Introduction

The Twenty Point Programme (TPP) was launched by the Government of India

in 1975 and re-structured in 1982, 1986 and again in 2006. The restructured

programme is called Twenty Point Programme-2006 (TPP-2006). Twenty Point

Programme-2006 has points for the benefit of both the rural and urban people. Its thrust

is towards programmes for eradicating poverty and improving the quality of life of the

poor and the under-privileged people. The programme covers various socio economic

aspects like poverty, employment, education, housing, health, agriculture, land reforms,

irrigation, drinking water, protection and empowerment of weaker sections, consumer

protection, environment, e-Governance, etc.

Planning Department has been declared as a nodal department for coordination,

review, monitoring and reporting of monthly / quarterly / half yearly / annual progress

reports of Twenty Point Programme-2006 (TPP-2006 ) from the year 2007.

The year wise position of the State in respect of implementation of TPP-2006 at

National Level remained as follows:-

HIGHLIGHTS OF TWENTY POINT PROGRAMME PERFORMANCE of HP DURING 2011-12 (APRIL, 2011 - March, 2012)

1. The progress report of Twenty Point Programme-2006 is compiled on the basis of

information received from the departments. The data is being received through e-

mail/fax/post in the Planning Department.

2. On the basis of State level Progress Report for April 2011 – March, 2012,

performance under the following sixteen items is adjudged ‘Very Good’ (90% or

above the targets).

3. Some of the items under TPP-2006 like Mahatma Gandhi National Rural

Employment Guarantee Scheme (MGNREGS), Immunization of children and

delivery in institutions, etc., being demand driven are without targets at the State

level. However, these items are monitored at the level of the concerned Ministry in

Government of India, based on the national targets.
