• Robert Livingston and James Madison sent to France to buy New Orleans for $10 million
• Charles De Talleyrand has permission to sell
all of Louisiana territory for $15 million.
• Did not have the extra money or the permission. Was it constitutional?
• Jefferson was a strict constructionist but he bent the rules for the U.S.
• Agree to $15 million deal and U.S. doubles in size.
