C. BRIEF NOTE ON THE DISTRICT LUCKNOW
Lucknow is The state headquarter of Uttar Pradesh. It has always been a seat of art, literature, culture and learning. In
ancient times, it formed a part of Kaushal Kingdom and later on, it was annexed to Avadh state. Various legends have been
associated with the origin of the name Lucknow. It is said that the city was named after the name of Lakshman, the younger
brother of Lord Rama. In the north-west of the city, near the Harding’s bridge there still exists a mound on the right bank of
the river Gomati which is called Lakshman tila. It is traditionally accepted, though no such recorded evidence is however,
available supporting this theory. Some of the scholars are of the opinion that the city was named after a milk man (Ahir)
named Lakhana, who became rich as a result of the spiritual blessing of a Muslim saint.
There are no historical records corroborating above theories. It is one of the oldest city of India. Before 2001 census it
has been the capital town of Uttar Pradesh & Uttranchal both. It is said that its original name was Lakshmanpuri then
Lakhanpur and Lakhanawati, before assuming the present name as Lucknow
The capital was shifted from Faizabad to Lucknow in 1755 which contributed to its significant growth. The most
important outcome of Asif-ud-daula’s reign at Lucknow was the emergence of a powerful shia culture which is still in
constant interaction with the shia heart lands of Iran and Iraq. Asaf-ud-daula was also a great builder. He built the ‘Daulat
Khana’ as a residence for himself to that west of Macchi Bhawan, the Rumi Darvaza and the incomparable Bara Imambara.
The construction of famous Chhota Imambara was started in the period of Muhammad Ali Shah. Amjad Ali Shah’s eldest son,
Wazid Ali Sah, who was eventually destined to be the last ruler of Avadh, ascended to the throne of Avadh in 1847. Wazid Ali
Shah was a great patron of singers, musicians, dancers and artists. He was also greatly interested in architecture. He started
building the Qaiserbagh palace complex. Wazid Ali shah was a weak king and unable to face the threat passed by British.
Consequently the British speeded up their efforts to take Avadh in their grip. Colonel Sleeman was appointed as Resident in
1849 and was authorised by Lord Dollhouzie to tour entire Avadh and report the general condition of the people. Afterwards
General Outram was sent to Lucknow as officiating Resident in December, 1854 and was directed to submit a report on the
affair of Avadh. The king of Avadh refused to sign the treaty with the British for surrendering his kingdom to the East India
Company. The king himself resigned and there after passed his life in exile as pensioner of the company. Major Outram took
the charge of administration of Avadh on 7th February, 1856. Thus, the Avadh came under the rule of East India Company.
The last king of Avadh left Avadh for Calcutta on 14th of March, 1856 and died there in 1887.
Lucknow has been the main centre of activities relating to first mutiny for freedom of India in 1857. On 17th January,
1857 Maulvi Ahmad Ullah Shah, who was also known as Sikandar Shah came to Lucknow after being expelled from Agra.
There he preached people to fight against the British rule. Battles were fought at Malihabad, Lucknow, Chinhat and
Alambagh against the British forces. The forces of Avadh fought the battle under the leadership of Begum Hazarat Mahal and
the forces of Rajas and Nawabs revolted not only in Lucknow but at other places as well. Prominent places among them were
Kanpur, Bithur, Kalpi, Jhansi, Gwalior, Meerut and Delhi. After this revolt, the control of the East India Company came to an
end and the British crown assumed the charge of Indian Government. After the first meeting for freedom in 1857, many
other important events had also taken place in Lucknow. For instance, the session of Indian National Congress was held in
Lucknow in 1899 with R. C. Dutt as the president of the Congress and later on, in 1916 as well, Lucknow was venue of the
session of Indian National Congress and Muslim League. The leader of both the parties sorted out their difference and
chalked out a common programme for political reforms. This is prominently known as the Lucknow pact. During the Non-
cooperation movement of 1920-21 the people of Avadh took active part by organising boycott of foreign goods, picketing of
liquor shops and boycotting of schools and colleges. Mahatma Gandhi himself visited Lucknow city on 20th October, 1920.
Among the main political figures prominent in these days were Ganga Prasad Verma, A.P. Sen, Rai Rajeshwar Bali, Jagat
Narain and others. On 9th August, 1925 the famous Kakori Train Dacoity ( known as ‘Kakori case’) took place. At Kakori
Railway station some persons belonging to Revolutionary party stopped the 8-Down Moradabad-Lucknow passenger train by
pulling the alarm chain and forcibly took away a sum of Rs. 4,67,916 from the Guard’s compartment. Ram Prasad Bismil,
Roshan Singh, Rajendra Nath Lahri, Ashfaqullah Khan, Sachindra Nath Bakshi and Jagesh Chatterje were prominent leaders of
the Revolutionary party. In fact, these revolutionaries wanted to make India free from the British slavery by any means
whether non-violent or violent. The 49th session of the India National Congress was held at Lucknow in 1936 under the
president ship of Pandit Jawaharlal Nehru. People of Lucknow participated in Quit India Movement in 1942 on large scale.
Thus Lucknow has been the main centre of political activities during India’s freedom struggle. It is also known for social and
cultural harmony religious tolerance and Hindu –Muslim unity and above all its ‘ Ganga- jamuni tehjeeb’.
Administrative Setup of District Lucknow
District administration comprises of Revenue, Development, Police (Law and Order), Judiciary, and Local self-
government. District Magistrate is Incharge of revenue & administration. He is assisted by Additional District Magistrate
(Finance and Revenue) i.e., ADM (F&R). At the tahsil level Sub Divisional Magistrate is In-charge, who is now redesignated as
Up-Jila Adhikari. He is assisted by Tahsildars in each tahsil and for revenue collection each tahsil is further entrusted to Naib
Tahsildars and Kanungos's circles respectively. For each revenue village, Lekhpal is In-charge. Chief Development Officer
(C.D.O) and District Development Officer (D.D.O) are In-charge for development activities in the district. They also assist
District Magistrate for implementation and monitoring of various development schemes in the district. Project Director is
also deployed to assist D.M and C.D.O. in formations & supervision of different rural development programmes in the district.
For development of rural area, district is further divided into Development Block well known as Vikas Khand (also known as
Office of Kshetra Panchayats). Block Development Officers (B.D.O) look after development works at Blocks level. For his
assistance Assistant Development Officer and at village level Village Development Officers have been deployed. Under the
police set-up Senior Superintendent of Police (S.S.P) and Superintendent of Police (S.P) are In-charge of their respective
district. Additional Superintendent of Police (A.S.P) is also deployed to assist S.S.P/S.P in their respective area. Deputy
Superintendent of Police (D.S.P)/ Circle Officer (C.O) look-after the law and order of the area allotted to them. Police
Inspectors and Sub-Inspectors are In-charges of their respective Thanas/Police stations depending upon the population and
area. The Judicial administration of the District is headed by District and Session Judge. In addition to him there are several
Additional District Judge, Civil Judge, Chief Judicial Magistrate and Munsif Magistrate and others judiciary officer are also
posted to look after legal matters.
Besides these administrative officers a number of other district level officers are also posted at district headquarters.
Other District Level Offices are District Informatics Officer (NIC), Field Publicity Officer and Income Tax Officer, Sr. Treasury
Officer, District Supply Officer, District Agriculture Officer, District Economics & Statistical Officer, District Savings Officer,
District Sports Officer, District Employment Officer, Trade tax Officer, Entertainment Tax Officer, District Prosecution Officer,
District Excise Officer, General Manager District Industry Centre, Plant Protection Officer, District Panchayat Raj Officer,
District Programme Officer, Basic Shiksha Adhikari, District Inspector of Schools, Sp. Land acquisition Officer, District Social
Welfare Officer, Minority Welfare Officer, Project Manager (U.P.L.D.C.), Asstt. Regional Transport Officer, Asstt. District
Election Officer, and District Soldier welfare Officer are also deployed for monitoring and execution of various development
activities in there district. The Nucleus of the district body for self government is consisted of Mayor & Nagar Ayukat at Nagar
Nigam level and Executive Officer (E.O) & Chairman of their respective Nagar Palika Parishad/ Nagar Panchayats. Similarly at
Jila Parishad level Jila Panchayats Chairman & Apar Mukhya Adhikari (AMA) work as a public representative. Pramukh of
Kshetra Samiti/Panchayat & B.D.O in Vikas Khand level, Gram Pradhan & Panchayat secretary in his Gram Panchayat comes
under Local self-government.
Other members of different local bodies also represent their respective area at ward and village level. The seat of state
administration and district headquarters is at Lucknow. It is the central part of the State. The district is administratively
divided into 05 tahsils namely Malihabad, Lucknow, Bakshi Ka Talab , Mohanlalganj and Sarojani nagar. For implementation
and monitoring of development scheme the district is divided into 08 development blocks namely Mal, Malihabad, Bakshi-Ka-
Talab, Chinhat, Kakori, Sarojaninagar, Gosainganj and Mohanlalganj.

Demography
An official Census 2011 of Lucknow, a district of Uttar Pradesh has been released by Directorate of Census Operations
in Uttar Pradesh. Enumeration of key persons was also done by census officials in Lucknow District of Uttar Pradesh. As
reported in the Census of India 2011 Lucknow had population of 4589838 out of which around 29% Shia Muslims, 18% Sunni
Muslims, 50% follows Hinduism and 3% follows other religions. An official Census 2011 detail of Lucknow, a district of Uttar
Pradesh has been released by Directorate of Census Operations in Uttar Pradesh. Enumeration of key persons was also done
by census officials in Lucknow District of Uttar Pradesh. As reported in the Census of India 2011 Lucknow had population of
45,89838 of which male and female were 23,94476 and 21,95362 respectively. There was change of 35.79 percent in the
population compared to population as per 2001. In the previous census of India 2001, Lucknow District recorded increase of
32.03 percent to its population compared to 1991. Between 1991 and 2001 the population registered a decadal growth of
32.03 percent which was much less than the 37.14 percent which was registered between 1981 and 1991 decade. The initial
provisional data suggest a density of 1,816 in 2011 compared to 1,443 of 2001. Total area under Lucknow district is of about
2,528 sq km. However, the density of population was much above that obtained at the state level (690 persons per sq km.).
The SC population of the state at 21.3 percent to total population is above the state average (21.15 percent). A very high
percentage of the total population (66.20 percent) resides in urban areas which means that barely around 33.80 percent is
rural in nature. These are very high figure as compared to the state as whole, where urban population constitutes around 21
percent only of the total state population. With regards to Sex Ratio in Lucknow, it stood at 917 per 1000 male compared to
2001 census figure of 888. The average national sex ratio in India is 940 as per latest reports of Census 2011 Directorate.

Socio-economic cultural peculiarities of district lucknow
Lucknow represents peculiar North Indian society, with its roots in the agricultural economy of the indo gangetic plain, is
essentially patriarchal and structured on caste hierarchy of jatis interacting within the jajmani System.
Since Lucknow is fast developing metropolitan city of UP, it attracts people from across the county and we can see
cultural heritage of different places like ‘Chatt Puja Of Bihar’, traditions of Oriya Samaj, Punjabi Samaj, Malayali Samaj,
Maharashtra Samaj and Bengali like Rath yatra, Lohri, Onam, Ganpati puja and Durga Puja are celebrated here with great fan
and fare in communities publically.
Infrastructure
Ranked 6th among all the cities in India (2nd among non metro) for fastest job-creation Lucknow is not only a major
market & trading city in Northern India, but is also an emerging hub for producers of goods and services. Being the capital
of Uttar Pradesh state, the Government departments and the public sector undertakings are the principal employers of the
salaried middle class. Liberalization has created many more opportunities in the business and service sector and self-
employed professionals are burgeoning in the city.
Lucknow also provides a good catchment area for the recruitment of quality personnel by information technology
companies for the BPO. The city is the headquarters of both the Small Industries Development Bank of India (SIDBI) and the
Pradeshiya Industrial and Investment Corporation of Uttar Pradesh (PICUP). The Regional office of the Uttar Pradesh State
Industries Development Corporation (UPSIDC) is also located here. The other business-promoting institutions that have a
presence in Lucknow are the Confederation of Indian Industry (CII) and Entrepreneurship Development Institute of
India (EDII).It is also being developed as IT hub of north india.
Manufacturing and Processing
Among the bigger manufacturing units, Lucknow has Hindustan Aeronautics Limited, Tata Motors, Eveready Industries and
Scooters India Limited. Processing industries include milk production, steel-rolling units and LPG bottling. The Sahara India
Parivar, a large house of India is headqaurtered in Lucknow.
Lucknow is also famous for Indian Hukha Tobacco Paste or Khamira in local language, manufacturer's exporter of Hukha
Tobacco.The city's small-scale and medium-scale industrial units are located in the industrial enclaves of Chinhat, Aishbagh,
Talkatora and Amausi.
Real estate
Real estate is one of the many booming sectors of the economy. There are several malls, residential complexes and business
complexes throughout the city. Real estate giants like Parshvanath, DLF, Omaxe, Sahara, Unitech, Ansal API, Emaar MGF are
conspicuous by there presence.
Prominent under-construction buildings include the Signature Tower, Golf City which will have 65 floors, Sahara Hospital,
which will have 30 floors, followed by Metro City, Parshvanath Planet and Omaxe Heights all have 25 floors.
Traditional Trade
Traditionally, Lucknow has been a mandi town for mangoes, melons, and grains grown in the surrounding areas. Sugarcane-
growing plantations and sugar industries are also in close proximity. This attracted Edward Dyer to set up a unit based
on molasses in the city. Dyer Breweries was incorporated in 1855 and was Asia's first commercial brewery.The company
name was changed to Mohan Meakin Brewery in 1967 (the word "Breweries" was dropped in the eighties as the company
diversified into other industries).
Lucknow is famous for its small scale industries that are based on unique styles of embroidery,
namely, Chikan and Lakhnawi Zardozi, both of which are significant foreign exchange earners. Chikan has caught the fancy of
fashion designers in Bollywood and abroad.
During the period of the Nawabs, kite-making reached a high level of artistry, and is still a small-scale industry. Lucknow has
also been an industrial producer of tobacco products like 'Kivam', edible fragrances like 'attars' and handicrafts such as
pottery, earthen toys, silver and gold foil work, and bone carving products.
Emerging businesses
Lucknow, with its excellent education, commercial, banking and legal infrastructure, is witnessing rapid growth in information
technology, banking, retailing, construction and other service sectors. Private coaching institutions for preparing aspirants of
competitive exams and services are another business that is flourishing in Lucknow.
Lucknow houses hundreds of established real estate brands and dozens of niche and specialised developers like high-end

already established comprising 16 computers which is ready to provide IT Service.

Four Indian National Highways originate at Lucknow's Hazratganj intersection: NH-24 to Delhi, NH-
24B to Allahabad, NH-25 to Shivpuri viaJhansi, NH-56 to Varanasi and NH-28 to Barauni. Multiple modes of public transport
are available such as taxis, city buses, cycle rickshaws, auto rickshaws and compressed natural gas (CNG) low floor buses with
and without air conditioning. CNG was introduced as an auto fuel to keep air pollution under control. Radio Taxis are
operated by two major companies along with several other small operators. They can be arranged by phone or at taxi
stands. Many other private players such as Ola cabs have also their presence in the city.
City buses
Lucknow city's bus service is operated by Uttar Pradesh State Road Transport Corporation (UPSRTC), a public sector
passenger road transport corporation headquartered in MG road. It has 300 CNG buses operating in the city out of an
overall fleet of 9,500. There are around 35 routes in the city. Terminals for city buses are located in Gudamba,
Virajkhand, Alambagh, Scooter India, Institute of Engineering and Technology, Babu Banarasi Das University, Safedabad, Pasi
qila,Charbagh, Andhe Ki Chowki, and the Budheshwar Intersection. There are four bus depots in Gomti Nagar, Charbagh,
Amausi, and Dubagga.
Cycling
Lucknow is among the most bicycle-friendly cities in Uttar Pradesh. Cycle-friendly tracks have been established near
the Chief Minister's residence in the city. The four-and-a-half-kilometre track encompasses La-Martiniere College Road next
to Golf Club on Kalidas Marg, where the Chief Minister resides, and Vikramaditya Marg, which houses the office of the ruling
party. The dedicated four-metre-wide lane for cyclists is separate from the footpath and the main road. With Amsterdam as
the inspiration, new cycle tracks are to be constructed in the city to make it more cycle-friendly, with facilities like bike
rental also in the works.In the year 2015, Lucknow also hosted a national level cycling event called 'The Lucknow Cyclothon'
in which professional and amateur cyclists took part.An under-construction cycle track network by the Government Of Uttar
Pradesh is set to make Lucknow, the city with India's biggest cycle track network.
General law and Order of the District Lucknow
By and large district Lucknow is peaceful. There is no major law & order issues in Lucknow.But Being the State capital
sometimes enforcement of Model Code of Conduct put forth challenge. The District Administration and police are trying its
best to enforce Model Code of Conduct by deploying as many teams as required in every constituency. The District
administration has also geared itself to monitor the expenditures of the candidates and Political parties and is maintaining
Shadow Registers; Folder of Evidence etc as per the directions of the Election Commission of India
District has total number of 42 police stations, 15 circles and 9 SP for areas like Gramin/East/Pashim/TG from election
point of view and there are total 9 assembly constituencies. As per the directions of election commission one flying squad for
each assembly constituency and one static team for each police Thana are being constituted.
