail

on/before December 1

The application may be obtained from the State Coordinator.

A screening committee will conduct an interview at the State Leadership Conference. The endorsement decision will be based upon the application and the interview.

In the event there is more than one candidate interested in running for national office, the candidates will also be required to make a three-minute campaign speech and participate in caucusing at the State Leadership Conference. The local chapter voting delegates will vote to choose Mississippi’s national officer candidate. Voting results will be added to the application and interview scores.

If more than one member is interested in running for the office of National Parliamentarian, only the current State Parliamentarian will receive endorsement/financial support to run for the office of National Parliamentarian. (The normal financial support provided by the State Chapter is the registration fee for Institute for Leaders.)
