AGENDA ITEM A PUBLIC HEARING TO CONSIDER THE RESOLUTION TO
PROCEED WITH THE ISSUANCE AND SALE OF NEW JOBS TRAINING CERTIFICATES (MULTIPLE PROJECTS 49) IN AN AMOUNT NOT TO EXCEED $11,855,000.
BACKGROUND The Board has previously approved the final agreements on a group of 260E training projects. The combined cost of the training projects will be financed from the sale of new jobs training certificates in the amount of $11,855,000. Iowa Code requires $7,410,000 of these certificates to be sold as a standard issuance and $4,445,000 to be sold as a supplemental issuance. These certificates will be repaid with the future proceeds from the new jobs credit from withholding. In November 2018, the Board passed a resolution directing the publication of a notice of intention to issue the new jobs training certificates and a resolution directing the advertisement for sale of the new jobs training certificates. The activities required by these resolutions have been accomplished. The Board is now required to conduct a public hearing in order to receive comments from the public concerning the issuance of the certificates. At the conclusion of the public hearing, the Board is to consider a resolution to proceed with the issuance and sale of the new jobs training certificates. RECOMMENDATION It is recommended that the Board adopt a resolution to proceed with the issuance and sale of the new jobs training certificates. Robert J. Denson, President

AGENDA ITEM Legacy Plaza Buildings 17 and 18 Roof Replacement BACKGROUND At the November 12, 2018 Board meeting, the Board adopted the proposed Plans and Specifications for the Legacy Plaza Buildings 17 and 18 Roof Replacement. The Board set the receipt of bids for December 4, 2018 at 2:00 p.m. and a public hearing for December 10, 2018 at 4:00 p.m. The architect will tabulate and analyze the bids received on December 4, 2018 and at the December 10, 2018 Board meeting will present a recommendation for award of contract. This project will be funded through a reimbursement from the City’s pledge to support capital improvements needed at the Legacy Plaza campus. RECOMMENDATION It is recommended that the Board:
A. Public Hearing – At the conclusion of the Public Hearing and after consideration of the information presented, move to adopt the Resolution Approving Plans and Specifications, From of Contract and Estimated Costs for the Legacy Plaza Buildings 17 and 18 Roof Replacement.
B. Consideration of Award of Contract – Move to recommend the Award of Contract after review of the bid tabulation and engineer’s recommendation.

BOARD MEETING November 12, 2018
The regular meeting of the Des Moines Area Community College Board of Directors was held at DMACC’s Hunziker Career Academy in Ames on November 12, 2018. Board Chair Joe Pugel called the meeting to order at 3:59 p.m.
ROLL CALL Members present: Fred Buie, Felix Gallagher, Fred Greiner, Kevin Halterman, Denny Presnall, Joe Pugel and Madelyn Tursi. Member connected via teleconference: Jim Knott. Members absent: Cheryl Langston. Others present: Robert Denson, President; Carolyn Farlow, Board Secretary; Greg Martin, Board Treasurer, faculty and staff.

PRESENTATIONS Randy Gabriel, Executive Director, Program Development, welcomed everyone to the Hunziker Center, currently in its 13th year of operation. He then provided an overview of the high school programming, including increased connections with business and industry. Jeff Kelly, Hunziker Center Coordinator, presented information on the credit offerings, including expanded daytime and web‐blended courses and increased student services provided to Hunziker students. Tim McCulloh and Renee Miller with United Way of Central Iowa thanked DMACC for partnering with United Way and then provided an overview of their efforts to increase the number of self‐sufficient individuals and families in their area.

Frequently, a redacted document, such as a memo or e‐mail message, has simply had personal (or possibly actionable) information deleted or blacked out. As a consequence, redacted is often used to describe documents from which personally identifiable, sensitive, confidential or classified information has been expunged.
Data redaction is the suppression of sensitive data, such as personally identifiable information (PII). PII can be used on its own or with other information to identify or locate a single person, or to identify an individual in context.
This policy is needed for the protection of individuals or as required by law.

AGENDA ITEM Purchase of 1171 7th Street, Des Moines and Subsequent Sale of the Current
Evelyn K Davis Center for Working Families Facility at 801 University, Des Moines BACKGROUND Over the last six years, the Evelyn K Davis Center for Working Families has been able to serve more people and communities than originally anticipated. We have been averaging nearly 5,000 unique people a year coming into the Center and have been able to generate over $47 million in wages earned back into the community with the job placement and training programs. Through our educational credit attainment efforts, we have had clients earn over 50,000 credits and 55,000 noncredit hours at DMACC.
With this great success we have had to increase the amount of staffing of the center and have done so with the financial support of our partners. Also we have increased the various services offered at the center to accommodate the community needs in the core of Des Moines, including HiSET and ESL classes, financial services, IT training and other high demand career training opportunities. These additional staff and programming services have maxed out the current facility at 801 University. We now have the opportunity to purchase 1171 7th Street for $1.5 million and sell the 801 University property to C Fresh Market for $700,000 in order to accommodate their growing needs. The facility at 1171 7th Street will allow the Center to almost double its square footage and engage more partners and clients. DMACC’s legal team has reviewed this proposal. RECOMMENDATION It is recommended that the Board allow the purchase of 1171 7th Street and the sale of 801 University to accommodate the growing needs of the Evelyn K Davis Center for Working Families.
