,OBSERVANCE OF THE NATIONAL INDIGENOUS PEOPLES DA AND NATIONAL

INDIGENOUS PEOPLES MONTH 2017

1. Pursuant to Republic Act No. 10689 entitled An Act Declaring August 9 asNational Indiqenouo Peoplce Day and Afandating the ,I;~feaningfu.lObeervance Thereof;and Presidential Proelama ion No. 1906, s. 2009 entitled Declaring the Month ofOctober of Every Year as ationaZlndigenous Peoples Month, the Department ofEducation (DepEd) enjoins all its offices and schoels to observe the said nationalcelebrations, through vario s commemorative and advocacy activities.

2. The 9th of August 0 every year is also celebrated as the International Day ofthe World's Indigenous Pe 'Pies, as decided by the United Natiions (UN) GeneralAssembly (Resolution 49/214). This year, the commemor1ion holds added~t~~~c~f~~i::~:~E:e~;~:~r~~~stl~ee21~~~::~=O~ftl~l:g:~~~!:l:Rights Act of 1997 (Republi Act No. 8371). .

I3. As the primary gov ent agency mandated to protect and promote theright of every Filipino learn r to basic education, indluding the inculcation of valuesthat promote recognition 0 the nation's cultural diversity, the DepEd intends tosubstantially contribute t the objectives of the I said observances through itsextensive network of school ,field offices, and various learning programs.

4. This is consistent wi~h.the aims of the K to 12 Basic Education Program andthe National Indigenous Pe 'PIes Education (IPEd)Policy Framework (DepEd OrderNo. 62, s. 2011), which stipulates that within the framework of maintaininginclusive and effective le ing environments, the DepEd shall nurture, among allleamers and DepEd teachi g and non-teaching personnel, respect for human rightsand cultural diversity an that DepEct shall promote greater awareness andappreciation of the Indigeno sPeoples' cultural heritage and history - an integral, yetoften neglected, part of the hilippine nation's cultural heritage anki history (Section15-~. .

~Ij~ The theme highlights the need 0 deepen theunderstanding of the specific role of ~ach and everyone who has a stake in IPEd inprotecting and nurturing the initial gains of the program. The D pEd is ensuringthe growth and maturity of the seeds that everyone has painst 'ngly planted inIPEd by building and strengthening tpe appropriate support syste in curriculumand governance, especially the mechanisms for dialogue and par ership betweenDepEd and JP COJJl..!llunities. The integrated commemoration of th National IP Dayand lP Month ~hall focus on cohesive advoc~cy act~vities that promote commitmentfrom DepEd's internal stakeholde~s on their specific accountabili es on the IPEdProgram, and supporting IP eldera and other community represe tatives engagedwith DepEd in consolidating Wider community support, anchor d on the JPEdFrameworks formulated with the schools division offices (SDOs).

6. In line with the abovementioned theme, the regional offices and SDOs, andschools are enjoined to support the national celebrations y undertakingappropriate and relevant activities during the week of August 7 ~ 11, 2017 (forthe: com.m.emoration of the National IP Day on August 9) and friom October 1 to31,2017 (for the National IP Month) through, but not limited to; the following:

a. conduct of appropriate learning activities which promote the objectivesand message of the national celebrations (e.g., activities that promoteparti eness of and respect for Indigenous cultural communities,particularly those within or proximal to the school vicinity);1

b. conduct of advocacy activities for teaching and non-teaching personnel,and other stakeholders:

c. hanging of streamers/banners in strategic places in toe vicinity ofDepEd offices and schools (an, electronic flle of the standart·,layout shallbe provided to regional offices by the DepEd-Indigeous PeoplesEducation Office/IPsEO); and

d. featuring of the event and other IPEd-related activities on the websiteand other communications media of the regional and SDOs, andschools.

7. For DepEd personnel. it is highly encouraged that the said observances bemaximized as an opportunity to deepen their knowledge and understanding of keyDepEd policies on IPEd, such as the lPEd Curriculum Framewqrk (DepEd Order(DO) No. 32, s. 2015), the implementation of the IPEd Program, is well as the UNDeclaration on the Rights of Indigenous Peoples (Online resource~ are available athttp://Vv''''''vw.un.org!en/eventsjindigenousday/resources.shtmll.

8. , It is reiterated that the planning and conduct '~,f activities are to be guided bythe Department's Guidelines on the Conduct of Aetivities and Use of Materials/;,nuoluinq Aspect,s of Indigenous Peoples Culture I(Dd No. 51, s. 2014), which aremeant to provide guidance on the ethical assesrment of the conduct of learningactivities and related engagements of schools, D~PEd offices. and other educationinitiatives, Whi,Chinvolve various aspects of indi enous peoples culture. Likewise,field offices and schools are enjoined to consult and collaborate with indigenouscommunity elders and other culture bearers appropriate in I the conduct ofactivities. I

9. Regional offices and SDOs, thJOUghthe IPEd Focal Persons shall ensure theproper coordination of activities and pompliance with the guidanc provided in thisMemorandum. Expenses incurred ~elative to the conduct of a tivities shall becharged to local funds, subject to re usual accounting and a diting rules andregulations.
